Boiler Operation Engineer’s Rules, 2011
I. With Capacity less than 25 liters. (such capacity being measured from the feed
check valve to the main steam stop Valve);
II. With less than one kilogram per centimeter square design gauge pressure and
working gauge pressure; or
III. In which water is heated below one hundred degrees centigrade:
steam piping, feed piping, economiser, super heater, any mounting or other fitting and
any other external or internal part of a boiler which is subject to pressure exceeding one
Kilogram per centimeter square gauge
“Steam pipe” Means any pipe through which steam passes if,
i. the pressure at which steam passes through such pipe exceeds 3.5 Kilograms per
Square centimeter above atmospheric pressure ; or
ii. such pipe exceeds 254 millimeters in internal diameter and the pressure of steam
exceeds 1 Kilograms per square centimeter above the atmospheric pressure,
a person recognized in such manner as may be prescribed by regulations for inspection and
certification of Boilers and boiler components during manufacture, erection and use.
All inspectors shall be ipso facto competent person;
“Inspecting Authority” Means
“ Owner” includes any person “possessing or” using a boiler as a agent of the owner
thereof and any person using a boiler which he has hired or obtained on loan from the
owner thereof;
All the materials, mountings and fittings which are to be used in construction of boiler
In case of transferred boiler, such transfer has been reported in prescribed manner
as required by rules
Chief inspector may register a boiler and assign registration number or suggest any
alteration, addition or renewal if necessary

( Up to 200 m2 HSA = Second Class B.A., From 200 - 1000 m2 HSA = First class B.A.,
HSA > 1000 m2 = Proficiency engineer is required)
The owner of a Single boiler or Two or more boilers connected in a battery or of many separate
individual boilers should have a Boiler Attendant with a certificate of competency of required
class.

Rule :24
can take charge of single boiler with steam pipes of any type or capacity or,
provided total heating surface area does not exceed 1000 sq. meters and
such boilers are within a radius of 30 meters in the same premises and belonging
to one owner. He is assisted by Second class B.A.
can take charge of single boiler with steam pipes of any type or capacity or,
provided total heating surface area does not exceed 200 sq. meters and
such boilers are within a radius of 30 meters in the same premises and belonging
to one owner. He is assisted by Second class B.A.
Not less than Two years experience as a fireman or operator or Asst Fireman or Asst
operator or waterman or pump man on steam boiler OR
Not less than three years experience as a fitter where boilers are manufactured or
erected , operated or repaired. Out of this at least one year exp as a Asst fireman. OR
Not less than two years service on a Small Industrial Boiler with a ITI certificate.
Not less than Two years experience as a Second class B A as a sole in charge on a boiler with a
Heating surface of not less than 50 square meters. OR
With a three year course certificate from technical or industrial institution , with one year as an
Apprentice in a steam power plant or an engg workshop where engines or boilers are repaired or made
and in addition not less than one year experience as a Second class B A as a sole in charge on a boiler
with a Heating surface of not less than 50 square meters.
Not less than two years service as a Fireman or Asst. Fireman with a Second class BA cert under a First
Class BA on a on a boiler with a Heating surface of more than 50 square meters.
