Introduction
The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG)
that was officially launched on September 25, 2016.
The Citizens Charter is an inter-ministerial, multi-sartorial NPP, where Ministries have collaborated to
provide basic services to rural communities. The key service delivery ministries involved are: Ministry
of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public
Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by
Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural
development and strengthening CDCs and Cluster CDCs. The Community Development Councils
(CDCs) will be linked to sub-national government to improve communication and coordination from the
community to the district, provincial and national levels - increasing Government visibility and
accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda,
contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building
Better Governance; Reforming Development Planning & Management and Developing Partnerships.
The Citizens Charter intends to improve service delivery by ensuring minimum service standards,
provide greater responsiveness by the Government to the people and increase the level of public
satisfaction with services. The Charter commits to deliver the following core services across the country
over a 10-year period:
 Basic health services
 Basic education access
 Safe drinking water and sanitation
 Improved farming technologies and the delivery of extension services
 Rural connectivity with tertiary roads
 Rural renewable energy

Scope of Work/Job Summary:


The QC engineer will be part of the Engineering division team of CCAP under the supervision of Head of
Engineering division; and will be responsible for making all types of submittals, Schedule, corrective actions; QC
engineer will make daily reports of work progress, and attend in meeting

Duties & Responsibilities:


 Preparing of Quality Control Plans for the project.
 Supervision of all Construction activities based on Drawing, Specification and Scope of Work
 Supervision of all Construction Material before using them
 Implementing of drawing and Specifications on job site
 Participate in preparing and review of technical specifications for the project.
 Conduct Preparatory meetings for every definable future of the work
 Preparing of monthly and weekly Quality Control plan for the project.
 Overall control the activities in the project, and supervise the QC engineers.
 Review of the tests results and write comments on results, if necessary
 Review of daily QC reports and preparing weekly reports.
 Supervise and train in the areas of QC, compliance, and documentation preparation.
 Responsible for writing, reviewing testing procedures, and streamlining same in order to increase construction
efficiency.
 Serve as a technical resource representing QC during donor and Ministry of Rural Rehabilitation Development
inspections.
 Responsible to ensure appropriate training and development plans are in place for all employees in the QC
group.
 Expected to lead and participate in continuous improvement activities within the construction stage of project.
 Implement, perform and coordinate all laboratory tests and review raw data and certificate of analysis for raw
materials, in-process test data, and final product test results.
 Compiles and writes training material and conducts training sessions on quality control activities.
 Responsible of any other task may assign by Head of Division.

Qualifications & Experience:

 Bachelors or Master Degree in Civil Engineering.


 Minimum four years’ experience in civil engineering, especially in the position of QC engineers.
 At least four years’ experience in rural development program.
 Previous experience in monitoring, supervision and training conducting in quality control activities.
 Have motive talent and qualification in positive changes in the relevant field.
 Have ability to fulfil and complete given tasks and assignments by speed and on time along with precision and reality.
 Excellent knowledge of Ms Office especially Excel functions for automatic structural designing calculations in Excel
software.
 Practical experience in the preparation of design drawings in Auto CAD Software.
 Identifying development needs and performance planning and feedback.
 Demonstrated ability to training and building capacity.

 Proven organizational, negotiation and problem-solving skills.


 Have the verbal communication skills to communicate with a diverse client group.
 Good team player with ability to build and maintain collaborative relationships with colleagues.
 Good spoken and written skill of English, Pashto and Dari.
 Be able and willing to travel to all provinces within Afghanistan.
 Familiarity with CCAP standard procedures and practices.

 Responsible to control QC requirements of the works.


 Carry out the task in consideration of all quality requirements, procedures and systems required for completing
various construction activities in compliance to the quality requirements for roads.
 Develop and implement the QA Management Plan for works, materials for roads and structures.
 The incumbent will be responsible for establishing at the outset, procedures with time limits for the inspection,
sampling and testing of the works and all other works’ QA related requirements
 The incumbent will be responsible for the quality assessment of materials, by conducting frequent field and laboratory
tests.
 Review Technical Specifications and recommend QA procedures to ensure the quality for all items of works and be
effectively used in the Project works.
 Use prepared all “standard test forms” to be used for the laboratory and field tests.
 Prepare QA testing procedures and Schedules.
 Review quality control plan and propose systematic actions necessary for the Project.
 Carry out the necessary supervision required for field work, emphasis on standardization of works for road activities
 Considers a high focus and conduct regular inspection of the Asphalt Plant, crush plant and other machinery during
construction work;
 Assist in identifying materials sources and plan/scheduling evaluation tests for materials and keep record of the
results.
 Arranges QA capacity building training sessions to build capacity of the project staff on QC/QA.
 Inspect the contractor’s QCP, QC Organization Chart; identifying all personnel relevancy for quality control works of
the project and recommend actions to be taken by the MoT leadership.
 Review the initial Survey Queries on sources of materials, ensure quality and quantity is of economic value to the
project.
 Review materials, test results, materials submittals, preparatory meeting agenda for Definable future of work 
 Attend Prep-meetings for Definable future of work to make sure all QC, H&S and environment and other cross cutting
issues have been considered during the implementation of work activity.
 Inspect field activities for compliance to the TS, design and ESMP.
 Notify RE, Contractor and Snr. Engineer for noncompliance findings and instruct the contractor for corrective actions in
a timely manner.
 Review and certify corrective action for the noted deficiencies
 Conducts and documents all QA/QC related supervision processes and activities for all work items.
 Attend the QA/QC, coordination meetings, and technical project meetings and provide inputs for QC by the contractor
to comply with the TS and other referenced standards and codes.
 Enforces correction of non-compliance work within time and schedule tolerance.

 Directly responsible for implementation of all industry standards, codes and manufacture guideline for each specific
area of construction activity.
 Responsible for documentation and records of all field inspections and corresponding follow up reports
 Provide and implement all quality related necessary documentation, forms, checklists, trackers, records and filing to
the Snr. Engineer and other relevant authorities.
 Maintains a neat and orderly filing and document control system for the QA/QC files.
 Create detailed, comprehensive and well-structured test plans and test cases
 Estimating, prioritizing, planning and coordinating quality testing activities.
Monitoring and Progress Controls
 Effective management of the QA related activities of the project.
 Review of procedures with time limits for the inspection, sampling and testing of the works and all other QC/QA
requirements.
 Timely inspection and monitoring of quality Control plans, procedures and requirements implemented for each activity
by the Contractor.
 Timely inspection and monitoring of effective management and establishment of laboratory facilities.
 Review and acceptance of testing plans and schedules of the contractor in a timely manner.
 Ensuring implementation of QA/QC, H&S and ESM requirements for each project activity by the Construction
Contractor
