Competitive price is a very important criteria to win a tender.  A tenderer will have
to submit a tender price that is very attractive to the Client, yet accurate at the same time.
With an accurate bid, the chances of his or her company’s tender price to be too high or too
low will decrease, placing the company in the middle ranking among the competitors,
increasing the possibility of the tenderer winning the bid. In order for the tenderer to produce
a tender price that is precise and appealing, he will have to keep in mind a few items: the
potential construction procedure, the price of supplying materials, the profit quoted and the
possible risks that will be faced during the construction process. (ari)
 
A contractor must have relevant experience before bidding a construction project.
Code of practices published by The British Standard Institution defined experience as
“involvement in relevant activities or observation of facts and events helps in improvement of
skills and knowledge”. When the contractor has experience on specific works, the chance for
him to win the tender is higher than others. Werner (2019) also pointed out that a contractor
that lacks relevant experience will not be awarded the project 99% of the time and the QS
will automatically disqualify tender responses that do not meet their requirements. Therefore,

Past performance means the performance of the contractor shown in previous
projects. It can be said that this is a record of the contractor's reputation. It is critical to assess
if the past projects of the contractor are able to meet the quality standards and workmanship
required by the client. Furthermore, time performance of the contractor is important because
time is “money” to the client. Delay of the project led to negative impact on the project in
terms of time, cost and quality. Therefore, the contractor must perform his best to prevent
delays in the construction process. Besides, a competent contractor must ensure that the final
contract sum is within budget. It is to make sure that the profit of the client will be
maximised. Moreover, the satisfaction of previous clients with project management and
project outcomes also offers vital information about the contractor's performance. A
contractor who has gained a good reputation from previous projects will have reliable
potential performance and complete new projects on time within the required quality and
budget. Thus, the client is confident and more willing to work with a contractor who has a

Resource availability is also one of the important criteria for the contractor to bid for
a project. In the construction industry, resources might include human resources, material
supply, plant and equipment, finance etc that the contractor needs in order to do all the
activities he planned for. Thus, knowing what resources are available at any given time is
vital for the contractor in distributing and allocating their resources for existing and
upcoming projects. If there is no proper resource planning, the contractor may face
difficulties such as shortage of plant and equipment, resulting in delays in other projects. A
brilliant employer will avoid a contractor with few available resources and has no proper plan
on it to forestall the troubles caused by the contractor. (jz)
 
The methodology proposed by the tenderer is also one of the key criterias in winning the
tender. The tenderer should show that he is able to carry out the works as per the document
states. The Client can see how long the tenderer will need to complete the works stated in the
documents. The tenderer will have to attach in the tender submission: the work program to
show how long the work will take and how the tenderer will arrange the work to be
completed within the time period that they have set for themselves;the work that is sublet to
subcontractors. This shows how the tenderer is able to divide the work and the ability for him
to complete the construction works on time.
