የውጭ ቴክኖሎጅዎችን ወደ ክልሉ ለማስገባት፣ WHERE AS, it has been found necessary to create
ለማላመድና ለመጠቀም እንዲሁም የክልሉን capacity that shall help, the national science,
ኢንዱስትሪያዊ ዕድገት በሳይንሳዊ ምርምሮች technology and innovation policy, that is designed at
ለመደገፍ የሚያስችል ሆኖ በሀገር ደረጃ the country level, to be realized with in the region,
የተቀረፀውን ብሄራዊ የሣይንስ፣ የቴክኖሎጅና that shall enable importing adaptaion and utilization
foreign technologies, as well as, to help the region’s
የኢኖቬሽን ፖሊሲ በክልሉ ውስጥ ተግባራዊ
industrial growth by using scientific researches;
ለማድረግ የሚያግዝ አቅም መፍጠር አስፈላጊ
ሆኖ በመገኘቱ፤

joint and integrated working system with the
ቅንጅታዊ አሠራርን በማስፈን አስተማማኝ የሆነ
appropriate federal government bodies and thereby
የኢንፎርሜሽንና ኮሚዩኒኬሽን ቴክኖሎጅ መሠረተ putting in place reliable infrastructure of information
ልማት በመዘርጋት ለክልሉ ሁለንተናዊ ልማት and communication technology, it has been found
መፋጠንና ለመልካም አስተዳደር መጐልበት necessary to create one way economic society which

ይኸው ዘርፍ እንደ አንድ ክፍለ ኢኮኖሚ ተለይቶ WHERE AS, this sector, having been identified as

and information obtained from the sector as a

የክልሉ ህብረተሰብ ከዓለም አቀፍ ዕውቀትና ከየዕለቱ WHERE AS, it is necessary to produce a human

ክልሉ ህገ-መንግስት አንቀፅ /49/ ንዑስ አንቀጽ 3/1/ Region, pursuant to the powers vested in it under

ክፍል አንድ PART ONE

ጠቅላላ General
1. አጭር ርዕስ 1. Short Title
ይህ አዋጅ “የሣይንስ፣ ቴክኖሎጅና ኢንፎርሜሽን This proclamation may be cited as “ the science,

2. ትርጓሜ
2. Definition
የቃሉ አገባብ ሌላ ትርጉም የሚያስጠው ካልሆነ Unless the context otherewise requires, in this
በስተቀር በዚህ አዋጅ ውስጥ፡- proclamation:

1) “ሣይንስና ቴክኖሎጅ” ማለት ሀገር በቀል 1) “Science and Technology” means a technology

2) “ቴክኖሎጅ” ማለት በስነ-ቴክኒክ ወይም በመረጃ 2) “Techonology “ means a concept that focuses on the

3) “ኢንፎርሜሽን” ማለት ማናቸውም ዓይነት 3) “Information” means any type of information and that
includes a means through which it may be prepared in

benefit for any kind of matter which seeks a decision

4) “ኢንፎርሜሽን ኮሚዩኒኬሽን ቴክኖሎጅ” 4) “Information Communication Techonology” means

ማለት ኮምፒዩተርና ኮምፒዩተርነክ any technology that holds a system of using

computer related technologies, program and telecom
መሣሪያዎችን፣ ፐሮግራሞችንና የቴሌኮም
apparatuses for cration, distribution, communication,
ዕቃዎችን የመጠቀም፣ መረጃ
collection, receiving and deleting information thereof;
የማመንጨት፣ የማሰራጨት፣
የመለዋወጥ፣ የማከማቸት፣ የማግኘት እና
የማስወገድ ስርዓቶችን በጥምረት የያዘ
ማናቸውም ቴክኖሎጅ ነው፤
5) “ኮሚዩኒኬሽን” ማለት ኢንፎርሜሽንና 5) “Communication” means any such thing that
ቴክኖሎጅን በማቀናጀትና በማስተሳሰር comprises activities of providing and receiving
compelete information to service seekers by integrating
ለተጠቃሚዎች በተሟላ ግንኙነት መረጃ
and interlinking information and technology thereof.
የመስጠትና የመቀበል ተግባራትን
የሚያጠቃልል የመገናኛ ስርዓት ነው፡፡

ክፍል ሁለት PART TWO

ስለ ክልሉ ሣይንስ፣ቴክኖሎጅና ኢንፎርሜሽን Establishment, Objective ,Powers and
Organizational Structure of Science,
ኮሚዩኒኬሽን ቴክኖሎጅ ኮሚሽን መቋቋም፣
Technology , and Information Communication
ዓላማ፣ ስልጣንና ድርጅታዊ አቋም
Technology Commission of the Region
3. ስለኮሚሽኑ መቋቋም 4. Establishment
1) በአማራ ብሔራዊ ክልላዊ መንግስት 1) The Amhara National Regional State Science,
የሣይንስ፣ቴክኖሎጅና ኢንፎርሜሽን Technology and Information Communcation
ኰሚዩኒኬሽን ኮሚሽን ከዚህ በኃላ ”ኮሚሽኑ” Commission , hereinafter referred to as “the

4. ዓላማዎች 4. Objectives

ኮሚሽኑ በዚህ አዋጅ መሠረት የሚከተሉት The commission shall have the following objectives ,
ዓላማዎች ይኖሩታል፡- pursuant to this proclamation:

1) በመረጃና በእውቀት ላይ ተመስርቶ ውሣኔ 1) to create an economic community whose capacity

የመስጠት አቅሙ የዳበረ ኢኮኖሚያዊ of making decision based on information and

ማህበረሰብ መፍጠር፤ knowledge is matured therein.

2) የውጭ ቴክኖሎጅዎችን ወደ ክልሉ 2) Create a conducive environment for the region’s

of the sector integrated with other economic and

social development programs and plans.

መተግበሩን ማረጋገጥ፡፡

5. ዋና መስሪያ ቤት 5. Head Office

የኮሚሽኑ ዋና መስሪያ ቤት በባህር ዳር ከተማ Head Office of the Commission shall be in Bahir
ሲሆን እንደአስፈላጊነቱ በክልሉ ውስጥ በሌሎች Dar Town, and as deemed as necessary, it shall

strategies in line with the regional real

situations;
ሁኔታዎች ጋር በማጣጣም ተግባራዊ
ያደርጋል፤

2) search for the effective foreign technologies,

5) በክልሉ ውስጥ ፈጣን የአገልግሎት አሰጣጥ 5) Coordinate and cause the organization of the

7) በዘርፉ ልማት ላይ ለተሰማሩ ኩባንያዎች 7) organize centers for companies that have

8) በክልሉ ውስጥ የሚለሙትን የሀርድ ዌርና 8) set working standards for hardware and
የሶፍትዌር ግንባታዎች ስታንዳርድ ያወጣል፣ software development being undertaken in the

10) በክልሉ ውስጥ የሚካሔዱት የጥናትና 10) follow up and supervise the study and research

መርምር ተግባራት ተገቢውን የምርምር ስነ- activities , carried out in the region, following

16) በክልሉ ውስጥ በአገልግሎት ላይ እየዋሉ 16) follow up and ensure the caliberation activities
ባሉት የሣይንስ መሣሪያዎች ላይ የካሊብሬሽን performed periodically on science apparatuses

7. ድርጅታዊ አቋም 7. Organizational Structure
ኮሚሽኑ በዚህ አዋጅ አንቀጽ /6/ ስር የተሰጡትን The commission shall have the following bodies that
ሥልጣንና ተግባራት በሥራ ላይ ለማዋል ይቻለው shall enable to implement the rendered powers and

ኰሚዩኒኬሽን ጉዳዮች አማካሪ ምክር ቤት፤ communication affairs’ advisory council;

3) አስፈላጊ የቴክኒክም ሆነ የድጋፍ ሰጭ 3) the necessary technic, as well as, support

ክፍሎችና ሰራተኞች፡፡ departments and workers.

8. ስለ ኮሚሽነሩ አሿሿምና ተጠሪነት 8.Appointment and Accountability of the

Commissioner
ኮሚሽነሩ በክልሉ ርዕሰ መስተዳድር የሚሾም ሲሆን The commissioner shall be appointed by the Head of the

9. ስለ ኮሚሽነሩ ሥልጣንና ተግባር 9. Powers and Duties of the Commissioner

1) ኮሚሽነሩ በዚህ አዋጅ አንቀጽ /6/ ሥር 1) The Commissioner of the Commission shall

10. የምክትል ኮሚሽነሮች አሿሿምና ስልጣን 10. Appointment and Powers of the Deputy
Commissioners
1) ምክትል ኮሚሽነሮች በኮሚሽነሩ አቅራቢነት 1) The deputy commissioners shall be appointed by

11. ስለ አማካሪ ምክር ቤት ምስረታና የአባላቱ 11. Formation and Composition of Members of the

መ. የክልሉ የግብርና ቢሮ ኃላፊ አባል፤ d. The Agriculture Bureau Head of the Region
member;
ሠ.የክልሉ የጤና ጥበቃ ቢሮ ኃላፊ አባል፤ e. The Health Bureau Head of the Region
member;
ረ.በክልሉ ውስጥ የሚገኙት ዩኒቨርስቲዎች f. The Universities presidents of the Region
ፕሬዘዳንቶች አባላት፤ member
g. The Commissioner member and
ሰ.ኮሚሽነሩ አባልና ፀሀፊ፡፡
secretary.
12. የምክር ቤቱ ተግባርና ሀላፊነት 12.Duties and Responsibilities of the Council
ምክር ቤቱ በዚህ አዋጅ መሰረት የሚከተሉት The council shall have the following particular duties
ዝርዝር ተግባርና ሀላፊነቶች ይኖሩታል፡- and responsibilities, pursuant to this proclamation:

1) በውጤታማ ቴክኖሎጅዎች መረጣና 1) advise the commission with regard to selection and
use of effective technologies;

2) facilitate the condition that proportional resource

13. የምክር ቤቱ የስብሰባ ጊዜና የውሣኔ 13.The Time of Meeting and Making Decisions

አሰጣጥ ስነ-ስርዓት Procedure of the Council

1) ምክር ቤቱ በ6 ወር አንድ ጊዜ መደበኛ 1) The council shall hold a regular meeting once in six

more than half among the council members
የሚሆኑት በስብሰባው ላይ ከተገኙ
attend the meeting ;
ምልዓተ-ጉባኤ ይሆናል፤
3) የምክር ቤቱ ውሣኔዎች በድምፅ ብልጫ 3) The decisions of the council shall be passed with

the chair person shall have a decisive vote;

1) ኮሚሽኑ የተሟሉና ትክክለኛ የሆኑ የሂሣብ 1) The commission shall maintain complete and

ይህ አዋጅ በክልሉ መንግስት ዝክረ-ህግ ጋዜጣ This proclamation shall come into force as of the date
of its official publication on the Zikre-Hig gazzettee of
