Executive Order on the use of Information and Communication

Technology (ICT) in public buildings


Pursuant to § 2. 1, § 5, paragraph. 1, § 8 and § 8 of the Act on public construction, see. Legislative Decree
no. 1712 of 16 December 2010, as amended by Act no. 623 of 14 July 2011, the followings are stated:

Scope

§1 The order applies to the construction of buildings, conversion and extension of construction,
refurbishment and maintenance of buildings and related civil construction facilities:

1) Construction with the State as Client with an estimated construction contract of min 5 million. DKK.
excluding VAT.
2) Construction with an estimated construction contract of min 5 million. DKK excl. VAT, wholly or partly
financed by loans or subsidy from the state of at least 50 %.
3) Construction with an estimated construction contract of min. 5 million. Dkk excl. VAT for institutional
building categories , where operational costs are paid by the state and when the subsidy is at least 50 % of
operation cost.
4) Construction by region and municipality as clients with an estimated construction contract of min 20
million DKK excl. VAT.
5) Construction with an estimated construction contract price of min 20 million. kr. excl. VAT, wholly or
partly financed by loans or subsidy from regional and municipality of at least 50 %.
6) Construction with an estimated construction contract of min 20 million kr. excl VAT for institutional
building categories for which operational cost are paid by the region and municipality, and the subsidy is at
least 50 % of operational cost.
Subsection. 2 This Order does not apply to construction, which has been approved for public subsidy under the Act on
Social Housing Act, the retirement housing and the law on urban renewal and development of cities.

§ 2 The client may in connection with building projects on refurbishment and maintenance fail to meet one
or more of the requirements of the Order, where the costs associated with the fulfilment of this or these
requirements are not commensurate with the benefits.
Subsection. 2 The client may not waive the rules of § 8 on digital tender via a digital system.

ICT coordination

§ 3 The Client must ensure that throughout the entire project there is a ICT co-ordination between all parties
involved.

Managing digital building objects

§ 4 The Client shall require that digital building objects throughout the entire project are structured,
classified, named, coded and identified uniform for a certain level of detail. The developer must in this context
require the construction objects will be provided with the information and features that are relevant for the
subsequent management, operation and maintenance.
Subsection. 2 The developer must ensure that there are guidelines specifying the handling of digital building objects
throughout the construction proceedings.

Digital communication and project web etc..

§ 5 The Client shall require the use of a system for digital communication and archiving of all relevant
information to substantiate proceedings.
Subsection. 2 The developer must ensure:
1) the development of a plan specifying deliverables of all parties involved at each stage during the project development.
Information must be available at each stage and time during the project development.
2) the information can be retrieved from the system and transferred to other systems, and that it is part of the plan drawn
up which transfers are desired in the project and upon completion, see. § 10,
3) the system is equipped with access control, notification and log
4) that file formats to be used are defined
5) which metadata to be attached to the individual file types.

The use of digital building models

§ 6 In competition programs the client must require that the proposals include digital, object-based building
models and visualizations done on the basis of these. Building models and visualizations must document the
proposal’s architectural, functional and technical aspects of a given level of information.

Subsection. 2 The developer must ensure:


1) that the competition program requires building models structure and information content, acc. to . § 4, dependent on
the competition, size, nature and complexity
2) that the number and location of visual drawings is determined by the competition's size and complexity
3) the object-based building models delivered in IFC format.

§ 7 During design and execution, the developer must require the use of object-based building modelling
(BIM)

Subsection. 2 The developer must ensure:


1) that there is an agreement on the individual discipline model and common models that are produced
2) that each of the model responsible parties shall prepare the necessary discipline models, where the content and use of
each model is specified in relation to each party's performance
3) that individual models are coordinated through one or more common models regarding simulation, collision detection,
quantity take off, drawings and specifications
4) that the building models made available in IFC format.

Digital tender and proposal

§ 8 The Client shall require that the tender of construction work using digital tendering and proposal will be
carried out in a digital system. The tender documents shall be prepared so that there is an appropriate use of
digital bid submission, and thus to offer is structured according to the digital structure of the project, cited. § 4th

§ 9, To the extent the Tender Documentation offer lists incorporate quantities, the Client must ensure:
1) the quantities are contained in the Tender documents offer lists
2) that the Tender documentation for each trade contractor includes both offer lists and relevant digital,
object-based building models, incorporating clear information about quantities
3) the digital building models made available to the bidder in IFC format,
4) that the Tender Documentation specifies the procedures used for quantity take off, including the
measurement rules and / or measurement methods used.

Digital handover at the project close out

§ 10 The Client shall, in consultation with the operator, require digital delivery of information considered
relevant for:
1) documentation of the construction,
2) documentation of the project,
3) operation and maintenance
4) the prospective property management
Subsection. 2 The developer must ensure:
1) the digital handover at the project close out is included in the agreements with consultants and contractors and
suppliers,
2) the agreements include handover scale, structure, classification, identification and formats
3) the object-based building models delivered in IFC format.

Digital deficiency information

§ 11 The developer must ensure that digital deficiency lists are used, describing missing data according to
the project defined structure, see. § 4th

Entry into force and transitional provisions

§ 12 The Order comes into force on 1 April 2013 and applies to construction projects that are initiated or
after this date.
Subsection. 2 Order no. 1381 of 13 December 2010 laying down requirements for the use of Information and
Communication Technology in construction terminates on 1 April 2013. The Order shall though continue to apply to building
projects that are initiated before 1 April 2013.
