VNG International is seeking a qualified and committed person for the position of:

“Procurement Officer” for Kyaikmaraw Township, Mon State

Background

VNG International is the International Cooperation Agency of the Association of Netherlands


Municipalities (VNG), which provides expertise in the area of decentralization and local
governance (see www.vng-international.nl).

In Myanmar, VNG International manages several projects including the “National Community
Driven Development Project” (NCDDP) in Mon State and Bago Region, which is managed by
the Department of Rural Development of the Myanmar Ministry Of Agriculture, Livestock and
Irrigation, with support from the World Bank. VNG International implements together with its
local partner Loka Ahlinn Social Development Network (LASDN) the “Municipal
Accountability, Governance and Inclusive Communities” (MAGIC) project in Chin State and
Tanintharyi Region. This project is funded by the European Union. The DEALS (Governance
of Inclusive Green Growth in Cities) program in Ayeyarwady Region is funded by the
Netherlands Ministry of Foreign Affairs and directly implemented by VNG International.

VNG International has been granted the Township Level Technical Assistance as part of
the NCDDP to Kyaikmaraw Township, Mon State, covering a period of 3 years.

VNG International is now recruiting 5 staff to form a full-time Township based Technical
Assistance team (TTA) to work in close collaboration with DRD Township staff. The positions
are a Team Leader, a Finance Officer, a Procurement officer, an M&E/MIS Officer and
Communication, Social Accountability and Gender Specialist. At a later stage VNG
International will also recruit Community Facilitators and Technical Facilitators to work in the
villages. The National Programme Advisor will oversee the assignment together with the
International Community Driven Development Specialist.
Roles and responsibilities of Procurement Officer
• Assist DRD in carrying out day-to-day procurement activities at the township and
community level according to the project’s procurement procedures
• Provide on-the-job procurement training to DRD staff, community facilitators and technical
facilitators
• Together with DRD procurement officers, organize and monitor procurement training for
village tract project support committees, village sub-committees and village volunteers
• Support and monitor the procurement sub-committees of the village development support
committees in undertaking their duties
• Prepare relevant inputs into the quarterly township progress reports
• Support township DRD staff in the day to day administration, filing, record keeping and
archiving of all documents related to procurement
• Support the township DRD staff during procurement reviews and Bank implementation
support missions.
• Conduct procurement post reviews and prepare the findings and recommendations for the
quarterly progress report

Competencies / qualifications
• Academic degree in engineering, management, business administration or related field
and at least three years of working experience in procurement, preferably under
development projects, or at least three years of relevant experience in procurement
• Strong interpersonal skills and ability to establish and maintain effective working relations
with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for
diversity
• Willingness to live in Kyaikmaraw township and to travel frequently within the township
• Solid computer skills including in accounting software and Microsoft Word and Excel
• Ability to communicate effectively in verbal and written Myanmar and English languages
• Working experience in Mon State and ability to speak local languages would be beneficial
• Ability to work effectively and sensitively in teams and with government counterparts
• Proven track record in capacity building
• Proven planning and organizational skills
Proven ability to work under pressure and deliver in a timely manner
