Japan funds Summit VIP arrival lounge

The Japanese government
has financed the construction
of a VIP arrival lounge at
Wattay International Airport
in Vientiane with US$3
million, to receive leaders
attending the Asia-Europe
Meeting (ASEM) Summit in
November.
Deputy Director General of
the Civil Aviation Department,
Mr Vanpheng Chanthaphone,
said on Thursday the special
facilities were designed to
enable heads of state and
government to enter the
terminal unimpeded by the
presence of other passengers.
“In the long term, this facility
will be used by Lao leaders
travelling to other countries
or leaders of other countries
visiting Laos,” he said.
Work on the single-storey
building began last November
on an area of almost 3,000
square metres. The whole
project is now 45 percent
complete and should be
finished in September. The
facility contains one large
room and four smaller rooms.
The existing VIP lounge
is situated in the international
terminal within the arrival
hall used by all incoming
passengers.
The ASEM Summit will
be the largest event ever to
be held in Laos with heads
of state and government from
48 nations in Asia and Europe
expected to attend.
The government attaches
great importance to its hosting
of the Summit, seeing it as an
opportunity to enhance the
role and profile of Laos in the
international arena.
Preparations for the event
by the government and public
are getting into gear, with
various infrastructure projects
progressing as planned.
These include
improvements to Wattay
International Airport and
the construction of the
International Convention
Centre, 50 ASEM villas and a
five-star hotel on Don Chan.
On Monday, ambassadors
and representatives of the
Diplomatic Corps visited
the projects to monitor their
progress, afterwards saying
they were confident about Laos’
capacity to host the event.
The government is also
upgrading roads to facilitate
traffic flow during the Summit
and is encouraging everyone
to keep the capital clean in the
lead-up to the event.
The government has
gained valuable experience from
previous international gatherings
it has hosted since 2004.

the Francophonie ministerial
meeting, the Asia-Pacific
Parliamentary Forum and the
First Meeting of States Parties

(ADB) still predicts positive
growth in Asia, including
Laos, despite the ongoing
financial crisis in Europe.
A Technical Consultation
Meeting between Laos and

macro-economic crisis took
place in Vientiane yesterday,

Department of Planning of
the Ministry of Planning and
Investment, and ADB.

included officials from the
relevant ministries. Attendees
reviewed the implementation
of the first six months of the
national socio-economic
development plan for 2011-
2012, discussed directions
for 2012-2013 and progress
towards the Millennium

According to the New York
Times’ Global Business, the
Organisation for Economic
Cooperation and Development
cut its growth forecast for the
euro zone and said Europe risked
creating a self-sustaining cycle
of decline that could have dire
effects for the world economy.
The organisation estimated
that growth among the 17
European Union nations that
use the euro would shrink by
0.1 percent this year compared
to the 0.2 percent growth it had
previously forecast.
It also cut its forecast for
2013 growth to 0.9 percent
from its previous estimate of 1.4
percent. The euro crisis began
more than two years ago with
revelations that government
finances among some nations
that use the currency were
worse than thought.

financial institutions damaged
in the 2008 market meltdown.
After bailouts for countries
including Greece, Ireland and
Portugal, and concerns that
Spain and Italy might also
ultimately need help, there are
now fears about the survival

Immigration officials to provide
more information for tourists

The Ministry of Public Security
reported on Wednesday that
foreign visitors to Laos need
more information on Lao laws
and regulations.

Colonel Dr Bounlam
Phaxaysombath, said officials
have little information to
provide to visitors entering
Laos. Some of them may
already be aware of local
customs and laws but some
may not.
“We already have plans
to provide more information,
which will be done in
various ways, for example
by handing out guides on
how to stay safe and what
they cannot do here. This
second piece of advice is
necessary because a number
of visitors have done illegal
things in Laos.”
The department
reported that there are
105 immigration points
throughout the country and
over 10,000 people are
estimated to pass through
them every day. Most are
tourists but some people
come here for business.

An province in Vietnam is
being upgraded to facilitate
economic growth between the
two countries.
Project staff recently
reported on the progress of
construction to Xieng Khuang

to the project site.
Work began on April 22 and
is now 40 percent complete.
The road is expected to open
to traffic by next year.
Two locally-based
construction companies,
Daophuan and Somchanh, are
undertaking the project, which
has been divided into three
sections.

metres long and 16 metres

technical support to make
it easier for us to deal with
overseas visitors,” he added.

Group (WIG) medical welfare
team has been supporting
Mahosot Hospital’s outreach
programme in Luang
Prabang province, providing
financial support for patients
undergoing surgery.
Although medical teams
from Mahosot Hospital have
travelled to other parts of
Laos to care for less fortunate
patients, this was the first
time they have visited Luang
Prabang to continue to do

Luang Namtha assesses impacts of dam construction
Luang Namtha provincial authority officials and invited guests recently met to
discuss the construction of a hydropower dam in Long district.
Information supplied to the meeting included environmental and human impact
assessments of the project, which is expected to supply 115kW electricity
transmission.
Participants also heard about vocational and compensatory plans for residents of
11 villages in Long district who may be affected.
The report will be sent to the government for approval.

The equipment comprised
syringe pumps, pulse
oxymeters, incubators, and
baby cots. Stocked with such
items, the hospital will be able
to provide a better quality of
service, especially to women
and children.

Main Duties and Responsibilities:
• Assist with inspection and oversight of financial requests and reports to ensure that payments and expenditures
are complied with budgets, regulations and directives of the PRF;
• Check and reconcile accounts and records, and entry data into Excel and/or ACCPAC, as required;
• Prepare monthly, quarterly and annual financial reports;
• Prepare statement of expenditure (SOE) reports and fund replenishment request in timely manner;
• Entry accurately all financial data into both Excel and ACCPAC programs, so that all relevant financial reports

• Follow up budget and expenditures of the operating cost for the provincial and district offices.

1) GENERAL BACKGROUND

UNDP is supporting the Ministry of Planning and Investment (MPI) with a five-year programme (2011-2015), “Realizing the MDGs in Lao PDR
- Consolidated Programme of Support to MPI for the Achievement of the Valuable Goals of the 7th National Socio-Economic Development
Plan (NSEDP) 2011-15.” The objective of the programme is to support the government for the successful implementation of the 7th NSEDP
which aims to achieve sustainable economic growth and poverty reduction with the main goal to achieve the Millennium Development Goals
by 2015 and graduate from the Least Developed Country status by 2020. Four components efficiently support capacity strengthening of
the Lao Government, namely; 1) consultative planning, implementation, monitoring and reporting; 2) effective monitoring and evaluation
via LaoInfo; 3) strengthening the Round Table Process; and 4) advancing Human Development through policy-informing research. The
programme will also support targeted actions to address key environmental issues and tackle off-track MDGs by working closely with the
UNDP-UNEP Poverty-Environment Initiative (PEI) programme in Lao PDR.
The Department of Planning of MPI is piloting local level green growth planning in pilot districts in the provinces of Saravan and Huaphan
with frequent travel to the provinces as required. UNDP wishes to recruit a national short-term consultant to support the Department with the
district-level planning process to foster green growth that creates economic benefits without compromising the environment or vulnerable
groups in society.

2) SCOPE OF WORK

• Support the review of central government’s instructions for annual planning and the corresponding provincial-and district-level
socio-economic development plans for 2012-2013 for the pilot districts Houaphan and Saravan, and the review of previous year’s
(2011-2012) plans and progress of implementation. Carry out translation of plans into English as required.
• Support the organization of consultations with local governments and with communities including poor women, men and vulnerable
groups to assess key concerns, and environmental and social issues related to the district’s development plans.
• Identify practical environmental and social baseline indicators for monitoring local level green growth planning based on literature
review of best practices such as those used by the World Bank Indonesia. These indicators will be reviewed and defined in close
collaboration with district, provincial and central government, under the guidance of the International Consultant on local level
annual planning and the PEI Senior Technical Advisor.
• Support awareness raising and capacity building for district- and provincial-level officers on understanding the environmental and
social sustainability of development projects, natural resource management and conservation.
• Based on local consultations and in coordination with the International Consultant on local level annual planning, identify
opportunities for local-level projects that support green growth or sustainable development and collect necessary data required for
development of proposals for implementation of the projects.
• Based on the model proposal template developed by the International Consultant on local level annual planning, develop draft
proposals for at least 2 pilot projects (1 in each province) that includes project description, identification of stakeholders and
beneficiaries, expected outcomes and impacts, tentative budget requirements and criteria for monitoring & evaluation, with
technical assistance from the PEI Senior Technical Advisor and UNDP Poverty Reduction Unit.
• Present recommended elements, activities, indicators and targets for inclusion into provincial-level annual plans of 2013-2014 to
DOP and UNDP.
• Perform other relevant activities as assigned.
Expected outcomes / results
• Provide translations of district and provincial plans and other project output documents as required.
• Organize and conduct at least 2consultations/ awareness raising workshops with local government in each pilot district.
• Produce a set of draft environmental and social indicators for monitoring provincial level green growth planning.
• Produce draft project proposals for at least 2pilot green growth projects for each pilot district in English and Lao language.
• Progress report after 3 months and final report on review of provincial-level annual socio-economic development plan and progress
of implementation at the end of the assignment.

3) DEGREE OF EXPERTISE AND QUALIFICATIONS

• Bachelor’s degree in Development Studies, Environmental Sciences, Natural Resource Management or similar. Post graduate
degree preferred.
• A minimum of 3 years of relevant work experience in development projects with focus on sustainable development and natural
resource management.
• Experience in working with district level authorities and experience with participatory planning with local communities
• Experience in conducting training of Government officials and demonstrate understanding of government system and procedures
• Strong communication and strong interpersonal skills in a multidisciplinary working environment with ability to establish and

Deputy Team Leader for Laos: Bolikhamxay response
The overall objective of this assignment is to lead and manage the operational elements of the emergency response. The staff will oversee the
implementation of the developed emergency response program with the Response Team Leader and the livelihoods consultant based in Vietnam.
In addition, the staff is responsible for identifying operational needs and resources and elaborating operational recommendations for the
emergency response in line with Save the Children national and global priorities. This assignment is for a period of one year.
Major duties are:
a. Strengthen relations with Health Poverty Action (partner INGO in the implementation of the response)
b. Work with the RTL and the Disaster Management Officer and HPA in strengthening the response mechanism: SC and partner agency
in close coordination with the Bolikhamxay team)

Compassion or indifference; competing instincts in society

gnorance and indifference
by members of the
public will create more
polarisation and pain in
our society if people can no
longer bring themselves to
help victims of accidents or
crimes that are occurring right
in front of them.
It is true that it is human
nature to protect oneself before
others a lot of the time. People
are often hesitant to step in and
help a stranger, especially if
they may be putting their own
life in danger.
While everyone should
at least stop and consider the
consequences before stepping
in to help, it is unacceptable to
stand by while people are being
robbed or in need of assistance
when a little effort on the part
of witnesses might help the
victims a great deal.
A recent example was the
theft of a motorbike from a
university student on her way
home from evening classes.
According to witnesses, the
young woman was on her way
home when she was accosted
by thieves, who attacked her
purchased bike.
She yelled loudly for help
but no one appeared. The girl
was brave enough to fight
back against the two men but
her efforts were in vain. It was
always going to be impossible
for a girl like her to fight off
two men determined to steal
her bike.
The girl was upset that
nobody came to her aid. Even
if those in the vicinity weren’t
capable of fighting off the
thieves, they should have made
an attempt to follow them. The
girl said there wasn’t much
petrol in her motorbike, and
the thieves wouldn’t have gone
far before it ran out of fuel.
If people had come out of
their houses the thieves might
have abandoned their attack,
while if they had persisted a
short pursuit would have seen
them run out of fuel, and by
this time someone who was
willing to confront the thieves
may have appeared.
This kind of thing doesn’t
only happen in Laos but all
over the world. People are
becoming more worried about
going out, and lock themselves
walls, afraid of those who live
outside.
But what will happen to
the world if we are no longer
prepared to come to the
assistance of those in need, if
we lose all our compassion
and become consumed by
indifference, selfishness and
greed?
Do unto others as you
would have them do
unto you.
People may remember a
fairly recent incident in another legitimate, and if this is the case
part of the world which shocked
those who saw it on the news,
where adult bystanders failed
to come to the assistance of a
little child. The fact that the
person who finally did was an
old lady with little to lose spokebeing accused of being at fault
something about indifference.
The fact that this shocked
almost everyone who saw it
means that all is not lost, with hear stories of people who
a lot of people doing some soul
searching in the aftermath.
something like that to make us
stop and think.
It happens in Laos as well
that people are left lying injured
on the road after an accident.
Often otherwise good people
are afraid to come to the aid of
a victim, because they are afraid
that if they do they will be the
ones who end up being blamed.
Their fears may well be
everyone needs to look at how it
has come to this. Many people
believe that helping accident
victims in particular can get
them into trouble. They know
they could find themselves
by the time the police arrive to
start their investigations.
It is not uncommon to
have stopped to help someone
who has knocked themselves
unconscious, only to have
common occurrence than it
actually is. Who wants to be a
Good Samaritan anymore, if
they may be the ones taking the
fall?
But for those tempted to
turn the other way or worse still
stand there and watch, there are
many old sayings which would
advise otherwise. ‘Do unto
others as you would have them
do unto you’ is one that springs
to mind. People need to stop
and think - what if the shoe was
on the other foot?
Those who, in the heat of
the moment, rush to blame an
innocent bystander because
they are angry and someone
is injured or their vehicle is
damaged might think twice if
they stopped and thought.
If they imagined it
beforehand and asked what if
that happened to them, they
may be more reluctant. What if
somebody blamed themselves
or their friends for doing
something good? Or worse still,
what if they were lying there on
the ground, but nobody would
help them, because of the selfish
actions of someone else?
I myself know of at least one
such story that was recounted to
possibly saving their life. Had
he not came across the victim
first, no one can say how long
it would have taken before
someone else came along, or
how long an ambulance would
take to arrive.
The police cannot take
charge of an accident scene
straight away, and often people’s
lives depend on somebody
stepping forward and lending
a helping hand. They need to
be aware of that and encourage
people to offer assistance if
they possibly can, but this will
depend on them being able to
weed out false allegations after
the fact.
Being a tuk tuk driver in
Vientiane brings home a modest
wage compared to many, and
the driver stood to lose his only
means of making a living if he
had been accused of being at
fault after taking the victim to
hospital.
But thankfully the world
doesn’t always work that way.
The family of the victim was
extremely grateful for his
selfless act. The tuk tuk driver
is now a lifelong friend of the
family who will stand by him
through thick and thin.

UN chief disappointed over

deadlocked Rio+20 negotiations

-- Secretary-General Ban
Ki-moon, who has invested
heavily in the success of the
upcoming UN Conference
on Sustainable Development
(UNCSD), is publicly
expressing his frustration at the
lack of substantial progress on a
final plan of action for a greener
economy and a sustainable
future worldwide.
“I am disappointed with
the negotiations. They are
not moving fast enough,” he
complained last week.
The secretary-general,
who thinks the summit of
world leaders in Brazil next
month is a virtual panacea for
most of the world’s economic
and environmental ills, said,
“We have an ambitious plan
for real progress. But we
need agreement on the tough
issues.”
That agreement, however,
remains elusive despite
several rounds of closed-door
negotiations.
Daniel Mittler, political
director of Greenpeace
International, who has been
closely monitoring the
negotiations, told IPS, “We
welcome that Ban Ki-moon has
put sustainable development at
the centre of his second term (in
office).”
“We share his
disappointment at governments
putting polluters first, watering
down commitments and getting
lost in hundreds of brackets
(indicating disagreements)
instead of delivering the future
we want: a future of zero
deforestation, healthy oceans
and energy for all delivered by
renewable energy and through
efficiency.”
The secretary-general must
continue to make it clear that
business as usual is simply not
good enough, said Mittler.

Asked how confident he
was about a positive outcome
document before the summit
opens, he said: “So far, what
is on the table for Rio+20 is
shamefully inadequate.”
He said governments have
been listening to the polluters
not the people.
Mittler specifically accused
the United States and Canada of
“watering down commitments”.
At one session during
negotiations, he said, the US
government said “we have
a problem with the word
‘commit’.”
“That sums up where we
are today - with governments
shamefully unwilling to commit
and deliver the transformational
changes we need,” Mittler said.
The UNCSD, which is also
known as Rio+20, is a follow-
up to the 1992 Earth Summit in
Rio which strongly reaffirmed
the integration of environment
into the UN’s development
agenda.
After two long sessions
of negotiations, a Preparatory
Committee (PrepCom),
comprising all 193 member
states, has remained sharply
divided.
Following an inconclusive
weeklong meeting last month,

session beginning May 29,
with a final three-day session

out, “negotiations in the run-
up could be expected to be

Ban said last week that
an estimated 70,000 people

than 100 world leaders, and
representatives of civil society,
the business community, and
the international media.

Rio+20 should be about zero
deforestation and an energy
revolution based on renewables
and efficiency - but governments
seem set to deliver just business
as usual.

Mangroves lead battle against rising seas

-- Sea level rise near Papua
New Guinea, a Small Island
Developing State (SIDS) in the
southwest Pacific, is estimated
at seven millimetres per year,
double the global annual
average of 2.8-3.6 mm.
In a bottom-up approach
to fighting climate change, the
indigenous use of mangroves is
now leading local and national
plans to stem the destruction
of land and communities by
coastal flooding and erosion.
As global warming melts ice
and glaciers, small island states
are the first to be threatened by
thermal expansion of the world’s
oceans. The Pacific Climate
Change Science Programme
predicts that, under a high
emissions scenario, Papua New
Guinea could experience a sea
level rise of 4-15 cm by 2030.
The government has
identified coastal flooding and
malaria as the two climate
change hazards expected to
cause the greatest damage to
land, people and infrastructure.
Coastal flooding has affected
8,000 people annually over
the past 15 years, and could
impact 65,000 people within
the next 18 years. Experts say
the cost of damage from coastal
flooding could increase from
20 million dollars per year to
90-100 million dollars annually
by 2030, but implementation
of adaptation measures may
reduce losses by 65-85 percent.
Climate adaptation is not
a new concept to those who
have lived along the nation’s
coastlines for generations. In
Milne Bay and Oro Provinces
on the east coast, the Maisin,
Are, Doga and Dima people
of Collingwood Bay have long
possessed knowledge of the
importance of mangrove forests
to conserve coastal ecosystems.
The waterlogged trunks and
roots of mangrove trees, which
grow in saltwater inter-tidal
areas along rivers and between
land and ocean in tropical
regions, consolidate sediment,
thereby strengthening coastlines
and protecting against flooding
and erosion.
According to Mama Graun,
a local conservation trust fund,
30 of the 42 mangrove species
found in Papua New Guinea
grow along 159.8 kilometres of
Collingwood Bay’s coastline.
The tropical tree system is
central to the sustainable life of
villages. It provides timber for
building dwellings, firewood
for cooking and traditional
medicinal remedies, while
mangrove swamps harbour
marine foods, such as fish,
oysters and crabs.
Scientists are now concerned
that degradation and loss of half

the world’s mangrove forests
over the past 50 years could be
contributing to 10 percent of
global deforestation emissions
and increasing fragility of
coastal areas.
Jane Mogina, former
deputy dean of the School of
Natural and Physical Sciences
at the University of Papua
New Guinea, is now executive
director of Mama Graun, which
builds capacity and provides
funding and technical advice
for climate change mitigation
and adaptation projects. She
recalled that Cyclone Guba,
which swept through the
region in 2007, left permanent
environmental damage that
many communities have still
not recovered from.
"In Collingwood Bay, there
are significant flat land areas
where people make and settle
on gardens; a lot of those got
flooded and washed away.
We estimate that some small
mangrove islands literally got
knocked over."
"What the cyclone has done
is weakened the (eco)system.
So any high tide will continue
to wash away an already weak
system," she continued.
In the village of Bogaboga,
in South Collingwood Bay,
with a population of 500, an
increasingly aggressive sea
combined with effects of a
drought in 1997 has led to coastal
erosion, saline contamination of
spring water and destruction of
crops.
People now face lack of
food and an increase in malaria
and diarrhoea. In the north of
Collingwood Bay, the village
of Uiaku, home to 780 people,
has high crop diversity, but
infrastructure and food gardens
have been hit by intensified
coastal and inland flooding. The
community now has contingent
plans to migrate further inland.
Mangrove degradation has
contributed to an increasingly
vulnerable coastal ecosystem.
"The man-made degradation
that is happening is all to do with
firewood and construction,"
Mogina explained. "The most
significant is firewood. With
population increase, there are
more people with more houses
to build and 90 percent of
Collingwood Bay houses are
built with mangrove wood."
In 2009, after consultation
with communities about
how they were employing
traditional knowledge to
combat climate change,
Mama Graun began resource
mapping in Collingwood Bay
for a mangrove- based climate
initiative.
"When we were looking
at communities’ use of local
resources, mangroves emerged
as one of the most important
ecosystem services, especially
in rural communities that do not
receive too much help from the
government or from outside,
particularly after disasters,"
said Mogina.
Other local adaptation
Vientiane Times
strategies include constructing
seawalls, drainage systems and
houses on higher foundation
posts and buffering dwellings
with sand and coconut husks.
"Growing and strengthening
mangroves doesn’t stop the
sea level rise, but it does
stop erosion," Mogina said.
"Communities with mangroves
as a barrier to the sea are much
less impacted by storms and
cyclones."
In 2011, Mama Graun
planned the planting and
rehabilitation of mangrove
forests along 47 kilometres in
Collingwood Bay over the next
five years, in the first phase of
a project that will eventually
incorporate 28 villages across
206 km of coastline.
By providing grant
incentives to communities
in the form of education and
tuition fees, the cost of the
mangrove project will be kept
to an affordable 14,000 kina per
hectare, which compares to the
average cost of approximately
131,356 kina per hectare.
Most importantly, participating
villages will hold ownership of
the project.
"We provide the funding,
so that they can develop a
management plan (for the
project). The really big lesson
is to work with communities
to develop adaptation activities
that they want and are most
appropriate. This is what
community conservation is all
about, you empower people to
take responsibility themselves,"
Mogina emphasised.

Exploring Vietnam’s south
Levi Bridges
INDONESIA (The Jakarta
Post, ANN) -- Just a two
hour plane ride from Jakarta,
southern Vietnam makes
for an ideal weeklong travel
destination for anyone living
in Indonesia.
Last month, my partner
and I did just that, hopping
on a cheap flight to Ho Chi
Minh City. Formerly known
as Saigon, Ho Chi Minh City
feels quite alive and prosperous
these days. The city hums with
the buzz of an impenetrable
line of motorcycles that flood
the streets. Flashes of neon
light up alleyways and street
stalls with bubbling pots of
soup. Glitzy shopping malls
rise from neat sidewalks
interspersed with green parks.
The first thing that strikes
any long-term resident of
Indonesia upon touching
down in Ho Chi Minh City is
the motorcycle helmets. With
few exceptions, Vietnamese
motorists wear small open
face helmets that fit snugly
on the head like skull caps.
In Vietnam, these helmets
seem more fashion accessory
than safety equipment. Many
are even made in the shape of
baseball caps complete with a
visor to shield the eyes from
the tropical sun.
Arriving at night, we
headed for District 1, the
city centre which is awash
with clean and affordable
guesthouses. From there we
walked east to the Saigon
River and boarded one of
several large ferry boats for
a candlelit dinner and river
cruise. A seven course meal
aboard one of the ferries starts
at just US$20.
The following morning,
we hopped on a shuttle bus
and toured the Cu Chi Tunnels
just north of Ho Chi Minh
City.
During the Vietnam War,
the Cu Chi Tunnels were
used by the Viet Cong to fight
American soldiers. Today,
the tunnels are one of many
remnants of the Vietnam War
open for exploration. After
viewing replicas of booby
traps used by the Viet Cong
during the war, including pits
complete with trap doors and
spikes, our guide led us into
the tunnels. We descended
a short set of stairs and then
crawled on our hands and
knees through the darkness.
Progressing through the
60 metres of claustrophobia-
inducing tunnels designated
for tourists was a challenge.
The temperature boiled
underground and sweat
dripped from my face as we
crawled on the rough dirt. We
only made it 2 metres before a
lanky German man in front of
us stopped, breathing deeply
and shaking his head.
“I can’t go on,” he said.
“Please, can you crawl back?”
he asked. “I must get out of
here!”
After turning around, we
continued onwards, grateful
at last to ascend out of the
tunnels back into the light of
day.
From Ho Chi Minh we
traveled west into the Mekong
Delta. The many tourist
agencies scattered around
District 1 make travelling
further afield quite easy.
A woman in an agency
by our hotel arranged for
us to travel via motorcycle
taxi to a nearby shuttle bus
that transported us to a bus
terminal on the city’s outskirts
where we boarded yet another
bus to the city of Can Tho.
The tourist agency made this
complicated series of travel
maneuvers feel effortless.
The six hour journey from the
agency’s doorstep to Can Tho
cost only US$8.
Can Tho is a steamy town
in the middle of the Mekong
Delta, an intricate series of
slow river channels and rice
paddies. The Mekong is one
of the world’s longest rivers,
flowing over 4,000 kilometres
from its source in Tibet.

In Can Tho we hired a
boat from a local woman who
took us on a seven hour river
cruise. For the Vietnamese
who live in the Delta region,
the Mekong is life. A boat trip
provides the best way to view
this reality.
Our tour of the delta started
at 5 am. As darkness faded,
the orange sun rose above the
tree line, illuminating a world
where humans live in harmony
with the water.
We passed houses built
on wooden stilts where locals

washed clothes and dishes
with river water. In small
towns, men and woman in
wooden boats loaded with
fruits and vegetables laid
anchor alongside scores of
other crafts to form floating
markets where goods were
hawked and exchanged
between bobbing vessels. In
the smaller tributaries, we
waved to old men in wooden
canoes tossing fishing nets
into the water.
After cruising along the
Mekong, we pushed west to the
port city of Rach Gia located
on the Gulf of Thailand.
From there, a high-speed
ferry whisked us away from
the dark waters of the Mekong
to the palm-lined shores of Phu
Quoc, a beautiful island 45
kilometres west of mainland
Vietnam.
Almost all of Phu Quoc
consists of protected forest.
Rough dirt roads connect the
island’s lovely beach side
resorts. Catching some rays on
the island’s white sand beaches
and gorging on seafood at the
night market north of Long
Beach, on the island’s west
coast, was the perfect end to a
lovely holiday.
A long day of traveling
on ferries and buses brought
us from Phu Quoc to Ho Chi
Minh. As we flew back to our
life and jobs in Indonesia, I
was sure of one thing: We
would be back in Vietnam
soon.

he Women’s International
Group (WIG) held their
Summer Ball on May
19 at the Lao Plaza Hotel in
Vientiane, chalking up the
fifth edition of this annual
event in aid of charity.
It was held, as usual, in
the Lao Plaza ballroom. The
decorations had been done by
WIG volunteers and were really
creative and gorgeous, making
a very good atmosphere for
dancing. Altogether, 210 women
and men got together to enjoy a
delicious dinner, drinks, music
and dance. Everyone agreed it
was a lovely night.
However, the most
important purpose of this
event is to raise money
for WIG’s “Education and
Medical Welfare Programmes
for Lao Women and Children”.
Before dinner, a PowerPoint
presentation gave a short
history of the group, the
projects it has been involved
in, and where WIG sees its
future in helping the women
and children of Laos.

Im Sang-soo takes disturbing portrait of chaebol to Cannes
(Korea Herald) --
Regardless of whether or not
director Im Sang-soo has met
any real-life chaebol families,
this is how he imagines their
lives to be in his latest drama:
They have a Philippines-born
housemaid, are ruthlessly
immoral, commit murder with
no shame, speak Korean with a
smattering of English, and are
utterly unhappy.
Just a couple of days before
the opening of this year’s
Cannes film festival, Im’s
“Taste of Money,” which has
been invited to the film fest’s
competition section along with
Hong Sang-soo’s “In another
Country,” was unveiled in
Seoul.
The film is a disturbing
portrait of a contemporary
chaebol family, complemented
by his impeccable use of mis-
en-scene and kitschy script

its characters -- including the
villains -- are layered enough to
generate any real complexity.
During the press conference
held in Seoul on Tuesday, Im
said he wanted to question
“what it means to live in a
society where no one is happy
regardless of how much money
they have.”
The movie is firmly based
on Im’s own belief -- it’s
unclear where and how he
formed it -- that a chaebol
family cannot possibly be
happy, mostly because of
their unbearable wealth, and
its members must be troubled
and abusive toward others.
As a result, the movie reveals
Im’s rather poor imagination
of chaebol families and their
lifestyle -- it’s almost as if the
characters are punished with
unhappiness and boredom for
how much money they have.
The film pivots around
the life of a young man
named Young-jak (Kim
Kang-woo), who works as a
private secretary for chaebol
heiress Geum-ok (Yoon Yeo-
jeong). Upon finding out her
husband Yoon (Baek Yoon-
sik) is having an affair with
their Filipino housemaid Eva
(Maui Taylor), Geum-ok
forces Young-jak to sleep with
her. Upon finding out Eva is
pregnant with Yoon’s child,
Guem-ok commits a murder
with no shame. Both Geum-ok
and Yoon are foolish and flat,
not knowing what to do about
things that cannot be bought.
Their foolishness generates
dark humor throughout the
running time, providing ample
entertainment.
It is clear that Im wants
to mock chaebol. One of
the reasons why Im fails to
produce a convincing portrait
of a chaebol family is because
his presentation of “upper-
class” culture is simply too
predictable, if not ridiculous.
Guem-ok acts more like
a greedy parvenu than an
heiress, lacking taste and
intelligence. Her two children
speak vulgarly, which is in
fact painful to hear, frequently
using English swear words
and phrases. One of Yoon’s
ways of killing his boredom
is to hold sex parties. Such
a depiction doesn’t add
anything new to the news
stories and TV drama shows
that have more than amply
dealt with chaebol in the past.
Im takes the in-your-face
approach, forcing the viewers
to face what he thinks is the
disturbing truth.
In many ways, “Taste of
Money” is the sequel of Im’s
2010 drama “The Housemaid”
-- which was a re-make of
director Kim Ki-young’s
1960 movie of the same title.
Geum-ok’s daughter, Nami
(Kim Hyo-jin), turns out to be
the little girl at the end of the
2010 film. Im in fact received
his first invitation to Cannes for
the same competition section
for “The Housemaid” that year.
In “Taste of Money,” Nami
is the only member of the
family who has developed a
moral sense. But she, too, fails
to make the movie convincing,
as the young woman completely
relies on her parents’ money
while despising them at the
same time. As the ending credits
roll, it’s hard to figure out if
you have learned anything new
about chaebol -- the movie does
not offer any realistic glimpse
into lives behind them.
Just a day after the premiere
of “Taste of Money,” another
Cannes-nominated Korean
movie had its first press
screening in Seoul. “In Another
Country,” by Hong Sang-soo
and featuring French actress
Isabelle Huppert, tells the
story of three French women
-- all named “Anne”-- who visit
Korea’s remote beach town
called Mohang.
Huppert, a two-time winner
of the Best Actress prize at
Cannes, agreed to star in Hong’s
movie during her visit to Seoul
last year. The actress was here in
May 2012 to attend the opening
of a photo exhibition which
featured some 110 photographs
of her taken by the world’s
renowned photographers.
During her stay, Huppert met up
with Hong and signed the deal.
Huppert and Hong
reportedly have been friends
since their first encounter at
Cannes a few years ago.
In the movie, Huppert
delivers three different French
women: A renowned filmmaker;
a docile married woman having
an affair with a Korean man;
and an unhappy divorcee who
lost her husband to a Korean
woman while living in France.
All three are received in a
similar manner by the locals of
the beach town.

Lakers will debate
overhaul after playoff exit
LOS ANGELES (AP) -- Kobe
Bryant and Pau Gasol spent
the final minutes of the Los
Angeles Lakers' final game
arguing, disagreeing on the
best way to run a pick-and-
roll play.
It might have been the
tandem's last few minutes
together with a franchise that
has little patience when even
great players stop bringing
home championships.
The Lakers were
eliminated in the second
round of the NBA playoffs
for the second straight year
on Monday with a five-game
loss to the Oklahoma City
Thunder. Although the Lakers
had a solid season despite not
having a real training camp
to make the enormous switch
from coaches Phil Jackson to
Mike Brown, they weren't as
good as the NBA's best.
That likely means changes
for a franchise and a fan base
that considers seasons ending
before June to be abject
failures.
"I'm really not used to
it, so it's pretty odd for me,"
Bryant said of another early-
by-Lakers-standards exit. "I'm
not the most patient of people,
and the organisation is not
extremely patient either. We
want to win and win now, so
I'm sure we'll figure it out. We
always have. I'm sure we will
again."
In Lakerland, it's easy to
forget that the large majority
of NBA franchises would
be quite pleased by a 41-25
win-loss regular season, yet
another Pacific Division title
and a decent performance
against the Thunder, clearly
a top-four team. Many teams
would be excited to retool

But no franchise has the
incredibly high standards
of Bryant and the 16-time
champion Lakers, who
don't even acknowledge
division titles that would be
a significant achievement for
other teams. A second-round
playoff loss to a better team
caused panic and widespread
soul-searching on Tuesday.
"Come hell or high water,
we're going to be there again,"
said the 33-year-old Bryant,
who has repeatedly stated
he'll never leave the Lakers.
"It's just something about the
Lakers organisation."
While general manager
Mitch Kupchak contemplates
his moves, most fans were
agreed on his first job: The
No. 1 trending topic on Twitter
in Los Angeles was "(hash)
IdTradeGasolFor."
Gasol endured his
toughest season since arriving
in Los Angeles in early 2008,
dealing with uncertainty and
disappointment after the NBA
rejected a trade that would
have exiled him to Houston last
December for Chris Paul. The
genial Spanish giant averaged
a career-low 17.4 points while
failing to find a consistent role
in new coach Brown's offense
before struggling mightily in
the playoffs.
Gasol, who will make
more than US$38 million over
the next two seasons, handled
the scuttled trade with his
usual grace, but his fans and
teammates weren't always
so generous. Bryant called
Bynum the Lakers' second
scoring option during the
season, but called out Gasol
for not scoring more in the
postseason, ripping into Gasol
after Game 4 last Saturday.
"This team always has a
huge desire and goal to win
the championship, and when
you fall short, it's frustrating,"
Gasol said. "It has been a
crazy year and a lot to deal
with. ... Unfortunately, we had
tough losses and things didn't
really go our way for the most
part. You just have to regroup
and digest this loss and this
season, and learn from it and
move on."
Bynum was outstanding
for most of his seventh NBA
season, averaging 18.7 points,
11.8 rebounds and 1.93
blocked shots while staying
healthy. But just when most
Lakers fans are ready for
Bynum to sign a maximum
contract extension, he
provided one more reminder
of his questionable maturity
and leadership potential when
he didn't shake hands with the
Thunder after managing just
10 points and four rebounds in
Game 5.
Yet Bynum also raised
a key point that the Lakers
were a work in progress all
season after Brown replaced
11-time NBA champion
Jackson, requiring a dramatic
adjustment in everything from
a new offense to practice
structure.
"I think we need a full
training camp," Bynum said.
"We never really got adjusted
to the system. A lot of the times
we came out and we weren't
doing it together. I really think
it's going to depend on being
able to close out quarters and
close out games. All throughout
the season we would give up
leads and not close quarters,
and it hurt a lot."
The Lakers made other
changes that hampered their
championship hopes, trading
valuable big man Lamar Odom
for nothing when his feelings
were hurt in the preseason.
Los Angeles also dealt
emotional leader Derek Fisher
at the trade deadline. Fisher is
outmatched as a starting NBA
point guard, but his leadership
and five championships were
missed.
Los Angeles had one of
the NBA's least impressive
benches, so a wholesale
overhaul of the bottom of the
squad couldn't really hurt.
The Lakers also endured
another year of the drama that
seems inevitable for this high-
profile franchise. In the last
month alone, they dealt with

Thousands will flock to Vientiane

the official launch of the VNW
project in Vientiane earlier this
week, which was also attended
by high-ranking government
officials and business leaders
in Laos.

said “I’m a bit surprised we
are going to see Hong Kong
on the Mekong but it can be
a very positive thing for Laos
in general. But let’s have a
project that preserves Lao
authenticity and also protects

Vientiane New World project
which can contribute to the
growth of the Lao economy,
enabling Laos to become
an economic centre of the
Mekong sub-region.
“I think that when the
project is complete it will be
a very important investment
and will be a major boost for
the area and for Laos. I think
that it can become a major
business area not only for
Laos but also for the northeast
part of Thailand.”
“I think that the project
should be done very quickly
…because if you slow the
process of implementation,
the climate of the project will
be lost.”
“I think the VNW project
will fully affect the whole
town, first the immediate
neighbourhood and later
on it will give a new face to
Vientiane,” Mr Tomaj said.
“25 years ago, I was in
Shanghai. This is an emerging
Shanghai on the Mekong River.
In the next 10 years, Vientiane
will be a very dynamic city.
The city will grow very fast
and the economic growth and
development of Vientiane
and the whole region will
be reflected in the fast
development of Vientiane.”
He also commented on
how the US$600-million
VNW project will affect
the whole city because the
VNW project on Don Chan
is going to be very modern
but the rest of Vientiane
remains comparatively under-
developed.
“In one way, this modern
part of Vientiane must be
created but on the other hand,
there are beautiful buildings
in Vientiane, reflecting your
past. These buildings should
be protected and renovated.
The phase of the 50s and
60s and earlier times and
the phase of the 21st century
must complement each other;
otherwise Vientiane will be
like any other modern city in
the world - without character,”
Mr Tomaj said.
Russian Ambassador to
Laos Mr Oleg V. Kabanov
said the VNW project is great
for Laos and the capital of
Laos.
“I’m very much impressed
by the presentation which
took place in Vientiane today.
You know the ASEM Summit
will take place in Vientiane
for the first time and I wish all
success to Laos in hosting the
event,” he said.
He said the VNW is a
very nice project which will
contribute to Lao development
and will bring modernisation
to the Lao capital.
Mr Kabanov also felt
confident about the capacity
of Laos to host the ASEM
Summit.

French Embassy to Laos, Mr
Guillaume Habert, commented
on the project after seeing
a picture in the newspaper,
saying the development
will change the face of
Vientiane.
“Skyscrapers are quite
unusual here so I’m looking
forward to see what the future
will look like,” he said.
“I guess that it is a positive
sign for Laos… Things are
going to change very quickly
- Vientiane is now developing
very quickly. Development
is good for Laos but then it
depends on how it’s done and
at what pace.”
The Vientiane New World
development is located in the
heart of Vientiane, the capital
of Laos, with the Mekong
River to the west, and the
Presidential Palace to the east.
The project covers an area
of 42 hectares, consisting of
three centres: the International
Cultural and Tourist Centre,
International Business Centre,
and International Residence
Centre.
The mega real estate
project will include stylish
walking streets, shopping
malls, cinemas, offices, hotels,
serviced apartments, garden
apartments, etc. The ASEM
villas, the first phase of the
project, will house the 48
heads of state and government
attending the Summit in
November.

all personnel and vehicles into the NE, patrolling NEC grounds and responding to security incidents, operating security equipment
