3.0 ASSEMBLY INSTRUCTIONS

STEP 1
Insert Loose pole and screw pole all the way until thread bottom out (Clockwise)
STEP 2
Continue by inserting the top frame and screw pole all the way until thread bottom
out (Clockwise)
STEP 3
Then insert the top plate bracket and screw pole all the way until end of the top
pole (Clockwise)
STEP 4
After inserting the top plate bracket, Re-adjust the top frame and the loose pole
up till it joint to the top plate bracket
STEP 5
Insert the bottom pole to the bottom frame and place the stud bolt at the joined
hole.
STEP 6
After done with the top and the bottom frame part, then slide both pole and insert
the supplied bolt, nut and washer

4.0 OPERATIONS
A visual inspection shall be effectively conducted by a qualified person prior to each use of this
device. Precise & specific attention should be given to load bearing lines, hardware, fall restraint
lanyards, covers & floatation (Kindly refer to the “Maintenance” Section included in this manual).

4.1 PERSONNEL CARRIER RIGGING CONFIGURATIONS


The following rigging configurations are essential and is recommended for all crane assisted
personnel carrier devices.

• Safety Load lines.


NJSG’s personnel carrier device, AMIR - 1904 has a back-up wire rope safety line.
• Manila Tag Line.
We recommend that the NJSG’s Manila Tag Line be affixed to all our personnel transfer
devices. Tag lines should be attached the outside bottom structure Personnel transfer
device tag line.

4.2 Safe Loading & Unloading Procedures


The AMIR - 1904 Personnel Transfer Basket should only be used in conjunction with equipment
which is adequate and suitable for the transfer of personnel. It is essential that special attention
is given to local conditions such as wind, visibility and sea state prior to the usage / operation
of the device. All Personnel Transfer jobs should be well planned and a risk assessment shall be
conducted.

It is important that all operators and riders of the AMIR – 1904 are fully informed on its use
which can be done verbally by a competent & experienced person.

1. Approach the basket and place any hand luggage in the netted area provided. Grab the
outer grab line and step in. Position feet as indicated and fasten the safety lanyard.
2. During transfer, riders should keep their knees bent, hold on to the inner grab line of the
AMIR - 1904 and keep the lanyard on the snap hook in one hand.
3. At the end of the transfer, pull the quick release lanyard and step away from the device.

4.3 Stretcher Procedures

4.3.1 Placing the Stretcher inside AMIR - 1904.


1. With AMIR - 1904 in the working position, carry one end of the stretcher in
through any opening and out through the adjacent opening. With the centre
of the stretcher inside the device, lower the stretcher to the floor.
2. Vertical grab lines will expand to accommodate the width of the stretcher.

4.3.2 Secure the Stretcher


1. Tie off stretcher using the AMIR – 1904’s outer vertical grab lines.

4.3.3 Boarding with Stretcher


1. Riders may accompany patient either as passengers (in the standing position)
or as attendants (in the kneeling position).

Note:

The unit comes with a flexible stretcher for confined space in which is compatible with AMIR-1904
Personnel Transfer Basket.

4.4 Information / Recommended Practices

4.4.1 General

AMIR-1904 is designed for personnel transfer only. The basket should never be used
as work platform or any other purpose not mentioned in this manual. All
unauthorized use of the basket could endanger the personnel in the basket and on
the ground or vessel.

We would RECOMMEND that Transfer(s) is to be in compliance with the following:

ü The operation is to be carried out as far as possible on open sea


ü MOB boat is to be available for fast lunching from platform or transfer vessel
ü Radio contact between crane driver and vessel’s bridge/deck is to be maintained
ü Straps in access ways must always be closed before the basket is lifted, and never
opened again before the basket is down on platform or vessel
ü The basket must never bring more than four persons
ü Heavy or bulky luggage is to be transferred separately
ü A person experienced in transfer with personnel basket is always to accompany
the person (s) to be transferred
ü All persons must wear a work life jacket and/or a survival suit
ü Tag Lines are to be used during start as well as landing

We would RECOMMEND that Transfer(s) should ONLY take place when:

ü Persons to be transferred on voluntary basis only.


ü The Limitations of the transfers has been determined – e.g. deck space and local
conditions
ü The crane driver can see the personnel basket as well as start and landing area
during the whole operation.
ü The start and landing area is cleared. The platform supervisor and the captain of
the transfer vessel have evaluated that transfer can take place in a safe and
sound manner.
ü Riders, who are not able to hold on in a normal manner, are to be transferred
lying down on a rigid stretcher safely secured to the basket and accompanied
by two persons.

4.4.2 User

ü Any offshore facility making personnel transfers with a personnel carrier


should have a written procedure for this task.
ü A pre-use inspection should be conducted prior to any personnel carrier
transfer.
ü Cranes assigned to so personnel lifting duties should be suitable for this
purpose per relevant API specification / Client’s specification.
ü Crane operators assigned to personnel lifting duties should be certified and
competent to perform this task.
ü Personnel carriers should not be utilized in weather, wind, or sea conditions
that the qualified person considers to be unsafe.
ü Before any attempt is made to lift personnel with a carrier, clear instructions
should be given to all persons involved.
ü No person suffering from acute seasickness or vertigo shall be transported
by personnel carrier. If the transfer is necessary, the affected person should
be put inside stretcher and be accompanied with another personnel.
ü Ensure that the crane operator’s view of the primary signalman is not
obstructed in which the basket shall not be hoisted / utilised until proper
communication and signalling is established.
ü A designated primary landing zone should be marked in a safe area as
determined by a Job Hazard Analysis (JHA).
ü An experienced escort should be provided for persons who are not confident
performing a personnel carrier transfer.
ü Injured, ill, or unconfident persons may ride in a sitting position, on the inside
of the personnel carrier, with a qualified person as an escort.
ü When not in use, AMIR-1904 shall be covered by its enclosure to prevent
exposures that promotes water ponding or rusts.

4.4.3 Crane

4.4.3.1 Crane Compatibility

Establish that the crane chosen to handle the suspended basket has a rated
capacity for goods on the fixed load lifting attachment over its working range of
at least 2 x (weight of basket + basket lifting attachments + basket rated capacity).
Also, the crane must have crane man riding certificate.

• Motion Control System


ü The crane should be equipped with systems such that when the controls
are released the motions are brought to rest automatically.
ü The crane should be equipped with powered lowering.
ü Cranes with free-fall capability should not be used for the lowering and
rising of persons.
ü Any load bearing hydraulic cylinder should be fitted with a device, which
will stop the movement in the event of any ruptures or fractures.
ü The crane control system should can provide a smooth transition of the
basket working speed up to a maximum of 1.8km/hour.
ü Cranes used for suspended basket should be designed so that in the
case of failure of the power supply or the control system, the suspended
basket can be moved to a position to enable without risk.

• Hook
ü The crane hook should be provided with a suitable safety catch.

4.4.3.2 Crane Driver

Cranes assigned to personnel lifting duties should be suitable for this purpose per
relevant API spec as well as the practise recommended aforementioned.

ü Crane operators assigned to personnel lifting duties should be certified and


competent to perform this task.
ü A tag line should be affixed to all personnel carriers.
ü Crane hooks used for personnel transfers must have a positive locking
latch.
ü Clear instructions shall be given to users prior to any usage or boarding the
transfer basket.
ü When transferring personnel, the personnel carrier should be lifted only
high enough to clear obstructions. It should then be gently lowered directly
to the deck.
ü A loaded personnel carrier should not be raised or lowered directly over a
vessel.
ü The crane operator may refuse to lift any person who does not comply with
the operator’s instructions.
ü An experienced escort should be provided for persons who are not
confident performing a personnel carrier transfer.

4.4.4 Personnel (Rider) in the Basket

ü The AMIR-1904 is equipped with areas designed for light luggage. Luggage
should be stowed before the lift is made and easily accessible for
debarkation. No large or heavy items (bigger than the storage area) should
be allowed on the AMIR-1904. Large or heavy items should be sent up via
cargo basket.
ü Any individual has the right to refuse transfer by a personnel basket.
ü All personnel riding on a personnel carrier should wear an approved life
vest or life preserver. An approved type I illuminated PFD maybe required
for all transfers conducted at night (depending on operator/contractor
policy). Many contractors incorporate type I as well for rough sea/bad
weather transfers.
ü All personnel riding the AMIR-1904 carrier should stand on the inside of
the unit and grasp the inner grab line. Passenger forearms should be
interlocked.
ü Personnel on-board of the unit is recommended to comply with
recommendations set forth in Section 4.4.2 of this manual

5.0 MAINTENANCE

5.1 AMIR - 1904 INSPECTION PROCEDURES

All inspection should be performed by a qualified person and should always


incorporate an operator’s pre-use inspection. The following includes the
inspection procedures for the AMIR-1904.

The AMIR-1904 is a three-piece unit. This includes the Top structure, centre
pole, the bottom Structure and the load bearing component of the AMIR-1904.

Customers have the option to replace their AMIR-1904 with a new unit after 2
years in – service or opt for a refurbishment.

5.2 AMIR - 1904 INSPECTION

All inspections should be performed by a qualified person and should always incorporate an
operator’s pre-use inspection. The following includes the inspection procedures for AMIR-1904.

Line instructions for the AMIR-1904 Pre-Use Inspection form (Please refer to Appendix A).

Inspection shall be performed by the Client’s authorized personnel prior to any lifting operation
of the unit as well as after the usage of ANZIC™ AMIR-1904 in which shall constitute the
components as below. The usage of the unit shall be subjected to the Company’s Standard
Operating Procedure for Personnel Lifting as well as by the JHA or JSA.

If any load bearing area of the AMIR-1904 is worn or detective in any way, take the unit out of
service immediately.

If the AMIR-1904 is to be used to transfer personnel in rough sea conditions, we recommend


a JHA or JSA be completed before the lift is conducted.

5.3 AMIR - 1904 6-MONTH INSPECTION

All inspections should be performed by a qualified person and should always incorporate an
operator’s pre-use inspection. The following includes the inspection procedures for AMIR-1904.

After 6 months of service, the unit shall undergo an Inspection shall be performed by the
Client’s authorized personnel in which shall constitute the components as below. Critical lifting
points / parts (*) shall be strictly inspected. Should any of the parts / components are found to
be faulty or has failed the inspection, the unit shall NOT be used for any transfer and must be
taken out of service for maintenance or replacement of the unit.

If the AMIR-1904 is to be used to transfer personnel in rough sea conditions, we recommend


a JHA or JSA be completed before the lift is conducted.

5.4 AMIR - 1904 SERVICE RECORD

All inspections should be performed by a qualified person and should always incorporate an
operator’s pre-use inspection. Please include all information as per AMIR-1904 Service Record
- Appendix C.

6.0 RESPONSIBILITIES

It is the responsibility of the offshore employer to ensure this recommended


practice is applied appropriately within their organization. Management of
offshore personnel transfer safety should be an integral component of the
employers existing Safety and Environmental Management Plan (SEMP) /
Occupational Health & Safety Management Standard.

A systematic management process used to identify and control safety and


environmental hazards in design, construction, start-up, operation, inspection and
maintenance as promulgated in the API RP-75 / OSHAS 18001 as well as
Company’s Standard Operating Procedure and/or as per related standards, policy
or guidelines.

7.0 DEFINITIONS

• In Service Date
The date the AMIR-1904 is unwrapped is the “In Service Date”. That date will be
noted on the AMIR-1904 certificate and the Orange sticker attached to the centre
pole. The “In Service Date” is used as the date for identify the device for
inspections and replacement. If during inspection it is found that there is not an
“In Service Date” recorded, then the “In Service Date” will defer back to the
“Manufacturing Date” which is noted on tags or COCW.

• Rigging
Load lines, master links, safety slings, and hardware that attach the personnel
carrier to the crane hook block device.

• Qualified Person
A person designated by the employer who has the experience and formalized
training to safely operate the crane, rigging and associated lifting devices assigned
at the work location.

• Qualified Inspector
A person so designated by the employers by reasons of an appropriated experience
and training, in addition to meeting requirements of qualified person, has
attended formal training in inspection, maintenance, and troubleshooting of
cranes, rigging, and lifting devices.
