Enhanced Electronic New Government Accounting System (eNGAS) and eBudget


System Version 2.0 for Local Government Units (LGUs)
Implementation Documentation

Ten personnel from the Provincial Government of Bukidnon had undergone a one
week training on the e-NGAS or the electronic New Government Accounting System
(Version 1.2.2) in preparation for its full implementation. The Capacity Building training
was held last June 4 to June 8, 2018 at the Professional Development Center, Commission on
Audit, Commonwealth Avenue, Quezon City. The participants were divided into three teams
namely the technical, accounting and budget teams were trained on the basic operations
of the e-NGAS and how it will be implemented.

The new server for the enhanced eNGAS and eBudget System was installed last
June 13, 2018. It was then configured and prepared for the installation of the enhanced
eNGAS and eBudhet System. The Database Administrator successfully installed the
enhanced eNGAS and eBudget System in the new server. The eNGAS Administrator
setup all common references and codes used in eNGAS. This includes the data build-up
of Responsibility Centers, Employees, Creditors and all Subsidiary Ledgers.

The implementation of the eNGAS in the Province of Bukidnon was preceded by


a reecho seminar on the system held last July 28, 2018 by the five personnel of the
Provincial Accountant's Office who have attended the training.

The re-echo seminar constituted a good opportunity to expand the capacity of the
eNGAS users through sharing of knowledge on the enhanced eNGAS version 2.0 in the
context of its basic features, technical features, control features, additional features, query
and reports of the system. It met their objectives in promoting awareness of and demand
for the enhanced version and familiarizing the participants with the new approaches in
the usage of the enhanced system. A collaborative strategy and technique for using the
enhanced version, particularly for journalizing and reviewing JEVs was also promoted.

The Accounting Division and the eNGAS Administrator agreed that the cut-off
for the beginning balances was the old eNGAS Trial Balance Reports as of August 31,
2018. The eNGAS Administrator prepared the data for migration and create an excel files
to be used by the eNGAS users in the journal entries of beginning balances. The journal
entry of the beginning balances of the 18 Special Accounts as well as the preparation of
the beginning balances of the Budget System began on September 1, 2018. All the
Beginning Balance eNGAS users updated their journal entries through out the whole
month of September. The eNGAS Administrator oversee the activity and made sure that
all subsidiary ledgers were created and available for use by the eNGAS users. Moreover,
she also created and updated templates for eNGAS users. Furthermore, simulateneous
journal entry of all financial transactions starting September 1, 2018 up to date were
recorded using the Enhanced eNGAS and eBudget System.

During the implementation phase, most of the system bugs were from the eBudget
System. The System Administrator immediately documented the error and sent it through
eTicket of COA Quezon City. Most of the errors sent to COA Quezon City were already
fixed and resolved. The technical team of COA are still working on the solutions of some
errors that were forwarded to them.

The Provincial Government of Bukidnon is now in full implementation of the


Enhanced eNGAS and eBudget System. The office acknowledge the continuous support
from the COA technical team which greatly contributed to the success of the
implementation of Enhanced eNGAS and eBudget System.
