Electronic Muster Measurement System (eMMS) –An innovative approach to

governance of program implementation

The eMMS uses Mobile Technology to capture attendance of labour and measurements on a
minute to minute basis thereby enabling information flow directly from Worksite to the
Website. The salient features of this system are:

i. e-Muster: eMuster is a mobile application through which the Field Assistants from all
GPs can capture the labour attendance data in his mobile and upload it directly from
the worksite to the server.
ii. e-Measurement: eMeasurement is a mobile application through which the Technical
Assistants from the mandals capture measurement data in the mobile and upload the
data along with GPS coordinates and digital photo from each worksite to the server.
iii. e-Muster Verification: eMuster Verification is a mobile application through which
the monitoring staff verifies the labour attendance data in three villages every day
and upload the checked musters directly from the worksite to the server.
iv. e-Check Measurement: e-Check Measurement is a mobile application used to verify
the measurements data on the worksite and upload the measurements and GPS data
directly from the Worksite to the server.
v. e-Monitoring: A special application has been designed for Additional Programme
Officers and higher authorities to monitor the performance of functionaries and take
immediate action in cases of default.
vi. Citizens Information: The eMMS data is available in the public domain through the
website www.nrega.ap.gov.in. The LIVE labour attendance data in any village can be
further accessed on any mobile by sending a simple SMS request.
vii. More than 25,000 field functionaries who are part of MGNREGS implementation in
the state of Andhra Pradesh viz. Field Assistants, Technical Assistants, Engineering
Consultants, Flying Squad members, Additional Programme Officers, Programme
Officers and Assistant Project Directors are the users of this system.

Web Reports: Web reports are designed to drive the administration to service Poorest of the
poor labor and also enable the civil society to carry out independent Social Audits. The
programme is made open for Public Scrutiny thereby achieving democratic governance.

i. Wage Seeker Details The Wage seekers module in the web reports is designed to
obtain the complete history of each and every wage seeker along with his/her
employment details. The web reports on wage-seekers employment are available at
Job Card level, Village level, mandal level, District level and State level.
ii. Works Details The web reports on Works are available to obtain the progress of each
and every work indicating quantum of work completed, technical specifications of
the work and the details of expenditure incurred in the work so far. The web reports
on wage-seekers employment are available at Job Card level, Village level, mandal
level, District level and State level.

The mobile applications are being used by more than 25,000 field functionaries who are part
of MGNREGS implementation in the state of Andhra Pradesh viz. Field Assistants, Technical
Assistants, Engineering Consultants, Flying Squad members, Additional Programme
Officers, Programme Officers and Assistant Project Directors.

Future Plan

In the new future we plan to extend the project to 500,000 “mates” who are wage seekers
under the flagship programme, Mahatma Gandhi National Rural Employment Guarantee
Scheme (MGNREGS). The preparations have already started. The objectives of this initiative
are:
1. Increase transparency in all transaction involvd in the implementation of MGNREGS
programme
2. Empower wage seekers by passing information to them, especially regarding wage
payment
3. Effective monitoring of the scheme by arresting corruption to the maximum possible
extent.
