General Questions 1. What are the services provided through TS-bPASS? Layout permissions, Building permissions, Occupancy certificates, Change of Land Use, Land Use certificate. Note: Currently only building permissions are functional. 2. What are the rules, acts concerned with TS-bPASS? TS-bPASS Act 2020, TS-bPASS Rules and Building Rules. What is the classification of buildings for the approval of building permission under TS-bPASS? There are 3 types of building types for the approval of building permission as per TS-bPASS Act. They are 1. Instant Registration: Individual Residential buildings of plot size upto 75 sq yrds and height upto 7 mtrs. 2. Instant Approval: Individual Residential buildings of plot size above 75 sq. yds and upto 500 sq mts (600 sq. yds) and height upto 10 mtrs. 3. Single Window: All individual residential buildings of plot size above 500 sq mtrs or height above 10 mtrs and all other non-residential buildings irrespective of plot size and height of the building. 4. What is self- certification? It means an official statement that a person make about himself, especially while applying for municipal services. 5. Can non-residential plot of size less than 500 sqmtrs and height less than 10 mtrs can avail the Instant Approval? No. Only Individual Residential plots are eligible for Instant Approval and Instant Registration as per the plot size and height. 6. What is single window system? It is a facility to process the applications for permission through online by streamlining the different processes and approvals, in order to act as a single point of contact for requesting various services, submission of documents and payment of fees as prescribed. 7. Is Building plan permission required for individual residential plots of size upto 75 sq yds and height upto 7 mtrs? The applicant doesn’t require building permission, however he/she needs to register online with a token amount of Rs. 1 duly certifying his title, the size of the plot and floors, it shall not require a completion certificate or occupancy certificate. 8. Are there any conditions for not considering the individual residential plot of size upto 75 sq yds and height less than 7 mtrs under instant registration category? Yes. If the plot larger 75 sq yds is split for this purpose and if the plot is falling in government/prohibited/disputed lands. (Refer TS-bPASS rules) 9. How can an applicant get Instant Registration if the plot size of 75 sqyds and height upto 7 mtrs? 1. Applicant has click on the “apply now” and choose the “building permissions”. 2. Now select “Instant Registration” as the Individual Residential plot size is upto 75 sqyds and height upto 7 mtrs. 3. If the applicant is applying for the first he/she has to register providing the personal details such as mobile number, name etc and proceeds further to next section. 4. If the applicant is registered. He/she has to login with the registered mobile number and password. 5. Now the applicant has to fill personal details, plot details attaching the required documents, building details. 6. In the next section the applicant can review the application details and proceed further checking out the self-certification/self-declaration. 7. Now “agree and continue” for submitting the application. 8. The applicant will get “Instant Registration Certificate”. 10. How can one get Instant approval if the plot size is above 75 sq yds and upto 600 sqyds (500 sq mtrs) and height upto 10 mtrs? 1. Applicant has click on the “apply now” and choose the “building permission”s. 2. Now select “Instant Approval” as the Individual Residential plot size is above 75 sqyds upto 500 sqmtrs and height upto 10 mtrs. 3. If the applicant is applying for the first he/she has to register providing the personal details such as mobile number, name etc and proceeds further to next section. 4. If the applicant is registered. He/she has to login with the registered mobile number and password. 5. Now the applicant has to fill personal details, plot details attaching the required documents, building details. 6. In the next section the applicant can review the application details and proceed further checking out the self-certification/self-declaration. 7. Now “agree and continue” for submitting the application. 8. The applicant will get “Instant approval” 11. Can we get the digitally signed Building Plans if the plot size and height falls under Instant Approval category? Yes. Applicant can upload the DCR drawings with Auto DCR no and secret key for availing the digitally signed building plan. Uploading of building plan is purely optional. 12. Is there any post verification process for Instant Registration and Instant approval category? There is no post verification for Instant Registration applications. And in Instant approval category too there is no post verification in proposed in approved layouts. For all others proposals of instant approval category post verification shall be conducted within 21 days. 13. Can the owner commence the construction once he/she gets the instant registration or instant approval? Owner commence the construction immediately if he gets instant registration. Owner can also commence the construction if the instant approval is given to approved layouts. For all other instant approvals given owner has to complete the 21 days mandatory time period to commence the construction activity. 14. Is there any penalty for misrepresentation of the facts? Yes. In case of the false declaration, the applicant and the LTP will be liable for punishment upto three years, levy of penalty, demolition or taking over or sealing of the property without any notice besides cancelling the Licenses of LTP and forfeiting the mortgaged plots in case of layout or mortgaged built up are flats in case of buildings. (Section 9 of TS-bPASS Act 2020). 15. Under what circumstances the Instant Approval and Instant Registration granted be revoked? And who is the revoking authority? If the Instant registration and Instant Approval is found to be obtained by giving false information the permissions/approval granted will be revoked. Municipal Commissioner in all ULBs and DC in GHMC is revoking authority. 16. Is there any provision for applicant to obtain required NOCs through TS- bPASS? Yes. The applicant can obtain NOC FTL, provisional fire NOC, NALA proceedings, NOC from AAI, NOC from NMA and water feasibility from HMWSSB by applying through single window system of TS-bPASS. 17. Should applicant fill the different forms of applications separately for obtaining NOCs from line depts.? No. There is no need to fill different applications and applicant has to fill one Common Application Form and submit the application enclosing the documents mentioned in the checklist for obtaining NOCs. 18. If shortfall is raised within how many days that is to be responded. What will happen to the application if not responded within timeline specified? Shortfall has to be addressed within 15 days from the day of issuing shortfall. If it is not responded within 15 days the application will be auto closed. Online procedure for availing Building Plan permissions 1. What is the procedure for obtaining permission in the Telangana State? Building permission for all the 3 types mentioned in TS-bPASS Act can be applied using the link (https://tsbpass.telangana.gov.in ). Please refer to the applicant user manual for applying online. 2. Is there Common Application Form and checklist available on the website for the applicant before starting of online application? Yes. Common Application Form and Checklist are available under the information section and resources section of website. 3. Is there any fee calculator to know the fees in advance? Yes. The fee calculator is available on the website. 4. What are the modes of paying the fee? Applicant can make online payments using Debit card/Credit Card/ Internet banking/NEFT/RTGS/ UPI etc using payment gateway provided. 5. Can applicant make payments from different accounts? Payment should be made in full and from one account. 6. Can applicant track the status of the application submitted? Yes the applicant track the status of the application both post verification and scrutiny in case of single window application using “Citizen Search”.
