SCOPE OF WORK
TIMIKA - PAPUA PROJECT SUPPORT
(CONSULTANT)
Duration: 3 months

Section 1: Background
The Education Development Center (EDC) https://www.edc.org/ is leading a 3-year, 2-country initiative
to equip local youth and community leaders with the knowledge, skills, and agency to build effective
coalitions and move their community toward environmentally safe and sustainable practices, jobs,
and habitats. EDC works with local communities – including those who belong to ethnic minority and
indigenous people groups -- in two countries: Indonesia (Madura & Timika, Papua) and the Philippines
(Cagayan de Oro and Zamboanga & Isabela Cities). EDC identifies local concerns around environmental
degradation, priorities for transitioning to inclusive, green growth, and community assets and influencers. A
subset of youth is tapped for more advanced programing in livelihoods related to a blue/green economy and
environmental justice leadership.
In Timika, Papua EDC aspires to further enhance its project interventions on various topics on blue/green
economy in collaboration with local community and faith-based organizations, education institutions,
government and non-governmental organizations and other institutions. These project interventions aim to
provide opportunities for the local youth and community– particularly those who belong to indigenous
groups – to be exposed to blue/green knowledge, skills, and options of income generation and/or
employment.

Section 2: Position Overview


EDC intends to engage the services of a consultant for the period of 3 months (start date: 1 December 2022
or earlier and with the possibility of extension) to provide EDC with rapport building, identification of
potential collaboration, and ideation and formulation of community projects on blue/green economy topics.
The Consultant is also tasked to build relationships and strengthening opportunities for partnership with other
agencies that provide support for community development in Timika.

The Consultant will report to the Chief of Party, operate under the guidance of the Project’s Senior Technical
and Program Advisor, and work closely and hand-in-hand with the Project’s Timika-based Community
Coordinator, to achieve quality and timely deliverables.

Section 3: Tasks
The Consultant will complete the tasks which may include, but are not limited to, the following:

Network
● Understand the dynamics of and develop networking with local community and faith-based
organizations, education institutions, government and non-governmental organizations and other
institutions in Timika.
● Build and maintain positive rapport with the Project’s wide-range stakeholders in Timika.

Blue/Green Economy Community Projects


● Identify potential ideas for blue/green economy community projects in Timika and the corresponding
potential partners.
● Working closely with the potential partners in developing the concept of potential blue/green economy
community projects and accompany them in the entire process of concept development and preparation
for proposal development.

● Provide accompaniment to (potential) partners during the grantmaking process, proposal refinement,
project initiation and implementation of pilot activities.
● Support the Project’s Timika-based Community Coordinator in the preparation and execution for
grantmaking, refinement of project proposal, and other programmatic and technical aspects, as needed.
● Monitor and address challenges in project implementation, in coordination with the Project’s Timika-
based Community Coordinator and under the guidance of the Project’s Senior Technical and Program
Advisor.

Partnership
● Develop and maintain rapport with like-minded institutions that aspire to support community
development in Timika.
● Identify potential partnerships with these institutions to further enhance EDC’s interventions in Timika
and add values to these institutions’ programs and intended results.

Others
● Any other task as requested.

Section 4: Qualifications
The Consultant has the following qualifications:
1. Indonesian national
2. University degree
3. Fluency in English
4. Proven knowledge and skills of community development and project management
5. At least 10-year experience working in the field with local communities and local authorities
6. Experience working in Papua/Mimika Regency is an advantage
7. Experience working with international organization/company is a plus
8. Experience working in rural livelihoods sector shall be given preference
9. High level of EQ
10. Strategic, innovative and critical thinking capacity
11. Passion and patience for local-level capacity building
12. Familiarity with Microsoft Office, other work-related cutting-edge applications, and social media

Section 5: Resources, Deliverables and Payment


The work is full-time and based in Timika, Papua. The Consultant is expected to equip her/himself with:
● High-capacity laptop
● Smart phone and phone credit/internet access
● Local transportation means (vehicle, gasoline, safety equipment, etc.)
● Insurances
● Local board and lodging
● Return flight from home to Timika, if applicable
● Any incidentals and other expenses

Under the guidance of the Project’s Senior Technical and Program Advisor, the Consultant will develop a
three-month Workplan and Monthly Deliverables. Payment of consulting fee will be made on monthly basis
based on satisfactory deliverables of the month.
