PURPOSE
To educate and ensure competency of personnel in the organization results in world class work
environment.

SCOPE
It is applicable for all the employees working in “APEX ENGINEERS”.

RESPONSIBILITY
The overall responsibility of implementation of this procedure under Plant Head
PROCEDURE

a) COMPETENCY MATRIX
Minimum competency requirements for each
1 designation are defined in “Competence Plant Head QF-140
Matrix” and it is referred during recruitment.
b) LIST OF EMPLOYEES
Master List of employees are prepared
including Employee name, Designation, QF-203
1 Department, educational qualification, total Plant Head
experience at the time of joining etc. and
update quarterly.
c) SELECTION AND TRAINING OF NEW EMPLOYEE
The New Employee shall be select based on
1 competency matrix/skill evaluation criteria Plant Head/MD QF-204
2 FOR MACHINE OPERATOR: Plant Head
A. Induction & Department Training shall be QF-204, QF-205A &
given to Operator- 3 Day QF-18
Topics as per minimum requirement level as
defined in QF-204 skill evaluation criteria will
be taught during induction training.

B. 1) If new operator operates machine within


first 3 days, he should operate under
supervision of supervisor (Under 4M Change
condition for first 3 days) .
2) After that his skills to be evaluated for

authorized skill level on the next working day.


(Authorized Skill Level is Level 2 for Machine
Operations) and other assigned works. If after
evaluation skill is found >=2 he will deputed to
work independently.

C. Operator observance of new operator will


be done within 10 days

FOR INSPECTOR
A. Induction & Department Training shall be
given to Inspector–3Days.
Topics as per minimum requirement level as
defined in QF-204 skill evaluation criteria will
be taught during induction training.

B. Skill evaluation will be done on the next
working day of induction completion.

C. Poison Test will be done on the first day of


inspection.

FOR STAFF

Passing Criterion is 60 % for operators & QF-69 & QF-15

d) TRAINING PLAN FOR EXISTING EMPLOYEE


1 TNI shall be defined by Respective HOD’s on Plant Head QF-96, QF-18 & QF-
Half Yearly basis for each operator & 207
inspector on the basis of:
a) Skill matrix
b) Operator observance sheet
c) Skill up gradation will be done as per the
defined TNI, which is prepared at a frequency

of 6 months for operators and inspectors.


MD/Plant Head/ HODs will identify TNI for

Level 2 : Can work Independently

g) OPERATOR OBSERVANCE

Passing Criterion for Operator Observance is to
