Description of iTM
Chapter 1
Description of iTM
The Integrated Terminal Management system offers remote scheduling and actioning of radio
programming jobs along with a range of management reporting of job and radio status.
The Description section provides an introduction to the iTM system. It gives a general understanding of
the purpose and use of iTM, and the interaction between iTM devices.
1.1
Benefits of Using iTM
The iTM system is an optimal solution for managing radios. For operators, it provides a centralized
inventory and enables remote programming of the radios. For radio users, it provides a convenient way
of upgrading their radios. The system delivers the following main features:
Remote programming
Radio users can upgrade the radio through the network, by plugging it to a programming station.
Automatic programming
Remote programming operation is automatic. It does not require any actions by the radio user other
than placing their radio into a programming station.
Job readiness notification
Optional notification for radio users when a programming job is ready to be executed.
Job scheduling
Allows iTM to execute jobs only when traffic load on the network is low.
Geographical independence
the provisioning of software and codeplug jobs for radios is carried out in whichever programming
station the radios are docked regardless of location on the customer network.
Jobs on memory sticks
Transporting jobs on memory stick or other portable media to programming stations that are not
connected to the customer network.
Centralized storage and flexible management
Codeplug and software files for all radios are stored on a central server. The files are available
for management operations performed from client computers located anywhere on the corporate
network.
Shared centralized storage for more agencies
User access can be restricted so that members of one agency cannot see or manage radios in
other agencies (license required).
History of configuration changes
Log files store the history of operations performed.
Providing data for inventory management
Radio status information is maintained.
Simple bulk activation of radio features
Enables you to introduce new features to a large number of radios in one action.
Support of new radio programming and ISSI changes to repaired radios
Makes it easy to introduce new radios into the customer fleet.
Hardware-dependent software enablement
Prevents activating features not supported by the hardware of individually read radios.

Chapter 1 : Description of iTM
1.2
General Remote Radio Programming Process
NOTE: Applicable only for wired programming.
In most cases, the update of radio software (firmware) and/or codeplug follows the steps presented
in the following table. The system performs all these steps, apart from steps 1 and 2. Scheduled
jobs cannot be downloaded for offline execution and are not available on a stand-alone Proxy. In this
example, iTM Proxy is online.
1.3
System Overview
iTM is a centrally-controlled system with a multi-client/server architecture. It is composed of three main
hardware and software components communicating with each other using an IP network:
• One iTM Server with the Motorola Solutions iTM Server application
• Up to 100 iTM Clients with the Motorola Solutions iTM Client application
• Up to 1000 Proxies with the Motorola Solutions iTM Proxy application
• IPv4 and IPv6
• One optional Email Transmitter.
• One optional iTM Job Processor.

15
6866539D66–AL
Chapter 1 : Description of iTM
• Radio software files for specified radios: one software file per radio type and per software
version
• Information about iTM Proxies
• Information about iTM system users
A codeplug is a configuration file defining all radio and talkgroup settings, including technical
parameters such as display settings, or screen savers.
Codeplug files stored in a database are associated with the TETRA Equipment Identity (TEI)
number unique for every radio.
iTM Wi-Fi OTAP
The iTM Wi-Fi OTAP feature allows wireless upgrade for radio software and configuration over
Wi-Fi connection. Updates able to be done wirelessly includes:
• Firmware
• Configuration
• Languages
• Reading the codeplug
iTM Client
Access to the iTM Server and control over the database is carried out from iTM Clients that are
management centers for the iTM system. The iTM Client allows the network administrator to access
the iTM Server in order to configure the system and provision upgrades. The iTM Client is also
used by radio configuration operators to schedule the programming jobs.
The iTM Client is also used by radio configuration operators to schedule he programming job for
both Wired and Wi-Fi OTAP operation.
iTM Proxy
An iTM Proxy provides the USB programming points. It is a computer that one or more radios
connects to by using USB, either directly or through a battery charging cradle. Proxies are
distributed in different locations to cover the entire radio fleet and provide programming points
to all radios.
As for upgrading mobile radios, for example, mounted in a car, you can use a laptop as an iTM
Proxy. The iTM Proxy does not need to be online to upgrade a radio. You can download jobs and
program the radio offline from the iTM Proxy graphic user interface (GUI) .
The iTM Proxy can run as an application with a GUI or as a service. The GUI allows you to
follow the progress of a job being executed and logged-on users to configure the Proxy. The Proxy
service allows the proxy PC to program radios without a user being logged on to the PC.
Email Transmitter
The Email Transmitter allows iTM to send email notifications to radio users informing them that
a programming job is ready to be executed when the radio is connected to an iTM Proxy. The
transmitter supports SMTP. The Email Transmitter is an optional component in the iTM system, and
is only required if job notification of radio users is used and executed using email.
iTM Job Processor
The iTM Job Processor is an application which allows the construction of Wi-Fi packages used by
Wi-Fi supported radio. Multiple Job Processor is supported. You can configure information about
the location of an Over-The-Air Programming (OTAP) application which is available by graphical
interface. The most important information are:
• Location of Wi-Fi OTAP API
• Number of parallel job execution
• Number of queue size
16
6866539D66–AL
Chapter 1 : Description of iTM
• Time interval
NOTE: The Wi-Fi OTAP application will be installed together during the iTM server
installation process.
Log Files
The iTM software stores information about performed tasks in log files. The user can use log files
for debugging purposes and for providing iTM system data to third-party applications (for example
an inventory system).
Access Control
Access to all iTM applications is password protected and restricted for defined users only. With a
license, iTM allows restricting permissions to certain folders and radios on the iTM Server. In this
way, a number of agencies can share an iTM Server without all iTM Client users having access to
radios from all agencies.
1.4
Licensing
The iTM system requires a license to be operational. If no license is available in the system, it is only
possible to perform the following actions:
• License management in iTM Client.
• Online backup in the Server Manager.
When the system is started, load your licenses before using iTM to program and manage radios.
With release 7.0 and the introduction of the new licensing system, license files and entitlements, which
have to be loaded into iTM, are used as means of feature activation. iTM now also supports both online
and offline license activation. In the online mode, iTM communicates directly with the licensing servers
and allows immediate activation. To activate license offline, do not use license file from network drive.
NOTE: To generate an offline package from CPS for iTM, ensure that the imported rpk and
CPS version are compatible with the related release.
iTM supports software-based licenses for:
• System features
- Shared Server with Versatile User Rights
- Enforced Profiles
- ODBC Database View
- Networked Systems
- Radio Authentication (also known as Security Enhancement)
- Radio Programming
- Individually Identified Control Heads
- Extended Agency Partitioning
• Capacity
- Number of radios in the system
- MS Mobility Log Collection (previously known as Policies)
- Number of Proxies
- Job Notifications
- Number of Clients
- PICS policy – several radios that can have the PICS policy assigned
17
6866539D66–AL
Chapter 1 : Description of iTM
- Configurable Attributes
- Runtime Log Collection
• Radio features
The iTM licenses support usual license features such as node locking (iTM can run only on hardware
with a specific hardware ID); expiry of licenses (apart from TEI-locked licenses); licenses only valid for
a single iTM version; and so on.
Licenses for enabling radio features can be either site-wide or TEI-locked. Site-wide means that the
licensed features can be enabled on all the radios in your system without any restrictions. TEI-Locked
means that a license is for a specific radio, and such a license can enable features only on the specific
radio. Site-wide and TEI-locked licenses can coexist in the same system.
After reading a radio, iTM collects data on the hardware capabilities of the radio and uses it to
determine if a given feature can be activated. This rule concerns Bluetooth 4.0 and advanced location
services which require appropriate radio hardware components to be operational. Because of this
functionality, unsupported features are not activated. If an unsupported feature is selected because
iTM has no data on the hardware configuration of a given radio, the job including the feature
enablement is failed.
1.5

Extended Agency Partitioning
Extended Agency Partitioning (EAP) is a system where a single iTM system acts as a central
organization that house several smaller separate iTM systems known as agencies.
The central organization, also known as the top-level organization, is a purely administrative
management level that oversees the entire operation. The top-level organization manages the
following items:
39
6866539D66–AL
Chapter 3 : Configuration of iTM
An agency works as a conventional iTM system, where each agency has their own system
administration to handle the day-to-day management. Each agency is a stand-alone from the other
agencies, sharing, or crossovers is not possible. The agencies manage the following items:
• Folders and radios.
• Folder movement between agencies.
NOTE: User Rights is used to confirm movement. For example, radio movement is
prohibited during Job Processing. There are movement restriction for folder movement. It
is not possible to move folders beyond the agency if one or more of the following conditions
is met:
- A profile which is used as an enforced profile in a folder.
- A radio which has one or more policies assigned.
- A radio which has any state other than New, Ready, or Expired.
- A radio and there are not enough radio licenses in destination agency.
- A radio which is a part of the paired radios and the whole pair is not being moved.
Resolve the conditions manually in order to execute the operation.
• Agency users. A user can only belong to one agency.
• Agency user groups.
• Proxies. Proxies are defined and fully owned by an agency.
• Policies. Policies are specific to agencies and cannot be access by other agencies.
• Enforced profiles.
• Radio firmware. Radio firmware cannot be shared between agencies.
• All radio feature licenses. Licenses cannot be shared between agencies.
Enabling Extended Agency Partitioning allows you to:
40
6866539D66–AL
Chapter 3 : Configuration of iTM
• Separate the management of users and user groups into agencies. This allows different agencies to
create and manage their own users and groups.
• Separate proxies into agencies, allowing each agency to create and update the proxies as required
by the agency.
• Separate the management of subscriber firmware, allowing each agency to load and use separate
firmware versions.
• Separate certain licenses (for example; radio feature licenses) into agencies, allowing each agency
to manage their own licenses.

3.3
Radio Connections
Radio programming through the iTM system is performed after connecting the radio to iTM Proxy using
wired connection (USB or a serial port) or Wi-Fi connection.
iTM Proxy automatically installs the relevant drivers when a portable radio is connected for the first
time.
NOTE: As USB communication is sensitive to electrical noise, it is recommended not to
connect or disconnect chargers and USB cables during programming of radios. Specifically,
the USB cables attached to the proxy PC should not be connected and disconnected during
programming as the cables are connected to the radio chargers and through them to the main
power source and thus may cause electrical noise. It is also recommended to keep the proxy
PC properly grounded to minimize electrical noise.
Radios should only be connected and disconnected using the programming pods or the radio
connector on the programming cables, leaving the USB/serial connector on the PC and charger
untouched during programming.
In order to program devices using Wi-Fi Over The Air Programming (OTAP), devices must first be
known by the iTM system. There are two options to achieve this:
• Connect devices with Wi-Fi support to the iTM Proxy using cable and read the codeplug.
• Add new radio manually using iTM Client interface and select Enable OTA programming during
creation. The serial number of the device needs to be typed in manually.

Enabling or Disabling iTM Proxy as Standalone
This procedure describes how to toggle the standalone mode in iTM Proxy (functional without being
connected to the network). You can set up an iTM Proxy to be standalone when the proxy PC is
connected to the network irregularly or not at all. This enables you to export jobs, policies, and users
from an online iTM Proxy to a memory stick or other portable media. These exported jobs, policies, and
users can be imported to the standalone Proxy, and jobs or policies can be executed on the connected
radios. The job or policy status can be exported from the standalone Proxy to the portable media and
imported by an online Proxy so that the iTM Server is updated with the current job and policy status.
Prerequisites:
Log on to the iTM Proxy.
Ensure that you have the Configure proxy permissions.
Ensure that no jobs are downloaded to iTM Proxy.
Procedure:
1 In the iTM Proxy main window, select File→Configure Proxy.

name and password on the restart of the iTM Proxy.
• If you are not logged on before the application was closed, you are not prompted for
the user name and password on the restart of the iTM Proxy.
3.6
Enabling or Disabling iTM Proxy as Service
This procedure describes how to set up an iTM Proxy as a service that starts and runs in the
background when the proxy PC is booted.
iTM Proxy can run as a service on the proxy PC. This setting minimizes the effort required to execute
programming jobs and policies. When running as a service, iTM Proxy can execute programming jobs
and policies for connected radios. To perform other operations, you can open the iTM Proxy GUI. An
iTM Proxy can run as a service with the user logged on or logged off.
iTM Proxy running as a service is indicated by the following icon displayed in the Microsoft Windows

Specifying the iTM Proxy Job Polling Interval
This procedure describes how to set the job polling interval of the iTM Proxy.
When a job polling interval is set, iTM Proxy checks the iTM Server for active jobs and policies
regularly for all connected radios. This action ensures that a job or policy is executed even though the
radio has been connected before the job or policy becomes active.
If a job polling interval is not set, the iTM Proxy checks the iTM Server for active jobs or policies only
when a radio is connected. If a job is created, or scheduled for execution after a radio is connected
to the Proxy, the job is not executed. It is also the case if a radio is connected before the iTM Proxy
application is launched on the proxy PC. Scheduled jobs cannot be downloaded for offline execution
and are not available on a stand-alone Proxy.
Prerequisites:Log on to iTM Proxy and ensure that you have Configure Proxy permissions.
Procedure:
1 Select File→Configure Proxy.
2 From the Polling of Jobs drop-down list, select an interval.
3 Click OK.
NOTE: The job polling interval configured on the iTM Proxy should in general be kept
to a high value to minimize the load on the system from unnecessary polling of the iTM
Server. As a rule of thumb, the average polling rate should be less than one per second.
If the iTM system contains 100 proxies with an average of six radios connected to each
Proxy, in total 600 radios connected, the polling interval should not be lower than 10
minutes (600 seconds). The polling rate should then be set to 15 minutes or higher.

4.1
iTM Server Manager
iTM Server Manager integrates various Server-specific commands into a single GUI-based framework.
The GUI can only be accessed from the Server. No remote connection is possible. The Server
Manager also requires Windows administrator privileges to be run and therefore it has no logon utility.
Figure 34: Tetra iTM Server Manager
69
6866539D66–AL
Chapter 4 : iTM Server Operation
iTM Server Manager controls access to individual services preventing initiation of services conflicting
with other running services. This rule applies to services that modify system information, for example
by configuration (writer services). Another type of services do not initiate any change and only display
information (reader services). They share the following dependencies:
• When a writer service is being executed, no other services (reader or writer) can be executed.
• When a reader service is being executed, other reader services can be executed.
Some services require the server to be stopped, while other services require the server to be started.
The services provided by the Server Manager are summarized in the following table.
70
6866539D66–AL
Chapter 4 : iTM Server Operation
If a given service runs in the background, it does not block the GUI from any other activity. However, if
any service is running, it is not possible to exit the Server Manager. Server backup is an exception to
the rule and allows exiting the Server Manager when it is running.

LDAP Authentication
iTM allows authenticating users with the use of LDAP servers. iTM Server manages the LDAP
integration in the whole system.
For iTM, the most frequently used LDAP-based server is Active Directory, but other databases are also
supported.
Once enabled, Active Directory handles the entire user authentication for iTM, apart from the built-in
superuser account. If the LDAP mode is disabled, the built-in superuser needs to set local passwords
for users who were previously managed by Active Directory.
LDAP only manages user authentication. Other account information, for example, type of account or
permissions, is handled by iTM.
The iTM Server Manager handles activation and configuration of the LDAP protocols.

4.16.1
Operations Log
The iTM software logs all radios connected to an iTM Proxy and all radio programming done on an iTM
Proxy. The log files can be used either for debugging purposes or as an entity providing data from the
iTM system to third-party applications (for example an inventory system).
The [Link] file contains information about the jobs executed on the radio(s), such as radio
upgrade, codeplug upload, and radio protection. The file is stored on the iTM Server.
NOTE: The [Link] does not include user operations performed in the iTM Client or
the iTM Proxy.
For details, see the document: iTM Interfaces Programmer's Guide.
4.17
Proxy Backward Compatibility
Backward compatibility refers to a hardware or software system that can use interfaces and data from
earlier generations of the system. For the iTM system, backward compatibility is limited only to iTM
Proxy. Old iTM Clients are not supported, they have to be upgraded at the same time as iTM Server.
When the Proxy Backward Compatibility feature is enabled, current release Proxies and previous
release Proxies can be connected to the Server simultaneously – this allows to gradually update the
whole system without the need to upgrade all Proxies at once. This way the system down-time can be
minimized.
NOTE: Backward compatibility applies only to one previous release: for example, iTM Server
6.2 is backward compatible only with iTM Proxy 6.1. An exception is iTM Server 6.1, which is
compatible with two earlier releases: 6.0.2 and 6.0.
The Proxy Backward Compatibility feature is available only when the user upgrades from the previous
release of the iTM system. The feature does not work if the user tries to enable it on a new system that
has never been upgraded.
When the previous release iTM Proxy communicates with the current release iTM Server, all the
features available in the previous iTM release are moved to the current iTM system. The Server does
not check the job compatibility for the Proxy. It always returns jobs to the Proxy. If the previous release
iTM Proxy gets a job that is not supported (because it has been introduced in the current release of the
iTM system), it fails on the job execution. The compatibility check contains a task type, and policy type.
Since the Proxy Backward Compatibility is only available after the system upgrade, to enable the
feature perform the following actions:
• Back up the old iTM Server and store the backup files in a safe place.
• Uninstall the old iTM Server.
• Install and start the new iTM Server.
• Upgrade iTM Clients to the new version.
• When you start iTM Client for the first time, load the new license.
• Enable compatibility mode. See Enabling or Disabling Backward Compatibility on page 91.
84
6866539D66–AL
Chapter 4 : iTM Server Operation
• Load and upgrade the saved database. See Upgrading the Server Database on page 89.
NOTE: If the system license for the previous release had an expiry date, then the Proxy
Backward Compatibility does not work beyond that date.
An error message pops up if you try to load an RPK and software when the Server runs in
compatibility mode. RPKs and other software can be loaded only when compatibility mode is
disabled.
If the compatibility mode is temporarily turned off and RPKs are loaded, after enabling
compatibility mode again the old Proxies may not work properly anymore. It is recommended
not to switch the compatibility mode off and on to load RPKs. Once turned off and when all
Proxies are upgraded, the compatibility mode should never be turned on again.
4.18
Backup, Restore and Upgrade of iTM
This part provides information on how to back up the iTM system and restore it from backup files. It
also explains all necessary steps to upgrade your iTM system to the most recent release.
The backup and restore procedures apply to the Server only. The Server holds the database.
iTM can be upgraded in two different ways:
Full iTM system upgrade
This includes new features for iTM and may also include support for new radio models and/or radio
software — see Upgrading iTM on page 88. In a full iTM system upgrade, you must schedule
downtime because each of the iTM applications must be taken out of service, the old software must
be removed, and the new software must be installed. For iTM Server, the upgrade also includes
a restoration of a backup, and an upgrade of the database. iTM Proxy can be upgraded without
removing the old software.
Automatic Proxy Update
This installs Service Pack Updates and include support for new radio models and/or radio software.
Update packages can be rolled out by uploading them to the Server and does not require
reinstallation of the iTM applications — see Automatic Proxy Update on page 92. Service Pack
Updates are installed on top of the latest full iTM system upgrade.
4.18.1
Backing Up iTM Server
This procedure describes how to back up iTM Server which keeps the database for the entire iTM
system.
Perform the backup procedures on a regular, scheduled basis to mitigate potential data loss.
Follow this procedure to run a manual backup, if no backup was scheduled. For information on
scheduling, see Scheduling a Backup on page 86.
The backup is run while the Server is on, with no effect on Server operations. However, the capacity is
reduced during the backup. The backed-up data includes the following:
• Radio and folder data
• Configuration data
• The list of defined proxies
• Codeplugs and templates
• Policy data
• Radio Software files

4.18.4
Automatic Proxy Update
With Automatic Proxy Update, you can install Service Pack Updates on iTM Server and Proxy. This
allows iTM to support new radio software releases without going through the full upgrade process.
By loading a Service Pack Update package to the Server, iTM can update the Server database and
distribute the iTM Proxy software (including CPS) automatically to every Proxy installation connected to
the Server.
A Service Pack Update package contains all previous packages released since the last full release of
the iTM system. This means that if three Service Pack Updates have been released for the newest
iTM System release, the third package contains the first two. Consequently, you can install the third
package without having installed the first two packages.
Automatic Proxy Update installs Service Pack Updates only. New features in the iTM system are
released with full iTM releases and require execution of the full upgrade process. See “Upgrade
Process” in Integrated Terminal Management (iTM) Administrator’s Guide.
Service Pack Updates are available for download from Motorola Solutions Online (MOL) and from iTM
Extranet page.
[Link]
Planning Automatic Proxy Update
Before uploading a Service Pack Update package to the Server and making it available to iTM Proxy
installations on the network, you need to consider a number of things.
If your iTM system has standalone proxies, they cannot be updated through Automatic Proxy Update
as they are not connected to the network. Standalone proxy installations must be updated using the
normal upgrade procedure for iTM Proxy, see Upgrading iTM Proxy on page 91. The installation file is
available on Motorola Solutions Online (MOL) along with the Service Pack Update.
The Automatic Proxy Update feature can be configured so that it does not put unwanted strain on the
network bandwidth. On the Server two parameters can be configured to apply to all Proxies that have
Automatic Proxy Update enabled:
Number of simultaneous download sessions
This allows you to control how many Proxies can download the Service Pack Update at the same
time. The default number is 25 simultaneous download sessions
Time of day interval for downloads:
This allows you to define a timeframe within which downloads of Service Pack Updates to iTM
Proxies can be initiated.
For more information, see Configuring Automatic Proxy Update on iTM Server on page 93.
On each Proxy you can configure the following:
Automatic Proxy Update on or off
For each individual Proxy in the iTM system you can turn the feature on or off. When turned on the
Proxy automatically checks the Server every hour for available Service Pack Updates. If an update
is available, it is downloaded. By default the feature is turned on.
Install Service Pack Update automatically
If Automatic Proxy Update is turned on, the Proxy checks for Service Pack Updates every hour and
download the package if one is available. However, you can configure whether the package should
be automatically installed after download. If the Proxy is set not to install the package automatically,
it notifies you about the package when the download completes. This notification allows you to
start the installation. If you choose to postpone the installation, the notification reappears every
