SECTION 02735 - SEWAGE TREATMENT PLANT

1. PART 1 GENERAL

1.1 SECTION INCLUDES

1.1.1. Design, supply, installation, testing and commissioning sewage


treatment plant as shown on drawings and specified herein, complete
with tanks, equipment, pipework, controls, instrumentation, wiring and
other related civil, mechanical and electrical works.

1.2 SCOPE OF WORK

1.2.1. Sewage treatment plant shall be supplied and installed by a specialized


Contractor approved by the Contracting Officer

1.2.2. Sewage treatment plant Contractor shall be fully responsible for design,
supply, installation, and testing and commissioning of complete sewage
treatment works from sewage lift station to treated effluent backwash
tank (both inclusive), and the equipment shelter as required. The
Contractor shall be responsible for civil, mechanical and electrical
(power, lighting, panel boards and controls) works for the proposed
sewage treatment facility. Contractor's design for all sewage treatment
works including equipment, lift station, tanks and equipment shelter
shall be subject to approval of the Contracting Officer. Contractor shall
follow the recommendations of Soil Investigation Report (available with
the Owner) for the design of foundations for tanks, lift station and pump
house or equipment shelter.

1.2.3. Sewage treatment plant Contractor shall coordinate closely with other
Contractors for works and requirements affecting sewage treatment
system.

1.4. DESIGN RESPONSIBILITY

1.4.1. Provision of sewage treatment plant shall include design, construction,


testing, commissioning, training of personnel by Contractor for all
works as mentioned in scope of work within the area, including the
necessary interface of services required for proper operation of the
sewage treatment plant.

1.4.2. Calculations and drawings for the proposed plant and associated
construction work shall be submitted to the Contracting Officer for
review and approval. Manufacturing shall not start until the design has

been approved by the Contracting Officer and proposed alterations have
been agreed.

1.4.3. Design of sewage treatment plant shall be in accordance with the


following:

1.4.3.1. Water Pollution Control Federation Manual of Practice No. 8

1.4.3.2. ASCE Manual of Engineering Practice No.36

1.4.3.3. Or equivalent Codes and Standard approved by the


Contracting Officer.

1.4.4. Contractor shall make allowance for climatic and environmental


conditions of location with regard to treatment plant performance and
impact on surrounding areas.

2. PART 2 - PRODUCTS

2.1. SEWAGE TREATMENT PLANT

2.1.1. General:

2.1.1.1. Contractor shall design, supply, install, test and commission


sewage treatment plant as shown on drawings and as specified
herein complete with the interconnecting piping and electrical
wiring, panel boards, control panels and instrumentation.

2.1.1.2. Sewage treatment plant shall comply with the requirements


specified herein as well as the relevant Sections of the
Specifications.

2.1.1.3. All the pumps, except for chlorine dosing pumps, shall be
from single manufacturer.

2.1.2. General Requirements:

2.1.2.1. Sewage treatment plant shall be required to have minimum


maintenance and supervision. The system shall not be affected
by shock loading.

2.1.2.2. Sewage treatment plant shall be virtually free from foul odor.
The plant design shall enable sufficient dissolved oxygen in
the process water at any given time.

2.1.2.3. Sewage treatment plant shall be virtually noiseless in


operation.

2.1.2.4. Sludge shall be retained in the bio-reactor tank, and will be
highly stabilized, with some excess sludge removal required
only once or twice during the year. Provision shall be made for
sludge removal.

2.1.2.5. Electro-magnetic flowmeters complete with flow totalizer and


indicator shall be provided for measuring pumped flow from
the lift station and the filter feed pumps.

2.1.2.6. Sewage treatment plant (tanks) shall be provided with access


ladders, walkways platforms with double handrails and floor
gratings for suitable access for maintenance, inspection and
easy collection of samples of both incoming untreated sewage
and treated effluent.

2.1.3. Performance Requirements:

2.1.3.1. Capacity of Sewage Treatment Plant: Sewage plant shall treat


domestic sewage, capacity as indicated on drawings, with
BOD, concentration of 250 mg/l and suspended solids
concentration of 200 mg/l.

2.1.3.2. Sewage treatment plant shall be capable of producing effluent


of 5-day BOD (BOD 5 ) demand not greater than 10 mg/l and
suspended solids (SS) not greater than 10 mg/l after biological
treatment.

2.1.3.3. Tertiary Treatment: Treated effluent shall be sterilized by


chlorination and shall be of quality suitable for use for
irrigation of ornamental gardens and trees and shall meet the
disinfection standards of 2.2 MPN/100 ml. Residual chlorine
shall not exceed 1 ppm. Effluent quality shall be:

- (BOD 5 ): 10 mg/l maximum


- Suspended Solids (SS): 10 mg./l maximum
- COD: 40-60 mg./l
- pH value: 7-8.5
- Grease & Oil: maximum 5 mg./l

2.1.3.5. The Contractor shall provide water testing apparatus, approved


by the Contracting Officer, for the measurement of the above
mentioned parameters.

2.1.3.6. Analytical determination mentioned herein shall be in


accordance with the analysis of Raw, Potable and Waste Water
as issued by Water Pollution Control Federation Manual of
Practice No. 8 or equivalent Codes, Standards and Authorities
having jurisdiction.

2.1.4. Flow of Process:

2.1.4.1. Sewage treatment method shall be of the Biological Process


suitable for treating domestic sewage using Extended Aeration
Single Basin Bio-Reactor (Sequential batch Reactor) system
with low speed stainless steel (SS) surface aerator.

2.1.4.2. Raw waste water shall gravitate into the influent lift station
provided with a minimum working volume of 20 m3 to ensure
less than 10 start/stop per hour operations of the lift station
pumps provided in the station.

2.1.4.3. The influent shall be pumped by the two duty/one lag non-clog
submersible pumps into the above ground bio-reactor tanks
through the coarse bar screen, each pump shall be sized for
required average hourly flow. An electromagnetic flowmeter
complete with flow indicator and totalizer shall be provided on
the pump discharge line.

2.1.4.4. Each bio-reactor tank shall be of capacity as indicated on


drawings. This will provide required capacity of wastewater
purification and sludge storage and stabilization.

2.1.4.5. Mixed liquor in the bio-reactor shall be aerated by a slow


speed, floating stainless steel surface aerator. The aerator
turbine and the gear drive shall be designed to provide
optimum mixing energy and oxygen absorption to the mixed
liquor.

2.1.4.6. Aerator turbine, floating structure, buoyancy floats and the


flanged coupling shall be supplied in AISI-304 stainless steel
construction.

2.1.4.7. Secondary effluent shall be chlorinated by sodium


hypochlorite solution injected upstream of the irrigation
reservoir.

2.1.4.8. Scope of supply for the Extended Aeration System shall


consist of, but not limited to, the following:

a. Lift station with triplex submersible grinder pumps to pump


sewage from lift station to sewage treatment plant. Pump
capacity as indicated on drawings. Capacity of lift station shall
not be less than 50 m3.

b. Hot dip galvanized bar screen.

c. One electromagnetic flowmeter with flow totalizer.

d. Two bio-reactor tanks complete with access ladder, walkway
platform handrails and floor gratings.

e. Aeration equipment: Stainless steel slow speed floating turbine


aerator for each bio-reactor tank.

f. Bio-reactor decant water system.

g. Chlorine solution tank with chlorine dosing pumps and


accessories.

h. Filter feed/backwash pumps.

i. Air Scour – Air blower.

j. Dual media automatic pressure sand filters.

k. Interconnecting electrical wiring, main control panel, panel


boards and instrumentation.

l. Interconnecting piping and valves.

m. Testing and commissioning.

n. Operation and maintenance manuals.

o Training of personnel.

p. Spare parts good for 1 year.

q. Laboratory equipment.

2.2. MISCELLANEOUS MATERIALS

2.2.1. Piping:

2.2.1.1. Above Ground: Carbon steel pipes and pipe fittings in


accordance with the following requirements:

2.2.1.1.1. Pipes: Carbon steel, seamless conforming to ASTM A


106, Grade B, Schedule 40.

2.2.1.1.2. Fittings: Provide Manufacturer's standard flanged type


fittings as required conforming to ASTM A 105.

2.2.1.1.3. Jointing System:

a) Flanged-type joints, with flanges and gaskets


rated class 150 in accordance with ANSI
B16.5.

b) Bolting: Alloy stud bolts in conformance with


ASTM A 193/A, Grade B7 with semi-finished
heavy pattern hex nuts in conformance with
ASTM A 194, Grade 2H.

2.2.1.2. Below Ground: Unplasticized polyvinyl chloride (uPVC) pipes


and pipe fittings in accordance with the following
requirements:

2.2.1.2.1. Pipes: Unplasticized polyvinyl chloride (uPVC),


Schedule 80 conforming to ASTM D 1785.

2.2.1.2.2. Pipe Fittings: Unplasticized polyvinyl chloride


(uPVC), Schedule 80 conforming to ASTM D 1785,
socket-type

2.2.1.2.3. Jointing System: Welded joints for joining pipes and


pipe fittings using solvent cement conforming to
ASTM D 2564.

2.2.1.3. Painting for Above Ground Piping: All above ground piping
shall have enamel paint finish.

2.3 ABOVE GROUND TANKS

2.3.1. Above ground Bio-Reactor and Chlorine Contact tanks, shall be bolted
type glass coated steel tanks. The inert glass shall be chemically bonded to
the steel sheet by spraying the grit blasted with specially prepared slip and
then drying it prior to firing it in a furnace at a temperature of up to 90
degree C. The molten glass fuses with the surface of the steel giving a
permanent high bond strength. Rubber gaskets shall be used at bolted
connections. Material, design, fabrication, and erection of bolted steel
tanks shall conform to AWWA D103 or equivalent Standards. Steel sheets
shall conform to ASTM A 570, Grade 33. Galvanized steel bolts shall
conform to ASTM A 307. All coatings shall be factory applied. Field
coating, except for touch-up will not be acceptable. Size and shape of tanks
shall be as shown on drawings. Tanks shall be with reinforced concrete
foundation designed by the Contractor and approved by the Contracting
Officer. Reinforced concrete shall comply with the requirements of
Division 3 - CONCRETE. Concrete shall be of minimum 30 MPa
compressive strength at 28 days. Waterproofing concrete foundation shall
comply with the requirements of Division 7 - THERMAL AND

MOISTURE PROTECTION.

2.4. LIFT STATION

2.4.1. Refer to Section 02735 –SANITARY SEWERS

2.5. CHLORINE DOSING SYSTEM

2.5.1. Chlorine dosing system tank shall be of polyethylene construction, size and
shape as shown on drawings, and shall be provided with complete chlorine
dosing system including chlorine dosing pumps as manufactured by
PROMINENT PUMPS or WALLACE TIERNAN or LMI or approved
equal; type and capacity as shown on drawings. Pumps shall be with
control panel provided in weatherproof enclosure.

2.6. PLANT CONTROL PANEL

2.6.1. Shall be manufacturer's standard suitable for the sewage treatment plant
operation. Control panel shall be installed in weatherproof polyester
enclosure with IP 55 protection.

3. PART 3 - EXECUTION

3.1 INSTALLATION

3.1.1. Install materials and equipment in strict accordance with the


requirements of this Section and the written recommendations of the
manufacturer as well as the applicable Sections of the USA Hydraulic
Institute Standards.

3.1.2. Installation shall be performed by workmen skilled in this type of work.

3.1.3. Provide electrical motor-driven equipment specified herein complete


with motors, motor starters, and controls. Provide motor starters with
properly sized thermal overload protection and other appurtenances
necessary for the motor control specified.

3.2 TESTING AND COMMISSIONING

3.2.1. General: Provide clean water, appliances, consumable stores and sewage
necessary for the complete testing of the sewage treatment plant and
pumps.

3.2.2. Sewage treatment plant shall be tested and commissioned to the
complete satisfaction of the Contracting Officer.

3.2.3. Following completion of erection and cleaning of tanks, tanks shall be


tested for liquid-tightness by filling the tank to its overflow elevation.
Any leaks discovered by this test shall be corrected by the Contractor in
accordance tank manufacturer's written recommendation.

3.2.4. Prior to backfilling of any excavation, perform the hydraulic test for the
piping below. Sewage treatment plant shall be filled with water and kept
filled for 2 days during which time it will be regularly inspected for loss
of water and for signs of leakage externally.

3.2.5. Test will be deemed to be passed if the Contracting Officer is satisfied


that there has been no perceptible loss of water through leakage during
this period.
3.2.6 The contractor shall be responsible for the operation and maintenance of
The STP for 12 months (24 hrs a day,7 days a week) starting from the
date of handing over ,including provision of labor,spare parts and consumable materials.
3.3 LABORATORY EQUIPMENT

3.3.1. General: Contractor shall supply standard laboratory equipment


necessary for day-to-day operation of the plant including chemicals for
laboratory analysis good for 3 months.

3.3.2. Laboratory equipment include the following as a minimum:

3.3.2.1. Portable Dissolved Oxygen Meter with automatic temperature


compensation.

3.3.2.2. Portable sewerage treatment plant laboratory equipment for


carrying out the following tests:

- Dissolved Oxygen
- Settable Matter
- Sludge Settlement
- Chlorine
- pH
- Temperature

3.4. WARRANTY

3.4.1. Sewage treatment plant and the related equipment specified herein shall be
guaranteed against defects for one year starting from the date of substantial
hand over.
