IMPORTANT POINTS REGARDING SEAT ALLOCATION THROUGH


CSAB NEUT-2019

National Testing Agency (NTA) and Central Seat Allocation Board (CSAB) are two
different and independent boards. NTA conducts JEE (Main) examination and publishes the All
India Rank (AIR). CSAB-2019 uses the AIR prepared and published by NTA for seat
allocation purposes. The same AIR will be used by CSAB-NEUT for admission to
Engineering/Architecture. CSAB-2019 or CSAB NEUT-2019 is not responsible for any error
either in marks or in AIR of JEE (Main) -2019.

1. INTRODUCTION
Government of India has an ongoing scheme of reservation of few seats in
Engineering/Technology/Architecture/Pharmacy courses conducted at degree level Technical
Institutions across the country approved by AICTE, for students belonging to twelve North East
States and UTs (namely Arunachal Pradesh, Assam, Meghalaya, Mizoram, Manipur, Nagaland,
Sikkim, Tripura, Dadra & Nagar Haveli, Daman & Diu, Andaman & Nicobar Islands and
Lakshadweep) which do not have engineering colleges/polytechnics or have lack of facilities for
education in specific field of technical education and for certain categories including foreign
students.
In order to have maximum possible participation of eligible students with utmost transparency,
the Ministry has taken a decision of conducting seat allotment on such seats through a Centralized
Seat Allotment Board for North Eastern States and Union Territories (CSAB NEUT-2019).
CSAB NEUT-2019 will make allotment of seats to candidates on the basis of their All India
Rank (AIR) in JEE (Main)-2019 to the first year of Engineering/Technology, Architecture courses.
Allotment for pharmacy will be on the basis of percentage of marks obtained in class twelfth. It is
important to note that these seats are other than those offered through CSAB-2019, which is
for NITs, IIITs & GFTIs.
Important features of the admission procedure, admission schedule, list of Reporting/Help
Centers, list of Participating Institutes with total number of seats, seat distribution in the Institutes
etc., are given in this Information Brochure. Candidates are advised to read information brochure
carefully and visit www.csab.nic.in regularly for updates and for details regarding the entire online
admission process as no postal communication will be used.
In case of any dispute arising out of the seat allocation process at any stage up to the final
allocation of institute and/or branch, the decision of Chairman, CSAB-2019 shall be final and
binding. The jurisdiction for legal disputes, if any, will be limited to the courts at Madurai only.
For smooth functioning of admission procedure resulting into maximum number of candidates
getting admission to the course and institute of their choice and minimizing the number of vacant
seats, it is advised that the candidates should carefully follow the admission procedure given in
information brochure. The procedure offers enough flexibility at every round of allotment and
candidates are urged to cooperate by not prolonging their final decision on admission after seat
allotment. This will facilitate in catering to the needs of larger number of candidates seeking
admission through CSAB NEUT-2019.

2. SALIENT FEATURES
This section provides only a broad overview of the stages involved in the counseling and admission
process. The entire admission process will consist of two rounds, to be conducted by CSAB
NEUT-2019. It may be followed by a spot round, which will be conducted by the respective
Directorate of Technical Education (DTE) of North Eastern State/UT. For complete details,
please read the subsequent sections.
2.1 Pre-allotment steps
 All eligible candidates will register on www.csab.nic.in as per the schedule.
 During online registration, candidates are required to provide/verify other information viz.
Gender, State of Domicile, Category, PwD Status, Special Benefit claim for Manipur, Sub-
Tribe Claim for Nagaland, Aggregate %age of class XII or equivalent marks on
www.csab.nic.in

 After verification, all eligible candidates will be able to fill, change, reorder and delete
their choices of branches/institutes as per their preference.
 Once locked, candidates will not be able to unlock or change their choices.
 If a candidate fails to explicitly lock his/her choices by the stipulated time, his/her last
saved choices will be automatically locked after this deadline. Candidates are therefore
strongly advised to lock their choices themselves.
 Candidates must take printout of their locked choices. This printout, which will
consist of the terms and conditions as agreed by the candidates, has to be signed and
submitted at the time of reporting at Reporting Centre.
 A registered candidate, who did not fill any choice and/or fail to save them even once in
the first round, will not be considered for seat allotment and admission in second round.
 If the information submitted by any candidate is found to be fraudulent, incorrect or
untrue, the seat allotted (if any) is liable to be cancelled. Moreover, such candidates will
no longer be considered eligible for admission and will also be liable for legal action.

2.2 Seat Allotment and reporting to Reporting Center for Round 1 & 2.
 The first round of seat allotment will be displayed on www.csab.nic.in.
Individual allotment letters will not be sent to the candidates.
 Seats will be allotted to the candidates in order of their choice they have filled during
online choice filling, their merit as per All India Rank (or % in XII in case of Pharmacy)
and availability of seats in their respective categories/Institutes/Branch, and the business
rules of the respective state/UT.
 All the candidates who get an allotment, will report in person at their respective reporting
center of the State/UT within the specified period as per schedule, along with non-
refundable seat allotment fee of Rs 3000/- (through Demand Draft drawn in favor of
CSAB 2019, with name of the candidate, father’s name, address, phone number and state
written clearly on the back on Demand Draft) and all relevant documents including
caste/category certificate if applicable, failing which their seat allotment shall stand
cancelled. Also, they will not be considered for second round of seat allotment. A part
of the seat allotment fee can be refunded under special circumstances (seat withdrawal)
as detailed later.
 Candidates should produce all the relevant certificates in original for verification, signed
printout of locked choices and provisional allotment letter printed from the web site, at
the Reporting Center.
 Candidates shall, at this point of reporting at the reporting center, indicate their
willingness to be considered for all of their higher preference choices (across the
institutes) during further round (second round) of seat allotment (Option I: Float) OR
choose to remain within the institute allotted to them in the first round and consideration
of higher choices within the institute (Option II: Slide), OR choose to remain with the
institute and branch allotted to them (Option III: Freeze).
 Option I and Option II candidates will have to forfeit their claim on seats allotted to
them in first round, if they are allotted other seats against their higher preference choices
during second round. In such cases, allotment of first round shall automatically stand
cancelled.
 A provisional admission letter will be issued to the candidates at the Reporting Center
after the verification certificates/credentials are found in order.

Candidates should note the following important points governing the admission process
of CSAB-2019:
 During verification of documents at the time of reporting, if any discrepancy is detected
in original documents, including category, sub-category, state of eligibility, name and
gender, eligibility condition, etc., then their allotted seat may be cancelled and they may
not be considered for any further round of allotment. In case a candidate has filled an
online choice for some reserved category and is allotted a seat in this category, but
is unable to produce the category certificate, his seat of this round will be cancelled.
 Candidates should themselves ensure that the personal information provided by them is
genuine and authentic.
 Candidates are strongly advised to check through the respective institutes or enquire from
the respective Director (TE/E) Office, about any restriction to any branch or institute as a
whole, any additional eligibility criteria over and above that specified by JOSAA/JEE
Mains, and the availability of hostel, fee structure and other facilities.
 There are additional eligibility checks such as, category, gender etc. as applicable at
the admitting institution. The candidates are advised to visit the website of the
respective institution to ensure that they fulfill all the eligibility criteria as stipulated
by the admitting institution.
For example, Seats for Mining are not for female and PwD candidates. Even if these
seats are visible in the choice matrix, female and PwD candidates should not fill
them as their choice. Additionally, some colleges are exclusively Girl’s College. In
case these seats are filled by male candidates and allotment to them is made on
those seats, CSAB NEUT-2019 shall not be responsible in any manner for any
consequences including denial of admission by the college despite issuance of
allotment letter.
 Some Institutes may offer five year programmes.
 B.Arch. program is of five-year duration.
 For Pharmacy seats, allotment is to be done on the basis of aggregate percentage of class
XII. Candidate must have passed class XII with Physics and Chemistry as compulsory
subjects along with one of the following subjects: Mathematics, Biology, Biotechnology,
and Computer.
 Candidates should not disclose / share their password with anybody. They must
understand that they are solely responsible for safe guarding their passwords. Neither
CSAB NEUT - 2019 nor NIC is responsible for any misuse of their passwords.
 Candidates should be aware of the fee structure of the institutes where they are interested
to take admission. The fee structure of different participating institute may be different. For
details about the infrastructure, hostel facility, fees, placement record etc., candidates are
advised to contact the respective institute or to visit their website. CSAB NEUT 2019 is
confined only to allotment of the seats in the participating institute and will not be
responsible for any claim made by any particular institute.
 Moreover, if a student reports and joins at the allotted Institute and makes the payment of
fees etc. but subsequently quits the college, the fee etc. deposited at the Institute may or may
not be refunded by the Institute. CSAB NEUT will not be responsible for this in any way.

2.3 Reporting at Allotted Institute / Reporting Center.


 Candidates, who reported to Reporting Center in first round and opted for Option III
(Freeze), should go to their allotted institute for admission as per the admission schedule
of CSAB NEUT-2019. There is no need to go to the reporting center of respective State/UT
again after 2nd round for such candidates.
 Candidates with Option I/Option II from first round, should wait for the result of second
round after verification of documents. In case of any change in the allotment status
consequent upon the result of the second round, s/he will be again required to go to the
reporting center of respective State/UT with his previous allotment letter for obtaining
revised allotment letter. Please note that as a result of second round of allotment, if the
allotment status of the candidate gets upgraded/revised, the first allotment letter
stands automatically invalidated.
 Allotment to candidates who have been offered seats but do not report at the Reporting
Center within the scheduled period shall stand cancelled.
 Those candidates who have a seat allotted to them either from the first round or the second
round, can withdraw their seat in the stipulated time frame after second round through the
online portal. Such candidates will be refunded Rs. 2000/- out of Rs. 3000/- of seat allotment
fees. This refund will be made by CSAB-2019 after the counselling process is over.
Such candidates will forfeit their claim on the allotted seat. They may still participate in
the spot round (if any) conducted by the respective DTE.
 Some states may carry out a spot round after the second round to fill the remaining vacant
seats. All eligible candidates (including those candidates who have withdrawn their allotted
seat, or those candidates who have not been allotted any seat up to second round, or fresh
candidates who could not register before the first round, can participate in the spot round.
However, those candidates who have a confirm seat allotted and have not withdrawn
their seat, cannot participate in the spot round.

3. ALLOTMENT PROCEDURE
The allotment procedure for Engg/Arch seats broadly involves following stages:
 Online registration
 Verification of domicile and category certificates by state centers, finalization of
registration
 Online choice filling, saving and locking
 Seat Allotment
 Personal reporting to a Reporting Center with documents and Demand Draft towards
counseling fees (also called as seat allotment fees) to be drawn in favor of “CSAB
2019”.
 Personal reporting to the allotted institutes for final admission.

For Pharmacy seats, the online registration, online choice filling and locking is a combined
process. Verification of domicile and category certificates by state centers, finalization of
registration and seat allotment for such candidates will be done at the time of reporting at the
reporting center.

3.1 Online Registration


 At this stage, candidates declared ‘eligible’ on the basis of JEE (Main) All India Ranks
(AIR) are required to register Online through website (www.csab.nic.in), where there
is separate link for CSAB NEUT 2019, from places convenient to them, for admission to
Engineering/Architecture.
 For admission to Pharmacy, candidates are required to register by clicking on a
separate link available on website www.csab.nic.in.

- First time Log In:


• Eligible candidates should log-in using Roll Number of JEE (Main) and Password created
during JEE (Main) / JEE (Adv) registration for admission to Engineering/Architecture, and
through separate link available on website www.csab.nic.in for Pharmacy.
• Subsequent login:
Candidates shall be able to login directly with their JEE (Main) Roll No and the chosen
Password.
• Note:
 The candidates qualified in the JEE (Main)-2019 should not wait for the paper copy of the
score card by post from NTA. They are advised to take the printout of the score card from
JEE (Main)-2019 website and do the needful.
 Arrangement of Help Centers has been made at all the Reporting Centers for guiding the
candidates. Candidates may seek guidance at these Centers during working hours
(normally 9.00 AM to 5.00 PM).
 Candidates are advised to record/remember their password for all future logins and not to
disclose or share their password with anybody. Neither CSAB NEUT -2019 nor NIC is
responsible for violation or misuse of the password of a candidate. Candidates can change
their password after login, if desired at any point of time.
 Candidates will be permitted to proceed with the registration process, only if the data
entered by them match the data as available with the JEE (Main)-2019 database of NTA,
for Engg/Arch. For pharmacy candidates, the information submitted during online
registration should match with the scanned document attached. In case of any discrepancy
the registration is liable to be cancelled.
 Candidates may take a printout (hard copy) of the registration form containing the above
personal data. It is solely the responsibility of the candidates to verify that their personal
data, including category, subcategory, state of eligibility, gender etc. are consistent with
documentary evidence. CSAB NEUT-2019/NIC is not responsible for any omissions on
the part of the candidate and its consequences thereafter.
 If the personal data submitted / entered by a candidate is found to be incorrect at the time
of verification of certificates either during reporting or at any later stage, the allotment of
seat/provisional admission is liable to be cancelled.
 Once these personal data are verified and submitted, candidates will not be allowed to
change the personal data under any circumstances.
3.2 Online Choice Filling, Saving and Locking
At this stage, all the registered candidates are required to fill their choices of branches and
institutes in order of their preference. The detailed procedure is as follows:
 The procedure for filling choices and seeking pertinent information is guided through
appropriate messages, pop-ups and tabs on the computer screen. Candidate must ensure
that the pop-ups are enabled on your internet browser.

 All choices (available seat information) relating to institutes, disciplines


(Engineering/Technology and Architecture/Planning), branches (e.g., Electronics
Engineering, Computer Science, etc.) will be displayed. Candidates should check from
the websites of the respective Institutes if there any special restrictions or special
criteria, and should fill only those choices for which they are eligible.
 Candidates can, and should, fill in as many number of choices in the order of their
preference from the list of available seats.
 Candidates are permitted, if they so desire, to change or re-order their choices, delete or
edit earlier choices and add new choices any number of times until they lock their
final choices. Choices should be positively locked before the scheduled date.
 Choices once locked cannot be edited/altered.

3.2.1 Choice Filling Process for Candidates Eligible for both Engineering and/or
Architecture Streams.
 There will be combined choice filling for Engineering and Architecture. A candidate
who is eligible for both Engineering and Architecture streams will be allocated only one
seat (the higher choice) from his choice list based on his/her merit and seat availability.
Therefore, such candidates are advised to carefully fill their choices during choice
filling. A candidate may get a seat of higher preference of choices in the second round
of allocation if opted for such option. However, for Pharmacy, separate choice filling
is to be done.
 Candidates will also have to upload scanned copy of documents in support of State of
Domicile, Category, (sub category if applicable), PwD status, aggregate % marks in
qualifying +2 examinations and Date of Birth (DoB).
 Candidates eligible for seat allocation in both streams (Engineering and Architecture)
have to register once, and also pay the Seat allotment fee (counseling fee) only once if
seat is allocated. They have to fill up a single choice list in order of preference covering
both Engineering and Architecture streams. Similarly, for Pharmacy candidates, they
have to register once and pay the counseling fees if seat is allotted. They must lock
their choices before the scheduled date and time. If candidates fail to explicitly lock
their choices, their last saved choices will be automatically locked after this deadline.
Candidates are therefore strongly advised to lock their choices themselves.
 JEE (Main) AIR in Paper-I and Paper-II shall be considered for seat allocation in
Engineering and Architecture/Planning respectively. Allocation of seat will be done
strictly on the basis of merit in order of preference of choices filled in by the candidates
and availability of seats.
 Candidates are encouraged to fill choices for as many seats as possible including seat
of other categories, to cover possibility of conversion of vacant seat (if any) from one
category to other, as per the rule of the respective State/UT.

3.2.2 Choice Filling Process for Candidates Eligible for Pharmacy


 Candidates will be required to register separately through the link provided on the website
of CSAB NEUT 2019 for pharmacy seats.
 Process of registration and choice filling for Pharmacy Courses will be different as
compared to Engineering and Architecture Courses.
 Candidates will be required to enter information viz. Full Name, Father’s Name,
Mother’s Name and Date of Birth, Complete Mailing Address, Gender, State of
Domicile, Category, (sub category if applicable), PwD status, and aggregate % marks in
qualifying +2 examinations.
 Candidates will also have to upload scanned copy of documents in support of State of
Domicile, Category, (sub category if applicable), PwD status, aggregate % marks in
qualifying +2 examinations and DoB.

 Candidates will have to indicate their choice for preference in the listed Institutes during
Registration and Choice filling process.
 Candidates will be able to see only those Institutes which are applicable to their state of
Domicile.
 In case of any non-matching of marks with the scanned copy, the registration of candidate
shall be cancelled automatically.
 Allotment shall be done on the basis of percentage of total marks in class XII.

3.2.3 Locking of the Choices


 Candidates MUST lock their choices only after they have finalized them but, within the
scheduled date and time. The locking of choices involves a few steps after the LOCK
button is clicked. This includes entering the password, confirming the locking, etc.
Candidate should follow all the steps carefully to complete the locking procedure.
 After the choices are locked, candidates will not be able to change their choices any
further.
A printable version of the choices along with the terms and conditions agreed by the
candidate at the time of registration will be displayed once the choices are locked.
Candidates must take a printout (hard copy) of the locked choices, (which also contains
terms and conditions), sign it, and produce it at the time of reporting to the Reporting
Center.
 If a candidate fails to explicitly lock his/her choices before scheduled date and time,
his/her last saved choices will be automatically locked after the deadline. Candidates are
therefore strongly advised to lock their choices themselves and secure a printout of these
locked choices. Registered candidates who do not fill any choices or fail to save them
even once will not be considered for admission and seat allotment. Candidates can login
again after locking the choices; the locked choices will be displayed but cannot now be
modified or altered.
Note: ‘SAVING’ a choice is NOT the same as 'LOCKING' a choice. A choice that is
only saved but not locked, can be retrieved later on and modified. The modified
choice has to be saved again and the previously filled choices will be lost once the new
choices are saved. But a choice that is locked cannot be modified again.

3.3 Online Seat Allotment


During this step, the choices submitted by the candidates will be processed centrally and seats
will be allotted in the order of merit as per JEE (Main) AIR (for Engg/Arch) or % of XII (for
Pharmacy) and on the basis of the locked choices. The allotment result will be available on
the CSAB NEUT-2019 website: www.csab.nic.in. Individual allotment letters will not be
sent to the candidates. Candidates should take a printout of the allotment details from CSAB
NEUT- 2019 website. Candidates who are allotted seats will have to personally report to their
Home State Reporting Centers with Demand Draft of counseling fees of Rs 3000/- drawn in
Favor of ‘CSAB 2019’ and original documents for verification.

3.3.1 Allotment Policy


As per the allotment policy seat allotment will be done in two rounds. In the first round, the
seats will be allotted to the candidates and the result containing the institute and the branch
allotted will be available on the website. In the second round, seats will be allotted against
the available vacancies at the end of first round and the results will be available on the web
site. In the second round, no fresh registrations or choice filling will be permitted; registered
candidates will not be allowed to alter or resubmit their choice. Therefore, all candidates are
advised to fill in their choices in the first round itself.
Allotment of seat will be based on a candidate’s merit and his/her choices of branch/institute
as per business rule.

3.3.2 Role of CSAB NEUT-2019


CSAB NEUT-2019 is coordinating the seat allocation on behalf of Ministry of Human
Resource Development following the reservation of seats as per the policy of the respective
state/UT, at the Institutes specified by the MHRD.

Rules related to reservation and conversion of seats from one category to other are
provided to CSAB NEUT 2019 by representatives / Directorate of Technical Education
(DTE) of respective states/Union Territories. Presentation of rules and procedure for
respective state/UT as provided in this brochure, is also as per their
concurrence/approval.

3.3.3 Role of Directorate of Technical Education of respective state/UT


- Specifying break up of seats as per the allotment by MHRD to various Institutes and
branches.
- Providing rules of respective state/UT for allotment of seats to NIT Tiruchirappalli
- Clarifying interpretation of rules for allotment of seats
- To act as Reporting Centre for students who are allotted seats
- During the online registration round verifying the documents uploaded by candidates and
mark them valid, pending, invalid.
- Contacting the candidates marked with pending status over email/phone/SMS and collect
the corrected document through alternate medium viz. FAX/E-mail etc.
- As reporting center, to notify documents required under each category/sub-category for
verification of documents after allotment of seats and before issuance of final allotment
letter.
- To verify personal details, academic details and belongingness of each student to his/her
category through original documents, after allotment of seat on specified days for
reporting.
- To update verification status of candidates and endorse print out of ‘Final allotment Letter’.
Based upon the allotment of seats by CSAB NEUT-2019, provisional admission letter is
to be issued by the reporting centers after verifying the eligibility and original documents
of the candidate.

3.3.4 Cancellation due to non-fulfillment of Essential Requirements


 If a candidate fails to satisfy the minimum educational qualifications and special
eligibility conditions as mentioned in Section 6 and Section 11 (State wise Business
Rules). Their allotment shall automatically stand cancelled. Such candidates will not be
considered for seat allotment in subsequent round, if any.
 If a candidate is allotted a seat in reserved category but fails to produce appropriate
category certificate(s), his/her seat allotment will be cancelled.
 It will be the sole responsibility of the candidate to verify his/her minimum eligibility and
/ or special eligibility for a particular course/program/institute. CSAB NEUT -2019 or
NIC will not be responsible for any cancellation of seat due to non-fulfillment of
minimum eligibility and / or special eligibility conditions.

3.4 Payment of Seat Allotment Fee


The process of allotment would involve two rounds of seat allotment. Candidates who are
allotted seats would be required to deposit demand draft (DD) of Rs. 3000/- drawn in favor of
‘CSAB 2019’ as non-refundable seat allotment fee along with verification of documents at
the Reporting Center of his/her respective state/UT. Entire fee of the college is

to be directly deposited by the candidate at the allotted college. A part of the seat allotment
fee (i.e. Rs 2000/-) will be refunded to those candidates who withdraw from their confirmed
seat after second round of seat allotment within the stipulated time window as per the
counseling schedule through the online portal.
3.5 Reporting to Reporting Center (RC) for Provisional Admission

Candidates who get a seat allotment for the first time in 1st or 2 round should report to Reporting
Center of their respective Home State within the stipulated period for those rounds for taking
the provisional admission. Generally, the reporting time at all Reporting Centers is
9.00 AM to 5.00 PM. The reporting procedure for provisional admission is as follows:

3.5.1 Document Verification

Candidates shall carry the following documents at the time of reporting to the Reporting
Center:
1. Printout of locked choices and terms and conditions taken from the CSAB NEUT
2019 website and duly signed by the candidate.
2. Printout of Provisional Allotment Letter.
3. Undertaking by the candidate.
4. Original documents for verification
i. Photo ID proof as per Govt. India norms.
ii. Admit Card of JEE(Main)-2019 (For Engg/Arch candidates)
iii. Score Card of JEE(Main)-2019 issued by NTA (downloaded score card is acceptable)
(For Engg/Arch candidates).
iv. Class X (High School) Board Certificate as proof of date of birth.
v. Certificate and Marks sheet of qualifying examination. (see Section 6.3 for the list
of qualifying exams).
vi. Demand Draft of Rs. 3000/- drawn in favor of ‘CSAB 2019’.
vii. Certificate of category/subcategory/caste/sub-caste as applicable, issued by the
competent authority.
Non-Creamy Layer OBC Certificate issued prior to 1st April 2019 shall not be accepted in any case.

viii. Certificate for Persons with Disabilities (PwD), if applicable (Annexure – II). The
certificate should be issued from a duly constituted Medical Board. The certificate
should stand valid up to September 15, 2019.

Certificate not issued by a medical board &/or getting expired before 15.09.2019 shall not be accepted in any case.

ix. Proof of place of examination center of the final examination from the National
Open School for candidates having Senior Secondary Certificate.
5. One set of self-attested copies of all the documents listed above. The originals will be
returned after verification and self-attested copies will be retained by the Reporting
Center.
6. One passport size photograph identical to the one pasted on the JEE (Main) 2019
application form.
7. Any other documents as desired by the RC/DTE.

Note: If the original certificates are not in Hindi/English, duly certified


Hindi/English version translation of such certificates will be required at the time of
reporting at Reporting Centre/Allotted Institute.

3.5.2 Verification of Credentials


If the personal data viz. category, subcategory, state of eligibility and gender submitted by the
candidates during registration is found to be wrong at the time of verification of the original
certificates at Reporting Centers, the allotment of their seats is liable to be cancelled.
Candidates applying under Persons with Disabilities (PwD) category should read Section
7.1 of this brochure carefully.

3.5.3 Consequences of Not Reporting to the Reporting Center


Seats allotted to candidates who do not report PERSONALLY within the stipulated
period to the Reporting Center will be cancelled and such candidates will not be
considered for seat allotment in 2nd round. However, such candidates will be free to
participate in the spot round if and when conducted by the respective state/UT.

3.5.4 Exercising Options Pertaining to Higher Preference Choices


Candidates will be required to exercise one of the following Options when they report to the
Reporting Center during 1st round of reporting:
 Option-I (Float), if they wish to be considered in the next round for all of their higher
preference choices (i.e. even across institutes).
 Option-II (Slide), if they wish to be considered in the next round for their higher
preference choices only within the institute allotted to them.
 Option-III (Freeze), if they are satisfied with the currently allotted seat; therefore, their
higher preference choices will not be considered in the subsequent round (i.e. Round 2).

3.5.5 Issue of Provisional Admission Letter


 Whenever a candidate gets a seat allotment for the first time in any of the rounds,
provisional admission letter will be issued at the Reporting Center (RC) after completion
of reporting formalities and verification of documents. This provisional admission letter
shall indicate the personal details of the candidate, details of the institute and branch to
which the candidate has been provisionally admitted, details of counseling fee deposited,
and the Option (I or II or III) exercised by the candidate for subsequent round of allotment.
 The candidate shall check all the entries in this provisional admission letter, sign it and
preserve it for further reference.
 All candidates (who have chosen Option I or Option II), who have obtained provisional
admission letter from the Reporting Center, shall check on the CSAB NEUT -2019
website www.csab.nic.in for the status/up-gradation of their allotted seat after each round
of allotment. They should take a printout of the letter indicating new (if any) allotment as
available on the website. Such candidates are required to come to the Reporting Centre
again. At the time of reporting to the allotted institute for admission, candidates shall carry
both, the original provisional admission letter issued by the Reporting Center and a
printout of the latest allotment letter from the CSAB NEUT-2019 website.

3.6 Reporting to the Allotted Institute


Candidates, who reported in first round and opted for Option III, should go to their allotted
institute for admission as per the schedule of CSAB NEUT 2019.
Candidates with Option I/Option II from first round, should wait for the result of second
round. In case of any change in the allotment status consequent upon the result of the second
round, (s)he must approach the reporting center of respective State/UT for obtaining revised
allotment letter. Only, after obtaining the revised allotment letter candidate should report at the
allotted institute. Please note that as a result of second round of allotment, if the allotment
status of the candidate gets upgraded/revised, the first allotment letter stands
automatically invalidated.

3.6.1 Consequences of Not Reporting to the Allotted Institute


The allotment of seats to candidates who do not report physically within the stipulated period
to the allotted institute will be cancelled.

3.6.2 Choice of Branches and Allotted Institute


The candidate, at the time of reporting at the Reporting Center after the first round, needs
to fill one of the Option I, Option II or Option III as mentioned earlier.
If a candidate gets, at any moment of time, a seat that has a higher preference in his/her
list of choices of branches, the candidate will automatically forfeit his/her claim on the
seat previously allotted in Round-1.

4. ALLOTMENT ROUNDS

4.1 First Round of Allotment


 Branch and institute choices saved and locked by the candidates as scheduled will be
processed centrally and the results will be available on the website www.csab.nic.in
through a separate link available under name CSAB NEUT, on the scheduled date. No
individual allotment letters will be sent to candidates who get a seat allotment.

 Candidates who get a seat allotment shall personally report to the respective Home State
Reporting Centers listed in section 10 for taking provisional admission during the
scheduled period.

 The allotment of seats to candidates who do not report within the stipulated period to the
Reporting Center will be cancelled and these candidates will not be considered for seat
allotment in second round.

 A candidate needs to report in person to the respective Home State Reporting Centers (No
proxy will be permitted under any circumstances) within the specified time. The reporting
procedure at the Reporting Center is given in Section 3.5

4.2 Second Round of Allotment


 Second round of seat allotment will be made against vacant seats available after the first
round of allotment and reporting.

 Seats thus falling vacant (hereinafter called 'vacant seats') will be considered for
allotment in the second round of allotment, which involves sliding of allotted seats to
higher choices (if opted by the candidate) and allotting seats to other candidates on the
seats becoming vacant due to sliding, as per their choices, merit and as per the business
rules of the respective State/UT. However, only those candidates are considered in Round
2 who are already registered before the first round (i.e. no fresh registrations are allowed in
the second round)

4.3 SPOT ROUND:

(i) The allotment in spot round will be done by respective DTEs as per their approved business
rules, available in the Brochure at www.csab.nic.in under CSAB NEUT section. The conversions
(de-reservation) of seats from one category to another (if permitted in the Business Rules) will
be done as per the prescribed norms during the Spot round only (if seats are vacant after
2nd round). Candidates are advised to get in touch with DTEs for dates of spot round.

(ii) The spot round is an offline process and no online registration is required by the candidates.
They have to report to the DTE/RC as per the schedule to be notified by respective DTEs along
with all necessary documents (original and self-attested photocopy) mentioned in the Brochure
and as asked by DTE.

(iii) All eligible candidates, whether they registered or not (i.e. new candidates) for CSAB NEUT
1st round, whether any seat allotted or not from 1st/2nd Round, whether reported to RC or not, can
participate in the spot round (although it is not mandatory for students who have been allotted a
seat in round 1 or 2 to participate in spot round). However, those candidates who have a
confirmed seat allotment under CSAB NEUT 2019, with provisional admission letter issued by
DTE/RC from 1st/ 2ndRounds, cannot participate in Spot Round unless they Withdraw their
currently allotted seat.(Withdrawal must be done in the dedicated time frame (i.e. Aug 01-03
2019) through the online portal on the website www.csab.nic.in under NEUT section). Once the
currently allotted seat is withdrawn/surrendered, the claim of the candidate on the withdrawn
seat will be lost, irrespective of whether a seat is subsequently allotted in the Spot round or not.

5. CANCELLATIONS

Candidates who, having a seat allotment (in Round 1 or 2), do not report to the Reporting
Center in stipulated time period will lose the seats allotted to them and will not be
considered for allotment. Hence, they will be out of CSAB NEUT - 2019
allotment/admission process. They may participate in the spot round, if conducted by the
respective state/UT.

6. ELIGIBILITY REQUIREMENT

6.1 Academic Qualifications


The academic qualifications prescribed (Vide MHRD Notification, F. No. 19-1/2019-TC,
dated 14/06/2019) are as under:

For Engineering & Architecture:


6.1.1 The candidate should have secured at least 45% marks in the 12th class examination,
conducted by the respective Boards. For Architecture, Passed 10+2 examination with atleast
50% aggregate marks in Physics, Chemistry and Mathematics and also at least 50% marks in
aggregate of 10+2 level examination. (Council of Architecture, Gazette of India, Part III –
Sec 4, 12th February 2019)
6.1.2. For SC/ST/PwD candidates the qualifying marks would be 40% in the 12 th class
examination, conducted by the respective Boards. For Architecture, Passed 10+2
examination with at least 50% aggregate marks in Physics, Chemistry and Mathematics and
also at least 50% marks in aggregate of 10+2 level examination. (Council of Architecture,
Gazette of India, Part III – Sec 4, 12th February 2019)

[For 6.1.1 and 6.1.2, the marks scored in the following five subjects will be considered for
calculating the aggregate marks and the qualifying marks for fulfilling criterion:(i) Physics,
(ii) Chemistry, (iii) Mathematics, (iv) a language (if the candidate has taken more than one
language, then the language with the higher marks will be considered), and (v) any subject
other than the above four (the subject with the higher marks will be considered) or as per
Annexure 2(b) of JoSAA-2019 business rules available on www.josaa.nic.in]

For Pharmacy seats


6.1.3 Allotment is to be done on the basis of aggregate percentage of class XII, and the
Candidate must have passed class XII with Physics and Chemistry as compulsory
subjects along with one of the following subjects: Mathematics, Biology,
Biotechnology, and Computer.
Note: 1. Candidates are also requested to ascertain the minimum academic
qualification requirements for Engineering/Architecture/Pharmacy courses
before filling the choices of colleges.
Note: 2. Candidates seeking / expecting admission in B. Arch courses may be asked for
NATA score (as prescribed by CoA), hence candidates are advised to get in touch
with Institute where they are expecting their allotment for any such additional
requirement for admission.

6.2 Date of Birth (DOB)


As prescribed in Information Bulletin and Application Form of JEE(Main)-2019 for JoSAA.

6.3 List of Qualifying Examinations


The final examination of the 10+2 system, conducted by any recognized central/ state Board,
such as Central Board of Secondary Education, New Delhi; Council for the Indian School
Certificate Examinations, New Delhi; etc.

i. Intermediate or two-year Pre-University examination conducted by a recognized Board/
University.
ii. Final examination of the two-year course of the Joint Services Wing of the National Defense
Academy.
iii. Senior Secondary School Examination conducted by the National Institute of Open
Schooling with a minimum of five subjects.
iv. Any Public School/ Board/ University examination in India or in any foreign country
recognized as equivalent to the 10+2 system by the Association of Indian Universities
(AIU).

6.4 State of Domicile


Different states/UTs have different set of rules for defining their domicile conditions.
Candidates are advised to go through the section of ‘Business Rules’ for these conditions.
They are strongly advised to check the conditions of their domicile state/UT. In case of
lack of information or confusion, they should contact the Directorate of Technical/Higher
Education of their state/UT (which is also Reporting cum help Centre for CSAB NEUT -
2019) for clarification as needed. CSAB NEUT-2019 has no role in defining the
conditions of domicile for any participating state/UT.

7 RESERVATION OF SEATS
As per rules of the home state/UT, candidates belonging to various categories will be
allotted seats reserved for them. These criteria and conversion rules for various states/UTs
are available in Section 11 (State wise Business Rules).

7.1 Persons with Disability (PwD)


 For candidates coming under persons with disability (PwD) category, a minimum of 40%
disability is required subject to the condition that the candidate is capable of carrying out
activities related to theory and practical work as applicable to B.E./B. Tech./B. Arch.
Courses.

 The certificate not issued by a medical board or invalid / expired on the date of reporting
shall not be accepted in any case. The certificate should remain valid till September 15,
2019.

 Candidates belonging to Persons with Disability category (PwD) shall bring the Persons
with Disability (PwD) Certificate in the proforma given in Annexure-II. This Performa
shall be signed by three members of Medical Authority duly constituted by the State
or Central Government under Persons with Disability (PwD) Act. One of the doctors
in the Medical Authority shall be a specialist in the particular field pertaining to the
disability. The name, degree, and specialization of all the doctors, date of issue shall be
clearly visible in the certificate.

 The Medical Authority at Reporting Center or Allocated Institute will assess the Persons
with Disabilities (PwD) certificate. Medical Authority at Reporting Center/Participating
institute will submit its recommendations regarding the admissibility of the certificate.

Candidates with disability are advised to take an informed decision about the
branch/discipline they would like to go for, in an institute. Before taking such a decision
they are strongly advised to refer to list of identified posts published by the Ministry of
Social Justice & Empowerment, Government of India vide No: 16-70/2004-DD III Dt.
18-1-2007.

8. DETAILED ADMISSION SCHEDULE

The abbreviations used herein under are as follows:

 CSAB: Central Seat Allocation Board-2019.


 CSAB NEUT: Central Seat Allocation Board for North Eastern States & Union Territories.
 RC: Reporting Center.

The following Options can be exercised by the candidates after the first and second round of
allotments:

 Option-I (Float): Candidates who wish to be considered in the next round for all of their
higher preference choices (i.e. across institutes).

 Option-II (Slide): Candidates who wish to be considered in the next round for their
higher preference choices only within the Institute allotted to them.

 Option-III (Freeze): Candidates who wish to freeze the seat allotted to them. (In such
cases candidates will not be considered in subsequent rounds for change of seats, except
during internal sliding, if any, by the admitting Institute).

NOTE:

 Non-Refundable Seat Allotment Fee is Rs. 3000/- for Round I, II. (To be deposited
only once by a candidate each for Engg./Arch. and Pharmacy).

 Counseling fee (also called as seat allotment fee) is to be paid through Demand Draft
drawn in favor of ‘CSAB 2019’, payable at Tiruchirappalli.

 College/Institute Fee is to be paid at the respective institute where candidate is allotted


admission. Candidates should check the fee structure of the institute for the details.

 Once College/Institute Fee is deposited by the candidate at the allotted Institute, and if the
candidate subsequently withdraws or leaves the Institute, it will be the responsibility of
the candidate to get the fee refund, which will as per the discretion and rules and
regulations of the Institute involved. CSAB-2019 has no role to play in such matters of
fee refund from the Institute.

 CSAB reserves the right to conduct further admission rounds or drop the rounds, as per
the situation. If required, additional rounds may be conducted based on admissions done
in the earlier rounds. These additional rounds, if conducted, shall subject to appropriate
rules, to be announced later.

conversion rules (if any) for the individual states as per the information provided by respective
states/UTs. Candidates are advised to contact respective reporting centers/help centers for
CSAB NEUT as listed in the section 10 for any further clarifications, if needed.

11.1.6 Other instructions


 State domicile declaration to be obtained while registration

allotment of seats to avoid blocking of seats by candidates of other
categories and states.
 Status of PWD candidate is to be captured at the time of registration
 Verification of status of PWD to be done before allotment of seats

exclusive girl’s colleges/seats

11.1.7 Reservation Policy of the state


Category-I: Arunachal Pradesh Schedule Tribe: APST - 80% of the
total seats. Category-II: Non AP-ST which includes the following: -
20% of the total seats.
i. Children of Non APST state government employees.
ii. Children of Non APST All India Central Government employees
and Public Sector Undertakings serving in the state.
iii. Children of all others not included in above categories residing in
the state for last three years AND should have passed class XII or
equivalent from any of the schools within Arunachal Pradesh.

11.1.8 Documents to be produced for verification of domicile and category


For Category I, APST Certificate OR Permanent Residential
Certificate (PRC)
For Category II,
a. Employment Certificate for 11.1.7 (i) and 11.1.7 (ii) above.
b. Temporary Residential Certificate (TRC) for a minimum period of
3 (three) years and class XII pass certificate from any school of
Arunachal Pradesh for 11.1.7 (iii) above.
c. For Category-II (SC/ST) provide necessary certificate of ST/SC of
respective state.

The reservation of seats is done on the basis of the 200-point roster system used by the
State Government in a cycle, ie. The starting point of this year is just after the ending point of
last year and so on. There is no carry-over system of unfilled seats of any category of the past
year(s).
Horizontal reservation which is to be taken from the vertical reservation above (if any
candidate is available in the respective category) is as given below:
Outstanding sports person = 02 seats
Ex-servicemen / Paramilitary = 01 seat
Differently abled (PWD) = 03 seats
Note : - For distribution of seats of horizontal reservation:-

(A) If any candidate is available for seat(s) of horizontal reservation and they could not obtain
any UR seats of their choice (based on their JEE rankings) and also could not get their
preferred seat in the category based on their JEE ranking, then only they are to be considered
for seats in the vertical reservation (the last seat in their category will be reserved for them,
irrespective of their choice). For the allotment of seats, the last two seats will be reserved
for outstanding sports person (OSP), irrespective of their choices and seat category.
Similarly, the last seat in the category to which Ex-servicemen/Paramilitary candidate (EX)

belongs to, will be reserved for this candidate, irrespective of his/her choices and seat
category. Similarly, the last 03 seats in the category to which PWD candidate belongs to,
will be reserved for this candidate, irrespective of their choices and seat category.

(B) No complain of loss of reserved seat(s) due to the consequence of the horizontal reservation
in the vertical reservation shall be entertained.

(C) If all the candidates of EX, OSP & PWDs belongs to the same category, the seat allocation
will be made alphabetically as follows:

I. Last seat in the category be first allotted to Ex-serviceman/Paramilitary.


II. Next last 2 seats to be allotted to OSP and
III. Finally, the last 3 seats to be allotted to PWDs.

Explanation:
For the purpose of this sub-rule :

a) the term “permanent residents” means those who are Zo-ethnic people of the State of
Mizoram and have been residing permanently in the State.

b) the term “other permanent residents” means those who are

(i) Children of non-Zo-ethnic people of the State of Mizoram and have been
residing permanently in the State.

(ii) Children of parents who are serving under the Government of Mizoram or
Government corporation or Autonomous Bodies under the State Government
who are regular employees of such organization and in whose case, it can safely
be inferred that they would reside permanently in Mizoram including children
of deceased employees of the State Government whose families are living in
Mizoram.

c) to be eligible to be considered under Category-III, either of the parents of the

11.6.4 Seat Availability and Sequence of Seat Allotment

Rule 1 All candidates from Category- I and Category- II are eligible for
seat allocation in order of merit in un-reserved seats.
Rule 2 In every discipline (eg. Civil, Mechanical, computer Science &
Engineering (etc) only1 (one) seat per tribe will be allotted in
order of merit for the reserved seats. i.e. Category-II candidates
Rule 3 If any vacancy seat arise from reserved seats under any category
after completion of round 1 and round 2, the vacant seats would
still be filled up as per rule 1 and 2. Even after applying such
relaxation during spot round, if the seat still remain vacant, the
reserved seats would be de-reserved during the spot round
counseling and the vacant seats would be allotted to category 1 or
category 2 based on the JEE (main) merit during the spot round
counseling.
Rule 4 If any seats remains unfilled even after applying rule 3. The seat
would be offered to category 3 candidates based on JEE(main)
merit during the spot round.

11.8.1. Seat Availability and Sequence of Seat Allotment

Step Action
1 First choice of seat and institute is given to candidate on top of merit list.
2 Thereafter, the choice of seat and institute is given to candidate on top of merit list
of the BL category, then to PT, then to Central OBC, then to State OBC, then to
ST, then to SC, and thereafter to merit in cyclic manner till the seats are available
for these categories.
3. ‘Others” category will be considered after all other categories/community
allotment is over.
4. In case, there is no candidate against a particular category, the seat is allotted to the

11.9.7 Eligibility Criteria

Category - I Tribal's
Category – II Deputationists and Central Government employees with
transfer liability to serve outside the Union Territory provided
the candidates in this category have studied the last two years
in the Islands and passed the qualifying examination from a
school in the Islands.
Category - III Settlers who were settled prior to 1942 and those who were
settled under various rehabilitation schemes introduced after re-
occupation of the Islands. The seats in this category will be
allocated as under: -

11.10.7 Eligibility Criteria


The allotment of the Central Pool Reserved Seats will be made in the
following order of priority:

i. First Priority:
Applicant(s) whose parents/ guardian (in case Father and/or
Mother is not alive) are Domicile of the UT of Dadra and Nagar Haveli and
the applicant has studied continuously from Class 8th to 12th in any of the
recognized school of this UT.
ii. Second Priority:
If the seats remain vacant after allotment of seats to candidates
belonging to the first priority, then the applicant (s) whose parents/
guardian (in case of Father and Mother are not alive) are Domicile of UT
of Dadra and Nagar Haveli and candidates have studied in any recognized
educational institution.

iii. Third Priority:


If the seats remain vacant even after allotment of seats to
candidates falling in first and second priority, they will be offered to an
applicant(s) whose parents/ guardian (in case Father and Mother are not
alive) are employees (regular / on deputation/ on transfer) of the UT
Administration / Central Government/ UT PSUs/ Central PSUs/
Nationalized Bank/ Cooperative Bank and are posted in Dadra and Nagar
Haveli continuously for the past 5 years as on the last date of application
and the applicants have studied in a recognized school of Dadra and Nagar
Haveli continuously from class 10th to 12th standard. In case of Bank
employee their Headquarter shall be Dadra & Nagar Haveli.

iv. Fourth Priority:


If the seats remain vacant even after allotment to candidates falling in the
first, second and Third priority, then the all the other eligible applicants will
be considered in Fourth priority.
