Chapter I
THE PROBLEM AND ITS SCOPE
Rationale
1
Technology compasses an important role in social and community
development. Record tracking is a record management system that ensures
that you can locate records when you need to use them. In government
agencies, the adoption of promising production-related technologies was
2
encouraged fast and reliable operations.
610
The Of ce of the Provincial Veterinarian (OPV) in Bohol has the mission to
formulate policies, plans, and programs, disseminate information technology,
3
monitoring and evaluate live-stocks/animal projects. The of ce is responsible
for providing technical assistance such as dispersing of animals, equipment
4 5 3 6
and even nancial assistance to the poultry and livestock raisers which are the
7
bene ciaries that are coming from the different municipalities covering the
different barangays in the province of Bohol. The of ce also provides funded
projects coming from the government and non-government agencies. One of
8 9
the functions of the of ce is the management of records particularly in
inventory and tracking of the funded projects.
Presently, the of ce is practicing manual methods in managing the funded
10 11
project's information which contributes to the problem in the operation .
Accordingly, the lack of proper recording keeping led to displacement and lack
of security of records. Moreover, the of ce has suffered from the time-
12,13
consuming in recording and retrieval of the funded project's information,
14 15
delayed transmission of data and slow generation of reports.
With the encountered problems, the developers had identi ed an IT-related
16,17 18
solution to improve the record management particularly the tracking large
quantity information of the funded projects from the different Municipal
Agriculture Of ce (MAO), timely generation of updated reports in tabular
19
format, access pro le and location of the bene ciaries, ease of recording and
retrieval of information and secured data storage. Thus, the Project Tracking
System for Government and Non-Government funded projects of the Of ce of
20
the Provincial Veterinarian Tagbilaran City, Bohol was developed.
Literature Background
These are the gathered data and information that formed part of the research
610 21 22
literature which are very useful in the development of this research. According
to Article XIV section 10 of the 1987 constitution of the Republic of the
Philippines
611
"Science and technology are essential for national development and progress.
23
The State shall give priority to research and development, invention,
innovation, and their utilization; and to science and technology education,
24
training, and services. It shall support indigenous, appropriate, and self-reliant
scienti c and technological capabilities, and their application to the country's
productive systems and national life (Munoz: 2002) ".
23 25
According to this article, the state shall give priority in adapting Science and
26 27
Technology in order to provide more improvement to the community especially
28
for those in government. The developed system is an of ine system which can
help the staff in managing and tracking of record concerning to the funded
29
projects of the of ce. The system provides a more convenient and ef cient way
30
of generating of reports.
31
The legality of the system is more ef cient when the development applies
612 32
theorem and concepts which would cater to the needs of the of ce. An ideal
33
Project Tracking System must be able to control the security and integrity of
data within the database.
611 41
The following are the related systems to be used as references that were
42,43
implemented in the different organizations and institutions. Among these
signi cant studies are:
Phil-AHIS or Philippine Animal Health Information System is a computer-based
tool used to store and process electronic data designed to enhance the animal
44 3
health information management capability of the country and other livestock-
45
related activities at the grassroots level by providing standard, timely and
information-based reports through the use of automatic generation (Agron-Bal,
46
2010). The similarity of this to the developed system is that also provides
47 48
standard, timely and information-based reports through the use of automatic
generation.
49 50 51
Equipment Inventory Management System (EIMS) an inventory systems mostly
developed and implemented in production companies wherein the raw
52
materials used in manufacturing a product are inventoried against the number
53 54
of products developed , and the actual expenditures made until a nished
612 55 56 57
product is produced . Speci cally, the system captures data as regards
records of equipment of each employee, tracks the history of the equipment
58
issued for each employee and performs automated inventory management and
59
generates reports as regards inventory management of the equipment. The
60,61
similarity of this to the developed system is it involves tracking, monitoring,
62 63
management and control of the resources is a pattern for a total quality
64
management in every organization (Muller (2011)).
610
611
THE PROBLEM
Statement of the problem
2. What are the problems and needs of the OPV in the current Project Tracking
System of Non-Government Funded Projects?
3. What is the level of system acceptability as perceived by the target users?
613
612
Scope and Limitation
This study will focus on the computerization of the Project Tracking System for
Government and Non-Government Funded Projects. It includes the following
66
processes: recording of the information of the projects given by the funders and
67
the distribution of projects to the bene ciaries, monitoring, inventory, and it
will generate reports.
Network Mechanism: Integrate a local network mechanism to use one
centralized database for each staff cubicle of the establishment.
610
Recording: This includes the recording of new projects, bene ciary information
68 69
and second-hand bene ciaries of the funded projects namely pass on
70
information.
611
Monitoring: This function provides the information of the second-hand
bene ciary that can have the project and the update of the funded project. It
71 72
will be given a period of time for the updates of the projects.
Administration: This function provides administrative tools for system
73
maintenance, facilities management of users, privileges and security of the
system.
74
Reports: The system provides reports to serve the strategic management of the
Project Tracking System for Government and Non-Government Funded
Projects. It will offer customizable reports of transactions such as inventory,
75
pro ling of bene ciaries and status updates of the projects.
76
With the implementation of the system, it will be able to track the Government
77
and Non- Provincial Government Funded Projects of OPV in form of dispersal of
613
612 78
animals, equipment and nances to its bene ciaries. Proper recording,
79 80 81 82
monitoring of the projects that been dispersed and reporting will be provided
83 84
for quality services of the OPV. Speci cally, the study would be greatly
bene cial to the following:
Project holder/Staff. The Project Holder is the staff chosen by the department
85
head in the recording and monitoring of the projects/funds provided from the
government and non-government agencies. The developed system could lessen
614 86
the dif culties in managing the records and inventory of the project which is
610 87
one of the main activities of the departments. This will also minimize their time
88 89
in doing monthly inventory because of the computerized system that can
90
search the information in the inventory and generate reports quickly.
611 91 92 93
Division chief/Department Head. The Division Chief for responsible in receiving
all the projects. The system can provide them an exact reports information that
94
is very important in monitoring the in projects that have been given to the
95
bene ciaries. It will also help them monitor the current project of each
municipality have for the fair distribution of the projects.
3
Livestock inspector. The Livestock Inspector is a representative of MAO who
96
will check an individual who will be the prospect of the projects in their local
municipality. The system could lessen the inconvenience to the inspector when
97
a staff in the OPV when they ask for the old bene ciaries in their place.

Development Tools
614
610 119
These are the following tools to be use in the development and analysis phase
of the Project Tracking System of Government and Non-Government Funded
Projects of the Of ce of the Provincial Veterinarian Tagbilaran City, Bohol.
611
617 120
Visual Basic version 12 – It is an extension of the basic programming language
that combines BASIC functions and commands with visual controls. Visual
Basic provides a Graphical User Interface GUI that allows the developer to drag
618 121
and drop objects into the program as well as manually written program code.
122
Programs created with Visual Basic can be designed to run on Windows, on the
Web, within Of ce applications, or on mobile devices. Visual Studio, the most
123
comprehensive VB development environment, or IDE, can be used to create
124 125
programs for all these mediums. This tool is used in designing and coding of the
proposed system.
619 126
Crystal report – is a popular Windows-based report writer (report generation
127
program) that allows a programmer to create reports from a variety of data
620
sources with a minimum of written code. Developed by Seagate Software,
128 129 130
Crystal reports can access data from most widely used databases and can
integrate data from multiple databases within one report using Open Database
621 Connectivity (ODBC). Crystal Reports uses an ActiveX control called Crystal
613
612
Report to establish a connection with another program. Crystal Reports treats
all text, graphics, and database elds as objects that a programmer can place,
131
arrange and format on forms. This tool is used in viewing the report of the
615
proposed system.
132
MySQL – It is the world's most popular open source database, enabling the
133 134
cost-effective delivery of reliable, high performance and embedded database
135 136
applications. It was used in the connectivity of databases in the programming
616
of the proposed system.

info and the bene ciary info from the livestock inspector in every municipality
211 212 213
once the project is distributed. This information will be stored on a record
3 214 215
folder. The livestock inspector in the every municipality is the one who will
615
submit information about the status updates of the project in a given span of
216 217 218 219
time. This will be considered as the tracking of the project's given. This project
220 221
status means of passing on project given to another bene ciary.
616
B. Reports Generation
614 222
The project holder would make report about the funded projects from the
610
information listed in the record folder. These reports were the inventory status

D. Tracking of Projects
279
In this process, the of ce staffs can track the project's status through the
615 3 280
livestock inspector in every municipality reports in a given span of time and the
mapping's data.
E. Administration
Log-in would be a module that will determine the authorized user to ensure the
616 281
security of all the record in the Project Tracking System for Non- Government
614
Funded Projects of the Of ce of the Provincial Veterinarian, Tagbilaran City,
610 282
Bohol. The division head has the power to view everything and each project
holder/ staff has limited control of the entire system.
611
617
622
F. Report Generation
283
The system can generate tabular form of report recommendation for proper
284 285
action and immediate response. These includes inventory of project report,
618
bene ciary reports and project status.

Program Hierarchy
319
A program hierarchy is a chart which shows the breakdown of a system to its
624 320
lowest manageable levels. Each module is represented by a box, which
contains the module's name. The hierarchy visualized the relationships
619
between modules. As a programming tool, it assists the programmer in
625
separating and conquering a vast software problem, that is, recursively
620
breaking a problem down into pieces small enough for a human brain to
understand.

Non- Functional Requirements
627
A non-functional requirement is a requirement that speci es criteria that can
357 358
be used to judge the operation of the system, rather than speci c behaviors.
615 359 360 361,36
This should be contrasted with functional requirements that de ne speci c

Test Cases
610 364 365
A test case is a set of basic steps that must be completed in order to verify a
speci c function or feature of an application. It's a collection of conditions or
628 366
variables that a tester uses to assess whether or not a software system or one
611
617
622 367
of its features is functioning properly. It can take several test cases to decide
368
whether or not a condition is completely met.
These are the test case scenarios conducted during the implementation. The
618
test plan is to let the users use the system and follow the instructions in each
test case of the developed system. The system should perform the expected
369
result in each test case in order to be considered successful. The following are
626
the details of each test cases:
624
Technical Requirements
619
The proper selection of hardware and software components, as well as the
625
identi cation of people involved in the process, are critical for proper operation
370
620
and maximizing the system's potential.
The hardware component refers to the physical part of the computer
371
processing unit (CPU). This includes the tower casing, motherboard,
621 microprocessor, hard disk, RAM, UPS, monitor, mouse, and keyboard. However,
613
612
623 372,373 374
there are only (3) components which basically facilitates the processing of
627 375
data. These components are the microprocessor, hard disk drive (HDD) and
376
Random Access Memory (RAM). Thus, these components were just speci ed in
615
the presentation.
629
Software is a term that refers to the programs that a computer machine can
read and execute when given the appropriate instructions. It is a series of
instructions that the computer converts into a machine-readable format so
616 377 378
that it can be manipulated; however, the program generates an output that a
614
person can understand.
610 379 380
The person who will run the computer system is referred to as people ware. It
381
should be able to complete the task correctly in order to ensure the system's
628
ef ciency and produce an accurate result in any information processing. It
611
617
622 382 383
should be able to complete the task correctly in order to ensure the system's
384 385 386
ef ciency and produce an accurate result in any information processing. It also
applies to the system's users. It also applies to the system's users. It also
618
applies to the system's users. The Department Head and Project Holder are the
people who are involved in this.

Business Intelligence Integration
620
Business Intelligence (BI) refers to technologies, tools, and practices for
397
collecting, integrating, analyzing and presenting large volumes of information
398
to enable better decision making (Cody, Kreulen, et al, 2002). Additionally,
399
621 integrating the data from disparate sources across an organization has unique
623
613
612
630 challenges. It is a set of theories, methodologies, processes architectures, and
627 400
technologies that transform raw data into meaningful and useful information
for business purposes. The developed system is capable of analyzing data and
615
generating tabular reports.

626
SUMMARY OF FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS
624
Summary of Findings
619
The developers discovered that the Provincial Veterinarian's of ce uses a
625 434 435
manual method to manage funded project given based on the interview.
436,437
620
Furthermore, the of ce lacks good system for record management, inventory
438 439
and time-consuming information retrieval and reports production. The
4
developers came up with a solution that secures the projects and bene ciaries
621 information to prevent loss or misplacement, ease of access, and timely
623
613
612
630 generation of tabular reports in response to the de ned problems and issues in
627
the management of records.
Based on the identi ed needs, the Project Tracking System for Government and
615 441
Non-Government Funded Project of the Of ce of the Veterinarian was
629 442
developed with the following modules: administration, recording, monitoring
443,444
and report. The develop system was put through its test and evaluated for
usability. The respondents or users agreed on a rating for the system based on
616
the evaluation results, indicating that the system met their expectations,
614 445 446
especially in terms of feature like ease of use, visual clarity, language, and its
631
610 447
implementation in general.
628
611
617
622
Conclusion
The developers came to the following conclusion based on the study's ndings:
618
The Provincial Veterinarian's of ce is concerned about a lack of system in the
448
management of bene ciary pro les, project information, and manual method
of record keeping and retrieval. The Project Tracking System for Government
626 449
and Non-Government Funded Project of the Of ce of the Veterinarian has
624 450
enhanced record keeping and reporting quality and meets the client's needs
451
and expectations. The system's adaption needs little capital and has a low
619
operating cost, making it both affordable and cost-effective.
625
620
Recommendations
452
The developers have suggested the following for effective record management
and monitoring, smooth system adaption and operation, and potential creation
621 based on their ndings during the implementation and the above conclusions.
623
613
612
630
627
1. To familiarize and orient the primary users with the features and function of
453
the new system, orientation about the system must be held.
615 454,455
To ensure the effectiveness of the system, regular maintenance must be
629 456
performed to the record and reliability of the system.
