Request to support for the project “Good Management Practices for energy efficient buildings
by introducing Passive Cooling designs, to reduce operational costs, improve health and comfort
and promote use of non-HCFC and low-GWP alternatives under HCFC phase-out management
plan (HPMP) stage-II project”
India is a Party to the Montreal Protocol since 1992 and has been implementing phase-out of
production and consumption of Ozone Depleting Substances (ODSs). The production and
consumption of Chlorofluorocarbons (CFCs), Carbon tetrachloride (CTC) and Halons has been
successfully phased out in India as of 1* January, 2010. The phase-out of Hydrochlorofluorocarbons
(HCFCs) is ongoing as per the accelerated phase-out schedule of HCFCs under the Montreal Protocol.
2. The HCFC Phase-out Management Plan (HPMP) is being implemented in the country. United
Nations Environment Programme (UNEP) is the cooperating agency for implementation of enabling
activities under the non-investment component of India’s HPMP Stage-II in cooperation with Ozone
Cell, Ministry of Environment, Forest and Climate Change (MoEF&CC)..
3. A Memorandum of Agreement (MoA) has been signed between Construction Industry
Development Council (CIDC) and Ozone Cell, Ministry of Environment, Forest and Climate Change,
Government of India to carry out a study on Good Management Practices to sensitize both the
construction community as well as the users towards benefits of energy efficient buildings by
introducing Passive Cooling designs, to reduce operational costs, improve health and comfort and
promote use of non-HCFC and low-GWP alternatives.
4, This involves collection, collation and analysis of information from various stakeholder groups
such as building designers, architects, urban policy makers, building developers, building development
associations, etc. We request your co-operation on this engagement for participating in the process
(being carried out by CIDC) and providing inputs as per your domain / expertise to make this important
study suecessfl
