POSITION PAPER

Committee: United Nations Development Program (UNDP)

Country: Republic of Poland
Agenda: Promoting sustained, inclusive and sustainable economic growth, full and
productive employment and decent work for all in the post pandemic world (SDG-8)
United nations development program (UNDP) help countries build resilience to achieve the
Sustainable Development Goals in 170 countries around the world. SDG 8 aims to promote
economic growth and decent work for all. Economies grow when more workers have access to
jobs and when workers are more productive. By decent work it is meant to have quality job, fair
income and safe working conditions. Decent work puts people at the center of development.
Sustainable economic growth means to foster economic growth while preserving the quality of
environment for future generations. However, COVID-19 has brought in sudden and drastic
disruptions that have ravaged the world economy and soared unemployment rate. As a result, many
nations are now struggling to provide productive employment and decent jobs to its young labor
force.
Polish economy remains one of the leaders of economic growth among the EU countries. It is
characterized by a large scale of entrepreneurship, illustrated e.g. by a higher than average share
of microenterprises in the group of economic entities in the EU. Poland has the sixth-largest
economy in the EU and has long had a reputation as a business-friendly country with largely sound
macroeconomic policies. Since 1990, Poland has pursued a policy of economic liberalization.
During the 2008-09 economic slowdown Poland was the only EU country to avoid a recession, in
part because of the government’s loose fiscal policy combined with a commitment to rein in
spending in the medium-term Poland is the largest recipient of EU development funds and their
cyclical allocation can significantly impact the rate of economic growth. The Polish economy
performed well during the 2014-17 period, with the real GDP growth rate generally exceeding 3%,
in part because of increases in government social spending that have helped to accelerate
consumer-driven growth. The polish economy has largely managed to avoid the pandemic induced
troubles experienced in western Europe. In 2020, Poland’s GDP contracted by only 3.5%,
significantly less than OECD average of 5.5%. While Unemployment rates have soared across
Europe, the official polish figures have hardly budged, and are lowest in the European Union.
United Nations is working in all the nations of this world to achieve the goals of SDG 8 which
includes full and productive employment and decent work for all by 2030. The policy of supporting
entrepreneurship is one of the priorities of the Polish government. The challenge is to effectively
stimulate the development activity of companies, in particular innovative ones, which is necessary
for positive structural changes in the economy and increasing its productivity. Increasing the
employment rate, promoting stable forms of employment and, at the same time, flexible work
organization and delivery methods, remain crucial. An important element is the proper creation of
the labor market in order to ensure decent work for all.
Poland believes crucial steps are to be taken for the fulfilment of SDG 8 in the post pandemic
world. Some policies that are to be implemented:
1) Implement comprehensive employment policy frameworks, including support to labor
market institution.
2) Investing and boosting green economy to create green jobs. Higher investments on green
projects for future growth to be environmentally sustainable.
3) Government must take the initiative to maintain an accommodative monetary policy to
support businesses for some time during emergencies.
4) Post pandemic growth should aim for increased participation of women in the labor force.
5) Inclusion of marginalized communities and disabled people in the work force.
