PROCESSES ‘The Contractor shall provide details of processes and procedures which will be utilised for this contract ACCESSORIES ‘The Contractor shall provide details of all accessories, brackets, channels, fastenings etc., for items specified in the Schedule, The Contractor's description, part number or ordering reference shall be provided for each such item. APPROVED APPLICATOR ‘The Contractor shall provide details of applicator approvals by the sheeting manufacturer. MARKINGS, ‘The Contractor shall provide details of proposed markings complying with Clause 9 of this Specification PACKAGING ‘The Contractor shall provide details of proposed packaging for signs and accessories. RECOMMENDATIONS OR CODES OF PRACTICE The Contractor shall provide detailed recommendations for storage, handling and care and ‘maintenance for items specified in the Schedule. ‘The recommendations shall detail any risks associated and provide occupational health and safety information to avoid or minimise these risks, if applicable. ‘Any other information relevant to the manufacture, supply and delivery of signs and accessories shall also be provided. WARRANTED SIGN PERFORMANCE The Contractor shall provide details of all warranties applicable to the finished signs. The data sheets shall be prepared in the Worksafe Australia format or equivalent. QUALITY ASSURANCE SURVEY ‘The PTC "Tenderers Quality Assurance Survey” document TQA 3800-1 shall be completed and submitted with the tender. 7. MATERIALS 7A 72 73 74 75 76 GENERAL, ‘All materials utlised for manufacture of consumables and equipment shall be of merchantable quality and comply with relevant Australian or equivalent Standards, if applicable. SIGN BLANKS ‘Aluminium alloy for sign blanks shall comply with AS 1734, Type 5052 or 5251 and be of temper H36 or H38. Thickness of blanks shall comply with relevant drawings. ‘The blanks shall be flat, smooth and free from cracks and other fabrication defects. All edges shall be smooth and true. Sign blanks shall be one piece unless otherwise specified on drawings. EXTRUDED SECTIONS ‘Aluminium alloy extruded sections for sign blanks and support channels shall comply with AS 1866, Type 6063-TS. ‘The extrusions shall be flat, smooth and free from fabrication defects. All edges shall be smooth and true. Railway Crossing Cross Arms shall conform to Alcan section No. T5005 S, or equivalent. RETROREFLECTIVE SHEETING Retroreflective sheeting shall conform to AS 1906.1, for Class 1 materials. Colour shall conform to AS 1743, Appendix C for Class 1 materials and shall comply with relevant drawings. ‘The sheeting adhesive system may be heat actuated or pressure sensitive. OVERLAYS AND SCREENING INKS ‘Overiays, process opaque inks or pastes, transparent inks and clear coats shall be compatible with retroreflective sheeting. Durability shall be equal to or better than the retroreflective sheeting. ‘The materials shall comply with the sheeting manufacturer's recommendations. PIPE POSTS Pipe posts shall be 50 mm nominal bore, 2.3 mm minimum wall thickness, hot dipped galvanised steel tube conforming to AS 1450, Grade 200 minimum. Galvanising shall conform to AS 1650. RIVETS Rivets shall be stainless steel or monel and shall have a shank diameter of 4.8 to 5 mm and a head diameter of 8.5 to 9.5 mm. ACCESSORIES ‘Accessories comprising brackets, channels, fastenings etc. shall comply with relevant descriptions and drawings and shall conform to relevant Australian standards where applicable. Mounting brackets and fittings shall be of an approved design. Mounting bolts, set screws and nuts shall be hexagon and all fastenings, including steel washers, shall be galvanised, unless otherwise specified or approved. Washers which are in contact with the faces of signs shall be nylon 8, MANUFACTURE a4 82 83 MANUFACTURING LOCATIONS AND FACILITIES ‘The Contractor shall advise the Corporation in writing of the proposed manufacturing locations. and of any change of locations of works at which signs and accessories are manufactured. GENERAL Al sign fabrication, including cutting and punching of holes, shall be completed prior to ‘commencement of preparation, if applicable. All burrs and rough edges shall be removed. Pipe posts shall be of a smooth uniform profile without projections and deformities. All burrs and rough edges shall be removed. Accessories shall be of merchantable quality without projections and deformities. All burrs and rough edges shall be removed. PREPARATION OF BLANKS 84.1 Degreasing All sign blanks shall be suitably degreased on both sides. The blanks shail be thoroughly rinsed in clean water, dried and kept free from contact with contaminants. During the degreasing process, all rade and alloy identification marks shall be removed, 842 Etching Flat sign blanks shall be etched on both sides. Extruded sign blanks may be etched on both sides or on the front side only Etching may be by chemical or mechanical means subject to strict conformance to sheeting manufacturer's recommendations. RETROREFLECTIVE SHEETING APPLICATION Retroreflective sheeting shall be applied and processed by applicators approved by the sheeting manufacturer and strictly in the specified manner. Retroreflective sheeting shall conform strictly to the sheeting manufacturer's minimum width and overlap requirements, Sheeting shall not be applied over any raised protuberance such as bolt and rivet heads. Ail edges shall be trimmed from the face side and cut cleanly and level to the sign blank without ‘overhang, ‘The reflective sheeting shall not be spliced 86 PRINTING OF SIGNS 8.6.1 Letters, Numerals and Spacings Allletters, numerals and spacings shall conform to AS 1744 unless otherwise specified. ‘The shape, size and alignment of legend elements, spacings between letters in a word and the width of borders shall be within + 2 mm. ‘The length of a line of legend, horizontal spacing between words and the vertical ‘spacing between lines of legend shall be within + 5 mm. INFRASTRUCTURE DIVISION M33 MANUFACTURE AND SUPPLY OF RETROREFLECTIVE LEVEL CROSSING & TRACKSIDE SIGNS a7 88 89 ines of legend shall be centred on the sign within + 3 mm of the vertical centre, unless otherwise specified 8.6.2 Printing Processes Alllegends, symbols, borders and backgrounds shall conform to the relevant drawings and shall be applied by either of the following processes:~ 86.2.1 Sik Soreen All process inks and paints, clear coats etc., shall be prepared and applied strictly in accordance with the ink and sheeting manufacturer's recommendations, ‘Silk screened transparent ink shall be applied in such a thickness as to produce a luminance contrast ratio between the screened surface and adjacent unscreened background of not less than 7 to 1 nor more than 15 to 1 when viewed under retroreflected light at 4° entrance angle and 0.2° ‘observation angle (as defined in AS 1906.1). 86.22 Overlay Overlays shall be applied strictly in accordance with the sheeting manufacturer's recommendations. Air or foreign matter shall not be entrapped and the overlay shall not be wrinkled. All edges shall be cleanly cut. HOLE PUNCHING ‘The retroreflective sheeting and overlay, if applicable, shall be cut around each bolt hole to a diameter of 2.2 times the diameter of the bolt hole. The retroreflective sheeting shall not be removed. STIFFENING SECTIONS Galvanised stee! stifening sections, where specified, shall be placed in accordance with relevant drawings. Ends of the stiffening sections shall terminate 20 mm + 5 mm short of the edge of the sign, unless otherwise specified. RIVETING All rivets shall be installed after the sheeting and legend have been applied to the blank. Rivets shall be in a single row and evenly spaced. Maximum rivet spacing shall be 300 mm with an edge distance not exceeding 30 mm from the end of the stiffening section. Where the rivet head bears on the retroreflective sheeting, a nylon washer of 11 mm 0.D. shall be piaced under the rivet head. 8.10 TREATMENT OF REAR OF SIGNS ‘aamBssR Revision 01, 5 May, 1598 Page 12 of 13 \ TECHNICAL = PUBLIC TRANSPORT CORPORATION SPECIFICATION sa INFRASTRUCTURE DIVISION TM 33 MANUFACTURE AND SUPPLY OF RETROREFLECTIVE LEVEL CROSSING & TRACKSIDE SIGNS 10. ‘The rear of flat signs shall be etched and left unpainted, unless otherwise specified. Where black paint is specified on the rear of the sign, application of a stoving primer and stoving enamel, in accordance with the manufacturer's recommendations, or non refiective adhesive sheeting of appropriate type and colour may be utiised. MARKING All signs shall be legibly marked with a permanent identification coding to identify the sign manufacturer, the reflective sheeting manufacturer and type and the month and year of manufacture. ‘The markings shall be minimum 6 mm high on the rear of the sign and shall be produced in such a manner that the front of the sign is not damaged. ‘The markings shall be located as near as practical to the bottom rear right hand comer on rectangular signs. For other shaped signs, the markings shall be on or below the horizontal centre line and as near to the right hand rear edge as practical ‘The markings shall be visible whilst the sign is mounted, PACKAGING AND LABELLING 10.1 PACKAGING 10.1.1 General ‘All components for dispatch shall be adequately packaged to ensure that no damage or loss occurs during handling and transit. Packaging shall be of suitable size and construction and shall comply with any other requirements as detailed in this Specification, the Schedule or order. 10.1.2 Signs Signs shall be packaged strictly in accordance with the sheeting manufacturer's recommendations, The sign face shall be overlaid with a slip sheet, complying with the retroreflective sheeting manufacturer's recommendations, to cover the entire sign face. A sheet of protective material such 2s bubble pack shall be overlaid and securely fastened to the sign at its edges or completely surround the sign Where more than one sign of the same type and size is contained in the same package, the signs shall be packed in pairs face to face. Slip sheeting covering the entire sign faces shall protect each sign face. A protective material such as bubble pack, of the same size as the signs, shall be used between the slip sheets. Corrugated board may be used between the slip sheets in lieu of bubble pack to provide additional protection from rivet damage. The signs shall be completely wrapped in bubble pack or otherwise appropriately packaged. 10.1.3. Pipe posts Pipe posts shall be securely strapped in bundles. LABELLING Each package of signs shall be labelled with the sheeting manufacturer's recommendations for handling, storage and installation Each package or bundle shall be clearly marked with the quantity and description of items contained within as well as "Public Transport Corporation, Victoria’ and order number. 114. HANDLING AND TRANSPORT Signs shall be stored and transported on edge. ‘The packs of signs shall be kept dry at all times during storage and transport. Packages requiring mechanical handling shall be provided with suitable mechanical handling facilites, Provision shall be made when loading for dispatch to permit unloading by suitable mechanical handling ‘equipment, ‘The size, shape, mass and construction of individual packages shall, as far as practical, permit safe manual handling without risk to health and safety. 12, QUALITY ASSURANCE 12.4 12.2 123 GENERAL The Contractor shall comply with "PTC Quality Assurance Requirements" as detailed .in document SQA 9002.2 Revision 1". ‘The Contractor shall demonstrate compliance with this Specification by the implementation and maintenance of a Quality System to meet the requirements of AS/NZS ISO 9002 and this ‘Specification, If requested, the Contractor shall prepare a test panel (minimum 100 mm square) typical of each stage of production for approval prior to commencement of production. INSPECTION {All costs incurred by the Contractor in the provision of test certificates or provision of labour and appliances necessary for tests and inspections at the works during the currency of this contract shall be included in the tendered price. The Corporation reserves the right to perform compliance audits of the Contractor's Quality System. RECORDS 12.3.1. General aialmdaeI9n Ravision 0.1, 8 May, 1988 Page 14 of 13 TECHNICAL 7 PUBLIC TRANSPORT CORPORATION SPECIFICATION. eee INFRASTRUCTURE DIVISION Tu 33 MANUFACTURE AND SUPPLY OF RETROREFLECTIVE LEVEL CROSSING & TRACKSIDE SIGNS {In addition to the requirements of AS/NZS ISO 9002, the Contractor shall maintain records of results forall inspection and testing operations to demonstrate compliance with this Specification 123.2 Test Certificates The Contractor's Certificate of Compliance shall be provided to the Corporation's Technical Representative with each delivery ‘The following test certificates shall be retained by the Contractor and provided to the Corporation's Technical Representative on request:- (@) The results of all test performed to establish compliance with this Specification (b) Any additional testing as nominated by the Corporation's Technical Representative. 13. VARIATIONS TO APPROVED MATERIALS, PROCEDURES AND PRODUCTS Variations to approved materials, procedures and products shall require the written approval of the Corporation. 14. WARRANTY The Corporation reserves the right to reject any material which within one (1) year of delivery, is found rot to conform to this Specification or is defective due to faulty material or workmanship. ‘Additionally, the warranty provided by the Contractor and sheeting manufacturer as detailed in Clause 6.8 of this specification shall apply. ‘Some common faults are described in AS 1906.1, Appendix E. Any rejected material shall be repaired or replaced by and at the cost of the Contractor. 15. RESOLUTION OF DISPUTES In the event of a dispute arising between the Contractor and the Corporation regarding the test results, of any component, the Contractor and the Corporation shall agree to have the specified tests, and if necessary additional tests, carried out by an independent testing authority. This authority shall be registered by N.A.T.A., at the time of testing, for the type and classification of tests concerned. ‘The results of such independent testing shall be considered as being final and the costs of testing shall be bome by the loser of the dispute. 46.
