Jurong Consultant (India) Pvt Ltd., requests quote for Georeferencing the Satellite Imageries, GIS Base
Mapping through Topographic survey (by UAV) and Validation of survey for the Land Parcels identified in
Dharward District of Karnatak state, by National Infrastructure Corridor Development (NICDC) to develop
the land as Industrial Node under Bangalore Mumbai Industrial Corridor. The total area for industrial
development under this program is approximately 6042 Ac, a contiguous land. The Sub-consultant must
quote for this area including the necessary geographic area buffers that required for Base Mapping.

The location of the land parcel is at the end of this scope document.

BROAD SCOPE OF WORKS

The intent of mapping of the sites is to facilitate the preparation of Detailed Master Plan and Infrastructure
Design. The Broad scope of works are:

• Georeferencing and Orthorectification of Satellite Images, Collection of Ground Control Points by


using DGPS surveys, digitising, georeferencing and integrating Village Revenue maps.
• Conduct Topographic survey (by UAV) and verify the georeferenced Satellite Imagery & Revenue maps.
• Collection of attribute data associated with the mapped geographic feature through field survey in
consultation with concerned authorities.
• Preparation of base map by superimposition of combined maps over satellite Imagery to a suitable scale
incorporating all spatial and non-spatial data that is necessary for Master Planning.

DETAILED SCOPE OF WORKS

Satellite Imagery

• The processing, geo-referencing Satellite imagery must be conducted including ortho corrections.
(procurement of Satellite Imagery is not a scope of Sub-consultant).
• Ground truthing of Imagery and data in the field.
• To correct various geometric anomalies in raw Satellite Imagery, Ground control points (GCP)
collected through Differential Global Positioning System (DGPS) survey must be conducted for
Geo referencing of the Imagery. Selection of GCPs must be made at well defined sharp points
both on the ground and on imagery. The GCPs should be located at nearly desired locations and
should be clearly visible on the imagery. Coordinate both in latitude, longitude and Easting,
Northing of GCP’s including GPS observation and adjustment data should be provided for
necessary approvals (at authorities).
• Make sure that while taking DGPS survey all positions fixes must use at least three or four
satellites.
• Shall carry out Geo Referencing and Geo-coding of data on WGS-84 with projection on UTM.
• The horizontal accuracy of the GCPs should be 0.3 – 0.5 mts.
• During static point-mode surveys, the minimum recording duration at each survey point shall be
60 seconds with atleast 30 individual position fixes during that period.
• Make sure that the pair of GCP’s to be established is collected at every 2 sq.km (depending upon
the size and shape of the boundaries) and these should be evenly distributed over the site area.
• The sub-consultant shall also ortho-correct the geo-referenced imageries by creating DEMs from
contours.

• Shall also do a mosaicking of the image tiles which are geo-referenced and ortho-rectified. The
mosaics shall be verified by GIS officers of JCI before proceeding for base map creation.

Topographic Survey:

1. Creating GIS based topographic data. Survey to be conducted for land parcels of 6042 acres of
land to capture the topographic data. And consultant has to ensure all the standard procedures
are adhered in processing Satellite Data.
2. Carry out a detailed physical site survey to map all relevant physical features along with a
topographic survey and/or any other survey required for the site area and prepare contour maps
and labels as required for the project
3. The consultant shall validate the project boundary and demarcation of the site.
4. The Consultant shall carry out reconnaissance survey of the site area to gauge an overall idea
about the terrain and build up a detailed list/ inventory of existing roads/ culverts/ structures, if
any, in the project area for reference purposes.
5. Creating comprehensive GIS database with various types of layers. Review of any relevant data
sets available with our client and prepare the baseline data accordingly. Collect all the available
data/maps relevant to base map preparation.

Revenue Village data

Geo-referencing of Satellite image with the revenue maps and verification of the same with the
Topographic survey data. Digitization and Geo-referencing of revenue village maps.

Data Model

6. Collected data must be incorporated by superimposition/synchronisation and corrected suitably


to match current field data.
7. The data model and data base shall be updated and changed to accommodate the requirement of
the project.
8. The data model for storing the spatial and non-spatial data shall be recommended in accordance
with the industry standards (client standards)
9. The data model shall be modified upon the reviews. And a schema with data model diagram will
be developed.

GIS Base Map creation, Digitisation and Topographic Survey and Physical features mapping

10. Create the base map using the satellite imagery as stated above through data processing and
digitisation.
11. To develop GIS Base map on a scale of 1:2000 for the entire site (s) area.
12. Final base map shall be prepared after incorporating the ground truth data. The ground truthing
and topographic survey shall be carried out for all the features on the ground, the boundaries,
land uses, utility networks, Transportation routes, etc. For areas under tree cover, total stations
to be used for generating accurate base maps.
13. Post the processing of the Satellite imagery, the consultant shall prepare a grid of 1kmx1km for
positioning the sites with respect to its geographic location and size. These grids then further shall
be divided into 250mx 250m for future usage like Map Book creations, etc. All the grids and
scenes shall have unique IDs.
14. Must take sufficient number of GCPs collected through DGPS survey. Prepare base map using the
data extracted from Satellite imageries as well as from the ground survey as unified Geo-spatial
data with infrastructure details if any on the ground.
15. The Satellite image is to be digitized to prepare base map by digitizing all the features available in
the Satellite map like any kind of Buildings, Vacant plots, roads. Bridges, Railway tracks, greenery,

water bodies etc. While doing the digitisation, a special care of data correctness to be taken like
no overshoots/undershoots, proper layering, proper symbology etc.
16. Preparation of updated Base Map by superimposition of combined maps over satellite imagery.
17. The Final Base map shall highlight the existing settlements in the vicinity and within the Site (if
any), existing road network within and in the vicinity of the Site, existing physical features such as
water bodies, streams, hills/hillocks, rocky areas, Forests etc., administrative boundaries of
villages that fall within the site, built up features such as temples/shrines etc.
18. Integrate any infrastructure features such as roads, culverts, bridges, lighting, water supply line,
sewerage network, waste water, storm water drain, sanitation facilities, solid waste management
and unauthorised areas as provided by the client.
19. The digital map should be GIS compatible. Each map object should be defined uniquely by its
feature code and symbology (point, line, and polygon).

Final Base Map

20. Prepare a final base map incorporating the data collected, processed and digitised after survey
process. The base maps will be prepared in various layers for ease of operation in GIS application.

Outputs and Deliverables

21. Satellite data along with GCP files. Soft copies of satellite images in .img and Geo tiff//JPEG
formats.
22. The processed data of the DGPS survey with a photograph of each GCP. A neat sketch of DGPS
point showing the location on a legible scale drawing.
23. Digital Elevation Models
24. Digital data of base map inclusive of all physical features (including infrastructure) in GIS platform
compatible format. Geo PDFs of the base map of each grid depicting all layers.
25. Surveyed data in an excel / spreadsheet format. Any other files prepared for integration with GIS.
26. SPOT level data for every 30 m interval and 0.5 mt of contours. Any other files prepared for
integration with GIS.
