ED 716-PROJECT DEVELOPMENT AND EVALUATION

ASSIGNMENT
October 01,2022

1.What is the importance of project development in DEPEd?

Project development is the process of planning and allocating resources to fully
develop a project or product from concept to go-live in Department of Education. It
typically consists of five phases: discovery, allocation, kickoff, quality assurance, review
and report. When working on a project, students learn to manage obstacles more
effectively, often learning from failure and making adjustments until they're satisfied with
their work. Project Management: Students learn how to manage projects and
assignments more efficiently.
2.What are the main characteristics of Project Development?
Development projects include product engineering and software development
processes. These processes have the following characteristics: (1) each project has a
distinct process, (2) they are typically long-running—months or sometimes years, (3)
segments of the process may be iterative, converging on a solution, (4) specification
changes may be common, resulting in rework, and (5) resource allocation is a
significant management responsibility. Time and cost are subject to a number of factors,
and completion is often driven by a target date. The process requires extensive
planning and continuous monitoring and revision. The activities and processes are
nonrepetitive so they are difficult to optimize.
The Systems Engineering Process Metamodel (SPEM) from OMG defines
modeling elements for definition and management of such projects. Eclipse Process
Framework (EPF), an open-source product from the Eclipse Foundation, is based on
SPEM. These solutions support construction of projects from method libraries that
specify common patterns. This is a still-evolving field.Such processes apply to
enterprise transformation initiatives. By structuring the enterprise as a composition of
service units, SOA helps reduce the scope of transformation efforts and provides a
structure, based on service units, to partition the work.
Development organizations vary in size and orientation, most share the common
goal of helping people and benefiting society. There are the large development projects
financed by governments and institutions such as the World Bank that focus on
infrastructure and improvements in the education, health and justice systems,
and international humanitarian organizations and national NGOs that support

development activities ranging from community organization, welfare support, health,
education, small-financial loans and protection of the environment.

NGOs typically are private, voluntary, non-profit and service-oriented

organizations dedicated to helping improve people's welfare and quality of life.

The goal of all development projects is to help improve people's lives through
skills training and other livelihood programs. Development organizations prepare and
implement development projects and work to strengthen the capabilities of local
institutional and promote community self-reliance through sustainable strategies.
Funding for projects comes through private and public donations, government
assistance and a variety of other sources. Development projects may consist of a
single, transformative project to address a specific problem or a series of projects
targeted at addressing several problems.

Although, development projects make significant contributions to a community’s

socioeconomic development, they also have limitations. A larger number of national
NGOs are small in both size and scope of operations and their impact sometimes is
limited. NGOs can suffer from financial and technical constraints, often focused on a
specific concern or a specific location; many lack a broader economic and social
perspective. They are loosely structured and may have limited accountability and their
management and planning methods may be weak or too flexible.

One of the key success factors of development projects is when their planning
involves people who will benefit or be affected by the project. Beneficiaries need to play
a larger role in the planning and implementation of development efforts that will reshape
their lives. This is one of the reasons why development projects are gradually is moving
away from traditional projects that rely on delivering direct services, and toward projects
that include the participation of local organizations to deliver the services that will benefit
the poor and other intended beneficiaries more directly.

Involvement of beneficiaries also increases the likelihood of development efforts

realizing their intended benefits and can help avoid implementation problems. The
concept of participation is concerned with ensuring that the intended beneficiaries of
development projects are involved in the planning and implementation of those projects.
This is considered important as it empowers the recipients of development projects to
influence and manage their own development and helps remove any type of
dependency after the project is completed. Beneficiary participation is widely considered
to be one of the most important concepts in modern development theory.

Development of Teaching resources is imperative for teachers at all grade levels. It
facilitates interaction among students and teachers during the learning/ teaching process,
as well as to help students to learn, broaden students’ learning experiences and meet
different learning needs. If used effectively, learning and teaching resources can help
students to construct knowledge for themselves and develop effective learning
strategies, generic skills, values and attitudes, thus laying a solid foundation for life-long
learning.
Nowadays, the use of ICT in the classroom teaching-learning is very important for it
provides opportunities for teachers and students to operate, store, manipulate, and retrieve
information, encourage independent and active learning, and self-responsibility for learning.
Our country recognizes its positive impact on student learning. Nearly all schools today
have computer labs or a computer in the classroom and many also have Internet
connections.
When done effectively, technology has a positive impact on student learning. It can:
 Increase student motivation for learning
 Improve communication of learning goals
 Facilitate higher-order thinking skills
 Build valuable skills that students will use in the future.
 Expand students' understanding on the significance of the use of ICT in the
classrooms

This LAC Session will develop teachers’ skills in the development and utilization of
teaching resources including ICT in the classroom for more effective and meaningful
teaching-learning activities.

4.Name the Project Development Process.
To make sure that you complete a successful project, the key is in being
organized and planning. And like anything in life, a big task, broken down into a series of
smaller tasks suddenly doesn’t seem so big. A successful implementation of project
development can be separated into 5 project development phases: Initiation, Planning,
Execution, Controlling, and Closing.By completing each phase properly, you can be
sure that you will turn out a well thought-out and successful project.
1. Initiating. The first part of developing a successful project is to make sure that you are
entirely sure of everything that needs to be done and that you have a clear objective
and title for your project — after all, how can it be successful if you don’t know exactly
what the desired outcome is?You should try to determine how you can measure your
progress, and what milestones you are trying to reach, This will give you an easy way to
check on progress and keep your team motivated.
2. Planning. This is probably the most important part of the whole process. Planning
includes organizing what will be done, when and by whom. It needs to be detailed and
well thought out to ensure that nothing is missed, carrying out risk assessments and
making sure that everyone has what they need to be able to do the tasks that are
required of them.It is at this stage when you should look at detailed and realistic costing,
timelines, risk analysis, resourcing and communication systems. A detailed plan, such
as one which you can make with the templates will help you with this and make the task
a great deal easier.
3. Execution. Now you have your project properly planned, you can start executing it.
Make sure that you stick to your plan as closely as possible, and have a communication
hub where stakeholders can collaborate on progress — like a project management
software. But it is also recommended that you continually review its progress and make
any changes or adaptations as you go.
4. Control.Control needs to be carried out during the execution stage. This is where you
need to try to ensure that the plan is kept to as closely as possible and that you are
regularly monitoring it to ensure that the project doesn’t spin out of control.
5. Closing.Once that the project is finished, it is recommended that you write a closing
report, giving a summary of the project, how well you managed to keep to the plan, any
changes that you had to make and why, and what you would do differently if you were
to carry it out again. This is helpful for the future planning of projects and helping to
make the next one even more successful. The key to completing a successful project is
all about the planning, and any help that you can get in this process can make all of the
difference.

4
Project management templates help with planning so you don’t end up over budget and
late, as well as making your project run as smoothly as possible. And by following this
5-step project development process you can make sure that your project is as
successful and effective as it can be.
