SUBJECT : Intensification of Anti- Kidnapping Strategy and Efforts


Against Motorcycle Riding Suspects (MRS)

1. References:
a. Memorandum from TDO dated March 12, 2019 with same subject as the
above received by this Office on March 18, 2019;
b. PNP MC No. 2017- 021 Enhanced Operational Concept of the Managing
Police Operation (E-MPO) dated March 8, 2017; and
c. PNP LOI 01/2011 “PNP Anti-Kidnapping Strategy”.

2. This pertains to the recorded significant increase in kidnapping incidents and


crimes perpetrated by Motorcycle Riding Suspects (MRS) during the DO 4 th Quarter
2018 Strategy Operations Review.

3. In this regard, you are directed to enhance crime prevention and crime
solution, police visibility, anti- criminality and police security operations through
adherence on the principle of E-MPO to address kidnapping incidents and crimes
perpetrated by MRS. All COPs of CPS/MPS and FCs, PMFC shall undertake law
enforcement operations and interventions/initiatives such as, but not limited to the
following:

a. Continuous coordination with the AKG and HPG by intensifying anti-


kidnapping/carnapping strategy in your respective AORs;
b. Establishment of border control as part of the strategic direction of PPOs to
address not only insurgency and terrorism but also homicide incident
perpetrated by MRS;
c. Continuous check/ choke point operations focusing on the enforcement of
laws and ordinances for the arrest and implementation of search warrant to
all identified criminals;
d. Prioritized the service of warrant of arrest and implementation of search
warrant to all identified criminals;
e. Proper conduct of case review to all cases of homicide under investigation
and providing appropriate intervention to pre-empt the occurrence of the said
incidents;
f. Strengthening of intelligence fusion with the AFP counterparts and other law
enforcement agencies to identify, arrest and file cases against gun-for-hire
personalities; and
g. Collaborate with the LGUs, other Law Enforcement Agencies and
stakeholders on the following:
1) Crime prevention through community reminders while conducting
beat/foot patrol in populous area as well as continuous coordination with
HPG, LGU-TMO’s and Anti – Carnapping Group;
2) Revitalization of Pulis sa Barangay and the utilization of Barangay
Tanods, Civilian Volunteers and NGOs to suppress, if not pre-empt the
occurrence of crime incidents;
3) Coordination with owners of hotels/casinos and local government units
for the installation of Close Circuit Television (CCTV) to all business sites,
government facilities, streets, alleys and other crime prone areas; and
4) Adoption of the “Neighborhood Watch” concept by maximizing the
deployment of the PNP beat Patrollers and force multipliers in areas in
areas where MRS incidents usually transpire.

4. Further, ensure that all COPs of CPS/MPS and FC, PMFC are informed of
these directives and actual activities are done on the ground to include
SIMEX/CEREX/COMMEX.

5. Submit result of your action taken to this Office NLT 3:00 PM of March 19,
2019 for submission to higher Headquarters.
