Amendment to Paragraph 3 of the Request for Expression of Interest (REOI) for the 21CSJE0003-

Consultancy Services on the Conduct of Geotechnical and Geological Survey/ Investigations of

Regional Office Building Projects- Number of Consultants to be shortlisted

Whereas, in response to the REOI, five (5) consultant submitted their expressions of interests (EOIs)
together with their eligibility requirements.

Whereas, Paragraph 3 of the Request for Expression of Interest (REOI) stated that the short list shall
consist of Three (3) prospective bidders who will be entitled submit bids based on the criteria and rating
system.

Whereas, the Planning and Design section recommended the Bids and Awards Committee for
Consultancy Services to increase the number of shortlisted consultants from three to five in order to
extend equal opportunity to prospective bidders which are also eligible and qualified to participate in
this competitive bidding and to allow the office award the most qualified.

Whereas, pursuant to Section 24.5.2 of the revised IRR of RA 9184; the number of short listed
consultants, which shall be determined in the pre-procurement conference, shall consist of three (3) to
seven (7) consultants, with five (5) as the preferable number.

Whereas, during the Pre-bid conference on ______________, the BAC for Consultancy Services, after
careful review and deliberation, resolved to adopt the recommendation of the Planning and Design
Section as the implementing section to increase the number of shortlisted consultants from three to
five.
