Terms of Reference
1. Background
The United Nations Human Settlements Programme (UN-Habitat) is the United Nations agency working
towards a better urban future. Mandated by the UN General Assembly in 1978 to address the issues of urban
growth, UN-Habitat is a knowledge institution on urban development processes and seeks to understand
the aspirations of cities and their residents. Its mission is to promote socially and environmentally
sustainable human settlements and the achievement of adequate shelter for all. UN-Habitat headquarters
are in Nairobi, Kenya.
In October 2016, at the UN Conference on Housing and Sustainable Urban Development – Habitat III –
member states signed the New Urban Agenda. This is an action-oriented document which sets global
standards of achievement in sustainable urban development, rethinking the way we build, manage, and live
in cities. Through drawing together cooperation with committed partners, relevant stakeholders, and urban
actors, including at all levels of government as well as the private sector, UN-Habitat is fostering the
implementation of the New Urban Agenda and Sustainable Development Goal 11 – to make cities inclusive,
safe, resilient, and sustainable.
In this context, UN-Habitat in partnership with the Government of Mozambique and other partners has
developed since 2002 a series of projects and practical interventions aimed at building local capacities for
disaster response, adaptation, and mitigation through the improvement of adequate social infrastructure,
housing, and physical planning. As a result, the need to redouble efforts in finding sustainable mitigation
and adaptation solutions to this scenario that are agreed at various levels, starting from vulnerable
communities and local governments to central level, is increasingly evident and fundamental.
Thus, UN-Habitat within its Technical Assistance responsibilities and in coordination with MINEDH,
MISAU, MOPHRH and INGD, aims at ensuring high level technical assistance to different initiatives for
incorporating resilience measures in public, social and private infrastructure (schools, hospitals, and
housing).

• Provide technical support for the design of Engineering solutions within the Architectural designs,
through an innovative and low-cost approach responding to the existing needs in risk-prone zones.
• Deliver technical assistance to the partners of Mozambique Disaster Risk Management and
Resilient Program and in the elaboration of architectural solutions in resilient infrastructure.
• Gather field data collection, elaborate measurements, budgets, and specifications, as well as
participate in the processes of validation and acquisition of materials and equipment.
• Support UN-Habitat’s team in the meetings of the Mozambique Disaster Risk Management and
Resilient Program at provincial and district level.
• Conduct periodic monitoring visits to the locations where the project is being implemented, to assist
the related government field technicians and partners.
• Support UN-Habitat team in the organization and training sessions for local government
technicians, master builders, community members and other stakeholders involved in the projects.
• Support UN-Habitat’s team in the conception, design and elaboration of visual and training
materials contributing to readiness to cyclones, floods, droughts, earthquakes, as well as materials
raising awareness.
3. Qualifications/Experience/Skills
Qualifications
• A Degree in Civil Engineering or related field from a recognized educational institution is a must.
Experience
• Minimum of three (3) years of working experience with relevant knowledge of housing/public
building construction in particular school infrastructures in flood, cyclone, earthquake, and
drought-prone areas.
• Working experience in projects related to conventional and alternative material (local and mixed)
construction will be an advantage.
• Working experience in overseeing processes and projects of construction of Public Buildings
(schools and housing).
• Working experience in supporting the humanitarian response actions with different stakeholders
Skills
• Solid computer skills (Excel, Word, PowerPoint, etc.), AutoCAD, ArchiCAD, CypeCAD among
others Architectural e Engineering design software’s.
• Capacity to analyze and synthesize information.
• Ability to work independently with a high degree of responsibility, in a flexible manner and often
under pressure.
• Ability to conduct interviews and trainings.
• Good communication skills and capacities coordinate with team members and partners.
