Introduction:

The Philippine Government has an obvious concern for the terrestrial territories providing laws

and rules that ensures orderliness and maintenance for a healthy environment. One among these

rules is the Republic Act 9003: The Ecological Solid Waste Management Act of 2000 - an act

providing for an ecological solid waste management program, creating the necessary institutional

mechanisms and incentives, declaring certain acts prohibited and providing penalties,

appropriating funds therefor, and for other purposes.

In connection with the field of education, the physical environment of the school is a key factor

in the overall health and safety to students, staff, and visitors. School buildings and grounds must

be designed and maintained to be free of health and safety hazards and to promote learning.

Aside from school’s complete learning facilities and materials, positive learning calls for a well-

sanitated ambiance for the learners.

This school-based research looks forward for a better environment conducive for the learning

through the Senior High School Learners of the Lyceum of Aparri’s cooperation – the clientiles.

Thus, inculcation and supplementation of awareness to the participants regarding environmental

concerns, cleanliness in particular, is a must in order to attain the effectiveness of the research.

The Lyceum of Aparri – the research’s setting is an institution that promotes a conducive to

learning ambiance as it provides rules and regulations with regards to maintaining cleanliness,

not only for the school’s sake but also to induce discipline among the learners. But the question

is, are the rules properly implemented? Are the learners aware of it? Do they know the methods

in maintaining cleanliness? In proper solid waste management in particular.

The 1997 renovation of the Charles Young Hill Top Academy in the district of Columbia is a

classic illustration of how cleaner environment contributes to higher educational performance.

This case illustrates the connection between environmental quality, comfort, and health and well-

being , positive attitudes and behavior, and higher levels of educational performance. (Berry

2002)

A few previous studies (Dunlap, Gallup & Gallup 1993 : Ingleheart 1995 : Olli, Grendstad &

Wollebaek, 2001) and the findings of Hines, Hugerford and Tomera (1986) showed that the level

of consistency between environmental attitudes and behavior is affected by a person’s

knowledge and awareness, public verbal commitment and his/her sense of responsibility

(Asmawalli Desa et al. / Procedia – Social and behavioral sciences 59 (2002) 47-50)

Generally, this research aims to help the learners to attain better learning outcomes through their

consciousness and concern in their environment in terms of cleanliness.

Statement of the Problem:

This study aims to determine the level of awareness about the Solid Waste Management of the

Senior High School learners of the Lyceum of Aparri, Academic Year 2017-2018.

Specifically, it will answer the following questions:

The profile (age, sex, and year level) of the learners will help in the bracketing of the data for

later/future purposes. Average in Science Subject during the last quarter and Educational

Attainment of Parents will complement the data to be gathered and therefore give support to the

result of the survey to the respondents per se.

Scope and Delimitation:

This study aims to determine the level of awareness about the Solid Waste Management of the

Senior High School learners of the Lyceum of Aparri.

Aside from the assessment of the respondents’ awareness, this is intended to help them and the

community they belong as well through the review and self-assessment of the respondents on

SWM.

As a part of the community and having the privilege to have science subjects where solid waste

management is being discussed, the respondents therefore are expected to be aware of SWM and

apply so.

This study was conducted within the vicinity of the Lyceum of Aparri Senior High School

Building in specific during the academic year 2018-2019.

Significance of the Study:

To the learners, to be mindful of solid waste management that they may put these to action;

To the teachers, for them to be easily inculcate solid waste management among their learners, the

respondents of this research;

To the future researcher, for them to have background/related study to use;

To the school, that the learners will apply SWM within the campus for the improvement of the

school environment; and

To the community, that the respondents will apply SWM within the community for the

improvement of the surroundings of the community the respondents belong.

Solid Waste Management Defined

 Solid waste management is defined as the direct generation, collection, storage, transport,

source separation, processing, treatment, recovery and disposal of solid waste. It is a

polite term for garbage management. It is the response to the world’s stinking and

escalating problem on the garbage. Mounting waste problem has been the core

foundation of hazardous illness and land depletion, not to mention is negative upshot to

the environment. The system of handling trash, be it municipal waste collection,

recycling programs, open dumping, incineration and gasification fall on the same

category. Despite the years of attempting to resolve the mounting waste problem, the

problem still persist (Enriquez, 2011)

 As reported by Guzman et al., (2010), solid waste management is one of the most critical

environmental problems today. In metro Manila alone, approximately 0.6 kilogram per

person of garbage is produced with a total amount of about 6000 to 7000 tons per day.

Despite the fact that not all of these collection system people seem to be unconcerned

with the amount of solid and semisolid waste they produce.

 Proper collection is a solution to the country’s waste problem. Unfortunately, disposal

would not be the most and sole answer to this concern (Guzman et al., 2010). Until

recently, the disposal of municipal solid waste does not attract much public attention.

From prehistory through the present day, the favored means of disposal was simply to

dump solid waste outside the city and village limits (Enger & Smith, 2006).

 On the other hand, source reduction is considered to be the solution to solid waste

problem. This means that first and foremost, people should consider how much waste is

generated and in what ways can they reduced it. Secondly, they should consider how

much of the wastes can be diverted from final disposal into other forms. Related to this,

several issues need to be resolved by the government agencies concerned with the solid

waste management program in the Philippines (Guzman et al, 2010).

 According to the Environmental Protection Agency, the United States produces 11 billion

tons of solid waste each year. Nearly half of those amounts consist of agriculture wastes

such as crop residue and animal manure which are generally recycled into the soil on the

farms where they are produced. They represent valuable resources as ground cover to

reduce erosion and fertilizer to nourish new crops. However, they also constitute the

single largest source of air and water pollution in the country (Cunningham & Saigo,

2001).

Based on the review of the current waste management system in the Philippines and the

status of compliance, it shows that government alone cannot solve this gargantuan

problem of waste. The creation and implementation of policies is an important element in

dealing with the different issues and concerns in the governance of solid waste. Polices

are necessary for planning, design and operation of the solid waste management

programs. Their absence can impede or limit improvements in garbage collection and

disposal (Ocenar 2001). However, from the Philippine experience it shows that policies

though they are important element in the planning and operation of the solid waste

management programs, will not be implemented successfully without the application of

good governance that would promote participation of the different stakeholders. In

addition, the lack or weak compliance from waste management policies also proves that

no “best policy” can be effectively enforced by just merely looking on the

“environmental and technical” aspects of the situation and without considering the other

and equally important issues such as the social and economic aspects. The promotion of

awareness campaigns in bringing the right information to the people to make them

understand what the policies are all about is very important. As shown in the discussion

earlier, waste management problem is not simply about waste but it is more on the

lifestyle of the people that changes through time and the continues search for a better life.

Thus, addressing waste management issues do not only involve environmental concerns

but also economical and social concerns. Therefore, the application of good governance

through participation of various stakeholders, strong awareness campaigns and promotion

and replication of innovative and appropriate technologies are necessary to achieve sound

In the Philippines, several laws and ordinances were passed to address the issue of Solid

Waste Management. Republic Act No. 9003 or as Ecological Solid Waste Management

Waste management involves a large number of different stakeholders, with different

In order to answer SWM, the strict implementation and following of segregation at

source (ordinance No. 2031), government investments on SWM equipments and

sufficient allocation of budget to LGUs, subjects in school should include educating

students on detailed topics about solid waste management and the involvement,

participation and cooperation of communities and local government. The government

shall have to exert more effort as financial assistance shall be needed to educate people

and raise awareness on solid waste management, implement solid waste management

with commitment for a long-term, and aide the LGUs all over the Philippines to the

The study showed that the extent of general concept of environmental awareness among

the local people of the study areas with somewhat satisfactory although they had average

associated with solid waste management, etc. This study also showed that there is a

significant difference in awareness among various level of occupation. The study found

that the student, service holder respondents is more aware about the problem, than their

counterparts Rickshaw puller and others. A large number of respondents suggested that it

is necessary to improve present solid waste management system of Tangail Pourashava

and to change the place for dumping municipal solid waste from nearside of Kagmari

(Louhojong River) Bridge to other place where effects of dumping solid waste will be

negligible. A large number of respondents suggest that, management of disposal facility

should be increased to a satisfactory level and awareness must be developed among all

classes of people so that the negative consequences of wastes can be reduced at a large

extent

Solid Waste Management in School Setting

The responsibility of SUs in the implementation of SWM is clearly stipulated in RA

9003. In compliance to this mandate, SUs along with the officials, faculty members, staff,

and studentry have implemented SWM. Though SUs in CALABARZON practiced SWM

to a great extent in terms of waste re-use, reduce, collection, recycling, treatment and

disposal, there are still rooms for improvement. Practices for waste recycling and

treatment need more careful planning to convert waste to resources or make cash out of

trash particularly in the recycling process. Thus, it is recommended that for recycling to

be effective, functional and marketable MRF should be put up in the university to attract

recycling entrepreneurs. With the MRF, partnership with local or private recycling

business would be established. This partnership would bring additional finances for the

university utility workers who themselves collect and segregate wastes. Then,

identification of appropriate technology based on the waste generated and collected

would be easy. It would be better also if a recycling campaign once a week would be

initiated by the Supreme Student Council (SSC) for the stud entry to take part, embrace,

and live the recycling advocacy. For the waste treatment, it would be better if a treatment

facility would be invented by students through their undergraduate research. A treatment

facility for special wastes like ink cartridges, paint, thinner, whiteboard markers, and

others would really lessen and convert this waste into resources. This would surely be a

cost-effective measure for the university.

costs and benefits (i.e., rational choice), and on planning appropriate ways (i.e.,

planned behavior) to ensure the realization of what are desired for human and

environmental well-being. More specifically, with effective environmental education

the members of the academic community become more concerned with the

mounting problem of solid wastes, have developed positive attitudes, and drive them

into collective action in mitigating the problem. As centers of learning, the

educational goals, objectives, and undertakings of the schools can facilitate the

integration of environmental awareness, skills, and values which will undoubtedly

transform the ways of thinking and actions of employees and students with regards to

indiscriminate waste disposal at school and in the home. This is a valuable

contribution of academic institutions to promoting and ensuring the quality of

human life and common good through environmental protection and sustainability in

the campus. For an effective implementation of the law known as Solid Waste

Management Act, it is recommended that a school-based Solid Waste Management

Program had to be institutionalized and sustained to facilitate comprehensive

awareness, foster ethical attitude, and form environment-friendly practices relative

to solid waste management among members of the academic community towards a

safer, healthier, and more sustainable university campus.

 Awareness, Attitude, and Practice of School Students towards Household Waste

Management

In conclusion giving social duty awareness along with waste management awareness may

improve the practice of waste management. Awareness program of waste manage- ment

is greatly needed for parents also. This can be given in the schools during parent teacher

meetings or in comm- unity based programs. For this purpose, education depart- ments of

the states/ country can implement environmental education programs to the teachers at all

ON STUDENTS' AWARENESS

 Higher knowledge and attitude levels were shown to be inconsistent with the students’

practice level, which was found relatively lower. Nonetheless, both knowledge and

that higher knowledge and attitude level had positive effect on practice level. It was also

shown that satisfactory KAP rating is associated with students having parents with

family. Environmental education is recommended, with emphasis on issues regarding

solid waste management and recycling, should be included in the basic curriculum or

certain course works of college students, to expand their knowledge and attitude towards

improved practices on solid waste management.

Relevant seminars and programs on environmental protection and waste management

According to the study, students’ awareness about environmental problems

and solutions can be increased through education. That it is expected that solid waste

management activities in their university campus involve the students as part of their

learning process. The particular skills and knowledge gained from environmental

education would help them in changing human behaviour towards the environment.

Students with some knowledge and skills on environmental education are more motivated

to take part in environmental protection activities and plans. Thus would generate new

ideas for the solution of environmental problems. Sharing new information from their

activities with families, other adults, and community probably will have some positive

implications on solid waste management practices. Theory of reasoned action (TRA) and

theory planned behaviour (TPB) were used in this solid waste management programme as

a framework in understanding, explaining and predicting behaviour. These theories are

also useful as a guide for designing intervention strategies tomaintain or change a

The table 3 shows that there is no respondent has a failing grade in science subject meaning there were
no grades below 75.

Solid waste management awareness, attitude, and practices of students and

University employees are closely linked, which suggests that one strategic approach

to implement successfully a solid waste management program is education. The

school plays an important role on making individuals conscious of the

consequences of their actions (i.e., reasoned action), in terms of costs and benefits

(i.e., rational choice), and on planning appropriate ways (i.e., planned behavior) to

ensure the realization of what are desired for human and environmental well-being.

More specifically, with effective environmental education the members of the

academic community become more concerned with the mounting problem of solid

wastes, have developed positive attitudes, and drive them into collective action in

In conclusion giving social duty awareness along with waste management awareness

may improve the practice of waste management. Awareness program of waste manage-

ment is greatly needed for parents also. This can be given in the schools during parent

teacher meetings or in comm- unity based programs. For this purpose, education depart-

ments of the states/ country can implement environmental education programs to the

In order to answer SWM, the strict implementation and following of segregation at source

(ordinance No. 2031), government investments on SWM equipments and sufficient allocation of

budget to LGUs, subjects in school should include educating students on detailed topics about

solid waste management and the involvement, participation and cooperation of communities and

local government. The government shall have to exert more effort as financial assistance shall

be needed to educate people and raise awareness on solid waste management, implement solid

waste management with commitment for a long-term, and aide the LGUs all over the Philippines

to the support they require for the complete and satisfying delivery of the service of the

government in their action towards solid waste management. A partnership between public and

private corporations is also highly recommended.

The table shows the importance of Solid Waste Management to the respondents answered in their own
reasoning showing that the highest is to maintain the cleanliness in the environment

Waste management involves a large number of different stakeholders, with different

fields of interest. To ensure effective waste management require the collaboration of all

stakeholders. They all play a role in shaping the system of a city, but often it is

seen only as the responsibility of the local authorities. In the best of cases, the citizens

are considered partners together with the municipality. From this study, achieving a

sustainable and integrative approach to Municipal Solid Waste Management

(MSWM) depends on a range of programmes and policies which must focus on

capital intensiveness and recycling, waste reduction, capacity building of the local

government as well as private sector development among others to be applied in varying

contexts. It is imperative to note that environmental health cannot be ruled out of

economic growth and sustainable development. Change in bad attitude of people towards

solid waste management, institutional strengthening as well as intensive education on

e-waste management will help enhance the nation’s quest for sustainable

development.

Summary of Findings

Majority of the respondents were 17 years old, female, no failing science grade, and both

parents are college graduate. Findings showed that the respondents are aware, the commonly

used method of Solid Waste Management done by the respondents is Segregation; the

commonly used method of Solid Waste Management done by the respondents in their homes is

Burning; the commonly used method of Solid Waste Management done by the respondents in

the school is Segregation; the commonly used method of Solid Waste Management done by the

respondents in their community is Segregation; and the importance of Solid Waste

Management to the respondents answered in their own reasoning showing that the highest is to

maintain the cleanliness in the environment.

Conclusion
The Lyceum of Aparri Senior High School learners are aware of the proper solid waste

management as they tackle this topic on their science subject (Environmental Science) and what

they practice in school and in their community. These proper solid waste management may be

complied because of rules and ordinances implemented.

But how about in their homes? The proper solid waste management must also be strictly

observed for it is in the home where everything including the waste management is learned and

that done regularly even with the absence of rules and ordinances.

Recommendation
In partnership with the barangay/community and school, there must be a seminar conducted on
proper waste management for the awareness of everyone involved in the community. More so,
