Indian Boilers Regulatory (IBR) ACT,

IBR Act, 1923 is an act to consolidate and amend the law relating to
steam boilers.
In this Act, unless there is anything repugnant in the subject or
context, the various definitions are valid.

Boiler Act Element Definition

Accident An explosion of the boiler or its component. It is calculated to


weaken the strength or an uncontrolled release of water or steam
liable to cause death or injury to any person or damage to any
property.
Board Central Boilers Board constituted under section 27A.

Boiler A pressure vessel in which steam is generated for use external to


itself by application of heat that is wholly or partly under pressure
when steam is shut off but does not include a pressure vessel:
➢ with a capacity of < 25 liters (such capacity is measured from the
feed check valve to the main steam stop valve);
➢ with < 1 kilogram per centimeter square design gauge pressure
and working gauge pressure; or
➢ in which water is heated below 100 degrees centigrade
Boiler Component Steam piping, feed piping, economiser, superheater, any mounting or
other fittings, and any other external or internal part of a boiler
subject to a pressure exceeding 1 kilogram per centimeter square
gauge.
Chief Inspector, A person appointed to be a Chief Inspector, a Deputy Chief Inspector,
Deputy Chief and an Inspector under this.

Competent An institution recognised as may be prescribed by regulations for
Authority issuing a certificate to the welders for welding a boiler and its
components.
Competent Person A person recognised as may be prescribed by regulations for
inspection and certification of boilers and their components during
manufacture, erection and use. All Inspectors shall be ipso facto
competent persons.
Owner Any person possessing or using a boiler as the agent of the owner.
OR
Any person using a boiler that the agent has hired or obtained on
loan from the owner.
Economiser Any part of a feed-pipe that is wholly or partially exposed to the
action of flue gases to recovery the waste heat.
Feed-Pipe Any pipe or connected fitting wholly or partly under pressure
through which feed water passes directly to a boiler and does not
form an integral part.

Steam-Pipe Any pipe through which steam passes if:


➢ the pressure at which steam passes through such pipe exceeds 3.5
kilograms per square centimeters above atmospheric pressure; or
➢ it exceeds 254 millimeters in internal diameter and the pressure of
steam exceeds kilogram per square centimeters above the
atmospheric pressure
