MEMORANDUM

TO : ALL OFFICIALS AND EMPLOYEES

SUBJECT : WORK ARRANGEMENTS EFFECTIVE MAY 17, 2021

DATE : MAY 14, 2021

In the exigency of the service, and pursuant to the IATF Omnibus Guidelines on
the Implementation of Community Quarantine in the Philippines, with Amendments as of
December 14, 2020 and Civil Service Commission Memorandum Circular No. 18, s.
2020, the following work arrangements shall be observed:

Offices under MECQ:

Skeleton workforce shall be assigned in frontline offices as identified pursuant to


NLRC Covid-19 Advisory Nos. 12 and 12-A. All other personnel shall be on work-from-
home arrangement.

Offices under GCQ (with Heightened Restrictions)

Full operational capacity shall be required. A combination of skeleton workforce


and work-from-home arrangement shall be adopted. However, skeleton workforce of
not more than 50% manpower complement daily shall be strictly implemented.

Offices under GCQ

Full operational capacity shall be required. A combination of skeleton workforce


and work-from-home arrangements shall be adopted. A skeleton workforce of more
than 50% manpower complement daily may be implemented if the exigency of service
so requires and subject to due observance of health protocols.

Offices under MGCQ

Full operational capacity shall be required. A combination of skeleton workforce


and work-from-home arrangements may be adopted.

General Guidelines:

1. Heads of unit/division/office/sala are given discretion to allow work-from home


(WFH) arrangements particularly for employees and personnel who are below
21 years old, those who are 60 years old and above, those with
immunodeficiency, comorbidities or other health risks, and pregnant women.

2. Presiding/Commissioners are given discretion to allow full-time WFH or
combination of skeleton workforce and WFH for their respective Commission
Attorneys and Reviewers.

3. Requests for full-time WFH arrangement must be supported with medical


certificate and other medical records (e.g. laboratory results, medical
prescription, etc.) issued by their attending physician.

4. Heads of offices shall ensure that WFH employees are given specific tasks or
assignments with definite period/timeline for submission. They shall likewise
regularly monitor the accomplishments of WFH employees based on the
nature of work or job they perform.

5. Full-time WFH employees shall submit monthly Certificate of Service,


together with their Accomplishment Reports, template form attached herewith
as Annex “A” and execute Pledge of Confidentiality, Annex “B” (for full time
WFH employees who have not submitted yet)

6. The concerned heads of offices shall submit the list of full-time WFH
employees and list of functions/tasks assigned to the WFH employees to the
Administrative Division thru nlrc_adm_div@yahoo.com.ph on or before May
19, 2021.

7. The following set of work standards shall govern the implementation of


skeleton workforce and WFH arrangements:

Skeletal WFH
Work Hours Anytime between 7:00 AM-6:30 Anytime between 7:00 AM-6:30

Lawyers, Division Chiefs and Directors, by the nature of their work, may extend
duty until 7:00 PM to complete eight (8) hours of work.
8. The concerned heads of offices shall be responsible to submit the list of
employees under their supervision and their respective work schedules
(skeleton workforce schedule and WFH schedule) to the Administrative
Division-Main Office thru nlrc_adm_div@yahoo.com.ph on or before May 17,
2021.

9. The use of biometrics is temporarily suspended. The guard on duty shall


record the attendance of officials and employees.

10. An employee whose place of residence is covered by the Enchanced


Community Quarantine (ECQ), Modified Enhanced Community Quarantine
(MECQ) or living in critical areas where localized Enhanced Community
Quarantine may be declared, may likewise be allowed to work from home
until the lifting of the ECQ, MECQ or localized ECQ.

All officials and employees shall continue observing minimum health standards
protocol at all times such as physical distancing, wearing of face masks, face shield,
mandatory temperature check, mandatory alcohol use and other sanitary protocols to
ensure health and safety in the workplace to prevent the spread of COVID-19 virus.
