IBR - New Boiler Registration

Registering a new boiler process consists of six steps, as shown in the


following figure.1923
Steps Definition

Step 1 - Boiler The owner of any boiler not registered under the provisions of the IBR Act
Registration may apply for registration to the Inspector with the required documents as
prescribed by regulations to have the boiler registered. Every such
application shall accompany some prescribed fee.
Step 2 - Receipt of On receipt of an application under sub-section (1), the Inspector shall fix a
Application date for examining the boiler. It might be within thirty days or a shorter
period as prescribed from the date of the receipt. The Inspector shall give
the owner not less than ten days' notice of the date so fixed.
Step 3 - Boiler On the said date, the Inspector shall inspect the boiler to check if it has
Inspection suffered any damage during its transit from the place or erected at the
manufacturing site. The Inspector then forwards the inspection report with
the required documents to the Chief Inspector within seven days.
Step 4 - The Chief Inspector, on receipt of the report, may:
Registration ➢ Register the boiler and assign a registration number immediately or after
Acceptance or satisfying himself of any structural alteration, addition or renewal
Refusal deemed necessary have been made to the boiler or any steam pipe
attached to it.
➢ Refuse to register the boiler immediately by communicating the required
reasons of refusal to the boiler owner.
Step 5 - Certificate On registering the boiler, the Chief Inspector shall order the issue of the
Authorization certificate to the owner in the prescribed form. The certificate authorizes the
use of the boiler for a period not exceeding 12 months at a pressure not
exceeding a maximum limit that the Chief Inspector thinks ideal or suitable.
The Chief Inspector also ensures the certificate is following all the
regulations made under this Act, such as:
➢ Ensure the issued certificate under this sub-section is in respect of an
economiser [or an unfired boiler that forms an integral part of a
processing plant in which steam is generated solely by oil, asphalt or
bitumen as a heating medium]. The economiser may authorize the
certificate use for a period not exceeding twenty-four months.
Step 6 - Certificate The Inspector shall instantly convey to the boiler owner about the Chief
Issue Inspector's orders. He/she shall issue any certificate of which the issue has
been ordered and where the boiler has been registered. Within the
prescribed period, the owner shall mark/make the register number
permanently in the prescribed manner.
