1. SCOPE
1.1 This speclflcatlon cove$s general Quali:y Assti:ance
provisions for all types of nuclear and non-nuclea~ammuni-
tion, lncludlng all CQmpGrterI:S$ propellants,explosives,
pyrotechnics and other supplies used.

1.2 This general spec$ftcatlon*S to be used :n con- ~

4.2 Classification of Inspections - Unless otherwise


specified in the item detail specification, or contract,
the following types of Lnspect$on shall be conducted on the
un~t of product:

a. First Art$cle Inspection

b. C@l$ty Conformance Inspection


4.3 F’lrstArticle Inspection
4.3.1 Submission - See appropriate contract clause.
4.3.2 Inspections to be Performed - First article assem-
blies, components and test specimens may be subjected by the
Gover~ent-to any or all of the examinations acd cescs ~peci-
fled in the Ltein detail specification and to any or all
requtiements of the applicable drawings.

4.3.3 Rejection - If’any assembly, component ov test


spectien falls to comply with any of the applicable require-
ments, the first art$cle sample shall be rejected. The
Government reserves the r$ght to term$nate its inspection
upon any failure of an assembly, component, or test speci-
mmt b the sample to comply with any of’the stated require-
ments.

4.4 Quality Conformance Inspection


4.4.1 Inspection Let Foraatlon - The term ‘inspection
lot” 2s defined as a homogeneous collection of units of
product from which a repx%sentative sample is drawn or
which is ~r.spected100 percent to determine conformance
with applicable requlreaents. Units of product selecwd
for $nspectlon shall represent only the inspection lot
from which drawn and shall not be construed to represent
any prior or subsequent quantit~es presented for inspec-
tion. Homogeneity shall be considered to exist provided
zhe inspection lot has been produced.by one .mariuf’acturer,
in one unchanged process, using the same materials and
methods, in accordance with the same drawings, same draw-
ing rev$slons, same spec~flcat$ons and same specification
revZslons,and complies with the provisions for submission
of product as specified in MIL-STD-105. All material sub-

accordance with MIL-STD-2168. ?urther restrictions on
$nspect$on lot format$on such as @terflx numbers, batches
of explosives, w explosive train elements shall be as pro-
vided in the $tem detai2 speclficat%on when requ~-ed.
4.4.2 Examination - The e;amlnations 12sted h the Lsem
detail spec~flcation for Class2flcatlon of Defects shall be
performed on Inspection lots as defiwd ~n 4.4.1 of thgs spec:.

6.2.3 Submission of Designs for Ag~roval - Contractor
designs shall be approved by the Government pr~or to fabri-
cating or procuring the equipment. Destgns shall be submitted
for approval in acc-ordancewith the stipulations, the fraae
and dlstrlbutior.specified in the Contract Data Requirements
~i~ts (DD Form 1423)0 Partial submission of inspection equip-
ment designs is permissible and encouraged. However$ the
completion date for design rev$ew will be based on the date
of the final submission of’designs and the requ~red delivesy
schedu~e as stipulated in the contract. The specific segment
of ?icat%nny Arsenal to which the Contractor desl~zs shall be s
sent will be speclfled in the item detail specificat~on. .

6.3 Definitions
6.3.1 cont~actor - Unless otherwise specified, the word
Contractor ‘ghout this or the item detail specifica-
tion shall mean any supplier ~r producer of items or material
to the Government. This shall tnclude commercial contractors,
sub-contractors, Government Owned, Contractor opera?.ed (GOcO)
and Government Owned, Government Operated (GOGO) pl~ts=
6.3.2 Technicai Data Package (TDP) - A :echn~ca~ descr~~-
tion of an item adequate for use in procurerient. The descrip-
t:o~ defines the mqulred des:gr.ccnfi~uration and assuses
adequacy of item perf==nceo It consists of ail appl$cabie
teclmical data such as plans, drawin~s, and associated lists
specifications, standards~ mode~s~ Perfor~n~e requ~~ements~
quality assurance provisions, and packaging data.
