1.1. Introduction:
Sheikh Hasina (born 28 September 1947), also known by her married name Sheikh Hasina
Wazed, is a Bangladeshi politician serving as the 10th Prime Minister of Bangladesh, having
held the office since January 2009. Having previously served as Prime Minister for five years,
she is the longest-serving Prime Minister in the history of Bangladesh.

Hasina is the daughter of Bangladesh's first President Sheikh Mujibur Rahman, the eldest of his
five children. (Commission., 2020) Her political career has spanned more than four decades. She
previously served as Opposition Leader from 1986 to 1990, and 1991 to 1995, then as Prime
Minister from 1996 to 2001. She has been leading the Bangladesh Awami League (AL) since
1981. (web.archive.org, 2020), (www.dhakatribune.com/bangladesh/politics/2016/10/23/hasina,
2020), (www.britannica.com/biography/Sheikh-Hasina-Wazed, 2020) in 2008, she returned as
Prime Minister with a landslide victory. In January 2014, she became Prime Minister for a third
term in an unopposed election, as it was boycotted by the Opposition, and criticized by
international observers. She won a fourth term in December 2018, following an election marred
with violence and criticized by the Opposition as being rigged.

2.2. Background and Early Life:

Sheikh Hasina was born in Tungipara, East Pakistan on 28 September 1947. Her father
was Sheikh Mujibur Rahman, the 'father' of the Bengali Nation, and the first President of
Bangladesh. Her mother was Sheikh Fazilatunnesa Mujib. (www.britannica.com/biography,
2020) She has said in many interviews that she had grown up in fear due to her father's' political
works. (www.aljazeera.com/program/episode/2013/9/23, 2020) She married physicist M. A.
Wazed Miah in 1968, who was chosen for her by her father. (hwww.dnaindia.com/analysis,
2020) During the peak of violence in the 1970 Pakistani general election, as well as her father's
arrest, she had lived in refuge with her grandmother.
(www.aljazeera.com/program/episode/2013/9/23, 2020) She was active in the student politics of
the University of Dhaka. (journals.sagepub.com, 2020)

Hasina was not in Bangladesh when her father, and most of her family, were assassinated on 15
August 1975 during a military coup d'état by members of the Bangladesh Army. She was in
West Germany where her husband, M. A. Wazed Miah, was working as a nuclear physicist. She
moved to Delhi in late 1975 and was provided asylum by India. Her son, Sajeeb Wazed Joy,
studied at Indian boarding schools. During her time in India Hasina was not involved in politics,
but became close friends with Suvra Mukherjee, wife of the future Indian President Pranab
Mukherjee. (hwww.dnaindia.com/analysis, 2020), (bdnews24.com/bangladesh, 2020)

Chapter – Three: Successful
Leadership

3.1. Successful Political Career:
3.1.1. 1981–1991: Movement against Military Rule
While living in self-exile in India, Hasina was elected President of the Bangladesh Awami
League (AL) in 1981. (www.forbes.com/profile/sheikh-hasina-wajed, 2020) The AL has been
described as a "left-of-center" party. (www.daily-sun.com/printversion/details, 2020),
(content.time.com, 2020), (aceproject.org/ace-en/focus, 2020)

Under martial law, Hasina was in and out of detention throughout the 1980s. In 1984, she was
put under house arrest in February and again in November. In March 1985, she was put under
house arrest for another three months. (awpc.cattcenter.iastate.edu, 2020), (btrc.gov.bd/bn,
2020) Her party, along with the Bangladesh Nationalist Party (BNP) under Khaleda Zia,
continued to work to restore democratically elected government, which they achieved by the
democratic election in 1991, won by the BNP.

Hasina and AL participated in the 1986 Bangladeshi general election held under
President Hussain Muhammad Ershad. She served as the leader of the Parliamentary
Opposition in 1986–1987. (www.britannica.com/biography/Sheikh-Hasina-Wazed, 2020)

She led an eight-party alliance as opposition against Ershad. (www.nytimes.com/1987/08/29,
2020) , (www.worldcat.org, 2020), (en.wikipedia.org/wiki, 2020) Hasina's decision to take part
in the election had been criticized by her opponents, since the election was held under martial
law, and the other main opposition group boycotted the poll. However, her supporters
maintained that she used the platform effectively to challenge Ershad's rule. Ershad dissolved the
parliament in December 1987 when Hasina and her Awami League resigned in an attempt to call
for a fresh general election to be held under a neutral government. During November and
December in 1987, a mass uprising happened in Dhaka and several people were killed,
including Noor Hossain, a Hasina supporter.

3.1.2. 1991–1996: Transition to Democracy and Leader of the Opposition:

After several years of autocratic rule, widespread protests and strikes had paralyzed the
economy. Government officers refused to follow orders and resigned. Members of
the Bangladesh Rifles laid down their weapons instead of firing on protestors and curfew was
openly violated. Hasina worked with Khaleda Zia in organizing opposition to Ershad.
(www.nytimes.com/1990/12/09/world, 2020), (en.wikipedia.org/wiki, 2020) A huge mass protest
in December 1990 ousted Ershad from power when he resigned in favour of his vice president,
Justice Shahabuddin Ahmed, the Chief Justice of the Bangladesh Supreme Court.

The caretaker government, headed by Ahmed, administered a general election for the parliament.
The Bangladesh Nationalist Party led by Khaleda Zia won a general majority, and Hasina's
Awami League emerged as the largest opposition party. (news.bbc.co.uk/2/hi, 2020) Among
three constituencies Hasina fought, she lost in two and won in one. Accepting election defeat,
she offered her resignation as the party president but stayed on at the request of party leaders.

Politics in Bangladesh took a decisive turn in 1994, after a by-election in Magura, held after the
death of the MP for that constituency, a member of Hasina's party. The Awami League had
expected to win back the seat, but the BNP candidate won through rigging and manipulation,
according to the neutral observer who came to witness the election.
(www.nytimes.com/1996/01/14, 2020), (en.wikipedia.org/wiki, 2020), (www.worldcat.org/title,
2020) Hasina led the Bangladesh Awami League in boycotting the parliament from 1994.

3.1.3. 1996-2001: First Premiership:

The Awami League (AL), with other opposition parties, demanded that the next general elections
be held under a neutral caretaker government, and that provision for caretaker governments to
manage elections be incorporated in the constitution. The ruling Bangladesh Nationalist
Party (BNP) refused to act on these demands. (www.thehindu.com/news, 2020),
(en.wikipedia.org/wiki, 2020), (www.worldcat.org/title, 2020)

Opposition parties launched an unprecedented campaign, calling strikes for weeks on end. The
Government accused them of destroying the economy while the opposition countered that BNP
could solve this problem by acceding to their demands. In late 1995, the MPs of AL and other
parties resigned from parliament. Parliament completed its term and the 15 February 1996
Bangladeshi general election was held. The election was boycotted by all major parties except
the ruling BNP, who won all the seats in the parliament as a result. Hasina described the election
as a farce. (www.thedailystar.net, 2020), (en.wikipedia.org/wiki, 2020)

The new Parliament, composed mostly of BNP members, amended the constitution to create
provisions for a caretaker government (CTG). The 30 June 1996 Bangladeshi general
elections were held under a neutral caretaker government headed by retired Chief
Justice Muhammad Habibur Rahman. AL won the largest number of seats, 146, but fell short of
the majority. Khaleda Zia, leader of the BNP who won 104 seats, denounced the results and
alleged vote rigging. This was in contrast to what the neutral observers said that the election was
free and fair. (www.nytimes.com/1996/06/14/world, 2020), (en.wikipedia.org, 2020),
(www.worldcat.org/title, 2020) Hasina served her first term as Prime Minister (PM) of
Bangladesh from 1996 to 2001. She became the first Bangladeshi PM since its independence to
complete the entire term. (www.britannica.com/biography/Sheikh-Hasina-Wazed, 2020) She
signed the 30-year water sharing treaty of the Ganges with India. Her administration repealed
the Indemnity Act, which protected the killers of Sheikh Muijib, her father and first President of
Bangladesh. Her government opened the telecom industry, which till then was limited to

Government owned companies, to the private sector. In 1999 the government started the New
Industrial Policy (NIP) which aimed to strengthen the private industry and encourage growth.

and Economic Cooperation (BIMSTEC) and D-8 Organization for Economic Cooperation (D-8).
The NIP allowed foreign companies to open 100 percent owned subsidiaries.

In the 2001 Bangladeshi general election, although winning 40% of the popular vote (slightly
less than BNP's 41%), AL won just 62 seats in the Parliament, while the 'Four Party Alliance' led
by BNP won 234 seats, giving them a two-thirds majority in Parliament. Hasina herself ran in
three constituencies, (www.businesstoday.in/top-story, 2020) and was defeated in a constituency
in Rangpur, which included her husband's home town, but won in two other seats. Hasina and
AL rejected the results, claiming that the election was rigged with the help of the President and
the caretaker government. The international community was largely satisfied with the elections,
and the 'Four Party Alliance' went on to form the government. (books.google.com.bd/books,

3.1.4. 2001-2008: Opposition Period:

The Awami League MPs were irregular in attending the Parliament during the following period.
(www.thedailystar.net/backpage, 2020) In late 2003, the Awami League started its first major
anti-government movement, culminating in the declaration by party general secretary Abdul
Jolil that the government would fall before 30 April 2004. This failed to happen and was seen as
a blow to the party and Hasina, who had implicitly supported Jalil.

3.1.5. 2004: Assassination Attempt

During her second term as leader of the opposition, political unrest and violence increased.
MP Ahsanullah Master died after he was shot in May 2004. This was followed by a grenade
attack on 21 August on an Awami League gathering in Dhaka, resulting in the death of 24 party
supporters, including Ivy Rahman, party women's secretary. On 10 October 2018, a special court
gave verdicts in two cases filed over the incident; the court ruled that it was a well-orchestrated
plan, executed through abuse of state power, and all the accused, including BNP Senior vice-
chairman Tarique Rahman (in absentia) and former top intelligence officials, were found guilty.
The court handed down various punishments. (www.thedailystar.net/august-21-carnage,
2020) Shah A M S Kibria, Hasina's former finance minister, was also killed that year (2004) in a
grenade attack in Sylhet. (web.archive.org/web/20160126202958, 2020),

In June 2005, A. B. M. Mohiuddin Chowdhury, an incumbent of the Awami League, won the
important mayoral election in Chittagong, the 'Port City' of, and second-largest city in,
Bangladesh. This election was seen as a showdown between the opposition and the ruling party.

3.1.6. 2006–2008: Detention during the Caretaker Government and

Military Intervention

The months preceding the planned 22 January 2007 elections were filled with political unrest and
controversy. Following the end of Khaleda Zia's government in late October 2006, there were
protests and strikes, during which 40 people were killed in the following month, over uncertainty
about who would head the caretaker Government. The caretaker Government had difficulty
bringing all parties to the table. AL and its allies protested and alleged that the caretaker
Government favored the BNP. (www.jagonews24.com, 2020) The interim period was marked by
violence and strikes. (news.bbc.co.uk/2/hi/south_asia, 2020), (www.thehindu.com/archive,

Sheikh Hasina secured a third successive term in office with her ruling Awami League and its
Grand Alliance partners, winning the 11th general election by a landslide. With 267 seats under
its belt this time, the ruling alliance surpassed its 2008 poll success – when it secured 263
parliamentary seats. Sheikh Hasina's Awami League has run Bangladesh since 2009 and won
288 seats in this election. One of the leading opposition parties accused it of using stuffed ballot

Chapter – Four:
Controversies

4.1. Controversies:

The Padma Bridge graft scandal was a political incident in Bangladesh that involved the
ruling Bangladesh Awami League's government who allegedly sought, in exchange for the
awarding of the construction contract, a large amount money from the Canadian construction
company SNC-Lavalin. The allegations were subsequently found to be false and without merit,
and the Canadian Court subsequently dismissed the case. (en.wikipedia.org/wiki, 2020),
(www.thedailystar.net/world, 2020)

As a result of the allegations, The World Bank pulled out of a project to build Bangladesh's
largest bridge, citing corruption concerns, cancelling $1.2bn (£764m) credit for the 6 km-long
(four miles) road-rail bridge over the Padma River. (www.bbc.com/news/world-south-asia-

months after dismissal of the case. (www.economist.com/banyan/2012/02/27, 2020) On 11 July
2012, Mirza Fakhrul Islam Alamgir said the Awami League government should make public a
letter sent by the World Bank, wherein the Bank brought graft charges against Hasina and three
other figures. (web.archive.org/web/20170207112707, 2020) On 17 January 2016, Sheikh

On 24 January 2017, in a speech in parliament, Prime Minister Hasina blamed Muhammad
Yunus for the World Bank's pulling out of the project. According to her, Yunus lobbied with the

the loan. On 10 February 2017, an Ontario (Canada) Superior court justice dismissed the bribery-
conspiracy case for lack of any proof. (en.wikipedia.org, 2020)

In 2018 Hasina's government passed the controversial "Digital Security Act 2018", under which
any criticisms of the Government over the internet or any other media, would be met with
various degrees of prison terms. This was heavily criticized both domestically and internationally
for suppressing people‘s freedom of speech as well as undermining press freedom in Bangladesh.

Chapter – Five: Conclusion

5.1. Conclusion:

Bangladesh was created when East Pakistan became separate from Pakistan in 1971 and in less than 50
years Bangladesh economy has overtaken Pakistan economy overwhelmingly. Bangladesh, despite
military rule and thereafter misrule by BNP-Jamaat-e-Islami has surged ahead of Pakistan which today
has become a basket case with its PM Imran Khan visiting countries after countries seeking grants and
investments.

Bangladesh has emerged as one of the world‘s fastest-growing economies. Its per capita income has
doubled over the last decade. It is all set to leave the category of ―least developed countries‖. Hasina‘s
ambition is to accelerate the annual economic growth rate from the current 7 per cent to nearly 10 per
cent by the time Bangladesh celebrates its 50th birthday in 2021.
combination-of-exemplary-courage-and-vision/, 2021)

What does this economic transformation of Bangladesh mean for the Indian Subcontinent? It has begun
to change the economic situation in the region, by displacing Pakistan. The per capita income of
Bangladesh, $1800, is now larger than that of Pakistan‘s at about $1600. It is also a question of
direction, momentum and national purpose. In contrast to Pakistan‘s bleak economic future, there is
economic optimism about Dhaka‘s economic prospects. If Prime Minister Imran Khan is travelling
round the world to stitch together yet another bailout of Pakistan‘s economy, PM Sheikh Hasina talks
of reducing reliance on aid focusing on trade and investment.

Some in Pakistan are now asking the Imran Khan government to adopt the ―Bangladesh model‖ —
where the focus is on economic development rather than political adventurism and promoting
secularism instead of extremism. As Bangladesh rises, it changes the balance within South Asia by
tilting the region‘s economic center of gravity towards the east.

The economic advancement of Bangladesh helps lift up the whole of the eastern Subcontinent,
including India‘s Northeast as well as Bhutan and Nepal and pushes BBIN (Bangladesh-Bhutan-India-
Nepal) partnership as well as BIMSTEC and India‘s South East Asia policy. Thanks also the initiative
of Bangladesh, its maritime territorial issues with India and Burma have been peacefully resolved
through arbitration. That opens up significant room for maritime economic and security cooperation
within the Bay of Bengal. That in turn will deepen the integration between eastern Subcontinent and
Southeast Asia. (https://economictimes.indiatimes.com/blogs/et-commentary/sheikh-hasinas-
leadership-skills-unique-combination-of-exemplary-courage-and-vision/, 2021)

Till date, Pakistan has asked for and gotten 12 International Monetary Fund (IMF) bailouts, and is
looking for its 13th and most expensive one yet. On top of these bailouts, it has gotten generous
financial assistance from countries like Saudi Arabia and China. To save itself from an economic crisis
this time, it has received $6 billion ($3 billion deposit in balance of payments aid, $3 billion in deferred
oil payments) from Saudi Arabia, a similar amount (or so it says, no one really knows yet) from China,
and is in talks with the UAE and Malaysia. (https://economictimes.indiatimes.com/blogs/et-

Compared to this Hasina has assured to work for realizing aspirations of converting Bangladesh into a
developed country by 2021. Compared to the past BNP-Jamaat government which virtually patronized
all radical Islamic groups and pro-Pak forces and was even involved in engineering a grenade attack on
Awami League rally in Dhaka targeting Sheikh Hasina who was then addressing the anti-terrorism
rally on August 21, 2004, it was a huge relief for all those who are opposed to Islamic radicalism,
terrorism and corruption. Legacy of Bangabandhu Sheikh Mujibur Rahman confers a unique symbolic
identity to Awami League which is credited with the very creation of Bangladesh and lying of
foundation of Bengali nationalism. (https://economictimes.indiatimes.com/blogs/et-
commentary/sheikh-hasinas-leadership-skills-unique-combination-of-exemplary-courage-and-vision/,
2021)

The success of Sheikh Hasina is nothing less than a miracle. She has developed the country from
almost nothing. That the least developed country Bangladesh is now a developing country is her
contribution to development. Her first term of office as Prime Mimister (1996-2001) was a warm up
phase after years of decay and deadlock caused by the assassination of Bangabandhu Sheikh Mujibur
Rahman in 1975. It, however, faltered as the BNP-Jamaat alliance took over and unleashed a reign of
violence, corruption, religious extremism and militancy that lasted for a full term of five years from
2001. Then Sheikh Hasina appeared as the savior and came up with her party‘s manifesto ‗Charter for
Change-Vision 2021‘ and swept to landslide victory in parliamentary election held on 29th December
2008. She took up the reins for second consecutive term in 2014 and made the country rise like a
phoenix from the ashes of ruination. The journey continued and is still continuing now against all the
odds.

The economy of Bangladesh now is booming. HSBC Annual Report says that Bangladesh is becoming
the 26th largest economy in the world and will be followed by Philippines, Pakistan, Vietnam and
Malaysia. The country has been enlisted into the Next Eleven countries – South Korea, Mexico,
Bangladesh, Egypt, Indonesia, Iran, Nigeria, Pakistan, the Philippines, Turkey and Vietnam which are
ready to become the biggest economies in the 21st century world after the BRIC countries (Brazil,
Russia, India and China). As the second largest economic sector in the subcontinent, Bangladesh is
marching forward as member of the Commonwealth, D-8, and Organization for Economic
Cooperation, SAARC, IMF, World Bank, World Trade Organization and Asian Infrastructure

Development Bank under Sheikh Hasina‘s dynamic leadership. Sheikh Hasina has demonstrated how
it was possible to venture into the Padma Bridge construction without any World Bank funding,
defying opposition of all big powers. (https://economictimes.indiatimes.com/blogs/et-
commentary/sheikh-hasinas-leadership-skills-unique-combination-of-exemplary-courage-and-vision/,
2021)

A big success of Sheikh Hasina is the bold move to bring the war criminals of 1971 to justice. These
war criminals earlier shared power with Khaleda Zia and wielded tremendous political clout during the
BNP regime. The people of the country, particularly those who lost their near and dear ones during the
liberation war in 1971, must have been happy to see the perpetrators of war crimes put on trial and
brought to justice decades after these heinous crimes were committed. Sheikh Hasina is a supremely
courageous leader who stands before the raging storm with the spirit of Liberation War. Trying the war
criminals of 1971 was the boldest ever initiative after the War of Liberation. Not bowing down to any
internal and external pressure, she went on with her mission in fulfilling her avowed commitment to the
nation. This is a new history in the dispensation of justice in Bangladesh which proves crimes against
humanity never go void. Putting the war criminals on trial and bringing them to justice was a very bold
decision on the part of Sheikh Hasina and the war crimes trials are on an equal footing with the
Nuremberg trials, Tokyo trials and Manila trials.

Another achievement that Sheikh Hasina can be credited with is that her government is engaged in
relentless battle against religious militancy. It is a serious problem besetting the Muslim countries.
Innocent people are being annihilated in thousands in countries like Afghanistan, Pakistan, Iraq, Syria
and other places by radical forces. In recent past Bangladesh also came under the grip of militant
forces. The horrible bombing of Ramna Batamul in 2001, the grenade attack on Auguat 21, 2004, the
simultaneous country-wide bomb blast on August 17, 2005, and the latest Gulshan Café standoff on
July 1, 2016 heralded the existence of religious militancy in Bangladesh. If these social evils had not
been fought back in right earnest by Sheikh Hasina they would have, by now, risen to a point of no
return. Sheikh Hasina is taking a tough line on them and her anti-militancy role can provide a model
that other Muslim countries can emulate. (https://economictimes.indiatimes.com/blogs/et-

Women empowerment is another remarkable success of Sheikh Hasina. This is for the first time in
Bangladesh that large number of women is holding high offices. According to Nobel laureate Prof
Amartya Sen Bangladesh is ahead of India in all indexes of gender equality and empowerment. The
Sheikh Hasina government adopted a national policy on women empowerment and brought about
radical change in their social and legal status by implementing the policy.

Being a successful manager of the affairs of the state, Prime Minister Sheikh Hasina ensured peace and
stability in the country through her consummate tactical skills in neutralizing the destabilizing forces
and eliminating the potential threats of subversion and extremism. Showing zero tolerance to religious
fanaticism and fundamentalism, Sheikh Hasina has triumphantly upheld the basic principle of
secularism declared in Bangladesh constitution. In fact, the long uninterrupted spell of stability during
her tenure obviously makes up the exclusive chemistry of her development vision.

PM Hasina‘s extraordinary handling of the hugely gigantic humanitarian Rohingya issue at once
brought her acclaim and recognition of her capable leadership beyond the national borders. Giving
shelter to more than seven lakhs Rohingya refugees in Bangladesh, Sheikh Hasina has truly emerged as
the Mother of Humanity. All global bodies by awarding innumerable titles and tags have virtually
recognized her outstanding contributions towards distressed humanity. Ensuring the better living
conditions and increasing the facilities for the long deprived inhabitants of the enclaves, she has held
out a dream of living with dignity before these distressed and detached people from light. These
unbelievably daunting tasks of rehabilitating and resettling underprivileged and deprived people was a
challenge for her which Sheikh Hasina has overcome with her singular charisma and courage.

Sheikh Hasina has now become a symbol of national unity and solidarity. She embodies an entity that
is ever vigilant to thwart all conspiracies against Bangladesh. Those who love Bangladesh and her
independent spirit have to lend their whole-hearted support to Sheikh Hasina so as to help her carry her
onward march of development in building the long-cherished Sonar Bangla. The people must keep in
mind that the successors of the heinous reactionary elements who killed the Father of the Nation are
still lying in wait for the slimmest chance to destabilize the enviable development of Bangladesh once
again.

Sheikh Hasina‘s landslide victory in the just concluded 11th national election has conclusively proved
an overwhelming electoral mandate in favor of her mission and commitments. By voting Sheikh
Hasina into power for the fourth time, people has reposed their trust in her. Now it is the turn for the
Awami League to keep up with the trust. The best possible way to celebrate the overwhelming victory
is to materialize the hopes and aspirations of the people from all walks of life. Sheikh Hasina‘s
leadership is essential for the country, the region and the world as well.
