IMPORTANT INFORMATION

This is a 3-year special fixed-term appointment. At the end of the period, the appointment may, at the option of ADB, be
extended on exceptional basis for a further fixed period or allowed to lapse. A special fixed-term appointment will
automatically and without prior notice expire at the end of the original or extended term. If the successful candidate is an
ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term
appointment.

Close relatives1 of ADB staff, except spouses of international staff, are not eligible for recruitment and appointment to staff
positions. Applicants are expected to disclose if they have any relative/s by consanguinity/blood, by adoption and/or by
affinity/marriage presently employed in ADB.

Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year
and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy
closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year
immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).

In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first
two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their
appointment in the new category.

The Young Professionals Program (YPP) is an entry-level recruitment program to attract highly qualified and motivated
individuals to ADB. YPP provides the foundation for a challenging and rewarding professional career in an international
development environment and offers a range of opportunities to develop professional skills and understanding of ADB's
operations, policies and procedures and contribute to the achievement of ADB's Strategy 2030.

Assignment Overview

The assignment is in the Advisory Division 1 (OPA1) within the Office of Public-Private Partnership (OPPP). OPPP was
established in September 2014 to enhance the role of the Asian Development Bank (ADB) in supporting and enabling
governments of its developing members to secure greater private investment and generate economic growth in the region.
OPPP provides transaction advisory services (TAS) to clients in order to deliver bankable PPP projects, coordinates and
supports PPP-related activities in ADB, and manages a bank-wide project preparation facility. With a dedicated team of
transaction advisors with vast infrastructure finance experience in assisting clients across a wide range of sectors, ADB
possesses a unique ability to provide advice on project conceptualization, structuring, marketing, and negotiation while
firmly rooting transactions on public policy imperatives.

Job Purpose

In general, Young Professionals will contribute to ADB's mission and execution of main instruments comprising loans,
technical assistance (TA), grants, advice, and knowledge. The incumbent will report to the designated Senior International
Staff and may supervise National and Administrative staff.

The selected Young Professional's job purpose in OPPP is to assist business development for ADB's advisory services and
support implementation of OPPP's transaction advisory services in various projects in ADB Developing Member Countries
(DMCs). The incumbent will report to Director, OPA1, OPPP.

Responsibilities

• Conduct research, financial analysis, modelling, and structuring for PPP projects

• Identify potential target sponsors in developed countries and ADB DMCs for possible transactions

• Assist collecting project information in transport, renewable energy, social sectors, through ADB's internal networks such
as Resident Missions/Regional Departments/Private Sector Operations Department and analyze market trends.

• Support the implementation of OPPP's execution of advisory mandates.

• Take part in missions to support OPPP transaction advisory services implementation may be necessary.

Qualifications

Relevant Experience & Requirements

• Master's degree in Economics, Finance, Business Administration, Engineering, Environment, Law, Social Sciences, Public
Policy, or other areas relevant to ADB's operations. A university degree in related fields combined with additional relevant
professional experience can be considered.

• At least 2 years of relevant professional experience in any of the following fields: macro or development economics,
climate change, commercial/investment banking or corporate investment, education, energy, environment, financial sector,
public health, public-private partnership, rural development, transport, urban planning, water operations, and agriculture
and natural resources. PhD will be considered in lieu of work experience.

• Relevant professional experience with private sector financial institution, other similar multi-lateral development bank,
and/or in infrastructure sector is preferred.

• Excellent written and verbal communication skills in English. Fluency in a second language is preferred, but not
mandatory.

• Demonstrated ability to work with different nationalities and cultural backgrounds.


• International experience in areas related to ADB operations will be an advantage.

The selected candidate is appointed for an initial term of 3 years.
