Mid-Term Learning Review (MTLR) for


Creating Spaces to Take Action on Violence Against Women and Girls

1. Rational & Background:

The Creating Space to Take Action on Violence against Women project (henceforth Creating Spaces), funded by
Global Affairs Canada (GAC) aims to reduce violence against women and girls (VAWG) and child, early and forced
marriage (CEFM).

The overall project framework revolves around three pillars:

i. Pillar 1 – Engaging key community actors to support and promote positive gender norms: Strategies and
activities for this project pillar target three groups, influencers (religious and community leaders, political
leaders, and private sector), youth/adolescents and women and girl community leaders, with the desired
outcome of strengthening their engagement to advance women’s leadership and rights, and to reduce VAWG
and CEFM.
ii. Pillar 2: Supporting women and girls who have experienced violence: Strategies and activities in this pillar
target women and girls who have experienced violence, including CEFM, along with staff of key institutions
(civil society organizations (CSOs), especially women’s rights organizations (WROs), state and private sector)
that offer either social and legal support services or economic opportunities, with the desired outcome of
improving access by these women and girls to such services.
iii. Pillar 3: Building knowledge and capacity of institutions and alliances to influence change: Strategies
and activities in this pillar target partner CSOs, especially WROs, national and regional, networks and
alliances. The desired outcome is to support increased use of innovative knowledge, including best and
emerging practice for response, prevention, and accountability mechanisms, to end VAWG and CEFM

2. Study objectives:

The main aim of the Mid-Term Learning Review will be to systematically analyse CS’s progress and achievements
so far. The findings will inform the further implementation of the project, allowing us to fine-tune and – where needed
– redirect current strategies to maximally achieve our aspired impact.es and perspectives. More broadly, it will also
inform Organization’s current and future work related to young women, social norms and active citizenship.

To this aim, we expect the consultants to:


a) Collect evidence about whether the project has been implemented as planned and the expected as well as unexpected
outcomes achieved so far
b) Assess the efficiency, effectiveness and sustainability of the current strategies from the point of view of different
stakeholders, in particular young women and men.
c) Critically review emerging evidence related to the achievement of CS’s overall impact (project documents, regular
data, ..) and collect further qualitative evidence to substantiate these findings.

3. Specific objectives and key Mid-Term Learning Review questions


The specific objectives of the Mid-Term Learning Review are:
a) Stimulate learning and reflection among partners and youth groups, including from what has or hasn’t worked so
far, and serve as input for a dialogue on opportunities to strategically redirect our work in the coming years.
b) Measure the progress of selected Performance Monitoring Indicators and evaluate and validate the progress
reached under each outcome.
d) Develop concrete recommendations for the next years of programme implementation as well as the development
of future projects on related topics and for multi-country programmes in general.

The following questions are to be answered:


- Effectiveness: What are the principal outcomes/contributions achieved by the project? Were there unexpected
positive or negative results? What changes are recommended to further increase effectiveness?
- Relevance of approach for target group: Did the approach suit the priorities, expectations and needs of the
diverse groups of young women and men and their communities? How does the approach compare to other or best
practice in the region/country? Was it inclusive / accessible for harder-to-reach women? Did we promote gender
equality and social inclusion? Have women been adequately involved and empowered through all stages of the
process?
- Efficiency: Which internal and external factors have influenced the overall achievements so far (positive or
negative)? Were the risks adequately managed?
- Sustainability: What actions are or need to be taken to ensure sustained benefits for the target groups beyond the
project lifetime?
- Partnerships: Are our current partnerships adequate to deliver on the outcomes and impact as described in the
ToC?

4. Methodology and components of the study:

New Survey and data collection

The consultants will use the Household Survey tools already developed for the Baseline Survey to collect new data
for this MTLR the following tools will be used. The sample size for each data collection method is mentioned
below:

implementing partners have collected for the Learning Questions as part of this MTLR.

4.5 Geographic Focus & Implementing Partner

Data Collection: The data for the Household Survey will be collected using smart phones or tablets (with Android
version 5.0 or higher operating system) with Survey CTO. The data collector will be able to access the survey from a
pre-installed application on the device. The questionnaire will be in local language. The digital platform allows data
entered into the questionnaire to be directly saved in the database, thereby eliminating data entry and alleviating the
overall data quality. It also allows real time tracking of the collected data remotely. Measures will be taken to address
any misuse of the devices. It will be the responsibility of the consultant to ensure translation of the Survey tools from
English language to Bangla language.

a) Data Analysis, Validation and Reporting


Data Analysis: All data collected through both quantitative and qualitative approaches will be analysed by the selected
consultant and original field notes (translated to English) for KII, FGD and I Stories will also be retained and provided
as appendix.

The analysis should be done considering the Performance Monitoring Indicators and should provide a comparison
with Baseline numbers. Organization will provide the Baseline report and analysis.

The consultants will also deliver the analysis framework for the Household Surveys and Regular Quantitative
Monitoring data to Organization at the completion of the review.

5. Responsibility of the Consultant


Focusing on the target Districts/ Upazilas and coordinating closely with the project’s partner organizations,
the consultant is expected to:
a. Analyze the data collected by partners for Learning Questions
b. Recruit and train the survey enumerators, including training on the ethical and safety consideration
when conducting VAWG research
c. Supervise the survey including ensuring proper uploading of completed forms HH surveys
d. Conduct and document KIIs, FGDs and gathering of the “I” stories in both visual and written formats
e. Analyze all data collected and prepare a draft report.
f. Validate analysis with a representative sample of the respondent population, Organization and
partner organizations through a workshop
g. Write a final report on the validated analysis of the qualitative data and provide recommendations
based on feedback received during the validation workshop
6. Expected deliverables and timeframe

The required outputs of this consultancy will be as follows:

i. A work plan (inception report) describing how the consultant will implement the Mid-Term
Review within the research framework and timeframe outlined by ORGANIZATION. This work
plan shall be submitted for review and approval by Organization two (4) days after the signature
of the contract and before commencement of the study.
ii. Submission of enumerator’s contract to Organization for review.
iii. Training of enumerators.
iv. Proper uploading of completed forms
v. Presentation of the findings and analysis to the stakeholders
vi. The final report in Organization’s prescribed format which shall be submitted within seven (7)
days after the presentation of findings to stakeholders.

Confidentiality of information: all documents and data collected will be treated as confidential and used solely
to facilitate analysis. Interviewees will not be quoted in the reports without their permission.

7. Consultancy duration

The entire period of this consultancy will be for Eight (08) weeks starting in the first week of February 2019 to
15 April 2019. The data collection needs to be completed by end of February 2019. The final report should be
submitted by 15 April 2019.

8. Qualifications of the consultant

i. May be an individual or an organization


ii. Have successfully conducted a similar study with Organization or other iNGO´s
iii. Have been working in the fields of VAWG, CEFM and other related fields for at least ten years and in
the immediate past 3 years
iv. Collected real-time data using smart phones or tablets (with Android version 5.0 or higher operating
system).
v. Can assemble a team to help in the research. Team members should share similar qualification as the
consultant and preferably have worked with the consultant and/or other team members in undertaking
research.
vi. Excellent communication, writing and presentation skills in English.

9. Application Procedure:

The proposal (duly signed) from firms/individual should comprise technical and financial proposal (along with
following documents). Proposal will be accepted preferably in hard copy and also through email in soft copy form
(signed scanned copy) by mentioning subject line “Consultancy of Mid-term Learning Review”

A. For Individual Consultant


a) Maximum 2-page CV of Team Leader highlighting related assignments completed with client name,
contract person and mobile number (this person must have fulltime engagement during assignment time)
b) Other Team members’ one page short CV highlighting related assignment completed
c) TIN Certificate (PDF soft version)
d) Documents in favor of the relevant previous studies.

B. For Organizations
a) Maximum 2-page organization profile highlighting related assignments completed with client name,
contract person and mobile number
b) Lead Consultant’s (who will lead the assignment) Maximum 2-page CV highlighting related assignment
completed, role in of the completed assignment
c) Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related
assignment description of the roles and functions of the consultant and his/her associates, and a description
of the level of effort of the associates (e.g.., full-time, part-time, as needed)
d) Organization’s/Firm’s Certificate, TIN and VAT registration
e) Contracts of 3 organizations that have recently contracted the consultant to carry out a related study.
f) Documents in favor of the previous relevant studies.
g) A complete technical and financial proposal, including detailed cost per major activity

10. Selection criteria (Cumulative analysis)


When using this weighted scoring method, the award of the contract should be made to the individual consultant
whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria
specific to the solicitation.

11. The General Terms and Conditions:


12. All soft and hard copy of the assignment will be treated as the property of Organization
13. In any circumstances consultant shall have no opportunity to alter the timeline and planning of data collection
and submission of first draft and final report.
14. The consultant/consulting organization must maintain the standard quality in data collection, processing and
reporting
15. The consultant shall have the responsibility to rewrite the report, modification of sections until the satisfaction of
quality required by Organization.
16. In case of any deviation, Organization shall have the right to terminate the agreement at any point of the project.
17. Consultant/consulting organization shall be bound to pay back the full money to Organization given as advance
of payment in case of any deviation, dissatisfaction of quality and other point mentioned in the agreement.
18. Organization will deduct withholding tax from the consultancy fees which will be in conformity with
the prevailing government rates.

Schedule 2: Ethical declaration

You undertake that you, your parent, subsidiaries and any other organisations with an interest of more than 10%,
are not involved in any of the following activities:
 arms manufacture;
 the sale or export of arms or strategic services to governments which systematically violate the human rights
of their citizens, or where there is internal armed conflict or major tensions, or where the sale of arms may
jeopardise regional peace and security.
 tobacco production and sale;
 the sale of baby milks outside the WHO Code of Conduct;
 pesticide sales outside the FAO guidelines for pesticide retailing;
 extractive industries;
 are seen to be party political;
 any other activities which violate the basic rights of Organization’s intended beneficiaries.
