About Concern Worldwide- Afghanistan:


Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the
reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s
poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to
an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and
Badakhshan provinces undertaking both emergency response and long term developmental work in the
areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Description:
Main Duties & Responsibilities:
Technical Design and program implementation
• Conduct technical assessment of the pre-identified lists of community and health facility water supply
that are in need of repair.
• Develop computerized project design, project estimations, technical drawing and share for approval.
• Conduct technical survey develop BoQ, prepare procurement plan and design of the WASH
infrastructures.
• Lead Community Development Facilitators to identify communal handwashing stations in the targeted
communities.
• Manage the project foremen through setting their objectives with them and regular supervision,
guidance and review of their work
• Provide technical supports/instruction to the field team during project implementation. 
• Liaising with Badkhshan Provincial Engineer   to review standard designs and coordinate the
implementation of the planned infrastructural repairs and handwashing stations.
• Ensure that the project is carried out according to the project timeline and infrastructural standards of
Age, gender and disability inclusiveness.
• Provide technical supervision and ensure that engineering works are carried out to the highest standard
and in accordance with the approved project design, budget and timeframe.
Coordination and networking
• Coordinate with the relevant Provincial and District government authorities to ensure the identification
WASH infrastructures and alignment of the design as per the established standards.
• Coordinate with Project Officer to ensure the alignment of WASH cluster standards and operational
procedures.
• Coordinate with community leaders and CDCs to ensure the meaningful participation of women, children
and people with disabilities on the design and implementation of the project infrastructures.
Capacity Building:
• Providing Training for field staff, foremen & communities in in basics Engineering Standards and
procedures.
Monitoring and Reporting
• To write reports regularly based on Concern and donor requirements.
• Provide output indicators progress data to M&E Officer.
• Ensure updating of technical database for the identified WASH repair infrastructures and communal
handwashing stations in the communities.
• Ensure a copy of every design is available with target community and a copy of every infrastructure
document is maintained in the provincial offices.
Compliance to Concern Code of Conduct (CCoC):

appears to break the standards contained in this Code
CHS & Emergency:

bounded our activities by Accountability framework and therefore any Afghanistan employees are

Job Requirements:
Qualification & Experience:
 At least diploma/degree in Civil Engineering or Equal to that
 At least 3-5 years’ practical experience practical in rural areas in appropriate infrastructure program
implementation.
 Previous human resource management is desirable
Communication & Competency:
 Conducting meetings, Training, workshop and ability to share information
 Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
