6.0 RESPONSIBILITY OF KEY PERSONNEL

The authority and responsibility for each member of the project are as listed in the
subsequent items.

6.1 PROJECT DIRECTOR (BASED AT HQ)

Accountable to the success and delivery of the project on time. As such he is responsible
for ensuring that the project objectives are clearly defined and realistic and that the
project remains viable throughout the life cycle. Other responsibilities include a
monitoring type role on the Project Manager's activities for:

 The project plan and schedules;


 The project budget;
 establishing success criteria;
 resolving resource conflicts at operational level;
 Approvals of plans, budgets and status reports - the "sign-offs";
 Ensuring the project stays on track.

6.2 DEPUTY PROJECT DIRECTOR (BASED AT SITE)

He will represent the Project Director at site. Accountable to the success and delivery of
the project on time. As such he is responsible for ensuring that the project objectives are
clearly defined and realistic and that the project remains viable throughout the life cycle.
Other responsibilities include a monitoring type role on the Project Manager's activities
for:

 The project plan and schedules;


 The project budget;
 establishing success criteria;
 resolving resource conflicts at operational level;
 Approvals of plans, budgets and status reports - the "sign-offs";
 Ensuring the project stays on track.

6.3 PROJECT MANAGER

Project Manager shall have the overall authority and responsibility for the execution of
the work including anticipated job quality, effective cost control and schedule control,
and for the entire project management toward the successful completion of the project.
He shall:

 Be the prime person who shall contact and maintain liaison with the client and his
representative on all project matters.
 Organize a project team and assign responsibility to his supporting
managers/personnel, for the performance of work and verification activities.

 Establish the work plans, schedule including subcontracting plans and mobilization
plans, and review them periodically to ensure project performance with assistance of
his personnel.
 Establish and control the overall project budget.
 Utilize and mobilize the required services of engineering, procurement, construction,
computer services, etc.
 Conduct technical and contractual reviews to ensure that the work is being executed
in accordance with Contract Documents.
 Monitor and coordinator the engineering and procurement activities.
 Direct purchasing to ensure proper selection of materials of materials and on- time
receipt of materials at the Job Site.
 Review periodically the performance of the works and subcontractors.
 Initiate necessary remedial actions to maintain the project on schedule.
 Negotiate and settle all contract changes.
 Authorize and confirmation of Project's Final Account.
 Finalizing of Contract and Variation Orders.

6.4 QA/QC ENGINEER

He shall have the authority and responsibility for the implementation of the establish
Quality System Program. He shall have the right to reject materials, fabrication and
construction in the case of conditions adverse to the specification requirements of
applicable code and the contract. He shall:

• Prepare the Project Quality Plan (PQP) for submission and approval.
• Monitor and check all the site activities being performed in accordance with the QA
manual/procedure and standard specifications.
• Ensure that vendors and subcontractors comply with the QA procedure, standard
specifications.
• Transit drawings to relevant parties.
• Originate and control the overall project schedule for engineering, procurement,
transportation and construction.
• Prepare monthly quality assurance report required by the contract for submission to
the client's/consultants.
• Analyze project progress and recommend any improvement of remedial actions to the
Project Manager.
• Control the project documents.

6.5 SURVEYOR/SURVEY TEAM

 Responsible for setting-out and maintaining reference points.


 Consult and maintain close liaison with the Project Engineer on construction
requirements.
 Consult and maintain close liaison with licensed surveyor for checking as-built
alignment, levels, dimensions and positions of each work.
 Maintenance and safe keeping of all survey instrument and equipment.
 Ensuring all works are carried out under established and approved procedures.

 Assisting Project Engineer in coordinating and updating the constructions drawings.

6.6 SITE QUANTITY SURVEYOR

 To prepare and monitor progress payment claims.


 To request and liaise with HQ office on materials procurement.
 To carry out site measurement or to obtain proper verification on work done on site
to facilitate claims to client as well as sub-contractors
 To liaise with consultants on all matters related to contractual obligation /
entitlements.
 To update and monitor the Project Budget set by Contract Department and advises
the Project Manager on the cost control variance
 To prepare and monitor progress payment claims.
 To compile all related documents and claim EOT and to issue notice of delay in
accordance with Main /Subcontract documents.
 To control/guide the Site Team to achieve proper documentation on all report/data
submission for approval/filing and etc.
 To prepare final account with client and sub-contractors
 Assist HQ Quantity Surveyor prepares final account with client

6.7 SITE ENGINEER

 Monitoring all work progress against Approved Construction Program.


 Assisting Project Manager and/or Site Manager in verifying Sub-contractor's payment
claim
 Assisting in preparation of construction program for all works.
 Assisting Project Manager in ensuring that all works are according to specification and
regulation.
 Coordinating all works and ensures that all defective works are reported and rectified.
 Coordinating with TNB, Telekom and JBA officials for matters pertaining to
infrastructure work.
 Liaison with local authority and consultants.
 Rejection of defective materials.

6.8 SUPERVISOR
Site Supervisor will be responsible for supervising day-to-day road construction at site.
Alternatively, the post holder will be responsible for supervising a section of works on the
road construction project reporting to the Project Manager/Site Engineer which include
but not limited to the followings:

 Ensure a consistently high standard of work is produced in accordance with


specification and quality standards through regular quality inspections with sub-
contractors.
 Direct and supervise day to day operations of sub-contractors ensuring appliance of
common operational procedures.
 Ensure material requisitions are issued in adequate time to achieve the Construction
Programme.

 Schedule, control and monitor all plant and materials on a weekly basis.
 Ensure all work is completed to programme.
 Fulfil the role of Temporary Works Co-Ordinator when required.
 Liaise with Contracts Manager/Project Manager, Site Manager/Agent, and Contract
Surveyor regarding cost control, waste management, variations and confirmation of
instructions.
 Carrying out safety inspections and fulfilling the health, safety and welfare
responsibilities as detailed in the Company’s Policy and in compliance with OHSAS
18001 management system.
 Maintain quality and environmental control procedures in accordance with ISO
9001and ISO 14001.
 Create and maintain good relations with clients, design teams and neighbours as well
as any other stakeholders.
 Maintain comprehensive and accurate records of own activity related to projects on
Gateway to enable traceability.
 Fulfil the role of Mentor as and when required.
 Control and monitor site waste in accordance with the Company’s Site Waste
Minimisation and Management policy.
 Maintain positive relations with clients, design teams and neighbours.
 Fulfil company CPD requirements undertaking all relevant training and development
activities as required.
 Continually develop knowledge of innovative construction techniques and products to
enhance the business and fulfil company CPD requirements.
 Contribute to the Company’s Corporate Social Responsibility initiatives.
 He shall assist the Section Head, Senior Engineer/Engineer.

6.9 HEALTH, SAFETY & ENVIRONMENT OFFICER


 Advise management on all matter pertaining to the safety and environment; this
includes advice on corporate policy, corporate image, construction and expansion
plans, operations and legislation.
 Liaise with the DOE, DOSH and other concerned government agencies (When
required)
 Ensure the safety & environmental mitigation measures are implemented during the
construction phases of the project.
 Continuously review all project operations to keep ahead of all statutory
requirements.

6.10 SITE SAFETY SUPERVISOR


 Initiate, coordinate and supervise job safety programme.
 All documentation / applications required by statutory authority for work at site such
as work permits, scaffold permits etc shall be arranged by safety supervisor.
 Provide advice, guidance on safety and hygiene practices at construction sites.
 Advise on current statutory regulations.
 Promote and ensure personal protection equipment is worn at all time during work.

 Conduct monthly safety meeting to promote and highlight safety and hygiene matters
to management and staff.

6.11 SITE CLERK


He/She shall assist the QA/QC Engineer in the established Quality System Programme.

 To control the site filing & records


 To control record on the On the Job Training(OJT)
 To log CRF documents, Method Statement, Material Catalogue/Sample Documents.
 To transcribe format, inputs, retrieves, copies and transmits correspondence and
documents.
 To record all drawings i.e master, shop, as-built and part.
