Schedule Model Development: Methodology and Tools
The project will use the department’s shared Microsoft teams site as the repository for all
project schedule related artifacts.
The schedule will be developed in the department’s standard project schedule tool (MS Project
2019) using the approved Work Breakdown Structure document as its basis.
Tasks, their associated activities, and durations will be entered into the project schedule
software tool with predecessor tasks assigned at the activity level.
Named resources will be assigned to each task. If named resources are not known, then
resource groups will be assigned to the task.
Once completed, the Project Manager will examine the schedule to ensure it is technically
correct and reasonable.
After the schedule is approved, the project will be baselined.

The activities durations will be estimated to the Nearest day.
Units of Measure: per resource
Human resource measurements are days. No other fractions or portions of identified
measures are used for the project.

Control Threshold: as %
The general threshold is 10%.
If a team member feels a schedule change is necessary, and the change is more than 10% then
he/she must inform the Project Manager and other affected team members for review.
If the change is acceptable, then a change request is necessary.

The project will use Schedule Variance and Schedule Performance Index (SPI) as the basis for
measuring schedule performance.
In addition, the project will track an additional data point in order to improve estimation
accuracy.
Percentage of Tasks on Time – % of tasks that finish on or ahead of their planned
finish date.
Performance measure calculations are made using the project schedule software (Microsoft
Project Professional 2019) for the project.
ROLES & RESPONISBILITES
Project Sponsor: Review and approve final schedule and respond within 3 working days for
any change requests
Project Manager: Leads the team in the development of the Schedule Management Plan and
the Project Schedule. Provides regular status information in meetings with the Project
Sponsor and steering committees.
Project Team: Notifies the Project Manager and Project Scheduler about possible schedule
risks and issues. Assists with schedule estimating activities
Project Schedule Model Maintenance: This is the process used to update the status and record
progress of the project during execution. (How often will you meet to collect information, who will be
responsible for what etc.)
Project team members report their work time and progress weekly using the project schedule
software tool.
Team members are trained on how to record time in the schedule software tool.
The Project Manager and Project Scheduler review the project status and report progress
weekly in the project schedule software application.
