1. INTRODUCTION
The Government of India established the National Board of Examinations (NBE) in
1975 with the objective of improving the quality of the Medical Education by
establishing high and uniform standards of postgraduate examinations in modern
medicine on an all India basis and utilizing existing infrastructure for capacity building.

NBE at present conducts postgraduate and postdoctoral examinations in approved


specialties leading to the award of Diplomate of National Board. The Examinations
conducted by NBE provide a common standard and mechanism of evaluation of
minimum level of attainment of the knowledge and competencies in medical discipline.
Moreover, intra country and international comparisons are facilitated with the
availability of common evaluation mechanism.

Diplomate National Board qualifications are well recognized and accepted as high
standard specialist qualifications for practice of concerned medical discipline of super
or sub specialties area.

Among the various courses conducted by the NBE, two of such courses are the DNB
(Broad Specialty) Courses including Direct six years course which are available to be
pursued by candidates at the Post-MBBS level. The present Handbook spells out the
various terms and conditions for the said courses for the 2020 Admission Session.
These courses are collectively referred to as DNB (Post MBBS) in the present
handbook.

2. ELIGIBILITY CRITERIA FOR ADMISSION TO DNB (POST MBBS)


2020 ADMISSION SESSION (I.E. DNB BROAD SPECIALTY
COURSES INCLUDING DIRECT 6 YEARS COURSES):
2.1 Eligibility:
(i) Candidate must be in possession of MBBS degree/Provisional Pass
Certificate recognized as per the provisions of the Indian Medical Council Act
1956 and possess permanent / provisional registration certificate of MBBS
qualification issued by the Medical Council of India/ State Medical Council.
AND
(ii) Candidate must have completed one year of internship on or before 31st
March 2020.
AND

(iii) Candidate must have qualified NEET PG 2020.

2.2 Candidates who are completing their internship after 31st March 2020 are ineligible
to participate in the counseling for DNB (Post MBBS) 2020. Any requests for
admission to DNB (Post MBBS) – 2020 from the candidates who are completing
their internship after 31st March 2020 shall be summarily rejected.
2.3 Candidates already pursuing a DNB course or any other Postgraduate medical
course are not eligible for admission to DNB (Post MBBS) 2020 Admission Session
till such time as they complete the entire duration prescribed for the said course.
Resignation or discontinuation from the said course due to any reason shall not
make the candidate eligible for admission to the DNB (Post MBBS) 2020 Admission
Session.

3. RESERVATION OF SEATS(SC/ST/OBC/EWS/PWD) IN DNB


COURSES
3.1 At the time of counseling, reservations as per rules at particular institution /medical
college shall be provided for Scheduled Castes (SC), Schedule Tribes (ST), Persons
with Disabilities (PWD), Other Backward Classes (OBC), and Economically Weaker
Section (EWS) category etc.
3.2 Documentary requirements:
a. Candidates opting for reserved seats under any category are required to upload
the certificate issued by the competent authority on the website during the
registration process for online counseling.
b. The prescribed format of Certificate for candidates in respect of OBC is enclosed
at Annexure D-1.
3.3 For PWD seats, the qualified locomotor disabled candidates should get themselves
certified at one of the under mentioned Disability Assessment Boards, constituted at
the four metro-cities, before their scheduled date of counseling:
A. Vardhman Mahavir Medical College & Safdarjung Hospital, New Delhi
B. All India Institute of Physical Medicine and Rehabilitation (for Locomotor
Disability only) Mumbai
C. Institute of Post Graduate Medical Education & Research Kolkata
D. Madras Medical College Chennai
E. Grant Government Medical College, J.J. Hospital Compound Mumbai,
Maharashtra
F. Goa Medical College Goa
G. Government Medical College, Thiruvananthapuram, Kerala
H. SMS Medical College Jaipur, Rajasthan
I. Govt. Medical College and Hospital, Sector32 Chandigarh
J. Govt. Medical College, Agartala, State Disability Board Agartala / Tripura

The Locomotor Disabled (LD) candidates are required to bring their treatment papers related
to their disability, including the investigation reports at the time of reporting to the above-
mentioned designated institute for such disability certificate. The candidates are advised to
obtain prescribed certificate before the date of counseling and the same shall be uploaded
on the website during the counseling process. Copy of the prescribed certificate is also
enclosed at Annexure D-2.

3.4 Candidates opting for reserved seats under EWS category are required to upload the
certificate issued by the competent authority on the website during the registration
process for online counseling. The prescribed format of Certificate for candidates in
respect of EWS is enclosed at Annexure D-3.
3.5 NBE does not own or control any of its accredited hospitals. NBE neither employs a
candidate nor makes any payment /stipend to the candidate. Reservation status of
DNB seats at a particular institution/medical college is provided by the respective
institution only based on the roster maintained by the concerned institution. NBE does
not own, possess or fund any seat. Reserved seats will be allotted to the concerned
category candidates only. Candidates of reserved category can opt for either
reserved seats earmarked for them or unreserved seats in order of their merit.

4. ELIGIBILITY FOR ONLINE CENTRALIZED MERIT BASED


COUNSELING – DNB (POST MBBS) 2020 ADMISSION SESSION.
In order to be eligible to participate in the Online Centralized Merit Based Counseling
a candidate must be eligible for admission in DNB (Post MBBS) courses, in addition to
other conditions of eligibility for participation in the counseling process. Therefore:

4.1 (a)(i) The candidate must be in possession of MBBS degree/Provisional Pass


Certificate recognized as per the provisions of the Indian Medical Council Act
1956 and possess permanent / provisional registration certificate of MBBS
qualification issued by the Medical Council of India/ State Medical Council.
AND
(ii) The candidate must have completed one year of internship on or before 31st
March 2020
AND
(iii) The candidate must have Qualified NEET PG 2020

4.1(b) Candidates who are completing their internship after 31st March 2020 are ineligible
to participate in the counseling for DNB (Post MBBS) 2020. Any requests for
admission to DNB (Post MBBS) – 2020 from the candidates who are completing
their internship after 31st March 2020 shall be summarily rejected.

4.1 (c) Candidates already pursuing a DNB course or any other Postgraduate medical
course are not eligible for admission to DNB (Post MBBS) 2020 Admission Session
till such time as they complete the entire duration prescribed for the said course.
Resignation or discontinuation from the said course due to any reason shall not
make the candidate eligible for admission to the DNB (Post MBBS) 2020 Admission
Session.

4.2 To appear in DNB (Post MBBS), 2020 Admission Session counseling, the candidates
have to register with NBE through the designated
website(http://counseling.nbe.edu.in/) and also have to fill the choice of
preferences during the registration process. A candidate who has not registered with
NBE shall not be eligible to part in the counseling process at all.
4.3 All candidates will be registered only at ONE TIME during the start of the counseling
process. No registration is permissible once the window of registration is closed.
There is no other methodology for participation in the counseling for DNB (Post
MBBS) 2020 Admission Session.

4.4 Only those candidates who participate in the First round of counseling shall be eligible
for participation in any subsequent round of counseling. A candidate cannot seek to
participate in any other round without having first participated in the First round of
counseling.
4.5 Additionally, while a candidate may participate in the various rounds of counseling in
accordance with the specific eligibility criteria therefore and the various terms and
conditions for each round of counseling given below, if at any stage a candidate
“Freezes” his/her allotment (i.e. confirms that he/she wishes to take the seat allotted
to him/her) he/she will not be permitted to participate in any subsequent rounds of
counseling and shall stand exited from the counseling process. This ineligibility will
also will be attracted if, after opting to freeze his/her allotment, he/she either does not
pay the requisite course fees or does not join the Institute concerned within the
stipulated time.
4.6 Further once a candidate has opted for freezing of his/her allotment, he/she will not
be permitted to seek transfer to another institute. He/she will also not be permitted to
change his/her course, either in the same institute or in another institute.
4.7 It may also be noted that once a candidate joins a seat allotted to him/her
through any rounds of counseling in the NEET 50% AIQ /Deemed/Central
universities/AFMS (MD/MS/Diploma) seats 2020 by Medical Counseling
Committee(MCC), Government of India or State Counseling through respective
State Government, he/she shall not be eligible to participate in any rounds of
counseling for the DNB (Post MBBS) 2020 Admission Session.
4.8 If ineligibility is detected at any stage, NBE reserves its rights to take necessary
actions as deemed fit including but not limited to cancellation of admission to DNB
course and to debar the candidate from taking any further examinations conducted
by NBE.
4.9 Candidates joining any course in the DNB (Post MBBS) 2020 Admission Session
shall not be eligible to join any other DNB course for the entire duration of the said
course. If the candidate has joined a three years course, the candidate shall be
debarred from taking admission in any DNB course till December, 2022. Similarly, if
the candidate has joined a six years course, he/she shall be debarred from taking
admission in any DNB course till December, 2025. Resignation by the candidate or

discontinuation from the course shall not make him/her eligible and he/she will remain
debarred from taking admission in any other DNB course for the period as aforesaid.
4.10 NBE reserves its rights to alter/amend or modify or interpret any clause / criteria /
guidelines contained in the present handbook.
4.11 Candidates must note that they will need to produce their original documents for
verification from time to time as provided for in the present handbook. In the case of
the First, Second and Third rounds of counseling the original documents will need to
be produced both at the stage of Bio-metric verification at the designated centers of
the NBE as well as at the institute before joining the same. In the case of Mop-up
counseling, the originals will need to be produced both at the time of counseling at
the NBE and at the time of joining the institute. Failure to produce the original
documents at either of the stages will make the candidate ineligible for participating
in the counseling or for admission to the seat allotted to him/her.
4.12 The schedule for Bio-metric verification at the designated centers of the NBE shall be
notified separately.
4.13 Jurisdiction for disputes if any, shall be at New Delhi only.

5. SCHEDULE FOR ONLINE COUNSELING


5.1 The schedule of DNB (Post MBBS) Centralized Merit Based Counseling is available
on NBE website https://natboard.edu.in/ and http://counseling.nbe.edu.in .

6. AVAILABILITY OF DNB BROAD SPECIALTY SEATS INCLUDING


DIRECT 6 YEARS & SPONSORED SEATS
6.1 The indicative seat matrix for DNB (Post MBBS) - Broad Specialty including Direct 6
Years courses is available on NBE website. Final Seat matrix shall be made available
during online counseling.
6.2 NEW SEATS ARE LIKELY TO BE ADDED IN 2ND ROUND OF COUNSELING.
6.3 Information regarding vacant seats shall also be made available on NBE website after
completion of each round of counseling.
6.4 Reserved seats shall be allotted to the candidates of concerned category only.
Candidates of reserved category can submit option for either reserved seats
earmarked for them or unreserved seats. Candidates may note that reservation
status of DNB seats at a particular institution/medical college is provided by the
respective institution only, based on the roster maintained by the concerned
institution. NBE does not own, possess or fund any seat as such.

7. PROCEDURES FOR ALLOTMENT OF SEATS


7.1 First Round

1. Only those candidates who participate in the First round of counseling shall be eligible
for participation in any subsequent round of counseling. A candidate cannot seek to
participate in any other round without having first participated in the First round of
counseling.
2. Candidates with merit position can fill their options/choices after remitting the required
counseling fee of Rs. 2500/- (excluding of payment gateway charges).
3. The SC, ST, OBC and EWS candidates are required to confirm their category through
the counseling website. Those who do not confirm by their category by uploading
their category certificate (SC, ST, OBC and EWS) during the registration process
shall be treated as UR/General category candidate.
4. The special category candidates (other than SC, ST, OBC and EWS) are required to
select their category through the counseling website. Such candidates are also
required to upload their respective certificate during the registration process. Those
who do not confirm their category by uploading their category certificate shall be
treated as UR/General category candidate.
5. The certificates uploaded by the candidate during the registration process are subject
to verification. If the certificate(s) uploaded by the candidate are found to be false/fake
at any stage of counseling process or even thereafter, their allotment as well as their
candidature will be cancelled.
6. Candidates must ensure that the options that they have filled during the registration
process are confirmed by them before the last date of registration. In the absence of
any confirmation by the candidate, the options filled by him/her shall be automatically
confirmed and his/her application shall be processed accordingly.
7. The seat allocation will be done in the order of merit and in accordance with the choice
preference selected by the candidates during the registration process. In the case of
reserved category candidates, if the seat being allotted as per the preference of such
candidate is available in both unreserved and reserved categories at the time of
allocation of his/her merit, then the unreserved seat will be allotted. The allocation of
the seats in the reserved category will be done only after the allocation of seats in the
Unreserved category. The order of allocation of seats will be as follows:

a. Unreserved(UR) Seats will be allotted.


b. If UR seat not available, the Category (SC/ST/OBC/PWD) seats (if eligible) will
be allotted.
c. If Category (SC/ST/OBC/PWD) seats are not available, the Special Category
(OBC-A, OBC-B, MBC, BCA, SEBC etc.) seats (if eligible) will be allotted.
8. As soon as the seat is allotted to a candidate, the options/choices filled by the
candidate below the allotted seat, shall be disabled in their options/choices list.
However, the higher order options/choices, above the allotted seat shall be retained
as the candidate’s choices for the next round of counseling, should the candidate
choose to participate in the next round.
9. If, however, the candidate wishes to accept the allotment made to him/her in this
round, he/she must freeze the seat allotted to him/her.
10. The candidate who wishes to freeze the seat allotted to him/her, shall have to do so
by paying the one-year course fee of Rs. 1,25,000/- (excluding of payment gateway
charges) within the stipulated time. On the payment of the one year course fees the
seat allotted to him/her will be frozen in his/her favour and he/she will not be eligible
for any further round of counseling.
11. The candidates who opt for freezing of the seat allotted to them but do not pay the
course fee within the stipulated time shall have lost the seat allotted to them, which
will be made available to other candidates in the subsequent rounds of counseling.
Such candidates shall also not be eligible for any subsequent round of counseling
and shall stand exited from 2020 Admission Session counseling process.
12. A candidate who has paid his/her one year course fee will be entitled to download
the allotment letter from the website of the NBE only after the completion of allotment
of seats pursuant to the Second round of counseling.
13. After the receipt of the allotment letter, the candidate is required to join the institute
concerned within seven (7) days, failing which the candidate would have lost his/her
admission to the said seat.
14. The candidate must also get his original documents verified before joining the
institute. A candidate who does not either join the institute or have his original
documents verified by the institute within seven (7) days shall loose his admission to
the said seat and shall not be eligible for any subsequent round of counseling. The

said seat shall be taken back and shall be made available for further allotment in
subsequent round of the counseling.
15. All the candidates who were allotted a seat during the First round of counseling but
did not opt to freeze of the same will be eligible to participate in the Second round of
counseling.

7.2 Second Round

1. The Indicative seat matrix for the Second round of counseling shall comprise of the
seats that are still vacant after the First round of counseling as well as any new seats
that may have been added for allotment in the Second round of counseling.
2. All candidates who have not been allotted any seat during the First round of
counseling will be eligible for Second round of counseling.
3. All candidates who have been allotted with a seat in the First round of counseling but
have opted not to freeze the same, shall also be eligible for the Second round of
counseling.
NOTE: - Any candidate who has opted for freezing of his/her allotment pursuant to
the First round of counseling, but has either not paid the course fee or has not joined
the institute shall not be eligible for consideration either in the Second round or any
subsequent round thereafter. He/she would stand exited from the entire counseling
process for the 2020 Admission Session.
4. The panel of choice will be re-opened for all the eligible candidates mentioned above
to re-shuffle/re-arrange their higher order choices and also allow to add new choices.
5. The allotment of seats in the Second round of counseling will be made as per the
choice preference arranged/selected by the candidates and in accordance with their
merit.
6. The candidate who wishes to freeze the seat so allotted to him/her, shall have to do
so by paying the one-year course fee of Rs 1,25,000/- (excluding of payment gateway
charges) within the stipulated time. On the payment of the one year course fees the

will be made available to other candidates in the subsequent rounds of counseling.


Such candidates shall not be eligible for any subsequent round of counseling and
shall stand exited from 2020 Admission Session counseling process.
8. A candidate who has paid his/her one year course fee will be entitled to download
the allotment letter from the website of the NBE.
9. After the receipt of the allotment letter, the candidate is required to join the institute
concerned within seven (7) days, failing which the candidate would have lost his/her
admission to the said seat.
10. The candidate must also get his original documents verified before joining the
institute. A candidate who does not either join the institute or have his original
documents verified by the institute within seven (7) days shall loose his admission to
the said seat and shall not be eligible for any subsequent round of counseling. The
said seat shall be taken back and shall be made available for further allotment in
subsequent round of the counseling.

7.3 Third Round

1. The Indicative seat matrix for the Third round of counseling shall comprise of the
seats that are still vacant after the First and the Second rounds of counseling and are
available for allotment in the Third round of counseling.
2. All candidates who have not been allotted any seat during the First & Second rounds
of counseling, will eligible for Third round of counseling.
3. All candidates who have been allotted with a seat in the Second round of counseling
but have opted not to freeze the same, shall also be eligible for the Third round of
counseling.
NOTE: - Any candidate who has opted for freezing of his/her allotment pursuant to
the Second round of counseling, but has either not paid the course fee or have not
joined the institute shall not be eligible for consideration either in the Third round or
in the Mop-round of counseling. He/she would stand exited from the entire counseling
process for the 2020 Admission Session.

by the candidates during the Third Round of counseling and in accordance with their
merit.
6. The seat allotment method will be same as mentioned in the Second round of
counseling.
7. If a seat allotted to a candidate in the Second round of counseling becomes available
for fresh allotment because the said candidate did not opt to freeze the same but
chose, instead to participate in the Third round and has consequently been allotted a
higher order option in this round, the seat so vacated shall be allotted to the next
candidate in order of merit.
8. The candidate who wishes to freeze the seat allotted to him/her, shall have to do so
by paying the one-year course fee of Rs 1,25,000/- (excluding of payment gateway
charges) within the stipulated time. On the payment of the one year course fees the
seat allotted to him/her will be frozen in his/her favour and he/she will not be eligible
for any further round of counseling.
9. The candidates who opt for freezing of the seat allotted to them but do not pay the
course fee within the stipulated time shall have lost the seat allotted to them, which
will be made available to other candidates in the Mop-round round of counseling.
Such candidates shall also not be eligible for Mop-round of counseling and shall stand
exited from 2020 Admission Session counseling process.
10. A candidate who has paid his/her one year course fee will be entitled to download
the allotment letter from the website of the NBE.
11. After the receipt of the allotment letter, the candidate is required to join the institute
concerned within seven (7) days, failing which the candidate would have lost his/her
admission to the said seat.
12. The candidate must also get his original documents verified before joining the
institute. A candidate who does not either join the institute or have his original
documents verified by the institute within seven (7) days shall loose his admission to
the said seat and shall not be eligible for any subsequent round of counseling. The
said seat shall be taken back and shall be made available for further allotment in
subsequent round of the counseling.

7.4 Final Round [Mop-up] (In-Person)

1. The Final round (Mop-up) of counseling will be held only if sufficient number of seats
are available. The availability of these seats should be well before the last date for
admission for the 2020 Admission Session. Candidates must therefore note that the
Final round (Mop-up) may not be conducted at all. The decision to conduct Final
round (Mop-up) is purely discretionary and the decision of the NBE in this regard shall
be final and binding.
2. All the candidates who have not been allotted with any seat during the First, Second
and Third round of counseling, will be eligible for Final round (Mop-up) of counseling.
3. The candidates shall be called in batches in order of their merit position as per the
schedule of Final round (Mop-up) of counseling available on NBE website.
4. Candidates are required to bring a Demand Draft for an amount of Rs. 1,25,000/- as
one year course fee in favor of “National Board of Examinations” payable at “New
Delhi” at the time of counseling.
5. The Final Round (Mop-up) of counseling shall be held in New Delhi, at National Board
of Examinations, PSP Area, Sector – 9, Dwarka (Landmark: Opp. District Court, New
Delhi) as per the prescribed schedule.
6. Candidates are required to make their own arrangements for boarding & lodging.
Travel cost to appear in the counseling shall be borne by the candidates themselves.
7. Candidates are required to produce the all the following documents in original at the
time of counseling, failing which the candidate shall be ineligible and shall not be
allowed to participate in the counseling:
a. MBBS Degree
b. Permanent Registration certificate issued by MCI/State Medical Council for
registration of MBBS qualification.
c. Internship Completion Certificate (internship completion date must be on or before
31st March 2020).
d. SC/ST/PWD/OBC/EWS certificate issued by competent authority, if applicable. Caste
certificate must be issued by competent authority. The sub-caste should tally with the
Central Govt. list.
e. Special category certificate issued by the competent authority, if applicable.
f. Valid Identity proof i.e. PAN card, Indian Passport, Voter ID card, Driving License or
Aadhaar Card (with photograph).

NOTE 1: - A candidate who has obtained his/her MBBS qualification in the year 2019
may produce his/her Provisional pass certificate of MBBS Qualification in place of
his/her MBBS degree if the same has not been issued to him/her.

NOTE 2: - If the candidate has passed MBBS Qualification before 2019 and the
MBBS degree has not been issued to him/her so far by the concerned
university/Board, the candidate must produce documentary evidence to this effect in
Original in the form of a letter from the competent authority of respective
university/Board at the time of counseling.

NOTE 3: - All the certificates must be in HINDI or ENGLISH. In case if any of the
certificate(s) is/are in regional language, its Hindi/English version translated copy duly
authenticated by a translator authorized in this regard by the state/Central
Government will require to be produced in original at the time of counseling, alongwith
the original certificate that has been translated.

NOTE 4: - Candidates must note that in addition to the requirement of verification of


Originals at the time of counseling, the originals will once again be verified at the time
of the joining of the Institute, by the Institute. If a candidate does not produce the
originals for verification before joining the institute, he/she shall lose his/her admission
to the seat allotted to him/her in the Final round (Mop-up) counseling.

NOTE 5: - No Objection Certificate, if any (issued after July 2019) from the
employer: - If a candidate is employed or under any kind of bond, he/she has to
furnish a ‘No Objection Certificate or/and Relieving letter’ issued by competent
authority of the concerned University /Employer before the last date for admission for
the DNB (Post NBBS) 2020 Admission Session. The seat allotment letter to such
candidates will be issued only after he/she submits the ‘No Objection Certificate
or/and Relieving letter’ to the NBE.

8. After opting for a seat through Mop-up round (in-person) counseling, the candidate
has to pay one-year course fee by way of Demand Draft for an amount of
Rs. 1,25,000/- as one year course fee of in favor of “National Board of
Examinations” payable at “New Delhi”.

9. After the payment of one year course fee, allotment letter will be issued to candidate
who shall be required to join the institute concerned within seven (7) days, failing
which the candidate would have lost his/her admission to the said seat.
10. Candidates are advised to report to the counseling venue at the prescribed time.
Candidates reporting after the prescribed time are liable to miss their turn in the
counseling/non-participation. NBE shall not be responsible for any delay in arrival
due to any reason. No claim in this regard shall be entertained. NBE reserves its
rights to take appropriate decisions in cases of late reporting by the candidates.
However, no candidate under any circumstances shall be allowed to disrupt the
existing flow of candidates for counseling if he/she reports late on any ground.
11. The allotment of seats shall be made to the eligible candidates only through personal
appearance.
12. Authorized representative on behalf of candidate shall be permitted only after due
approval of NBE, in exceptional circumstances only at sole discretion of NBE.

8. COUNSELING FEE
8.1 Candidates are required to pay the counseling fee of Rs. 2500/-(excluding of payment
gateway charges) at the time of online registration process for counseling.
8.2 Counseling fee shall not be refunded under any circumstances once the candidate
has been registered for counseling.

9.4 Candidates must please note that all the documents that are uploaded on the
counseling website by the candidate shall need to be produced in original for
verification. In the case of the First, Second and Third rounds of counseling
the original documents will need to be produced both at the stage of Bio-metric
verification at the designated centers of the NBE as well as at the institute
before joining the same. In the case of Mop-up counseling, the originals will
need to be produced both at the time of counseling at the NBE and at the time

of joining the institute. Failure to produce the original documents at either of


the stages will make the candidate ineligible for participating in the counseling
or for admission to the seat allotted to him/her.

9.5 No Objection Certificate, if any (issued after July 2019) from the
employer: - If a candidate is employed or under any kind of bond, he/she has
to furnish a ‘No Objection Certificate or/and Relieving letter’ issued by
competent authority of the concerned University /Employer before the last date
for admission for the DNB (Post NBBS) 2020 Admission Session. The seat
allotment letter to such candidates will be issued only after he/she submits the
‘No Objection Certificate or/and Relieving letter’ to the NBE.

9.6 The schedule of Bio-metric verification at the designated centers of the NBE
shall be issued separately.

10.8 The Candidate claiming reservation in SC/ST/OBC/EWS has to upload the category
certificate during this registration process. The format of OBC(NCL)

10.9 The PWD candidate has to confirm whether they are willing to be considered in the
PWD category or not during the registration process. The relevant certificate is to be
uploaded on this page. The format of the certificate(Annexure-D2) is available in the
Information Bulletin & Handbook for DNB (Post MBBS) 2020 Admission Session.
10.10 The candidates claiming special reservation based on the seat matrix has to specify
their category while registering for online counseling. The relevant certificate is to be
uploaded on this page.
10.11 During the registration process, the candidate has to select his/her choice of
preference. The candidate can fill any number of choices during this process. The
candidate has also to arrange the selected choices in the order of preference.

10.12 For filing the choices, candidate has to select the State  Hospital  Specialty 
Add Choice.
10.13 The candidate can move the selected choices up and down using the Mouse by
Clicking the Arrow indicated in each choice.

11. UNFAIR MEANS:


11.1 IMPERSONATION IN COUNSELING

If it is found during the counseling that candidates registering for the counseling have
indulged in any kind of impersonation or unfair means, his/her candidature for
counseling/admission to DNB course will be cancelled. The matter shall be dealt as
per Unfair Means guidelines of NBE. Such candidates will be debarred from taking
NBE examinations in future.

11.2 SUBMISSION OF FALSE / FABRICATED DOCUMENTS

If it is found at any stage that documents uploaded/produced for determination of


eligibility for NEET-PG 2020 examination are false/fabricated/forged and/or do not
belong to the candidate, his/her candidature for counseling/admission to DNB course
will be cancelled and further penal action may be taken. The matter shall be dealt as
per Unfair Means guidelines of NBE.

11.3 CANVASSING FOR ALLOTMENT OF SEATS

Canvassing directly or indirectly for the allotment of seats or adjustments thereafter


would disqualify the candidate from participation in counseling. The allotment of seats
shall strictly be done on the basis of merit list through centralized counseling.
Candidates are advised not to canvass or approach or solicit any kind of intervention
in this regard.

12. DOCUMENTS VERIFICATION

12.1 The process of verification of original documents is mandatory for all candidates in
accordance with the conditions set out in the present handbook. Candidates are
advised to keep their original documents ready for verification as provided for in
handbook failing which they shall be declared ineligible to participate in the counseling
process and/or ineligible for admission to any seat allotted to them.
12.2 Authorized representative on behalf of candidate for verification of originals shall be
permitted only in exceptional circumstances at sole discretion of NBE. The authorized
representative has to produce an affidavit in the prescribed format (Annexure – E1 &
E2) during the verification of originals. Such candidates have to verify their Bio-metric
in a later date.
12.3 Candidates who have failed to verify their Biometric will not be registered for DNB
training.
12.4 Biometric verification schedule shall be notified by NBE in due course.

13. JOINING OF DNB (POST MBBS) COURSE


13.1 Candidate allotted with a seat will be allowed to download their allotment letter from
NBE website after completion of Second Round of counseling.

13.2 Each candidate shall be given a prescribed time from the date of issuance of the
allotment letter to report and join the allotted NBE accredited Medical
College/Institution/Hospital.

13.3 The candidates shall be allowed to join the allotted institute only after the verification
of the originals and fulfilment of the eligibility criteria as enumerated at various stages
in the present handbook.

13.4 Candidate has to begin his/her DNB training within the prescribed time. Accredited
institute is required to upload the joining report of the candidate at NBE online portal
in the prescribed format i.e. Annexure – ‘A’ (DNB(Post MBBS) - 2020).

13.5 The allotment made shall be firm and final. Change of Institute/college from one place
to another is not permitted under any circumstances. Requests for the same shall not
be entertained by the NBE after the allotment process is completed.

13.6 In the event of closure of training institute or withdrawal of accreditation by NBE, the
ongoing DNB trainees of that institute shall be relocated to the vacant seats available
in other NBE accredited institutes, to complete their remaining period of DNB training.

13.7 Annexure ‘A’ (DNB (Post MBBS) - 2020) in ORIGINAL has to be furnished by the
accredited hospital through speed post along with acknowledgement of online
application for registration within one month of joining DNB training. However, a
scanned copy of ‘Annexure – A’ is to be uploaded to NBE website immediately after
joining DNB training.

13.8 NEET-PG 2020 merit is valid for admission to DNB (Post MBBS) 2020 Admission
Session only. The result shall not be carried forward to next session under any
circumstances.

13.9 The last date for admissions shall be notified separately.

13.10 Joining of a candidate to an NBE accredited institute through centralized merit-based


counseling is subject to medical fitness of the candidate as assessed/examined by
the accredited hospital/institution.

13.11 The medical examination of the candidate shall be done by the Medical Board of the
concerned NBE accredited institute. Candidate found fit in the medical examination
shall only be allowed to join DNB course.

13.12 NBE reserves its rights to take a final decision in the matter of a candidate being
found unfit in medical examination and may undertake medical examination of
candidate at its sole discretion.

14. FEE GUIDELINES FOR DNB TRAINING


14.1 Fee Structure for DNB Training is as follows:

*Maximum Permissible Limit: Accredited institutions are at liberty to charge fees


which is less than indicated under respective category. The fee cannot be higher than
these amounts.

14.2 General guidelines:


1. The fee shall be collected annually and has to be paid by the trainee at the start of
each academic year.
2. In the 1st year the fee has to be paid online to NBE to confirm the allotment, while the
fee for subsequent years has to be paid within 4 weeks of the start of each academic
year to the training institute.
3. In any circumstances the tuition fee paid is not refundable.
4. The 1st year fee has to be paid online during the counseling to NBE through the
payment gateway and the subsequent years fee shall be paid by the candidate only
through Demand Draft/ Cheque / electronic transfer to the training institute and under
no circumstances by cash.
5. The accredited institutions cannot charge any other fees like capitation fees, security
deposit, security bond, and caution bond in the form of cash, fixed deposit, bank
guarantee, and agreement by any instrument whatsoever.
6. The institutes concerned cannot charge any fees or an amount in any form, over and
above the ceiling amounts prescribed above.

15. STIPEND GUIDELINES


1. Paying stipend to the DNB candidates is compulsory.
2. According to the NBE stipend policy, the hospital shall have to pay the DNB

according to the paying capacity of the institution and work load of the trainees.

17. PROCEDURE FOR REGISTRATION WITH NBE FOR DNB BROAD

17.1 Candidates are required to submit the application form for registration only through
online at https://cns.natboard.edu.in/ within One month of joining DNB training in
order to get registered by NBE for DNB course.
17.2 A registration fee of Rs 5000/- (for 3 Years course) or Rs. 10,000/- (for direct 6 Years
course) is to be deposited NBE only through online while filling the online registration
form. Fee deposited through challan/Pay-in-slip is not acceptable.
17.3 Contact details of candidate as mentioned in registration form shall be treated as final
for further correspondence with the candidate.
17.4 Registration letters can be downloaded from NBE website once the candidate has
been registered with NBE.

18. DISCLAIMER:
18.1 The allotment of seat is purely provisional and subject to the verification of Original
documents. Any candidate found to have furnished incorrect information/false
documents shall be disqualified from the counseling.
18.2 If it is found at any stage that a candidate is already pursuing a post graduate medical
course and has again opted for a DNB seat through DNB (Post MBBS) centralized
counseling – 2020 Admission Session, he/she shall forfeit his/her claim for the DNB
seat through DNB (Post MBBS) centralized counseling – 2020 Admission Session
and action as deemed fit by NBE shall be taken. Candidates already pursuing a DNB
course are not eligible to appear for the DNB (Post MBBS) centralised counseling till
such time they have completed the duration of prescribed course.
18.3 In an unlikely event of an ineligible candidate getting admission to DNB course, NBE
reserves its right to revoke his/her admission from DNB course.

19. LEAVE RULES FOR DNBTRAINEES


1. DNB Trainees are entitled to avail leave during the course of DNB training as per the
Leave Rules prescribed by NBE.

2. A DNB Trainees can avail a maximum of 30 days of leave in a year excluding regular
duty off/ Gazetted holidays as per hospital/institute calendar/policy. This leave shall
be processed at the institutional level.

3. Any kind of study leave is not permissible to DNB Trainees.

4. Under normal circumstances leave of one year should not be carried forward to the
next year. However, in exceptional cases such as prolonged illness, the leave across
the DNB/FNB training program may be clubbed together with prior approval of NBE.

5. Unauthorized absence from DNB/FNB training for more than 7 days may lead to
cancellation of registration and discontinuation of the DNB training and rejoining shall
not be permitted.

6. Any Leave availed by the candidate other than the eligible leave (30 days per year)
shall lead to extension of DNB training. The training institute has to forward such
requests to NBE along with the leave records of the candidate since his/her joining
and supporting documents (if any) through the Head of the Institute with their
recommendation/comments. NBE shall consider such requests on merit provided the
seat is not carried over and compromise with training of existing trainees in the
Department.

7. Any extension of DNB training beyond the scheduled completion date of training is
permissible only under extra-ordinary circumstances with prior approval of NBE. Such
extension is neither automatic nor shall be granted as a matter of routine.

8. DNB trainees are required to complete their training by a prescribed cutoff date (as
per information bulletin of Exit exam) for being eligible to DNB Exit examination.

9. The eligibility for DNB Final Examination shall be determined strictly in accordance
with the criteria prescribed in the respective information bulletin.

20. GUIDELINES FOR SPONSORED SEATS


20.1 Introduction: NBE has introduced a scheme of sponsored seats wherein hospitals
accredited by NBE for DNB /FNB courses shall be eligible for grant of one sponsored
seat as per the following eligibility criteria:
a. NBE accredited departments having 03 or more DNB/FNB seats in a particular
specialty shall be eligible for allotment of 01 additional Sponsored DNB/FNB
seat in the same specialty, provided that such departments have surplus faculty
available to guide the additional trainee.
b. Specialties wherein NBE administers a Post Diploma DNB Programme, this
additional sponsored seat would translate to 01 Post MBBS and 01 Post
diploma trainee.
c. Departments shall be eligible to take a candidate against such sponsored seats
only when they accept to take all other non-sponsored seats in the specialty i.e.
all accredited seats shall be included for allotment through merit-based
counseling.

20.2 Eligibility Criteria: The sponsored seat shall be allocated only to a sponsored
candidate through merit-based OFFLINE (in-person) counseling. A sponsored
candidate is a candidate who is working in a Government (state /central /autonomous
/PSUs, etc.) organization on a regular basis. The eligibility criteria for a sponsored
candidate is as under:
a. The candidate should be a NEET-PG 2020 Examination qualified as
applicable for the concerned DNB /FNB course.
b. The candidate should be employed on regular basis with the sponsoring
Government organization.
c. The candidate shall have to obtain a study leave, No Objection Certificate and
fulfil other requirements as per the terms and conditions of the organization
where the candidate is employed.

20.3 Procedures for Allotment of Sponsored seat: The candidate shall be required to
participate in the centralized merit-based OFFLINE (in-person) counseling through
which sponsored seats shall be allocated strictly in order of inter se merit

The candidate who has qualified the NEET-PG 2020 is eligible to participate in the
merit based counseling on the designated day and time. The flow of counseling
process is as under:
1. Station A (Registration Area cum document & Identity Verification Area):
 Attendance of all the present candidates shall be taken.
 Candidates shall be briefed about the counseling process.
 All present candidates should bring the Counseling Registration Fee of Rs.
2500/- and 1st year course fee of Rs.1,25,000/- in the form of Demand Draft in
favour of National Board of Examinations payable at New Delhi. The Demand
Draft of Rs. 1,25,000/- will be deposited to NBE in the event of allotment of seat.
 Candidates shall have to register first by depositing a fee of Rs. 2500/- in the
form of Demand Draft drawn in favour of National Board of Examinations payable
at New Delhi, failing which they shall not be allowed to participate in the
counseling. Counseling fee shall not be refunded under any circumstances once
the candidate has been registered for counseling at the counseling venue.
 The original documents of every candidate shall be verified at the designated
registration counters.
 Candidates without prescribed original documents shall not be allowed to
participate in the counseling.
 Biometric information of all candidates called for the counseling shall be captured
and verified against the information of the candidate captured at the time of
NEET-PG 2020 Examination.
 The candidates should report at the counseling venue on time as mentioned in
their Rank letter on the day of scheduled counseling. This will allow time for
identity verification and checking in for participation in the counseling.
 Identity checks shall be made upon arrival at the counseling venue to ensure that
there are no unauthorized candidates participating in the counseling.
 Finger prints of all the candidates may be captured and candidates are requested
to cooperate with this essential activity to avoid any cases of impersonation. This
is a security feature which will also ensure that only genuine and bonafide
candidates appear for the counseling.

 Candidates are required to bring one of the following Govt issued identity card in
original at the time of counseling:
PAN card
Indian Passport
Voter ID card
Driving License
Aadhaar Card (with photograph)
MCI/SMC Registration certificate bearing photograph of the candidate
No other ID proof shall be accepted.
2. Station B (Seat availability status area): After verification of the documents is
complete, the candidate will be asked to move to station B in order of his/her specialty
specific merit position.
 Candidates will be given an opportunity to go through the available seat matrix
on Computers wherein they can look for the available seats in the specialty of
their choice.
 Parents/relatives/guardians are not permitted at this station. However, use of
phone by the candidate is permitted at station B.
 Candidates are advised to shortlist the institution of their choice at this station.
The final allotment shall be done at Station C.

3. Station C (Seat allotment area): Candidates will thereafter move to station C in


order of their specialty specific merit position.
 NBE staff shall display the vacant seat position to the candidates and guide and
counsel them to arrive at their final decision.
 Candidate at this station has to opt for a seat.
 Candidates opting for a confirmed seat shall be given a seat allotment letter at
station C subjected to fulfillment of eligibility criteria alongwith 1st year Course fee
of Rs.1,25,000/- through Demand Draft.
 If a candidate is employed or under any kind of bond, he/she has to furnish a ‘No
Objection Certificate and/or Relieving letter’ issued by competent authority of
concerned University /Employer before the cutoff date prescribed to join the DNB
course in case he/she decides to opt for a confirmed seat. The seat allotment

letter to such candidates will be issued only after a copy of ‘No Objection
Certificate and/or relieving letter’ is submitted to NBE.
 Use of mobile phone by the candidates is not permitted at station C. Cooperation
of candidates is solicited for not using the mobile phone at station C.
 After verification of his/her details mentioned in the seat allotment letter the
candidate can leave the counseling venue.
 Candidate shall leave the counseling venue thereafter.

20.4 Stipend: The stipend for entire period of DNB/FNB training shall be borne by the
sponsoring Government organization.

20.5 Leave Guidelines: DNB/FNB Trainees are entitled to avail leave during the course
of DNB training as per the Leave Rules prescribed by NBE in the information bulletin
of the respective Admission Session.

20.6 Fee Structure for DNB Trainees: DNB/FNB Trainees shall have to pay the fee as
per the information bulletin/handbook of the respective Admission Session.

20.7 List of Prescribed Documents (in original) required for Sponsored Seat
counseling:
a. Rank Letter
b. MBBS Degree
c. Permanent/Provisional Registration certificate issued by MCI/State Medical
Council for registration of MBBS qualification.
d. Internship Completion Certificate (internship completion date must be on or
before 31st March 2020).
e. SC/ST/PWD/OBC/EWS certificate issued by competent authority, if
applicable. Caste certificate must be issued by competent authority. The sub-
caste should tally with the central Govt. list.
f. Special category certificate issued by the competent authority, if applicable.
g. Valid Identity proof i.e. PAN card, Indian Passport, Voter ID card, Driving
License or Aadhaar Card (with photograph).

NOTE 1: - A candidate who has obtained his/her MBBS qualification in the year 2019
may produce his/her Provisional pass certificate of MBBS Qualification in place of
his/her MBBS degree if the same has not been issued to him/her.

NOTE 2: - If the candidate has passed MBBS Qualification before 2019 and the
MBBS degree has not been issued to him/her so far by the concerned
university/Board, the candidate must produce documentary evidence to this effect in
Original in the form of a letter from the competent authority of respective
university/Board at the time of counseling.

NOTE 3: - All the certificates must be in HINDI or ENGLISH. In case if any of the
certificate(s) is/are in regional language, its Hindi/English version translated copy duly
authenticated by a translator authorized in this regard by the state/Central
Government will require to be produced in original at the time of counseling, alongwith
the original certificate that has been translated.

NOTE 4: - Candidates must note that in addition to the requirement of verification of


Originals at the time of counseling, the originals will once again be verified at the time
of the joining of the Institute, by the Institute. If a candidate does not produce the
originals for verification before joining the institute, he/she shall lose his/her admission
to the seat allotted to him/her in the counseling.

NOTE 5: - No Objection Certificate, if any (issued after July 2019) from the
employer: - If a candidate is employed or under any kind of bond, he/she has to
furnish a ‘No Objection Certificate or/and Relieving letter’ issued by competent
authority of the concerned University /Employer before the last date for admission for
the DNB (Post NBBS) 2020 Admission Session. The seat allotment letter to such
candidates will be issued only after he/she submits the ‘No Objection Certificate
or/and Relieving letter’ to the NBE.
