PROCLAMATION NO. 244

DECLARING SEPTEMBER OF EVERY YEAR AS NATIONAL CLEAN-UP MONTH

AND THE 17TH TO THE 23RD OF SEPTEMBER OF EACH YEAR AS THE WORLD
CLEAN AND GREEN WEEK

WHEREAS, Clean-Up Day, initiated by the Australian Headquarters of the Clean up the
World with UNEP three years ago, is observed worldwide every September of the year
by a growing number of countries that are signatories to the environmental covenants of
the Earth Summit in Brazil;

WHEREAS, the Philippines, on a parallel basis, has developed a Clean and Green
Program initiated by the Earthsavers Movements and hosted by the DENR-PAWB as
part of a joint-continuing Earth Day observance since 1990 in cooperation with the
Metro Manila Authority and in liaison with the Australian Headquarters;

WHEREAS, the said Program is being vigorously undertaken on a nationwide basis

through the aegis of the First Lady, Mrs. Amelita Ramos, and compliments the
Australian global initiative;

WHEREAS, our participation in this global event was endorsed by a Global YES
Resolution and further adopted by the National Youth Congress;

WHEREAS, our participation is one door-way to mobilizing massive voluntary action to

support and complement the country’s clean-up and environmental greening activities
wherein garbage reduction, recycling, and composting, and the rehabilitation of
waterways will be institutionalized by various sectors of society;

WHEREAS, massive formal and non-formal education on garbage management,

pollution control, and the training of trainors, teachers, and youth leaders as well, will be
intensified during the month of September with the theme of Heroism through and
Earthsaving Agenda;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the

powers vested in me by law, do hereby declare September of every year and the 17th
to the 23rd of each September, beginning this year, as the National Clean-Up Month
and World Clean and Green Week respectively, pursuant to the clean-up and greening
activities of the government, and of the Global YES Resolution.

IN WITNESS, WHEREOF, I have hereunto set my hand and caused the seal of the
Republic of the Philippines to be affixed.
DONE in the City of Manila, this 3rd day of September, in the year of Our Lord,
Nineteen Hundred and Ninety-Three.
