Field Engineer (IRC)

Job Description
Background/IRC Summary:

IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex
programs to meet the needs in health, education, protection, environmental health and livelihoods
for displaced, poor and disaster affected communities. IRC works in partnership with local
government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa
and Sindh provinces.

IRC Pakistan will be implementing five years “leveraging Inclusive WASH for Empowerment in
Pakistan (LIFE-Pakistan) project i.e. Water For Women Fund supported by Department of Foreign
Affairs and Trade, Australian government.

With an overall goal of gender equitable and socially inclusive WASH services for improved health
conditions of marginalized groups, this project aims to directly improve the lives of 168,000
beneficiaries in 75 villages in three districts of KP, Pakistan.

The project will reach its goal through three pillars:

1. Inclusive community level WASH


2. Improved WASH governance
3. Strengthened decision making around WASH.

The project will focus on schools and health centers that serve communities, as well as community
and household WASH. A process of participatory training and discussion will be utilized to
strengthen women’s role in the community and will be supported with life skills training and gender
protection programming. Knowledge management and learning through ongoing monitoring, periodic
evaluations and research will keep the project on track, provide evidence for advocacy for improving
legislative environment, and draw learning for future programing.

Job Overview/Summary: This role would specialize in the management of engineering operations


on daily basis in communities, schools and health care facilities. He/ She would have an oversight,
monitoring and streamlining engineering operations related to regular program and COVID-19
activities as per IRC and Donor guidelines.

Major Responsibilities:

 Work jointly with IRC and Partners WASH teams for their environmental investigation efforts
i.e. sanitary surveys, WSS scoping/mapping etc. to effectively bridge these efforts with
accessibility options for the deprived groups.
 Monitoring progress of EH infrastructure during implementation phase of the project.
 Provide technical support to implementing partners in verification of WASH Inclusive
infrastructures i.e. drawings, design and BOQ’s through field visit as per
National/international codes/standards such as ACI, ASTM, ACP, CBM etc. for improved
quality and inclusiveness.
 Field Engineer will ensure that all construction sites meet legal/standardized guidelines,
health, and safety requirements, and keeping in view universal access guidelines.
 Field engineer will be responsible for ensuring that designs and solutions are developed in
consultation with communities and relevant departments, and are designed to meet the basic
needs, with enough and effective feedback on designs from the clients.
 Field Engineer will be responsible for ensuring WASH designs comply with environmental
and health regulations where required.
 Field Engineer will be responsible for professional/technical engineering designs/drawings
and review standards, surveys, and inspections.
 Provides technical assistance and consults with other Governments departments and partner
organization regarding engineering functions and site selection & development.
 Establishing minimum requirements for safeguarding public health and safety of
marginalized groups i.e. PWD, TGs, elderly, chronically ill etc. Ensuring meaningful
engagement and access to WASH services and facilities.
 Provides interpretations of construction codes, State laws and departmental/organizational
policies and its translation or reflection in IRC work.
 Provides guidance to the IRC-EH team on code compliance keeping in view the IRC
standard operational procedures.
 Assess potential risks, provide advice, and resolve creatively any emerging
problems/deficiencies during implementation of EH project.
 Supervise all the technical assessments and monthly evaluations of engineering activities
and report all the activities to Civil Engineer and/or WASH Manager in a timely manner.
 Supervision/development/review of the following aspects.
 DRR/DRM resilient WASH infrastructure.
 Development of BOQs.
 WASH infrastructure in communities
 Inclusive WASH infrastructures provision in schools/health facilities through line department.
 Inclusive WASH approaches
 Designing and construction of water supply/sanitation schemes.
 Designing and construction of solid/liquid waste management system.
 Designing of different types of hand washing facilities.
 Carry out other WASH and Engineering related tasks as assigned by supervisor.

Job Requirements:

Education:
 Must hold a Diploma/Bachelors’ Degree in Engineering or Technology

Work Experience:

 Minimum 8 years’ experience in monitoring and implementation of inclusive WASH


infrastructure activities.

Demonstrated Skills and Competencies:

 Computer literacy in MS Word, MS Excel, AutoCAD


 Demonstrated experience in designing water and sanitation infrastructure
 Knowledge and experience of the whole process of bringing designs from concept stage
through design to construction and handover
 Professional engineering qualification preferred

Language Skills:

 Strong oral and written English, Urdu


 Local language/Pashto would be an asset

Desirable criteria:  

 Work with INGOs and/or NGOs


 Experience of working with partners
 Experience of working in Khyber Pakhtunkhwa
