Introduction
The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially
launched on September 25, 2016.
The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services
to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development
(MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock
(MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural
development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-
national government to improve communication and coordination from the community to the district, provincial and
national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the
Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights;
Building Better Governance; Reforming Development Planning & Management and Developing Partnerships.
The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater
responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter
commits to deliver the following core services across the country over a 10 year period:
 Basic health services
 Basic education access
 Safe drinking water and sanitation
 Improved farming technologies and the delivery of extension services
 Rural connectivity with tertiary roads
 Rural renewable energy

Scope of Work/Job Summary:


The QC unit head works under the overall guidance of the Head of the engineering division. The Individual shall directly report all
QC related issues to the engineering division head.
Duties & Responsibilities:
 Supervise daily operations and determine priority of the QC unit by developing weekly, monthly and annual work plans.
 Provide project evaluation skill both theoretically than practically that comply with the required engineering standards.
 Monitor work in progress of QC unit and examines completed work for quality and completeness.
 Manages, monitors and refine work processes, turnaround times, and joint cooperation with others units.
 Organize in systematic way annual monitoring and evaluation plan and participate to project monitoring and evaluation
in the field of the engineering sectors under his/her responsibility.
 Carry out obligations to inspects and review all works, as-built records to ensure compliance with all agreements during
survey work or construction work.
 Contribute to the development of engineering training material and participate to practical training activity.
 Curry out research required to identify CCNPP engineering related issues and work for future stone requirements and
opportunities across the Program. Work with the team supervisor to identify legal restrictions and encumbrances and
liaise with developers as per the agreed process for stone provision.
 Contribute effectively to the improvement or modification of the existing Operational Manual and Engineering Manual
with update technical and engineering documentation.
 Contribute effectively to identify and acquire additional technical resources to establish a sustainable technical support
to the work
 Receive and investigates emergency calls for engineering technical assistance.
 Keep communication with the regions and provincial engineers to identify their engineering needs, and will organize
deployment of support engineers to these areas.
 Provide technical assistance to CCNPP Provincial and District engineers during the; project implementation, monitoring
and evaluation, engineering and managerial training.
 Establish a specific monitoring and reporting system/database for Sub-projects inspection.
 Carry out the task in consideration of all quality requirements, procedures and systems required for completing various
construction activities in compliance to the quality requirements for Sub-projects.
 Review Technical Specifications and recommend QA procedures to ensure the quality for all items of works and be
effectively used in the Project works.
 Use prepared all “standard test forms” to be used for the laboratory and field tests.
 Review quality control plan and propose systematic actions necessary for the sub-projects.
 Review the initial Survey Queries on sources of materials, ensure quality and quantity is of economic value to the
project.
 Review materials, test results, materials submittals, preparatory meeting agenda for Definable future of work 
 Notify district, provincial, and Snr. Engineer for noncompliance findings and instruct the implementor for corrective
actions in a timely manner.
 Review and certify corrective action for the noted deficiencies and deviations.
 Conducts and documents all QA/QC related supervision processes and activities for all work items.
 Attend the QC, coordination meetings, and technical project meetings and provide inputs for QC by the implementor to

comply with the TM and other referenced standards and codes.


 Enforces correction of non-compliance work within time and schedule tolerance.
 Directly responsible for implementation of all industry standards, codes and manufacture guideline for each specific
area of construction activity.
 Responsible for documentation and records of all field inspections and corresponding follow up reports
 Ensure that sub-projects construction work meets TM procedure.
 Provide and implement all quality related necessary documentation, forms, checklists, trackers, records and filing to the
field engineers and other relevant authorities.
 Maintains a neat and orderly filing and document control system for the QC files.
Monitoring and Progress Controls
 Effective management of the QC related activities of the project.
 Carry out the necessary supervision required for field work, emphasis on standardization of works for sub-projects
activities
 Review of procedures with time limits for the inspection, sampling and testing of the works and all other QC
requirements.
 Timely inspection and monitoring of quality Control plans, procedures and requirements implemented for each activity
by the implementor.
 Inspect field activities for compliance to the TM, design and ESMP.
 Timely inspection and monitoring of effective management and establishment of laboratory facilities.
 Employees may perform other related duties at an equivalent level. Individual in the position does not necessarily
perform all duties listed.

Skills & Competencies:


 Experiences in the supervision of infrastructure engineering projects and contracts are essential.
 Be proficient in IT systems and the MS Office, as well engineering programs/software including AutoCAD, Civil 3D,
Primavera, , and be able to grasp a good working knowledge of bespoke internal IT systems within a short period.
 Background on engineering training, monitoring & evaluation methodology and techniques to capacity building
development would be an advantage.
 Background of proved management knowledge in large humanitarian aid programmers and /or senior international
private companies
 Be a good mentor, capable of working with others in a participatory team work and capacity building manner.
 Committed to succeed and be responsible and accountable.
 Component in mastering technical testing equipment and supply feedback in detailed report format.
 Good working knowledge of English, both verbal and written, fluent in Dari and Pashto.
 Excellent writing skills. Able to develop and writing various types of reports, proposals, technical recommendations and
memoranda.
 Able to work in stressful situations and in multicultural environments
 Able to travel to the provinces including unsecure provinces and be able to stay fulltime at the project sites.

Job Requirements:
 Bachelor Degree in Civil Engineering is required.
 Master Degree in an engineering discipline will be given an advantage.
 Minimum 5 years of related experience in rural infrastructure construction, especially in the position of QC engineers.
 5 years of relevant experience with governmental organizations, Ministries, Independent Directorates, UN Offices or
International NGOs
