❖ Introduction:
-

- The UP Skill Development Mission came into existence in 2013 after the
National skill development policy was launched in 2009. Under the national
policy, Uttar Pradesh aims at skilling 4 million persons by 2022. UPSDM
has collaborated with various State departments to achieve this goal. The
various departments involved in the mission are Rural Development, Urban
Development, Labour, Minority Welfare, Social Welfare, etc. UPSDM
partners with private and government training partners for conducting skill
development training.

- UPSDM schemes are designed to assist and upskill the weaker section of
the society, including minority, women, BPL candidates & scheduled
castes and provide exposure to opportunities that come with the right
skillsets. The target age group is the working population aged between 14-
35 years. However, an overall coverage of 20% candidates from minorities
and 30% women candidates is mandated, taken all the schemes together.
The overall objective of the mission is to have minimum 70% of the
certified candidates employable.

- UPDSM has integrated 6 schemes which are working in a cohesive way to


achieve required results. The 6 schemes are: 1) Skill Development Initiative
(SDI): Scheme of Ministry of Skill Development and Entrepreneurship,
Government of India for skilling all. 2) Special Central Assistance to
Scheduled-Caste Sub-Plan (SCA to SCSP): Scheme of Ministry of Social
Justice and Empowerment, GoI for skilling youth from SC/ST community.
3) Multi-Sectoral Development Programme (MSDP): Scheme of Ministry of
Minority Affairs, GoI for skilling Minority Youth 4) Border Area Development
Programme (BADP): Scheme of Ministry of Home Affairs, GoI for skilling
Border Area Block resident youths 5) Building & Other Construction
Workers’ Scheme (BOCW): Scheme under Labour Department, GoUP for
skilling youth of Construction workers families through Labour Welfare
Cess 6) State Skill Development Fund (SSDF): It is at top-up fund created to
meet additional fund requirements for different integrated schemes and to
be used for training purpose under specific conditions & for non-priority
category of candidates.
- Partnership: 1) Private Training Partners (PTPs) - A total of 500+ training
partners have been empaneled. 2) Flexi MOU partners - 29 esteemed
industrial groups like Raymond, Coffee Day Global Limited, Maruti India
Ltd., Larsen & Toubro, G4S Secure Solutions India Pvt Ltd, Future Sharp
Skills Limited etc. have been empaneled as training partners through Flexi
MoU. 3) Government Training Partners (GTPs) - Government Training
Partners (GTPs) includes Government Industrial Training Institute,
Polytechnics, PSUs, Corporations, prestigious Institutes of State and
Central Government. More than 274 GTPs have been brought onboard.

- Current Scenario The Covid-19 pandemic laid bare the problem of labor
emigration as more than 23.5 lakh migrant laborers traveled back to Uttar
Pradesh due to the pandemic induced lockdown. Uttar Pradesh leads all
other states in the number of laborers emigrating to other states for better
employment opportunities with 31% of the total emigration clearances
being granted from Uttar Pradesh between 2011 and 2017. Labor migration
is affected by a number of reasons including availability of employment
opportunities, wages earned, skill levels, living conditions etc.

❖ Problem Statement:
● The return of migrant laborers poses both a major threat as well as an
opportunity for the state. Uttar Pradesh employed more than 10 lakhs
migrant laborers under MGNREGA scheme by the end of 2020, majority of
them being unskilled. Appropriate skilling of the returning workers and
providing the right employment opportunities could lead to a huge possible
impetus in the economy of the state. Your analysis and recommendation
should be aimed at evaluating, among other things, the following points: •
Current understanding of labor migration, skill development in Uttar
Pradesh and measures taken by UPSDM to upskill workers • Assess post
Covid migration trends and patterns, and suggest directive skill measures
to boost employment • Study and suggest major apprenticeship
opportunities available and identify suitable partners (digital/offline) that
could help UPSDM • Recommend strategies for absorption of excess
labour in terms of both existing economic infrastructure as well as further
entrepreneurial avenues available along with the skill programs required to
enable the same. • Sector wise analysis of skilling requirements to
ascertain the need gap analysis between sectoral requirements and
existing skilling coursework
