DOCK REGULATION (1988)

The Docks Regulations 1934, which had operated under the Factory Act 1961, were repealed
and Docks regulations 1988 were introduced:
The Docks Regulations 1988 (Based on ILO convention 152 on Health and safety in Dock work 1979 )

Apply in cases where shore-based workers are involved in any dock operation

Section 2 : Interpretation
"Dock operation" means:
• mooring and unmooring;
• Refueling, provisioning
• loading, unloading
• Berthing/ unberthing

“dock premises” means any dock, wharf, quay, jetty or other place at which ships load or
unload goods or embark or disembark passengers, together with neighbouring land or water.

Section 6 :(lighting)
• ensure that suitable and adequate lighting is provided

Section 7 : Access
• Ensure that safe means of access to all parts of the vessel are provided and properly
maintained.
• all floors, decks, surfaces, stairs, steps, passages and gangways in dock premises shall be
kept free from any substance or obstacle likely to cause persons to slip or fall or vehicles to
skid
• ensure that no portable ladders are used for access to the ship, holds or stacks of cargo or
Containers, except where no safer means.
• ladders must be securely fixed, be of adequate strength and project at least 1 metre above
the access point
• ensure that adequate fencing around any place more than 2 metres.

Section 13 : Use of lifting plants


ensure that lifting gear is used in a safe and proper manner

Section 14 : .Testing of lifting plant


Test shall be carried out
• after manufacture or installation; or
• after any repair or alteration
• Five yearly

Section 16: Marking and indicator on lifting plants


- ensure that lifting gear and equipment is properly marked safe working load
- Register of Lifting Appliances ,or "Chain Register" must be available for inspectors.
