Roles and Responsibilities

Department of the Interior and Local Government (DILG)

DILG Central Office through Bureau of Local Government Development


(BLGD)
1) Capacitate Regional Offices on the implementation of SIBOL.
2) Partner with NGAs with programs on workforce development for LGUs.
3) Conduct advocacy to the concerned stakeholders.
4) Conduct monitoring and evaluation activities.

DILG Regional Office


1) Provide technical support in the formulation of the Workforce Development
Plan (WDP) through the conduct of capacity development activities.
2) Monitor and submit report on the implementation of SIBOL to DILG-Central
Office.

Roles and Responsibilities

PROVINCES

1) Review and provide feedback to the 3-year WDP to its component cities
and municipalities.
2) Oversee the implementation of SIBOL within their cities and municipalities.
3) Formulate and update the 3-year WDP based on the consolidated WDP of
its component cities and municipalities and provide support in the
implementation of SIBOL in its jurisdictions.
4) Update PEIS and other information tools to track results for evaluation,
planning and decision making.
5) Partner with private enterprises/sector for skills and human resource
requirements and job opportunities for the beneficiaries.
6) Provide and/or facilitate target SIBOL beneficiaries access to skills training
and/or entrepreneurship program provided by TESDA or DTI.
7) Facilitate job matching for beneficiaries graduated and awarded with NC or
COC for employment or entrepreneurship.
8) Submit report to the DILG through Provincial Director.

1) Formulate and update the 3-year WDP.

4) Provide and/or facilitate target SIBOL beneficiaries access to skills training
and/or entrepreneurship program provided by TESDA or DTI.
5) Facilitate job matching for beneficiaries graduated and awarded with NC or
COC for employment or entrepreneurship.
6) Submit report to the DILG through City/Municipal Local Government
Operations Officer.
