Introductory Message
For the facilitator:
As a facilitator, you are expected to orient the learners on how to
use this module. You also need to keep track of the learners' progress
while allowing them to manage their own learning at home.
Furthermore, you are expected to encourage and assist the learners as
they do the tasks included in the module.

For the learner:


As a learner, you must learn to become responsible of your own
learning. Take time to read, understand, and perform the different
activities in the module.
As you go through the different activities of this module be
reminded of the following:

As your facilitator, I expect you, as a learner,


to be able to identify claims of policy explicitly and
implicitly made in a written text.

Specifically, this module will help you to:


1. understand the meaning and purpose of
claim of policy;
2. identify claim of policy in a written text
(EN11/12RWS-IIIij-6.2); and
3. suggest/give solution to a certain social
issue in the Philippines by constructing a
claim of policy.

ACTIVITY 1: Do you see what I see?
Share your insights about the portrait to complete the statements
below. Write your answer on a separate sheet of paper.

The portrait shows an image of a person who hides his/her true
feelings. The person is dealing with insecurities and silent battles people
know nothing about through a perfect disguise of a happy face. It clearly
shows that not all who wear smiles in their faces are the happiest.
Sometimes, smiling is the best mask to hide pain and depression. Pulling
off a happy face that’s different from what you truly feel to show the
strength in you—that’s how most people cope silent battles.

Obviously, the theme that prevails in the portrait is about depression.


Based on studies, teenagers experienced such condition nowadays. They
are prone to depression because at their stage, often they go through
more changes than any other time of their lives. At this stage, teens go
through a lot of times which are confusing, exhausting, and stormy.

Stating an insight about the portrait, for the first statement, you can
say People should be kind always to one another because we never know
what the person is going through. Second statement, you can say
Depression should not be taken lightly. Pay attention on how you use the
modal verb should in each statement. It seems like you are suggesting an
action or a solution to a certain issue, right? You’ll get to know more
about this on the next part of the module.

We all differ on how we perceived things, know that your insights are
valid and accepted. You did great!

In the preceding module, you learned


the different types of claims (fact and value).
Let us link those learnings in order to unlock
our new lesson in this module. For this
activity, try to write two claims (fact and
value) about the issue shown in the
illustration. Write your answer on a separate
sheet of paper.

Now, based on the claims you have written (fact and values) write a
claim implying an urge of action about the issue. Combine the two claims to
support your third claim.

CLAIM OF POLICY

It is a type of claim that argues certain action should exist, or that


something should or should not be done in order to solve a problem. For
example, arguing that Marijuana should be legalized in the Philippines for
medical purposes or that a friend should try a new skincare product are
both claim of policy. Since claim of policy argues for an action, it implies a
claim of value—that taking the suggested action is better than not taking it
or you should do X because it makes Y better. In turn, claim of fact becomes
involved.

Furthermore, we can easily recognize a claim of policy because it has


a specific class of verbs known as the modal verbs. These modal verbs
convey a sense of obligation and necessity. These are should, must, need,
ought to, got to, and have to.
Characteristics of Claim of policy include:
 advocates courses of action that should be undertaken (a solution)
 convincing audience that a problem exists
 usually interrelated to other type of claim (fact and value)
 modal verbs are implied in the claim
 procedural
Guide questions in constructing a claim of policy:
 What should we do?
 How should we act?
 How can we solve this problem?
 What course of action should we pursue?
Here are the examples of Claim of Policy:
a. Cigarettes sold in the Philippines have precautionary labels in order to
convince people not to engage in unhealthy behavior; soft drinks too
should have labels for same reason.

b. The church should not interfere with the decisions of the state or the
government.
c. Same sex union must be legalized in the Philippines.
d. The government must put higher tax for alcohol and cigarettes since
the use of those products accounts for an excessively large fraction of
medicare costs.
e. To attract more enrollees, the college must review and revise its
course offerings.
f. No one should be deprived from his rights as a citizen of the country.
g. Parents ought to discipline their children as one of their parental
rights and obligations.
h. We need more farmers to work on the supply of basic commodities.
i. Selling of junk foods must be banned in schools nationwide.
j. The selection of chairman should have a systemic process for
transparency.
k. Government should prioritize the need of vaccines for Coronavirus
disease.

ACTIVITY 3: Finding COP (claim of policy)
Read and identify the claim of policy found in the essay excerpts below.
Write your answer on a separate sheet of paper.

1.) Instead of focusing on the dangers and consequences of teenage


pregnancy, schools must educate teenagers on the advantages of not
having a baby at an early age so that they may be able to weigh out the
pros and the cons. This can be enforced by getting students to attend
symposiums, moral recovery program, and having them be exposed to the
real world of early parenthood.
I believe parents play a huge part of their child’s development and
upbringing. Parents ought to inject moral values to their children that
will helped them in every decision they make for their future.

2.) Drilon made this call as he welcomed President Rodrigo Roa
Duterte’s decision to finally let go of PhilHealth President and Chief
Executive Officer Ricardo Morales amid corruption allegations involving the
implementation of the Interim Reimbursement Mechanism (IRM).
“It is a welcome development. However, as long as the general
structure of the corporation remains the same, corruption will continue,”
Drilon said in a statement. “What PhilHealth needs now is a top-to-bottom
cleansing in order to get rid of individuals who used PhilHealth as their
personal ATM. Sa gitna ng pandemya, ginawa nilang personal na bangko
ang PhilHealth (Amid pandemic, they make PhilHealth as personal bank).”
The minority leader said he proposed to the Committee of the Whole
to authorize Duterte to reorganize PhilHealth.
“The long history of corruption within the corporation, across all
levels, may be addressed by passing a law that would authorize the
President to reorganize PhilHealth. This reorganization must be
accompanied by a well-studied reorganization plan,” Drilon said.

3.) These are the dark and stark realities and issues of our world
regarding inequality that lies everywhere even after the progress that we
have made in the science. As Plato, remarks, “All men are by nature equal
made all of the same earth, by the same Creator, and however we deceive
ourselves, everyone is as dear to God.” Proper measures are to be taken to
create equality among everyone; each gender can co-exist in the same
society and move towards the progress together. A monitoring force should
exist who will make a check and make sure that no one does any misuse of
their rights so that this world could turn into a happy place where every
human being is given equal opportunity and right to live their lives as they
want.

4.) The government assures the public that crackdowns on activists
will not happen under the guise of counterterrorism, but in the same
breath the Speaker of the House tells activists to "not allow terrorists to
hide within [their] ranks." This statement itself is telling of the
government's narrow and misinformed mindset about activism and terror -
that those who are radicalised through activism will participate in armed
rebellions and, therefore, to prevent "violent extremism" the state should
stop "radicalisation" made possible through activism.
Given this bias, and the weak intelligence capacity of law enforcers,
the bill will crush progressive organisations and student activists who the
state perceives are communist fronts; mediators who are perceived as
communist sympathisers; and Indigenous people who are perceived as the
main targets of recruitment by the NPA.
These groups are already being "red-tagged" or wrongly targeted for
alleged links with the CPP-NPA. Even without the new law and under the
martial law in place until last year, young Indigenous people who work on
peacebuilding in Western Mindanao were reportedly wrongly included in
the military's "terrorist lists," and asked to show themselves to law
enforcers and prove they are not linked with the NPA. As the Senate
president admitted, there is no need for martial law once this bill becomes
law.
The looming anti-terror law will assume rather than fairly test the
guilt of civilians, as law enforcers will have free reign to arrest and detain
individuals based on mere suspicion. This is both unconstitutional and
dangerous.

There three types of claim namely Fact, Value, and Policy. In this
module, you learned about Claim of Policy.
Claim of Policy is type of claim that argues certain action should
exist, or that something should or should not be done in order to solve a
problem. It is easy to recognize a claim of policy since it has a specific
class of verbs known as the modal verbs. These verbs are should, must,
need, ought to, got to, and have to.
In order to construct a sensible and logical claim of policy you need
to consider the following guide questions:
 What should we do?
 How should we act?
 How can we solve this problem?
 What course of action should we pursue?
