Further, it was directed that the past cases, based on individual representations for fecording educational qualification in Service Records can also be considered on merits on case ‘to case basis and past cases of promotion already done will not be allowed to be re-opened, 3. {tis observed that the railway employees are facing difficulties at the time of promotion due to non-recording of the higher educational qualifications acquired during the service or before appointment. 4. Im order to save the difficulties of the employees, it is decided to conduct a special drive ‘to consider the representations of the individuals for recording of higher educational qualifications in the Service Record, on merits on case to case basis. 5.
