electrical post is a driving and electrical hazard.

In 1978, the Department of Labor and Employment (DOLE) amended a set of


compulsory Occupational Safety and Health (OSH) standards that organized all
safety orders being enforced before its promulgation. It contains administrative
requirements, general safety and health rules, technical safety regulations, and other
measures to eliminate or reduce Occupational Safety and Health (OSH) hazards in
the workplace. The purpose of these standards is to protect every working man
against dangers of injury, sickness, or death through safe and healthy working
conditions. This shall apply to all places of employment except land, sea, and air
transportation and safety in mines [1]. There are sets of rules under these standards
but we’ll be focusing on what is Rule 1050. This rule is also known as Notification
and Keeping of Records of Accidents and/or Occupational Illnesses. This rule is a
formal document of all accidents and occupational illnesses in the workplace that the
employer shall be submitted to the Regional Labor Office. The formal report shall be
submitted by the employer on or before the 20th day of the month following the date
of occurrence of the accident or when the illness is established. For all accidents that
may result in death or permanent total disability, the employer shall notify first the
Regional Labor Office within twenty-four (24) hours after occurrence using the
fastest available means of communication. And this kind of accident shall be
investigated by the Regional Office within forty-eight (48) hours after the initial report
of the employer. And for any accidents that may not cause serious bodily harm to
workers, the employer shall investigate and report to the Regional Labor Office upon
occurrence. This rule 1050 serves as a control created by the DOLE as it provides a
penalty charge that may result in the company to stop their business if they fail to
achieve these safety guidelines.

The employer shall maintain and keep documentation of the accident or


illness in the workplace. Reporting and documentation are legal documents that can
be used as primary sources of information used in accident investigation. The
importance of these documents helps to identify the causes of why that accident
happened. It may be on the individual’s negligence or the employer’s lack of safety
controls. One common tool used in the industry that helps in their investigation is by
using cause and effect analysis called “Ishikawa or fishbone diagram”. This tool
identifies the potential factors causing an overall effect. Once the real cause was
identified and evaluated we can create engineering and administrative safety
controls to prevent certain accidents or illnesses to happen in the future.

As you can see creating a report is a crucial part of the proper investigation as
this will help to establish proper information regarding the accident or illness. It can
also benefit employers and employees to identify and further understand what the
hazards present in the workplace are. That helps them to make the best selection to
prevent injuries or illnesses. The result of this action helps to maintain a risk-free
environment in the workplace.
