c) OTHER REQUIREMENTS
As per interview with Brgy. Secretary Maybelle, Dolosa, there were no significant
changes regarding the operations of the Materials Recovery Facility and it is still
currently operational in the month of January 2022.
Furthermore, LGU Prieto Diaz still does not include Brgy. Calao in their waste
collection schedule as stated by Sec. Dolosa.
Upon monitoring of the facility, it was observed that there were piled up
recyclable wastes inside the MRF, although there were segregated recyclable
wastes in the compartments within the MRF.
It was also observed that residents of Brgy. Calao still utilizes the open
dumpsites located nearby the MRF for their disposal of waste.
Furthermore, there was a composting area observed located uphill a few meters
away from the MRF.

The barangay should maintain and keep records of daily weights or volume of
wastes received, processed and removed from the Materials Recovery Facility
(MRF). All the records of wastes received and stored at the MRF should at all times
be secured and maintained for future reference and evidence of compliance of the
barangay;
Provide and maintain a separate logbook for other matters such as special
occurrences, fire, unauthorized loads, injury and property damage to keep track of
the activities or events occurring at the MRF;
Strictly implement the municipal and/or barangay ordinances with regards to Solid
Waste Management;
Strictly implement segregation-at-source and segregated collection and apprehend
SWM violators;
Strictly prohibit littering, dumping and open burning of any type of wastes in the
barangay especially in public places;
Maintain the operational standards that the municipality is conducting in the
operation of the Barangay MRF and periodically evaluate if certain standards is in
need of revision based on the current situation of the LGUs’ solid waste
management;
Strictly observe proper housekeeping within and outside the facility;
Conduct IEC campaign in the barangay promoting and practicing the household
composting, recycling and other waste diversion method; and
Provide trainings to the personnel-in-charge of the MRF in order to enhance their
knowledge and skills in managing the area.
Provide specific labels to distinguish what type of waste and to avoid mixing of
wastes on each compartment of the MRF.
Assign a staff to be in charge of the maintenance of the equipment in the MRF to
prevent or minimize the chances of malfunction.
Provide secure fencing surrounding the MRF to minimize improper usage of the
facility by nearby residents.
Moreover, the MRF should only serve as temporary storage for the recyclables, special
& residual wastes and should not be used as a final disposal site of wastes of any kind with the
exemption of biodegradable wastes.
