1.0 Task and Responsibilities of Site Personnel’s:

A. Project QA/QC Manager :

The Project QA/QC Manager shall be the Quality Management Representative for NCC
on the Project. He has the Authority and Responsibility for ensuring that the Quality
System requirements on the Project are implemented and maintained. As Management
Representative on the Project he shall report to the Project Manager Administratively
and functional to the QC Manager at Site.

The Project QA/QC Manager responsibility shall cover Quality Management on Project
activities undertaken by NCC (T&D). He shall liaise with QC Manager in all activities and
for ensuring that these activities are performed in accordance with Material
Specifications, Standards, Engineering Procedures, Quality Plan and Project
Specifications. The NCC Project QA/QC Manager shall be responsible for the following:

 Developing and maintaining Project Quality Plan.


 Preparing overall Quality Management requirements for the Project in
accordance with the requirements of NCC (T&D) ISO 9001-2015.
 Sufficient and well defined Responsibility, Authority and Organizational freedom
to identify Quality problems and areas of Non-Conformance and to initiate,
recommend and substantiate corrective actions. Co-ordinate with
representative for concurrence and approval on recommendations to non-
conformances.
 Developing and monitoring implementation of Project Audit Program.
 Reviewing overall organizational relationships as they affect Quality and as
necessary, developing proposal for improvement.
 Preparing Quality Management requirements for enquiries, P.O and
Subcontracts.
 Providing Quality service to the Project Manager for planning and undertaking
site verification activities, Construction, Erection, Commissioning Phases etc.
 Provide necessary guidance for site QA/QC staff.
 Liaising with Quality Management personnel on the project including the QA
Representative and suppliers and Sub-Contractors Quality Management.

B. QA/QC Engineer (Civil & Electrical):


 The QA / QC Engineer shall be directly responsible to QA / QC Manager and
liaise with Construction Manager on day to day site activities related to Quality.
 He shall be responsible for developing and maintaining Quality Control Plan
related to construction and commissioning activities at site
 Coordinating stage wise inspection and maintaining necessary documents.
 Coordinating site audits, customer inspection / verifications
 Co-ordination with third party inspection on NDT & other related area.
 Preparation of Quality documents in line with SEC-COA standards.
 Providing necessary guidance for site supervisors on day to day / QA/QC

 Ensuring adherence to approved “QC inspection and Test plans” at site

C. Project Manager
Project Manager is in charge of schedules, budgets, resources and deliverables for
project. Monitors teams to make sure goals and objectives are being kept. Knowledge
of larger landscape without neglecting granular details while tracking project health,
staying alert for risk and resolving issues as they arise. Maintains standards and
monitors scope with project quality.
 Oversees strategic plan, monitoring and adapting as needed.
 Creates project plans.
 Maintains project objectives.
 Monitors production and quality to customer/stakeholder/sponsor standards.
 Identifies and resolves issues and risks.
 Reports on project progress, offers viable solutions and opportunities as they
arise.
 Implements change practices.
 Manages resources to make sure schedule is on track.
 Portfolio management.
 Lead meetings and set expectations for project team.
 Maintain budget.
 Reporting on projects and portfolios.
D. Site Manager
He or she will oversee operations on a day-to-day basis, and ensure that work is done
safely, on time and within budget and to the right quality standards.
 The site manager will monitor progress, oversee delivery of materials and carry
out safety checks and sort out any problems which could hold up work as they
arise. A site manager will also keep in close contact with members of their site
team at all times, and liaise with architects, engineers, surveyors and planners.
He or she will also ensure that work complies with building regulations and
health and safety legislation as well as other legal requirements.

 A site manager will also keep the client updated regularly on progress. Finally,
a site manager also acts as the first point of contact for members of the public
and sub-contractors.
E. Construction Superintendent (Civil & Electrical)

 Supervise all construction activities and ensure compliance to all design and
budget and develop and maintain effective relationships with all subcontractors
and suppliers.
 Administer all activities on site and maintain knowledge on all project progress
and prepare and maintain all construction budgets and solicit all subcontractor
bids and ensure safe environment at all times.
 Attend and represent organization on various on-site meetings and maintain
documentation for all construction schedules and maintain logs of all processes.
 Evaluate all construction drawings and ensure accuracy in implementation of
same and maintain an effective construction schedule for both engineering and
construction department.
 Assist in all special projects and perform on site visits and ensure compliance to
all project specifications and guidelines.
 Supervise permitting process and provide efficient support to environmental
permitting group and ensure compliance to all health and safety procedures and
provide support to design team and estimate all project requirements.
 Perform all audits on contracts in coordination with engineering and
construction department and maintain work according to contract specifications.
 Develop all new manuals and guidelines for construction processes and maintain
all contracts and update it as per requirement and determine efficient
assessment systems for all construction procedures.
 Provide support to all team members and design and implement an effective
continuous improvement plan for all projects and provide feedback to all team
members.

F. Project Engineer.
 Prepare, schedule, coordinate and monitor the assigned engineering projects
 Monitor compliance to applicable codes, practices, QA/QC policies, performance
standards and specifications
 Interact daily with the clients to interpret their needs and requirements and
represent them in the field
 Perform overall quality control of the work (budget, schedule, plans, personnel’s
performance) and report regularly on project status.
 Assign responsibilities and mentor project team
 Cooperate and communicate effectively with project manager and other project
participants to provide assistance and technical support.
 Review engineering deliverables and initiate appropriate corrective actions.
G. Material Coordinator
 Coordinates and expedites flow of materials, parts, and assemblies between
sections or departments, according to production and shipping schedules or
department priorities, and compiles and maintains manual or computerized records:

 Reviews production schedules and related information and confers with department
supervisors to determine material requirements to identify overdue materials and
to track material.
 Requisitions material and establishes sequential delivery dates to departments,
according to job order priorities and material availability.
 Examines material delivered to production departments to verify conformance to
specifications.
 Computes amount of material required to complete job orders, applying knowledge
of product and manufacturing processes.
 Compiles and maintains manual or computerized records, such as material
inventory, in-process production reports, and status and location of materials.
 May move or transport materials from one department to another, manually or
using material handling equipment.
 May arrange for repair and assembly of material or part.
H. Site Engineer (Civil & Electrical)
 Maintain compliance with safety and regulatory standards.
 Compile estimates for technical and material requirements for project
development.
 Determine and present estimates of operational costs.
 Evaluate operations and processes.
 Suggest process and technical design changes to improve performance and
efficiency.
 Test material and structural integrity.

 Research the environmental impact of projects.

 Incorporate eco-friendly and sustainable features into design plans.

 Create graphical representations of proposed solutions.

 Prepare proposal documents and presentations.

 Compile and present reports explaining project details to non-technical


stakeholders.

 Monitor project progress, compliance with design specifications and safety


standards.

 Direct engineering activities; assign tasks, provide training and support.

 Create work schedules and adjust as needed to meet project deadlines.

 Maintain detailed documentation of all site engineering activities.

I. Safety Manager
 Monitoring health and safety risks and hazards in the workplace.
 Advising employees on how to minimize or ultimately avoid risks and hazards in
the workplace.

 Ensuring the business is legally compliant with all health and safety legislation.
 Working with and training all employees to manage, monitor and improve the
health and safety standards in the workplace.

 Being responsible for all safety inspections in the workplace.


 Assisting with the creation and management of health and safety monitoring
systems and policies in the workplace.

 Managing emergency procedures (such as fire alarm drills) and organizing


emergency teams such as fire marshals and first aiders.

 Offering general health and safety advice to all employees.

J. Safety Engineer

 The safety engineer eliminates or controls hazardous conditions resulting from


human error, equipment and machine operations that may lead to human injury
and/or property damage. This role must apply advanced mathematical
techniques; professional engineering principles, methods and techniques;
safety-related elements of the physical sciences, ergonomics, psychology and
physiology; and safety principles, standards, practices and analytical
techniques.
 Assist in identification, analysis and control of occupational hazards requiring
the application of professional engineering knowledge, skill and abilities.
 May advise on structural safety requirements based on failure mode analysis of
such factors as fatigue, stability, stress, concentration and creep; develop and
apply methods for the safe installation of storage and piping systems for
compressed gases; design protective equipment or safety devices for machines
and redesign machines and plant equipment to eliminate occupational hazards;
and/or review proposed occupational safety policies, guidelines and standards
to determine their consistency with accepted engineering principles and
practices and recommend technical changes as needed.
 Apply knowledge of psychological and physiological factors to assist in the
design of safety features and controls, compensating for the possibility of
human errors in the operation of machinery and equipment.

K. Safety Officer

 The Safety Officer is responsible for monitoring and assessing hazardous and
unsafe situations and developing measures to assure personnel safety.

 The Safety Officer will correct unsafe acts or conditions through the regular line
of authority, although the Safety Officer may exercise emergency authority to
prevent or stop unsafe acts when immediate action is required.
 The Safety Officer maintains awareness of active and developing situations.

 The Safety Officer ensures the Site Safety and Health Plan is prepared and
implemented.

 The Safety Officer ensures there are safety messages in each Incident Action
Plan.

L. Planning Manager
 Supervises requirements planning for department, division, project, or
organization.

 Prepares proposals and site plans in conformance with codes and local and
national regulations.
 Acts as intermediary between community, developers, government entities, and
business.

 Handles rezoning, site plans, special-use permits, and related materials.

 Gathers relevant statistical data and drafts reports on issues such as


demographic information, occupancy rates, and land use.

 Presents development proposals to government agencies.

 Arranges for public to review private and public development projects.

 Sets schedule for project or development and flow of requisite materials.

 Supervises other planning personnel, such as consultants and developers.

 Prepares budget and oversees expenditures.

 Sets goals, policies, and procedures for project.

 Interprets and evaluates legal documents and relevant legislation to assess


impact on project.

 Offers employee trainings and development.

 Communicates with other managers, supervisors, and colleagues throughout


project.

 Performs surveys and field studies.

M. Planning Engineer

 Prepare and update project schedule based on the contract.

 Set work program and target milestones for each phase based on the project
plan.

 Monitor critical activities based on the project schedule and advise project
management.

 Prepares and submit updated work program and cash flow curve showing actual
progress and identify areas of weakness and establishes means and methods
for recovery, if any, as well as new critical activities.

 Monitor day to day work progress and prepare the weekly and monthly program
and report.

 Maintain and record update of site work progress obtained from Project
Manager.

 Prepares monthly report reflecting work progress summary.

 Report to the Project Manager about the current work progress and make
comparison between plan and actual progress and study impact of alternative
approaches to work.

 Participate in project meetings and discussions with the Client as required.


 Assists in preparing work program, cash flow and manpower histogram for
tenders.

 Performs other duties and responsibilities as may be assigned from time to time.

N. Design Manager
 Participate in design meetings and provide continual input to optimize design
and minimize futile work.

 Assist in developing Design Delivery Schedule along with client, Project Manager
and consultants.

 Develop comprehensive scope-of-work and contract document deliverables list


for each related discipline.

 Negotiate scope-of-work, deliverables and price with consulting firms.

 Assist Project Manager in incorporating onto D&C running sheet all internal and
external design and cost issues.

 Manage distribution and production of project workload within team.

 Collaborate on new design issues and research projects with team.

 Ensure projects and finished graphics are accurate and precise.

 Manage and maintain record keeping of original artwork files and all projects.

 Project prioritization of design, assignment and management to designers.

 Lead with effective supervision an experienced design team toward greater


creativity.

 Evaluate and motivate designers toward continued growth and leading design
solutions.

 Participate in departmental strategic planning.

 Assist technically internal and external customers.

O. Design Engineer
 Assist engineering staff in the design and development of systems and
components. Interface with engineering staff effectively to ensure the form, fit
and function of designs while also working with fabrication managers to ensure
cost effectiveness and manufacturability of designs.

 Collaborate with the engineering staff to produce design sketches and drawings
in accordance with applicable standards. Accurately incorporate welding
symbols and tolerances into design drawings.

 Originate and/or review structural analyses, prototype test processes,


operations procedures, and reports using computer-aided engineering (CAE)
and appropriate computer software.

 Review and verify design drawings and other technical documentation prepared
by others to ensure correctness and accuracy in form, fit and function.

P. Document Controller

 Document controller shall check and ensure the availability of the documents
such as Quality Manual, Procedures, Work Instructions, Project Schedules, IFC
Drawings, PQP, ITP and Site Test Procedures etc. at the Site.

 Document controller shall issue the drawings and related Project documents to
Engineers and contractors. The receipt, issue, indexing, filing, storage and
changes to the Project documents shall be controlled at all times.

 Document Control shall ensure that records of receipt, description, revision,


numbering and distribution are maintained. The distribution requirements for
each type of document shall ensure the correct edition of each document is
issued to the department or workplace concerned prior to performance of the
activity. Registers of control may be computer or manually generated.

 Return all the controlled copies of document like standards and codes to the
issuing authority.

 Document controller shall be responsible to get back superseded drawings /


documents and maintain one copy stamped as “obsolete copy” and replace with
revised approved drawings / documents.

 Any other Drawing / Document required for site works shall be obtained from
the concerned.

 A transmittal system shall be used for the internal and external movement of all
documents covering Suppliers, Subcontractors and SEC-COA.

 Documents shall be filed and stored for such time as specified and in such a
way as to enable their efficient retrieval and prevent their deterioration.
