CHAPTER I

INTRODUCTION

1.1 Project Context (Framework/Basis)

Nowadays, the internet and digitization is undoubtedly widespread and rapidly increasing.
Involving Information Technology in governments that allows the government to provide government
services, exchange of information, transactions, and to automate manual operations and process much
faster. With this, it is easier way to deliver the services which benefit website users, citizens, public
servants, and will save a lot of effort and money.  

The Department of Social Welfare and Development (DSWD) is mandated by law to


develop, administer and implement comprehensive social welfare programs designed to uplift the living
conditions and empower the disadvantaged children, youth, women, older persons, person with
disabilities, families in crisis or at-risk and communities needing assistance. The welfare of the
disadvantaged sectors is of primary concern of the Department of Social Welfare and Development
(DSWD). The Department as mandated, is continuously providing augmentation assistance to the -local
government units despite of the devolution of social services to the latter.

Local government is an important part of good governance as most citizens are normally affected
more by local governance than by the other layers of governance. The citizens have to approach the local
government offices Municipal Social Welfare and Development Office to seek service and
financial needs, done through walk-in, for this they have to find enough time to go to the offices and wait
for their turn to get the service which citizen has to spend money and effort. To overcome these obstacles,
it is important to use the advantages of information and communication technology (ICT) to create what
is known as e-government, or e-governance. The e-governance is defined as “the use of
technology to enhance the access to and delivery of government services to benefit
citizens, business partners and employees”.

The web application was conceptualized and modeled with suitable displays to any web
browser or other web-based graphical user interfaces. It would correspond to its respective
command functions.
Through these technologies, it guaranteed delivery of notifications and alerts to single or
multiple users and increased the department’s productivity and improves the services for the
citizens.
1.2 Purpose and Description

The MSWD Online Financial Assistance Request and Monitoring System is a web based project

that will be develop in PHP, MySQL and Bootstrap. This project aims to develop an online

system where the users in need of financial assistance from the MSWD Office Crisis Intervention

Unit to make an assistance request. This system will also enable monitoring and to make respond

immediately to the citizens and to promote better service. It will provide an easy access to the

system and it will contain user friendly functions with attractive interfaces. Since, walk-in

processing of requests takes longer, accommodated clients are fewer.


Conceptual Framework

Input-Process-Output model will be used to design and develop the MSWD Online

Financial Assistance Request and Monitoring System . A user’s input and the process that is required

to transform inputs into outputs.

1.3 Objectives

1.3.1 General Objective

To design and develop an Financial Assistance Requesting and Monitoring

System MSWD of Sta. Teresita.

1.3.2 Specific Objectives

Specifically, this project aims to:

1. To determine problems encountered by MSWD on monitoring assistance;

2. To design and develop a computerized system to facilitate the assistance monitoring with

the following components:

● A module that the MSWD personnel will use and to have a digital record of assistance

requests and beneficiaries’ information. Reduce the time and effort in monitoring and

updating the records.

● A module where citizens of Sta. Teresita can register and directly request assistance to

the DSWD office of the municipality through online.

● An SMS module where the admin can send notification to the client.

● A module of print reports of the beneficiaries’ information, their requests and important

documents.

3. To evaluate the developed system using ISO 25010 - Software quality standard.
1.4 Scope and Limitation

The web-based system, MSWD Online Financial Assistance Request and Monitoring System is

going to be implemented to the municipality of Sta. Teresita, Cagayan. Citizens of the municipality can

request assistance to the office of MSWD through online. The web application was conceptualized and

modeled with suitable displays to any web browser or other web-based graphical user interfaces. It would

correspond to its respective command functions.


1.5 Significance of the Study

This part of the study explained the importance of developing the system to the

following:

MSWDO. Online transactions can increase their performance and productivity. They can

accommodate more clients and give response to their needs. Services can be improved

and serve more citizens.

Citizens. It will allow them to conveniently seek and ask financial assistance to DSWD

online through any Web connected device, such as a computer, laptop, smartphones or

tablet with internet connection.

Office Staff/ Social Worker. Social workers or staff can do their task more efficiently

and effectively.

Proponents. This study helps the researchers to apply their learnings in their four years

stay in Cagayan State University – Gonzaga Campus. The proposed study will help the

researchers to enhance their skills both in research as well as in software development.

The proposed study will contribute to the completion of the requirements for the degree

of Bachelor of Science in Information System.

Future Researcher. The proposed study will serve as a reference for other or future

researchers with the same study or system.

CHAPTER II

REVIEW AND RELATED LITERATURE

FOREIGN

SMS is an acronym used in the world of communications technology. It stands for Short

Messaging Service which is a protocol used in communications that gives way to the exchange of short

text messages from one mobile telephone device to another. SMS or text messaging largely dominates

today's means of communication since seventy-four percent of all cell phone users send and receive text

messages nowadays. The technology behind SMS has paved the way for the rapid growth of

improvement of text messaging that has now allowed users to broadcast SMS text messages not just from

mobile phones but also from computers with the use of SMS software and through public SMS gateways.

The link between text messaging to SMS technology now co notates the terminology of "SMS" as the act

of texting or sending text messages even with the use of a different communications protocol (Oludare

Olaleye, 2013).

The project entitled “Face Recognition Attendance with SMS Notification” is intended for

checking and monitoring attendance using face recognition. The system will store the faces of the

students in a database. The face database of the system will be used to recognize the detected image of the

student for attendance. In addition, the system will also have an SMS feature that will send short

messages to the registered number of the students. The SMS will contain the date and the time of the

attendance recorded. The system will also notify the absentees via SMS. (inettutor.com, 2021)

This paper describes a web-based system for monitoring and assessing construction safety and

health performance, entitled the Construction Safety and Health Monitoring (CSHM) system. Method:

The design and development of CSHM is an integration of internet and database systems, with the intent

to create a total automated safety and health management tool. A list of safety and health performance

parameters was devised for the management of safety and health in construction. A conceptual framework
of the four key components of CSHM is presented: (a) Web-based Interface (templates); (b) Knowledge

Base; (c) Output Data; and (d) Benchmark Group. Results: The combined effect of these components

results in a system that enables speedy performance assessment of safety and health activities on

construction sites. With the CSHM's built-in functions, important management decisions can theoretically

be made and corrective actions can be taken before potential hazards turn into fatal or injurious

occupational accidents. Impact on Industry: As such, the CSHM system will accelerate the monitoring

and assessing of performance safety and health management tasks (Sai On Cheung, 2004).

LOCAL

Online Student Portal with Grades Notification via SMS

Innovation have made possible for the operation of the computer easy enough in processing

record system such as creation of the records, storing, filling and retrieval of data. Through the

development of information and communication technology people nowadays are living in the so called

digital world because of its trend. Even school or universities are taking their step to be a part of digital

community. Portals have risen in popularity as a way of collecting organizing and presenting content in a

highly uniform, customizable and personalize way. For the updating the grades the parents will be

notified on the grades of their children via SMS. As soon the instructors update the grades it will

automatically sent to the parents (Floremie A. Badoria).

In this premise, the researchers are challenged to conduct a study on the development of a

reservation system entitled “Online Reservation System with SMS Notification for Josephine Abello,

DMD Dental Clinic”, this system works all the time. This gives freedom to potential visitors to book a

room anytime they want and maximizes the sales because staffs are not limited to their working hours. In

fact studies show that a 24/7 online reservation system greatly increases the number of bookings

(Andrade, 2018).
Since tricycle operations are often the source of income for many of the locals, the BTFRB is

doing their best to accommodate all the transactions in their department, but despite their hard work, there

are still factors that need to be improved. BTFRB still uses a manual process in recording their

transactions thru a logbook. For a renewal of a franchise, all approved franchises were filed on the

Franchising Logbook, and all approved application for Dropping the Franchise were recorded on the

Dropping logbook. With this kind of record keeping, the Franchising Manager has difficulty in

monitoring the status of all the registered tricycle franchise such as: expired, renewed, canceled and

transferred franchises. For the list of violations, all tickets that were issued on that day will be recorded on

the Violation logbook including the monitoring of payment (Alfred J. Paldez, 2018).
CHAPTER III

TECHNICAL BACKGROUND

The present system in availing and processing of financial assistance request of


DSWD Sta. Teresita is all done manually.

To summarize the current situation, it till follows the traditional way. Clients will
still go to the office to avail financial assistance.

Front End

To construct this front end, the proponents will use the PHP as the scripting
language which is used to create web pages. While Bootstrap used a smaller initial
program to load the desired program. And for the design the proponents will use the CSS
codes which it can keep the information of a design.

Back End

It is a server side which is a program serves indirectly to support the front end.
The proponents will use PHP and MySQL. MySQL is an open source relational database
management system. Information in a MySQL database is stored in the form of related
tables. MySQL databases are typically used for web application development. PHP is a
script language and interpreter that is a freely available and used primarily on Linux Web
servers.

 A Laser printer will need to be used to print these reports and notes (Printer any
brand)

Software:

 Software is designed to run on any platform above Microsoft Windows 7 (32bit).

 Platform: PHP, MySQL, Bootstrap and iTexMo SMS API

 Browser: Google Chrome/Mozilla Firefox and other browser

 Documentation: Microsoft Word and MS-Excel

Human Resource:

 Clients – the person who made the request. They are the front-end user of the system
and must be knowledgeable to use Internet.

 Administrator – the person responsible for maintaining the system and must be an
active user of the system.

The proposed system is design to reduce time-consuming transactions by computerizing


the way of availing financial assistance, assessing and monitoring of requests in the MSWD
Office of Sta. Teresita. The proposed system is protected from any unauthorized person, only
the administrator has the full access to the system. The client must have an account in the
website trough registration. In making a request, the client chooses which of the financial
assistance he/she needs and must fill-up the request form and submit valid documents. After
requesting the admin will review the request.
CHAPTER IV

METHODOLOGY

4.1 Requirements Analysis

The Department of Social Welfare and Development (DSWD) is the primary government
agency mandated to develop, implement, and coordinate social protection and poverty-
reduction solution for and with the poor, vulnerable, and disadvantaged.

The proponent analyzed all the major and minor problems and the factors that may
influence their study.

The proponents of this system will first gather information from DSWD Office of Sta.
Teresita in the way of interview and through research. The proponent conducted an interview
with the social worker to gather necessary information about for the system. This will help in
identifying the flow of their transaction and the process involved in it. The questions are
about their current system in availing, processing and management of request. The proponent
used a search engine to search information with regards the system and the books for
additional information.

According to (The Economic Times, 2021), Rapid Application Development (or RAD) model
is based on prototyping and iterative model with no (or less) specific planning. In general,
RAD approach to software development means putting lesser emphasis on planning tasks and
more emphasis on development and coming up with a prototype. In disparity to the waterfall
model, which emphasizes meticulous specification and planning, the RAD approach means
building on continuously evolving requirements, as more and more learnings are drawn as
the development progresses. From (Lucid Content Team), Rapid application development
(RAD) is an agile project management strategy popular in software development.

The key benefit of a RAD approach is fast project turnaround, making it an attractive choice
for developers working in a fast-paced environment like software development. This rapid
pace is made possible by RAD’s focus on minimizing the planning stage and maximizing
prototype development.
The methodology to be used in this study is the Rapid Application Methodology/RAD. It has
four (4) phases which are the following: requirements planning, user design, rapid
construction, and cutover.

Phase 1: Requirements planning

Project scoping meeting, team members and the clients or the software users communicate
with each other to determine the goals, requirements and expectations for the project and the
current issues. It is done through:

Researching the current problem

Defining the requirements for the project

Finalizing the requirements with each stakeholder’s approval

Phase 2: User design

Once the project is scoped out, it’s time to jump right into development, building out the user
design through various prototype iterations. During this phase, clients work hand in hand
with developers to ensure their needs are being met at every step in the design process. It’s
almost like customizable software development where the users can test each prototype of
the product, at each stage, to ensure it meets their expectations.

The development of the system aim to build or develop of this project the phase of the
development where an appropriate solution is devised to fulfill all the information
requirements of the system identified from the previous system requirements. And for the
design is created with the technology based views of the system’s data and process, interface
of the system.

Phase 3: Rapid construction

The phase breaks down into several smaller steps:

Preparation for rapid construction

Program and application development

Coding

Unit, integration, and system testing

The subset program will be tested for bugs and errors. After developing the program the team
will prepare a dry-run for the system to testing and to know or ensure if the system is
working efficiently and effectively works in intended platform and also to determine if it
does meet what the users or clients’ needs or wants in the requirements or features of the
system.

Phase 4: Cutover

This is the implementation phase where the finished product goes to launch. It includes data
conversion, testing, and changeover to the new system, as well as user training. All final
changes are made while the coders and clients continue to look for bugs in the system.

The proposed system will be implemented for verification and suggestion for the purpose
of developments of the system. “DSWD Online Assistance Request and monitoring System
with SMS Notification” The proposed system target to meet the goals in the exact date to
developing of the system and its features and install or implement the system. And before
placing the system is first review and tests the whole system to be sure it meets all the
required features of the system. The result of the reviews and test of the system should be
fully documented to determine and maintained if all the system features are functioning.

 Confirm clients request anytime and anywhere as long as has a computer with internet

4.2.3 Interface Requirements

 User Interfaces

The system GUI provides menus, toolbars, buttons, panes, containers, grids
allowing for easy control by a keyboard and a mouse.

 Hardware Interfaces

A browser which supports HTML & Javascript. User should able to keep a stable
internet connection. A laser printer will be needed when printing reports and issuing
referral letters.

 Software Interfaces

The web application communicates with the database in order to get the
information about the users. The communication between the database and the web portal
consists of operation concerning viewing, modifying and deleting the data.

 Communications Interfaces

This project supports all types of web browsers using simple electronic forms for
the registration and sending request. When specific request is approved or declined, an
SMS notification will be sent to the client. To achieve that functionality, it requires
having a stable internet connection.

4.4 Development and Testing

4.5 Implementation Plan
