About us
Who are we?
The Ethiopian Management Institute (EMI) is a public enterprise that has been
operating in Ethiopia as a service provider since 1956. It is the leading man-
agement development service provider in the country. In the past 60+ years,
EMI has tremendously contributed in enhancing the managerial capacity of
organizations in the country by rendering management development services
(training, consultancy and research).

EMI has also contributed its share in the implementation of the Civil Service Re-
form Program. So far, we have reached a wider range of organizations through-
out the country. We have developed a 10 years road map (2021 to 2030) and a 5
year strategic plan (2021 to 2025) in order to support the country’s development
plan and government services sector road map. In 2020/2021 alone, we have
provided trainings on various topics to more than 9,200 leaders and employees
drawn from governmental, non-governmental and private sector organizations.
In addition, in the past year, more than 200,000 leaders and employees used our
facilities at our head office in Addis Ababa and our training center at Debre-
zeit for their trainings, workshops, conferences, discussions, retreats and other
gatherings.

We have also served hundreds of organizations through our management con-


sultancy services. Our engagement with various organizations as well as their
leaders and employees has enabled us deeply understand organizational con-
texts, cultures, employee behaviors, as well as leadership and management chal-
lenges. Such exposure to authentic situations was our guiding light to designing
and implementing management development interventions that have addressed
generic and specific areas of concern among our client organizations. The un-
derstanding of organizations combined with the design and delivery of quality
and relevant management development programs has given us a competitive
advantage in providing training, consultancy and research services.

What do we do?
We provide need-based management development trainings, consultancy
and research services that can solve the problems of client organizations.
Related to training, we deliver more than 500 trainings on more than 60
training courses/areas using our highly qualified and committed internal
and associate consultants (practitioners from different sectors outside the
institute). We also offer special training programs in collaboration with best
performing similar local and international firms operating in the country.
Based on your needs we provide consultancy services in different areas.
We also conduct problem-solving (applied) researches, action-oriented
studies, and diagnostic assessments and recommend appropriate courses
of action (HR Audit can be an example). Competency-based assessment
services to organizations envisaging to recruit/ competent new employees
is also an area we are working on.

Apart from our management development services, we provide facility ser-


vices to clients who wish to use their own trainers to deliver trainings in our
premises or conduct workshops and other discussions. In this regard, we
have more than 44 well equipped training and meeting rooms at our Head
Office in Addis Ababa and Our training center at Bishoftu (Debrezeit). The
training rooms are designed having different capacity to suit your interests.

How do we do it?
To make our training service flexible and more convenient to our clients,
we deliver training in two major training modalities: open/regular train-
ing and tailor-made training arrangements. While the open trainings are
carefully designed based on the findings of our annual market surveys,
the tailor-made trainings are crafted based on training needs assessments
conducted for each requested organization and area. In addition, with the
preference of our clients, we provide trainings in our suitable training fa-
cilities, at our training center in Bishoftu or at our Head Office in Addis
Ababa, or at your preferred location, be it in your premises or at a venue of
your choice.

We provide consultancy services following either the expert-based ap-


proach or the process-based approach. Our consultancy services are in the
form of short-term consultancies, medium-term consultancies, and large-
scale consultancies, depending on the complexity of the work, the number
of expected deliverables and/or the time that is required to complete the
assignment.
Based on trainees’ profiles, our training programs are categorized into three

levels: First Level, Middle Level, and Top Level Management training.
We offer flexible price schemes depending on the service type (i.e., train-
ing only, facility only, training and facility combined, the training modality,
length, the level of the consultancy service, and so on). Regarding mode of
training technique we follow a participatory adult training methodology
that makes trainees to actively engage in the classroom training process and
share their practical experiences and learn from fellow trainees.

1. Training Programs
To make our training service flexible and more convenient to our clients,
we deliver training in two major training modalities: open/regular train-
ings and tailor-made trainings.

A. Regular/Open Training Programs


Open courses are courses designed based on an assessment done by our
institute to identify needs. Wide ranges of organizations participate in
these assessments and courses are designed to fill the gaps identified.
These courses are open to any organization and have pre-defined dates
and locations that are open for those who want to participate. In order
to assist organizations targets groups, training objectives and main con-
tents of the courses are indicated. In these courses any organization,
or individuals can register for and attend the courses based on a per
person fee.

B. Tailor-Made and Special Training programs


Due to the specific nature and culture of your organization, open train-
ings might not suit your needs all the time. Hence, we have tailor made/
special programs, otherwise known as in house, customized, company/
organization specific, or bespoke, to help with your training needs. At
EMI, we use tailor made trainings to refer to training programs that are
delivered as dedicated training programs for a particular organization.
Based on the purpose and needs of your organization our trainers are
able, with your cooperation, to identify, design, and deliver trainings as
well as consult you on the choice of contents. Similarly, special train-
ing programs are awareness and/or motivational trainings on specific
needs/issues of your organization provided for two days or less. In the
tailored made programs, we can;

• Deliver all open courses listed in the EMI annual catalogue, or


• Develop the whole open course specifically for your organization, or
• Blend different training programs based on your needs and gaps, or
• Design a new training course to fill your specifically identified needs.

Tailor made trainings can be carried out wherever suits you. You can
choose our fully equipped training facilities at our Head Office in Addis
Ababa or at our training center in Bishoftu (Debrezeit), 47 km. from
Addis Ababa, or at your organization’s premises, or at your preference
venue. In consultation with us, you can also determine the date and
time frame of the trainings. The trainings can take place in the week-
days or weekends or after working hours or on half day bases, in one
segment or in more interval segments, based on time availability of
your professionals and contents.

Training fees for tailor-made programs are based on the rates set on three
levels of management. These are Top Level Management (TLM), Middle
Level Management (MLM), and First Level Management (FLM) categories.
Training Need Assessment (TNA) and training materials development or
customization efforts are considered in fixing the fees of tailor-made train-
ing programs and is subject to negotiation

3.Competency assessment
Recruitment, selection, hiring and assigning competent and competitive
employees to job positions is critical for the success of any organization.
Thus, the Institute provides competency assessment examinations for em-
ployees and leaders for assisting organizations hire promote or assign the
‘right person to right position’. In addition, it provides competency devel-
opment services on the basis of competency gap assessment.

5.Facilities
The Ethiopian Management Institute has organized facilities both at the
Head Office (H.O.) and Debrezeit Training Center (DTC) that can also be
used for your own training, conference, workshops and other forums.

Our Head office training center, which is located in the eastern part of Ad-
dis Ababa at the CMC road, opposite to Sehalite-Mihiret Church, is one of
the most preferred centers to organize different national and international
meetings, workshops and forums.

Debrezeit Training Center (DTC) is a beautiful convenient training facility


situated in Bishoftu city, near Lake Hora, a crater lake which is located at
the upstream of the Great East African Rift Valley, 47 kilometers away from
Addis Ababa. The center has 144 single bedrooms. Provision of bedrooms
is on the basis of the first-come-first-served principle.

In both centers, we have more than 44 training rooms as well as halls, and
we will be there to serve you with air conditioned and comfortable training
halls, syndicate rooms, modern restaurants and IT facilities. We, therefore,
invite Civil Service Organizations, Public Enterprises, Private Organiza-
tions, International Organizations, and NGOs to benefit from our stan-
dardized facility services.

6.Other
Facilities
A.Management Competency Certification Service
Delegated by the Ministry of Trade we provide the issuance of management
competency certification service to individual professionals. The main ser-
vices are:
• Issuance of new management consultancy competency certificate;
• Renewal of management consultancy certificates every two years;
and
• Replacement of lost or damaged management consultancy
certificates
B. Audiovisual Service
For the clients training & workshop programs, EMI has arranged a video/
audio and photography service in place and all at affordable rates.

C.Library Service
We have libraries at our head office and at DMTC to give participants an
opportunity to read books and other resources. The resources include
books and documents on variety of subjects, newspapers and magazines
and other documents.

D.Office and Secretarial Services


For any administrative matters customers may wish to handle, offices, all
furnished with essential office furniture and word processing facilities, are
available. EMI also offers, by prior arrangements with clients, such secre-
tarial services as word processing, photocopying, and duplication binding,
avail stationary materials whenever there is a need. For all international
and/or local correspondence the customers require, telephone, fax, broad
band internet, e-mail and mail services are also in place.

የኢትዮጵያ ሥራ አመራር ኢንስቲትዩት ማነው?


የኢትዮጵያ ሥራ አመራር ኢንስቲትዩት በሥራ አመራር ዘርፍ ግንባር ቀደም የሆነ
መንግስታዊ ተቋም ሲሆን ከ1949 ዓ.ም ጀምሮ በሥራ አመራር ልማት ዘርፍ
ማለትም የምክር፣ የስልጠና እና የጥናትና ምርምር አገልግሎቶችን በመስጠት
የስራ አመራር ብቃትን በማሻሻል ረገድ ከፍተኛ አስተዋፅኦ ያበረከተ ተቋም ነው፡፡

ኢንስቲትዩታችን የሚሰጣቸውን አገልግሎቶች በሀገሪቱ ውስጥ ላሉ በርካታ


ተቋማት ተደራሽ ማድረግ የቻለ ሲሆን፤ የሲቪል ሰርቪስ ሪፎርም በመተግበር
ረገድም የራሱን ድርሻ ማበርከት ችሏል፡፡ ከተደራሽነት አንፃር ስንመለከት በ2013
ዓ.ም ብቻ ከዘጠኝ ሺህ ሁለት መቶ (ከ9,200) በላይ ለሚሆኑ መንግስታዊና
መንግስታዊ ላልሆኑ ተቋማትና ከግሉ ዘርፍ ለመጡ አመራሮች እና ሰራተኞች
በተለያዩ ርዕሶች ላይ ስልጠና ሰጥቷል፡፡
በተመሳሳይ መልኩ በመቶዎች ለሚቆጠሩ ተቋማት የምክር አገልግሎቶችን የሰጠን
ሲሆን ከተለያዩ ተቋማት፣ እንዲሁም አመራሮችና ሰራተኞች ጋር የምናደርጋቸው
የሥራ ግንኙነቶች የተቋማትን ነባራዊ ሁኔታ፣ ባህል፣ የሰራተኞች ባህሪ፣ እና
የአመራር ተግዳሮቶችን እንድንገነዘብ ከማድረጉም በላይ ልምዳችን እንዲዳብርና
አቅማችን እንዲጎለብት አስችሏል፡፡ ይህ ደግሞ የደንበኛ ተቋማትን አጠቃላይ እና
ልዩ ችግር ለመፍታት ለምናደርጋቸው የምክር አገልግሎት ሥራዎቻችን አጋዥ
መሆን ችሏል፡፡

ከሁሉም በላይ ተቋማት ያሉበትን ሁኔታ ግንዛቤ ውስጥ ባስገባ ሁኔታ መስራታችንና
የዳበረ ልምድና በሚፈለገው መስክ እውቀቱና ክህሎቱ ባላቸው ባለሙያዎች
የስራ አመራር ልማት ፕሮግራሞችን (የስልጠና፣ ምክር፣ እና የጥናትና ምርምር
አገልግሎቶችን) መስጠት መቻላችን ተወዳዳሪና ተመራጭ እንድንሆን ረድቶናል፡፡

አገልግሎቶቻችን
የተቋማትን ችግር ሊፈቱ የሚችሉ ፍላጎቶችን መሰረት ያደረጉ መደበኛና ተቋም
ተኮር ስልጠናዎችን፣ የምክር አገልግሎቶችን እና የጥናትና ምርምር ሰራዎችን
በዋናነት እንሰጣለን፡፡

1. ስልጠና ፕሮግራሞች
ስልጠናን በተመለከተ ከ60 በላይ የተለያዩ ኮርሶችን ከፍተኛ ልምድ ባካበቱ በውስጥና
በውጭ አማካሪዎች/አሰልጣኞች አማካይነት የምንሰጥ ሲሆን ልዩ ፕሮግራሞችን
ደግሞ በሃገሪቱ ውስጥ በተመሳሳይ ዘርፍ ከተሰማሩ ምርጥ ሀገራዊ እና ዓለም
አቀፋዊ ተቋማት ጋር በመተባበር እንሰጣለን፡፡ የስልጠና ፕሮግራሞቻችን መደበኛ
የስልጠና ፕሮግራም እና ተቋም ተኮር የስልጠና ፕሮግራም ተብለው በሁለት ዋና
ዋና ክፍሎች ይከፈላሉ፡፡

ሀ. መደበኛ የስልጠና ፕሮግራሞች


መደበኛ ስልጠናዎች ኢንስቲትዩቱ በየአመቱ በዳሰሳ ጥናት በሚለያቸው
የስልጠና ፍላጎቶች መሰረት የተዘጋጁ ናቸው፡፡ በዳሰሳ ጥናቱ ላይ በርከት ያሉ
ተቋማት የሚካተቱ ሲሆን የስልጠና ኮርሶቹም የሚዘጋጁት በዳሰሰ ጥናቱ የተለዩ
ክፍተቶችን ለመሙላት ነው፡፡ እነዚህም ኮርሶች ለሁሉም ተቋማት ክፍት ሲሆኑ
የሚሰጡባቸውም ጊዜያትም በዓመት ውስጥ በጊዜ ሰሌዳ አስቀድመው የተገለፁ
ናቸው፡፡

በመደበኛ የስልጠና ፕሮግራሞች ላይ ተቋማት የሚልኳቸውን ሰልጣኞች በመምረጥ


ሂደት ለማገዝም የእያንዳንዱ ስልጠና ዓላማና የኮርሶቹ ዋና ዋና ይዘቶች በካታሎጉ
ላይ እንዲካተቱ ይደረጋል፡፡ በመደበኛ ስልጠናዎች ላይ ማንኛውም ተቋም ወይም
ግለሰብ መመዝገብ የሚችል ሲሆን ክፍያው በእያንዳንዱ ግለሰብ/ሰልጣኝ/ የሚሰላ
ይሆናል፡፡

ለ. ተቋም ተኮር ስልጠናዎች


በተቋምዎ ልዩ የስራ ባህሪ ወይም ተቋማዊ ባህል ወይም ሌሎች ምክንያቶች
መደበኛ ስልጠናዎቻችን ፍላጎትዎን ላያሟሉ ይችላል፡፡ ለዚህ መፍትሔ እንዲሆን
በማሰብ የተቋምዎን ፍላጎት መሰረት የሚያደርጉ ተቋም ተኮር ስልጠናዎችን
እናዘጋጃለን፡፡

በኢትዮጵያ ሥራ አመራር ኢንስቲትዩት ውስጥ ተቋም ተኮር ስልጠና ስንል


የአንድን ተቋም የፍላጎት ዳሰሳ መሰረት በማድረግ የተዩ ክፍተቶችን መሰረት
በማድረግ በተክክል ክፍተቶችን ለመሙላት በሚያስችል መልክ የሚዘጋጅ ስልጠና
ማለታችን ነው፡፡ በተቋምዎ ፍላጎት መሰረት ባለሙያዎቻችን በእርስዎ እገዛ
የስልጠና ፍላጎት ይለያሉ፡፡ በዚህም መሰረት፡-

99በየዓመቱ በምናዘጋጀው ዓመታዊ ካታሎግ ውስጥ የተካተቱትን ሁሉንም መደበኛ


ስልጠናዎች በተቋም ተኮር ስልጠና መሰረት ለተቋምዎ እንሰጣለን፤ወይም
99ሁሉንም መደበኛ ስልጠናዎች ለተቋምዎ በሚመች መንገድ እንደገና በመቃኘት
የተቋምዎን ክፍተት በሚሞላ መልኩ እንደገና እናዘጋጃለን፤ወይም
99የእርስዎን ልዩ ፍላጎት ለማሟለት የሚያስችሉ አዲስ የስልጠና ኮርሶችን
እናዘጋጃለን፡፡

ተቋም ተኮር ስልጠናዎች እርስዎ በመረጡት በማንኛውም ቦታ ሊሰጡ ይችላሉ፡፡


እኛን ከመረጡ አዲስ አባባ በሚገኘው ዋናው መስሪያ ቤታችን ወይም ቢሾፍቱ
በሚገኘውና ከአዲስ አበባ 47 ኪ.ሜ ርቀት ላይ በሚገኘው የደብረዘይት
ሥራ አመራር የማሰልጠኛ ማዕከል በተሟሉና ምቹ በሆኑ ፋሲሊቲዎቻችን
እንጠብቅዎታልን፡፡ ወይም ደግሞ እርስዎ በመረጡት ሌላ ስፍራ አገልግሎታችንን
ማግኘት የሚችሉበትን ሁኔታም እናመቻቻለን፡፡

የስልጠና ቀን፣ ሰዓትና የጊዜ እርዝማኔን የስልጠናውን ልዩ ባህሪ የሚወስደውን


ጊዜና የተቋማችሁን ሁኔታ ባገናዘበ መንገድ በመመካከር መወሰን ይቻላል፡፡
በተጨማሪም ሰልጠኞች በሚኖራቸው ምቹ ሰዓት መሰረት ስልጠናዎች በስራ
ቀናት፣ ቅዳሜና እሁድ፣ ከመደበኛ ስራ ሰዓት በኋላ ወይም ግማሽ ግማሽ ቀናትን
በመጠቀም ሊሰጡ ይችላሉ፡፡

ደንበኞች መጻሕፍትን፣ ሰነዶችን፣ ወዘተ መጎብኘት ይፈልጉ ይሆናል፡፡ ወይም
